1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Tuhikaramea Inc is located in Temple View, Hamilton. Whānau aspire to provide a sound language foundation to build mokopuna te reo Māori proficiency. Kaimahi are pursuing te reo Māori courses coordinated by the local iwi to strengthen their use and understanding of the local dialect.

3 Evaluation Focus

How well do mokopuna show whanaungatanga?

Mokopuna are settled and well engaged in their learning alongside others.

4 Findings

Mokopuna experience an environment where whanaungatanga is valued. Kaimahi provide a respectful, encouraging and fun atmosphere for mokopuna. An understanding of whanaungatanga is reflected through mokopuna participation in daily mihimihi with adults and their peers. Mokopuna know their role as tuākana and are gentle in their interactions with their taina. Mokopuna are provided with a range of formal and informal learning experiences to build and extend te reo Māori proficiency. Kaimahi use questioning, prompts and repetition to support mokopuna language learning. Taina express their understanding through body language, actions and dance. Kaimahi model aroha, manaakitanga and uphold mokopuna mana as they affirm their successes. Mokopuna appear settled and happy in their relationships with their peers. 

Mokopuna are immersed in authentic te ao Maori contexts. Kaimahi ensure mokopuna are exposed to pōhiri processes where they hear karanga from kuia and whaikōrero from pakeke. Mōteatea are used to reinforce mokopuna connections to whānau, hapū and iwi. Through this, mokopuna learn about tikanga, kawa and their role as tangata whenua. Tuākana confidently recite pēpeha and whakapapa. Mokopuna are provided opportunities to lead aspects of the learning programme such as karakia, waiata, and pao. Kaimahi have established and embedded daily practices and routines. Mokopuna are very familiar with the daily structure. Transitions across the learning programme are smooth and seamless. Mokopuna participate in learning that is underpinned by values of whanaungatanga

Kaimahi work from a basis of whanaungatanga as they plan the learning programme, monitor mokopuna progress and evaluate the quality of the learning programme. Planning is detailed and includes year, term and weekly plans with kaupapa whānui and whāiti. The daily plan includes relevant whakataukī, activities and resources that supports the implementation of the programme. Kaimahi use a range of strategies to record learning and development. These include formative and summative assessments, and Te Aho Poutama. Kōnae mokopuna are presented well and the information clearly captures the learning and development of each mokopuna. Programme evaluation is an embedded practice amongst kaimahi. They regularly reflect on their practices to make positive changes and contributions. Mokopuna experience a learning programme that fosters and nurtures whanaungatanga.   

Whānau have efficient systems and processes to manage the kōhanga reo. The Tūtohinga includes the history of the Kōhanga Reo and whānau aspirations for mokopuna. Whānau have a policy review cycle in place to ensure these align to legislative requirements. Emergency evacuations are practiced and documented to ensure mokopuna safety is prioritised. The annual plan outlines key administrative tasks and provides clear guidance and when these must be attended too. Personnel matters are managed well. Kaimahi self-appraisals are completed with an ongoing focus of building te reo Māori capability. The strategic plan is informed by Te Ara Tūāpae. Prioritised goals include strengthening te reo Māori through a collaborative relationship with purapura, hapū and iwi. Mokopuna are at the centre of whānau management.  

Key Next Steps

While whānau have worked together to document their goals and aspirations in their strategic plan, it’s time for whānau develop an action plan to monitor progress towards meeting the goals. Mokopuna benefit when their future needs are well considered.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau collectively continue to enhance the quality of learning and outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Tuhikaramea is in Temple View, Hamilton. Some whānau members have been a part of the kōhanga reo for over 20 years. The Mormon faith is an important part of the values and teachings of the kōhanga reo.

2 The Evaluation Findings

How well do children demonstrate their understanding of te reo Māori?

Children demonstrate an understanding of te reo Māori in different situations. They are able to use basic words and phrases and understand instructions and questions.

Ngā Taumata Whakahirahira

Children learn in an environment where their use of te reo Māori is encouraged. The formal learning times include karakia, hīmene and mihimihi. This provides children with opportunities to learn about language structure. While children speak a lot of English during the day, the kaiako constantly offer te reo Māori words and phrases. Children understand te reo Māori and respond appropriately when required. Children are slowly developing as speakers of te reo Māori.

Children experience whanaungatanga in their learning. Kaimahi work well together and model whanaungatanga. Children’s interactions and relationships with each other and adults are respectful and positive. Tuakana are encouraged to support and care for teina. Babies receive focused and nurturing care and attention. Kaimahi ensure children have regular opportunities to express their relationships with people and places as they recite and recall their own whakapapa. Children engage in meaningful relationships with others.

Children are provided opportunities to actively explore their environment. Boundaries are in place for the children to move around both the indoor and outdoor spaces of their kōhanga reo. Kaimahi sit alongside children as they work to describe and introduce sentence structures that is linked to the work they are involved with. There are trips outside the kōhanga reo to allow children to interact with other people and explore their communities. Children confidently approach visitors. Children are developing as curious learners.

Key Next Steps

Te reo Māori continues to be a journey of development for the whānau, kaimahi and tamariki. Whānau members acknowledge that many of them are committed to learn te reo Māori to better support their tamariki.

Planning and Evaluation

Programme planning is well presented and detailed. Programme content, strategies and resource requirements are identified. Whānau are well informed of what their children are learning. Children enjoy learning that is well planned and organised.

Children’s learning is monitored and well documented. Individual profile books contain good information for whānau including developmental checklists and detailed monitoring of children’s progress and achievement. Te reo Māori is a strong focus for assessment.

Kaimahi consistently note the effectiveness of their learning programmes. Regular meetings contribute to progressing children’s learning. Evaluative statements are documented weekly. These are collated into kaimahi reports that are tabled at hui whānau. Children benefit from planning, assessment and programme evaluation.

