1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
“Ko Ngongotaha te Maunga

Ko Tārewa Pounamu te Kōhanga Reo”
Te Kōhanga Reo o Tārewa Pounamu is located a close proximity to Te Marae o Te Tārewa Pounamu in Rotorua. Many mokopuna and whānau are descendants of Ngāti Kea and Ngāti Tuarā with links to Kearoa Marae in Horohoro. Two kaiako are long serving members of the kōhanga reo and three kaimahi, including the administrator are undertaking training to support their kaimahi roles.
3 Evaluation Focus
How well do mokopuna demonstrate their understanding of whanaungatanga?
Mokopuna confidently demonstrate their understanding of whanaungatanga through their interactions with others.
4 Findings
Mokopuna learn in an environment where their whakapapa and identity is well nurtured. Kaimahi create a welcoming whānau atmosphere. Mokopuna interact happily as they play and learn alongside each other. Older mokopuna interact naturally with pēpi and demonstrate tuākana teina relationships. Meaningful relationships are fostered. Mokopuna are learning about the values of whanaungatanga and manaakitanga as they engage with others. Kaimahi regularly acknowledge mokopuna through praise and affirmations. Connections to each other and the local area are promoted through the daily programme and physical environment. Strong whanaungatanga connections are evident. Mokopuna appear to be settled and happy.
Mokopuna are immersed in te reo Māori and tikanga Māori. Kaimahi use a range of successful strategies including, modelling and repetition to extend mokopuna te reo Māori earning and development. Spiritual and cultural connections are fostered through karakia, hīmene and waiata. Interactive experiences include kori tinana and waiata specific to their kaupapa. Mokopuna stand confidently when sharing their pepeha with others. Tuākana do this with certainty, while tēina are supported to express this. Pēpi use enthusiastic hand actions, facial expressions, and sounds to respond to direct questioning demonstrating they are engaged in learning and showing their understanding. Routines and rituals are well established and help mokopuna to engage confidently in the learning programme. Mokopuna are developing as te reo Māori learners.
Planning, assessment and evaluation processes are evolving. Kaimahi work collaboratively to design a learning programme around the seasons of the year. Mokopuna individual konae ako include samples of mahi and mātai tamaiti assessments that show progress and learning over time. Kaimahi hold regular hui where they reflect on the learning programme and identify areas for improvement. Long serving kaumātua kuia, and kaimahi support new kaimahi who bring fresh ideas, new knowledge and experience for the benefit of mokopuna. Mokopuna have positive reciprocal relationships with others.
Whanaungatanga underpins the smooth daily operations of the kōhanga reo. Relationships between whānau and kaimahi are mutually trusting and valued. Whānau regularly attend monthly hui and are involved in collective decision making. The completion of a review of all policies and procedures is currently underway alongside a review of the Tūtohinga. Strategic objectives align to te Ara Tūāpae and are currently under review. The annual plan provides clear guidance for all administrative responsibilities. Financial, property, curriculum, personnel and health and safety management are consistently monitored by the whānau. Whānau have prioritised training about the Children’s Act 2014 and some kaimahi have had this. Plans are in place for training for all kaimahi to understand their roles and the impact of this legislation on their mahi. Mokopuna wellbeing is promoted in an environment conducive to learning.
Key Next Steps
Consolidating and embedding kaimahi practice requires attention. Whānau are working with kaimahi on a succession plan which includes adapting previous practices to incorporate new and innovative programme planning, assessment and evaluation. This ERO evaluation agrees with this as a next step for development. Mokopuna learning is further enhanced when kaimahi fully cater to their interests and needs.
Strengthening whānau whakahaere practices is needed. While a committee focuses on the kōhanga reo schedule for policy and procedure review, managerial systems could be more refined. Regular reporting on decision making, including the ratification of policies and procedures are not clearly documented. Strategic planning is incomplete. The development of an action plan is required. This will provide guidance for the achievement of the kōhanga reo strategic objectives. Whānau aspirations for mokopuna are enhanced by continual growth and development as a collective.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO and Te Kōhanga Reo o Tārewa Pounamu whānau recommend working together as a whānau with the support of te Tari ā-Rohe to address the key next steps identified in this report.

