1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation are to investigate:

  • planning and evaluation – including the physical and emotional well-being of children, personnel and financial management, internal review and strategic and annual planning
  • areas of non-compliance including health and safety policies and procedures complying with current regulations and criteria
  • any other issues identified during the course of the review.

2 Context

Te Kōhanga Reo o Koutu is based at Koutu Marae in Rotorua. The 2018 ERO report identified areas of concern with whānau management. New kaiako have been appointed, and professional learning and development has been provided to address child management practice for learning. The whānau is better placed to improve the quality of learning outcomes for children.

3 Findings

Planning and Evaluation

Children are nurtured and well supported in the kōhanga reo. Kaimahi foster positive relationships with children and adults. Tuākana-tēina relationships are strong. Children are happy learners and have fun in their learning. Kaimahi encourage children to reflect on their learning by revisiting past kaupapa ako displayed on the walls. Pēpi appear happy and confident. Children are settled in their learning.

Improvements in kaimahi practice are positive. These improvements are contributing to a nurturing learning environment, and positive interactions for learning. Targeted professional learning and development has been provided and focused on improving child management practices. Children receive affirmation through hugs and praise. Kaimahi maintain a strong focus on children’s learning through Te Whāriki. Individual children appear happy, confident and stimulated in their learning.

Programme planning is responsive and considers the needs of individual children. Kaimahi meet regularly to discuss the progress of children. Programme evaluation practice is well established. Children’s assessment continues to show links to Te Whāriki. The whānau are well informed about children’s progress in a number of effective ways.

Most kōhanga reo management matters raised in the previous ERO report in 2018 are being addressed by the whānau. The whānau have updated and renewed most health and safety policies and procedures to align to the current regulations. Health and safety practice standards have improved, including regular hazard checks and reporting.

Improved reporting and monitoring contributes to better information provided at monthly whānau hui. The whānau have accessed external support and guidance to develop their strategic plan. An annual plan is in place to guide whānau in the implementation of strategic priorities. There has been a sustained focus on improving personnel and financial management. Appraisals of kaimahi are now used to monitor professional practice, performance and growth.

Key Next Steps

The whānau and kaimahi continue to consolidate aspects of internal evaluation. Whānau management and kaimahi have engaged in external support to consolidate their strategic plan. Their next steps are to undertake internal evaluation against their goals and actions. Children benefit when whānau decision making is well informed.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau continue to strengthen and consolidate their internal evaluation practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Koutu will be in three years.

1 Context

Te Kōhanga Reo o Koutu is located near Te Koutu marae in Rotorua. Since the previous ERO review in 2014, the whānau have had to resolve significant financial and personnel issues. The serious nature of these issues is impacting on the quality of learning and well-being of children.

2 The Evaluation Findings

How well do children demonstrate their understanding of te reo Māori?

Children demonstrate a good understanding of te reo Māori and use it to communicate with others.

Ngā Taumata Whakahirahira

Children are supported to speak te reo Māori. Kaimahi use a range of strategies to support children to learn te reo Maori. These strategies include questioning, modelling language, waiata and karakia. Babies recognise and respond to others using body language and baby talk. Older children speak confidently to their peers and kaimahi. Children are praised for their efforts to speak te reo Māori. Kaimahi introduce and model new language to children as they work. The kuia and kaimahi are supporting whānau to build their capability in te reo Māori. Useful resources are sent home for whānau to use alongside children. Children are developing well as speakers of te reo Māori.

Children know the routines in their kōhanga reo. The programme is structured and children show confidence in the daily routines. Kaiako have established tikanga around the morning and afternoon timetables and kai times. The formal learning times provide opportunities for children to learn about ngā atua Māori. They enjoy singing waiata and reciting karakia about Tāwhirimātea. Kaiako prompt and support older children to recount their whakapapa and pepeha and this is modelled for younger children and babies. Children are confident in the regular daily programme.

Children explore their environment and confidently approach visitors. Boundaries are in place for the children to move around inside and outside their kōhanga reo. This gives children opportunities to explore their surroundings. Kaiako provide kaupapa-based murals in the learning environment to support learning. Children have access to new sentence structures and vocabulary that link the murals to their learning conversations. There are trips outside the kōhanga reo to allow children to interact with other people and explore their communities. Children are developing as curious leaners.

Planning and Evaluation

Key Next Steps

Most kaimahi are committed to improving their knowledge of effective planning, assessment and evaluation. They work on long-term plans together, then each take responsibility for more detailed planning for their respective groups of children. Kaimahi will attend regional Te Whāriki wānanga organised by Te Kōhanga Reo National Trust. Kaimahi use scrapbooks, profiles and an online assessment tool to share children’s work. Whānau are encouraged to provide feedback on their children’s learning. Although kaimahi discuss the effectiveness of the learning programme, these are not formally recorded to monitor ongoing improvements to the learning programme.

The management of the kōhanga reo is adequate in some respects as whānau members are encouraged to attend hui and be active participants. The whānau are resolving significant financial issues and are making steady progress to improve their internal financial controls. ERO also found that the complaints process is not followed well and there outstanding personnel issues that have not been fully resolved. During the course of the review some people shared their concerns about the tension and strained relationships in the kōhanga reo. Further, they shared that whānau had withdrawn their children and that staff had left the kōhanga reo because of these ongoing issues.

Behaviour management practices are inadequate and are of major concern to the ERO. During the course of this review, ERO observed some inappropriate and harsh interactions between an adult and a child, as well as children being place in a space for time out despite policy direction and expectations to use positive strategies for behaviour and learning. In addition ERO also found documented incidents that have been unresolved about children being smacked and spoken to harshly. In some cases the babies are unattended and are not able to settle well. The whānau cannot be assured they provide an environment that promotes the physical and emotional wellbeing of children.

Personnel management is a concern. All kaimahi have been appraised and the appraisal committee has reported to whānau. However, ERO found there were unresolved issues within the kōhanga reo which were impacting on the ability of staff to carry out their duties effectively. Performance and conduct issues that have been documented are not yet resolved. Documented incidents include reference to disagreements involving kaimahi that have occurred in the presence of children. Some kaimahi express concern about not being well supported in their roles. These matters require immediate attention.

Internal review is inadequate. The whānau are developing systems to monitor most aspects of the kōhanga reo operations. The review of the charter has started. There are key aspects of internal review that require attention including strategic and annual planning, ensuring policies and procedures comply with current regulations including hazard checking and provision for emergency supplies.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to ensure:

  • the curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts

  • suitable human resource management practices are implemented to ensure the ongoing quality of staff engaging with and educating children

  • there is a strategic and annual plan to guide kōhanga reo operations

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • The whānau seek urgent support from Te Kōhanga Reo National Trust to address the range of concerns and issues identified in this report, in particular those relating to the well-being of children and kaimahi.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Koutu will be within one year.