The kōhanga reo has established a clear management structure. The kaiwhakahaere ensures that all administrative tasks are dealt with effectively and efficiently. Whānau hui are regular. Kaimahi are well supported to participate in training offered by the Te Kōhanga Reo National Trust to ensure that their practice responds to children’s needs. Children are central to decision making in the kōhanga reo.

Key Next Steps

Programme planning does not show clear links to Te Whāriki and Te Korowai. Kaiako acknowledge that this is still an area of development for them.

Future planning is still developing. While the whānau has a strategic plan, their current annual plan does not align clearly to their long term vision. This would provide clear directions for the future development of the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Continue to develop te reo Māori within the whānau
  • Establish clear links to Te Whāriki and Te Korowai in programme planning
  • Align the whānau annual plan to the strategic plan.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tuhikaramea Inc will be in three years.

1 The Education Review Office (ERO) Evaluation

Te Kōhanga Reo o Tuhikaramea is an urban kōhanga reo situated in the Hamilton suburb of Temple View. The whānau attending this kōhanga reo come from surrounding areas including Temple View, Dinsdale and Melville.

The whānau chose Mana Atua as their focus area for this Education review. They were interested to know:

How well are children supported to learn about holistic safety and wellbeing?

Children are well supported to learn about holistic safety and wellbeing. Children enjoy learning te reo Māori in an interesting and interactive learning programme. They learn about their whakapapa, pepeha and waiata through interaction with kaimahi and others. They have access to a range of resources that are readily accessible. Children have developed meaningful relationships with their peers, whānau, kaimahi and the wider whānau. Children are happy and stimulated in their learning. The whānau takes all reasonable steps to keep children safe.

Children receive well planned and evaluated learning experiences. Kaimahi use an effective planning model to guide the delivery of programmes to children. They understand the purpose and value of evaluation. This leads to children experiencing highly stimulating learning programmes. Whānau have easy access to children’s information. Children’s progress and learning experiences are well recorded.

Children’s wellbeing and learning motivates whānau when they manage the kōhanga reo operations. The kōhanga reo is managed in a highly effective manner. There are clear and robust systems and processes for personnel, finances, health and safety, administration, property management and strategic planning. Self review continues to develop and leads to improvements for children.

Children’s safety and interests are central to whānau management practices and the kōhanga reo operations. There are robust systems and practices for strategic planning, financial management, personnel matters, property management and health and safety. Self review continues to strengthen. There is regular monitoring and reporting on most parts of the kōhanga reo operations.

The priorities for review were then determined following a discussion between the ERO review team and whānau.

Children are well supported to learn about holistic safety and wellbeing.

Areas of good performance

Children are happy and relaxed in their kōhanga reo environment. The main learning area is spacious and warm. Children’s work is valued and attractively displayed on walls throughout the kōhanga reo. Work stations are varied and include a range of accessible resources. Children are well supervised. Children are provided with an exciting, inviting learning environment that supports their individual development.

Children are able to follow their interests and learn alongside their peers. The learning programme is highly stimulating and challenging for children. Children have opportunities to participate in a range of learning topics, tikanga Māori, adult led activities and independent learning. Routines and transitions flow smoothly and are well understood. Children learn at their own pace and play uninterrupted for long periods of time. Kaimahi skilfully support learning. Children are developing well as confident, curious learners.

Children have developed meaningful relationships with their peers, whānau, kaimahi and people from the wider community. Whānau support children to learn about the land, sea, and mountains including the atua that oversee these areas. Kaimahi are committed to building positive relationships focused on learning needs. Planned outings provide opportunities for children to explore outside the kōhanga reo and to enhance their learning about particular kaupapa mahi.

Children are provided with a variety of experiences that extends their te reo Māori capability. They respond to conversations and prompts when they are with kaimahi and peers. Kaimahi use what they know to maintain consistent language interactions with children. New words are introduced to children through play and routines. This helps to extend children’s vocabulary. Children use verbal and non-verbal body movements to communicate and express their understanding when in different learning situations.

Areas for development

Kaimahi acknowledge the ongoing development of children’s te reo Māori skills continues to be a priority. Kaimahi are aware they need to continually improve their own te reo Māori skills including its accuracy and proficiency.

Areas of good performance

Whānau are efficient and effectively manage the kōhanga reo operations. There is good attendance at whānau hui. Regular reporting keeps the whānau informed and decision making is shared. They have important health and safety policies and procedures in place to guide practice. Financial reporting is clear, transactions are transparent. Whānau have developed strong working and personal relationships and enjoy time together both at the kōhanga reo and outside events. Whānau provide good support for their kōhanga reo.

Self review is used to determine areas for improvement in the kōhanga reo. Whānau receive and act on reports that are shared regularly at monthly hui. Regular self review is effective and benefits children. Whānau use a process of self review to guide them when unplanned events and issues arise. Whānau members understand their current priorities and those of the future. Te Ara Tūāpae informs strategic objectives and actions.

Whānau reflect good employer practice. They have systems to support staff in their work. Personnel documentation is in place. Appraisals guide staff performance and development. Staff performance impacts positively on children’s learning.

Kaimahi use an effective planning model to guide the delivery of programmes to children. They understand the purpose and value of evaluation. This leads to children experiencing highly stimulating learning programmes. Whānau have easy access to children’s information. Children’s progress and learning experiences are well recorded.

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Kōhanga Assurance Statement and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

5 Recommendations

ERO recommends that whānau and kaimahi:

  • continue to develop and extend the children’s te reo Māori skills
  • continue to develop and extend all employee’s te reo Māori skills.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