Te Kōhanga Reo Education Evaluation Report
Purpose
The Education Review Office (ERO) is the government department that, as part of its work, evaluates kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.
1 Introduction
The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Tārewa Pounamu is in Rotorua. The whānau have engaged in regional office and Purapura support to build capability and strengthen whānau management and operations to influence positive outcomes for mokopuna.
3 Evaluation Focus
To what extent are mokopuna stimulated and challenged?
Mokopuna benefit from stimulating and focused learning.
4 Findings
Mokopuna experience positive and supportive relationships in the kōhanga reo. Kaimahi model manaaki, aroha and āwhina in the daily programme. Tuakana often lead aspects of the learning programme and are regularly praised for their efforts. Kaimahi provide interesting activities supporting mokopuna to interact positively with each other and adults. They encourage mokopuna to participate freely in kaupapa mahi within the kōhanga reo. Babies are included in the activities with tuakana. Mokopuna show love and care for each other.
Mokopuna enjoy learning te reo Māori. Kaimahi use prompts, questioning and repetition to encourage mokopuna to respond. They model the language and foster mokopuna use of te reo Māori through karakia, waiata and rotarota. Tuakana confidently use the language they know. Babies communicate using non-verbal language and facial expressions. Mokopuna are developing as early speakers of te reo.
Planning is purposeful and organised. Kaimahi have processes in place for planning and assessment. These include learning objectives and outcomes. Kōnae mokopuna capture mokopuna development and include photos of their activities. These records assist kaimahi to monitor the progress mokopuna are making in their learning. Whānau are informed about the progress and have opportunity to support mokopuna learning in the home. Mokopuna are the focus of planning and assessment.
Whānau manage the kōhanga reo well. There is good attendance at whānau monthly hui. Policies and procedures have been reviewed by the whānau. The strategic plan is informed by Te Ara Tūāpae. The tūtohinga provides guidance and direction for the whānau. Personnel processes are in place. Kaimahi appraisals are complete. All health and safety policies and procedures align to current legislation. Mokopuna benefit from collaborative and positive whānau management practices.
Key Next Steps
Currently, kaimahi do not hold hui to discuss and reflect on the learning programme. The next step is to meet regularly to identify and document the successes of the programme and how it could be improved. This should strengthen programme evaluation and support kaimahi to respond more effectively to the needs, strengths and interest of the tamariki.
5 Assurance on Legal Requirements
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO and the kōhanga reo whānau developed the following recommendation:
- kaimahi continue to strengthen programme evaluation to guide improvements that benefit mokopuna learning outcomes.

1 Context
Te Kōhanga Reo o Tārewa Pounamu is in Rotorua. Most children who attend the kōhanga reo affiliate to Te Arawa. The whānau have been faced with some challenges but despite this, the kaimahi have remained constant. The kōhanga reo and grounds are well maintained. Kaumātua involvement is ongoing. This is beneficial to kaupapa of the kohanga reo.
2 The Evaluation Findings
Mana Tangata
How well do children demonstrate that they are happy?
During the review, although children appear happy, there needs to be more opportunity for them to experience a stimulating learning programme.
Children have interactions that grow their sense of whanaungatanga. Kaimahi ensure the running of the programme provides structure and routine so that there is familiarity for children. The older children enjoy connecting with others. They show care and respect for teina. Children enjoy playing and working together. They like to take on leadership roles during different parts of the programme. Children appear settled and calm.
Children appear to enjoy learning about te ao Maori. Kaimahi share information during the day for children to learn about atua Māori. Children are especially settled and attentive during the formal part of the programme. They show that they enjoy the presence of the kaumātua and whānau members. These incidental interactions support children to understand how to behave with kaumātua who model rangimārie, hūmarie and aroha. Children are developing confidence.
Key Next Steps
The learning programme requires attention. Most kaimahi are uncertain about what to prepare and organise for the learning programme. Activities are limited and are not set up prior to children arriving. As a result, the programme is adult directed. Children are not stimulated as programme activities are limited.
Kaimahi teaching and learning interactions with children are limited. There are times in the day where children are not encouraged, stimulated or supported as they learn and play. Kaimahi acknowledge the need to improve learning interactions with children. Children do not benefit from opportunities to think and be challenged.
Planning and Evaluation
Whanau management processes are documented. Administration systems and processes for managing the kohanga reo are in place. Their tūtohinga includes all necessary policies with procedures to guide practice around most aspects of operations, administration and management. Health and safety systems are maintained, including care registers for children. A kuia has come in to voluntarily support kaimahi for kitchen and daily duties. This frees kaimahi up to work with children. A strategic plan is visible for all members in the kohanga reo foyer. These goals provide specific focus areas for whanau to grow. A kaiwhakahaere has recently been appointed to fill the administrator’s position.
Key Next Steps
Internal evaluation is inadequate. Within this area there are specific issues that require attention. There is a need for focused implementation. These are:
- Programme planning, programme evaluation and children’s assessments. The learning programme lacks direction. Whānau should consider appropriate support for the kaiako to understand what they need to do to support the learning programme. Planning lacks sufficient detail, the programme is not monitored for its effectiveness and children’s learning and progress is not well documented
- Personnel management. Kaimahi have been without personnel support systems for over two years. Job descriptions are not updated to clearly reflect individuals’ roles and responsibilities. Employment contracts have not been updated to clearly reflect current government legislation pertaining to the employment of staff. Kaimahi appraisals have not been carried out for two years. Which indicates that they have not been provided with the relevant support to be able to improve their practice with children
- Whānau participation in the management of the kōhanga reo. Lack of regular whānau involvement has resulted in the cancellation of hui. Whānau are not actively involved in decision making. This also indicates that reporting on important aspects of operations is not happening.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:
- ensure that there is an ongoing process of self-review that helps the kohanga reo maintain and improve the quality of its education and care

4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendations:
- whānau immediately seek the support, involvement and guidance from their rohe TKRNT to promptly work through, and improve, the matters raised in this report for children and whānau, and for the overall kaupapa of the kōhanga reo.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Tārewa Pounamu will be within two years.
