1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Ko Te Kōhanga reo ki Aorangi te whare Whakaruruhau. Ko Ngongotaha te maunga. Ko te reo rangatira, te mauri o te mana Māori. The kōhanga reo is located in the suburb of Western Heights Rotorua, below Ngongotaha mountain.

3 Evaluation Focus

How well do mokopuna express whanaungatanga?

Mokopuna have positive meaningful relationships and interactions with others.

4 Findings

Mokopuna relationships are nurtured in a supportive learning environment. Constant praise and encouragement are strategies used by the whānau to promote mokopuna confidence and positive relationships. Purposeful activities encourage tuākana and teina to learn alongside each other. Kaimahi are gentle and caring and model the values of aroha, manaaki, awhi and tautoko. Mokopuna interact positively with others and tuākana teina relationships are evident. Kaimahi encourage mokopuna to lead and support each other in formal activities such as karakia, waiata and mōteatea. Mokopuna are happy learners.

Mokopuna are developing a strong sense of belonging and identity. Whanaungatanga provides the foundation for learning. The names of the local lake, maunga and tīpuna are familiar to mokopuna. Kaiako ensure mokopuna are aware of their whakapapa links to each other and their whenua. Mokopuna are embraced in whanaungatanga.

Kaimahi have in place processes for planning, assessment, and programme evaluation. Mokopuna development and care is a priority. Kaimahi plan a range of learning experiences that clearly link to Ngā Taumata Whakahirahira. Assessment is purposeful and mokopuna learning and progress is shared with whānau. Kaimahi hui together weekly to reflect on the learning programme. Programme evaluation results in improvements to programme provision. Mokopuna  learning is enhanced as a result of planning.

The operation and administration of the kōhanga reo is underpinned by whanaungatanga. Whānau hui are held monthly and are well attended. Whānau monitor and report on key aspects of operations.

Decision-making processes are informed and recorded. The Tūtohinga provides clear guidelines for the roles and responsibilities of whānau. It aligns to Ngā Pou e Whā and affirms whānau commitment to the protection of te reo Māori. Core health and safety policies and procedures are in place. The annual plan provides good guidance for the kaiwhakahaere who monitors and completes administrative tasks. Mokopuna are the focus of whānau management. 

Key Next Steps

While the strategic plan is informed by Te Ara Tūāpae and identifies priorities for the future development of the kōhanga reo, it is timely that an action plan be developed to monitor the progress of whanau goals and aspirations.  Mokopuna benefit when their future needs are considered.

Personnel management does not include a rigorous annual appraisal. In order to meet legislative requirements the whānau must develop and manage personnel matters in the correct manner. Mokopuna learning can be enhanced when kaimahi professional growth and development is supported.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must: 

  • implement and maintain suitable human resource management practices, including appraisal for staff and the provision of professional development.

Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

  • whānau work together to create an action plan to progress the aspirations of the strategic plan

  • an effective appraisal system be developed and implemented.

1 Context

Te Kōhanga Reo ki Aorangi is located in Western Heights, Rotorua. Since the previous ERO review, there is a new group of whānau members who have joined the kōhanga reo. These whānau members are enthusiastic and committed to supporting the ongoing development of the kōhanga reo. The whānau have made changes to the structure of the kōhanga reo and are now in a good position to move forward with developments.

2 The Evaluation Findings

How well do children participate in their learning?

Children confidently participate in all aspects of the learning programme.

Ngā Taumata Whakahirahira

Children participate in learning where te reo Māori is a priority. Kaimahi are competent speakers. The kuia has the responsibility to support the development of te reo Māori in the kōhanga reo. Most of the older children are confident speakers of te reo Māori. Kaimahi use a range of strategies to support children’s use of te reo Māori. There is a strong emphasis on waiata and mahi rotarota. Other strategies used by the kuia and kaimahi include questioning, prompts, repetition and instructions. Children are developing as speakers of te reo Māori.

Children have established meaningful and supportive relationships. Kaimahi maintain a consistent programme and routines so that children can be certain and confidence about what they will do each day as part of their learning. Children volunteer to take responsibility for aspects of the learning programme. The older children are mindful around the babies. Tuākana tēina roles are encouraged by kaimahi. Babies experience awhi, manaaki and aroha from others. Children appear to be secure learners.

Children use natural and physical resources in their learning. Atua Māori are the focus of the learning programme. Kaimahi support children to learn about the domains of atua Māori through singing waiata, reciting rotarota and hearing stories. Developing early literacy and numeracy skills is an important part of the learning programme for older children. Babies are included in the settling morning session of greetings, karakia and waiata. Tuākana and tēina are engaged in the learning programme. Children show enjoyment in their learning.

Planning and Evaluation

Programme planning and assessment processes are in place. Assessments for older children are linked to planning and learning is monitored through information gathered for individual profiles. Recent staffing changes have implemented two new staffing roles: one to focus on strengthening te reo Maori, and another to lead and supervise the development of the learning programme. Designated learning spaces are currently being upgraded and renovated to better suit learning needs of children. Children benefit from kaimahi who provide quality care and learning for children.

The whānau of the kōhanga reo are proactive and enthusiastic about their roles and contribution. They have respectful relationships with each other and bring many different skills. Support is initiated to ensure all whānau members are well informed and can be involved in decisions relating to the management of their kōhanga reo. A newly established management group comprised of whānau members assists with developments. Regular reports are provided at whānau hui.

The whānau have engaged in an extensive review of their strategic plan. They held wānanga and collectively contributed to the draft Te Ara Tūāpae. This draft strategic plan is well detailed and provides strategic goals and objectives for whānau and their children. An annual plan is in place and provides guidance for whānau management. Kaimahi are valued and respected by whānau. Appraisals are in place and job descriptions are updated and aligned. Drills and registers are well monitored. Most aspects of internal evaluation are well managed.

Key Next Steps

The learning programme for babies needs further development. Although there is adequate space and suitable resources in place for babies, kaimahi do not have sufficient understanding of how to plan and provide appropriate learning opportunities and activities for younger children. Information about the needs, development and milestones of the babies is not well document in assessment practices. It is important for kaimahi to review how they currently plan the learning programme for babies to ensure they are well supported in their development and learning.

Programme evaluation requires further development. Kaimahi must look at practical ways to document the discussions they have about the effectiveness of the learning programme. At this time, it is difficult for kaimahi to show the impact of the changes they are making to improve the quality of learning for children in the kōhanga reo.

There are aspects of whānau management that require strengthening. The whānau now need to finalise their strategic plan and develop key actions to enable them to achieve their identified goals and to monitor their progress. Key documents including the charter, policies and procedures are due for review. It is important that the whānau ensure policies and procedures meet current legislative requirements, and that they continue to seek opportunities to learn more about their roles in whānau management and supporting the health and wellbeing of children while at kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau and kaimahi continue to embed the recent changes in their kōhanga reo and address the key next steps identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo ki Aorangi will be in three years.
