Hostel Report

Background

The Chief Review Officer has the authority to carry out reviews (which may be general or in relation to particular matters) of the provision of a safe physical and emotional environment that supports learning for students accommodated in hostels under section 470 of the Education and Training Act 2020. This function is delegated to review officers who have the powers to enter and carry out review of hostels under section 472 of the Act.

Findings

The hostel manager and the hostel owner have attested in the Hostel Assurance Statement that they meet the requirements of the Hostel Regulations 2005.

TIPENE is a full-time boarding school for boys in Years 9 to 13, located in Bombay, South Auckland. The hostel is owned by the St Stephen’s and Queen Victoria Trust Board and managed by the Te Tuara Trust is licensed to accommodate up to 96 full-time boarders 7 days a week in refurbished boarding facilities. The hostel, TIPENE Kaingarua opened for boarders in February 2025. This is the first review of hostel.

Boarders at TIPENE Kaingarua are provided a structured, respectful, and caring environment where they are empowered to uphold te ao Māori practices. Students are supported to participate in all aspects of the academic, cultural, and sporting life of the school. They feel well supported by boarding staff and have a strong sense of belonging and brotherhood. 

Policies and procedures to ensure the provision of a safe physical and emotional environment for boarders are established. 

During the onsite review the following areas for improvement were identified: 

The hostel should have policies that relate to the serving, storing and preparation of food. Within these policies they should have guidance and assurances that food is meeting the requirements of Hostel regulation 63(b). 

The hostel owner/Manager has since taken steps to address the areas of non-compliance identified.
