1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Te Whaanui is in Huntly. The kōhanga reo is part of Ngaa Koohanga Reo o Raahui Pookeka Purapura and is governed and managed by the executive committee, Takitini. Kiingitanga is a fundamental part of the kōhanga ethos and builds the foundation for all teaching and learning.
3 Evaluation Focus
How well do mokopuna express their identity, confidence and creativity?
Mokopuna are confident in who they are and their place in the world.
4 Findings
Mokopuna are immersed in an environment that promotes and nurtures their identity. Manaakitanga and aroha underpin all interactions. Kaimahi competently provide guidance, leadership, and model tikanga, kawa and the Waikato dialect throughout the day. A range of language strategies are utilised to support mokopuna language development. These include prompting, repetition, guidance, karakia, kīpeha and pao. Mokopuna are supported to participate in and lead karakia and waiata. Older mokopuna use what they know willingly, and babies show their understanding through body movements and mimicking. Mokopuna are praised frequently and acknowledged for their achievements. Routines are well established and allow mokopuna to smoothly transition across the programme throughout the day. The environment emphasises structure, choice, and consistency. Mokopuna are settled and actively engage in their learning experiences.
Mokopuna are supported to be explorers and creators. The learning programme extends mokopuna understanding of local stories, history, and their tuupuna. Kaimahi ensure mokopuna are immersed in rich authentic experiences underpinned by the values and principles of Te Kiingitanga, Te Poukai, Koroneihana and Te Tumu Kōrero. Mokopuna are happy and settled in their kōhanga and they emulate the manaakitanga and aroha that is shown to them by their kind, caring kaimahi. Mokopuna explore and enjoy being creative and curious with a variety of different resources and equipment. Activities, and learning resources challenge mokopuna learning and ideas. Mokopuna are confident learners.
Planning processes are in place. Kaimahi work in collaboration with Ngaa Koohanga Reo o Raahui Pookeka to plan and prepare learning programmes. The Kiingitanga history builds the foundation for all learning, allowing mokopuna to build an understanding of who they are. Planning is aligned to the Koroneihana, Te Tongikura, Poukai, Te Paki o Matariki and links to Te Whāriki a Te Kōhanga Reo. Kaimahi know mokopuna well, and purposely plan for participation based on mokopuna interests. Mokopuna confidently engage in a well-planned programme.
Whānau whakahaere systems and processes are thorough. Takitini, is made up of representative members from each koohanga reo. The tūtohinga aligns to whānau aspirations and the document sets out clear guidance and direction for whānau. A comprehensive Takitini collective strategic plan includes the vision and aspirations whānau hold for mokopuna. The rautaki mahi is monitored regularly and defines identified priorities and goals to ensure sustainability for the future. It is innovative and commits to nurturing achievement, fostering leadership, and embedding the values of Te Kiingitanga to support mokopuna to be successful beyond kōhanga reo. The annual plan guides operational and administrative tasks and when these are to be completed. Regular hui are attended, recorded and purposeful. Operational matters are consistently managed and reported. Appraisals focus on developing kaimahi skills and capability. Takitini provide effective leadership with a considered approach to operations that place mokopuna at the centre of all activities. Mokopuna are prioritised in collective whakahaere practices.
Key Next Steps
Assessment practices are developing. While mokopuna have kōnae mokopuna that focus on their growth and development, the consistency of entries needs to be addressed. Kaimahi are supported by the expertise in their purapura to strengthen assessment practices for mokopuna. Mokopuna learning can be enhanced through assessment that is consistent and focused on mokopuna progress.
Programme evaluation requires formalising. Whilst kaimahi meet regularly to discuss and reflect on the learning programme, there is a need to record these discussions so improvements to the learning programme are monitored. Mokopuna benefit from considered evaluation of the learning programme.
Whānau acknowledge the need to intentionally enhance awareness and understanding of the Children’s Act 2014. While there is a Child Protection policy in place, whānau are aware that their next steps are to improve understanding of the act. ERO agree that whānau and kaimahi engage in further waananga and training to fulfil obligations of the act and in turn, prioritise mokopuna safety and wellbeing.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO and Te Kōhanga Reo o Te Whaanui developed the following recommendations:
- seek support to strengthen assessment practice
- formalise programme evaluation
- increase whānau and kaimahi knowledge and implementation of the Children’s Act 2014.

Our purpose
The Education Review Office (ERO) and Ngā Kura ā-Iwi are working together to capture the journey of learners beginning with kōhanga reo, who have experienced Ngā Kura ā-Iwi education, Whaia ngā ara painga kia angitu ai.
Background
Te Kōhanga Reo o Te Whaanui is in Huntly. It is in the network of Te Waahi Whaanui. An executive committee (Takitini) has been established to oversee the purapura that consists of Te Kōhanga Reo within the area. Many of the children are descendants of the Kīngitanga. The kōhanga participates in events related to poukai, koroneihana, regatta and other significant events.

I think I am fortunate to have grown up here. If I went to another kura, I would have strayed from the correct path. There are about seven of us ex-students who are now pouako. We went to kura together, then university then came back as teachers.
This is a place that they know will look after and nurture them – pouako, kaiāwhina and more who will care for them while they are here. The biggest benefit and attribute of this kura was the whānau. We grew up as a whānau.
I wasn’t scared because I grew up in te ao Māori, in a whānau environment. We felt aroha. We felt, heard and saw manaaki. We saw, felt and heard whanaungatanga. We could touch it. Those are valuable treasures as you make your way in the world.

1 Context
Te Kōhanga Reo o Te Whaanui is in Huntly. Te Kōhanga Reo o Te Whaanui is in the network of Te Waahi Whaanui. Since the previous ERO report, the kōhanga reo roll has increased. The whānau has recently joined with Takitini, a group of kōhanga reo working together to pool resources and ensure outcomes for children. Children are encouraged to attend Te Wharekura o Rākaumangamanga.
2 The Evaluation Findings
How well do children show confidence in their whakapapa?
Children show confidence in their whakapapa.
Ngā Taumata Whakahirahira
Children are immersed in te reo Māori that defines whakapapa. They are given opportunities to share their pepeha every day. Kaimahi use word and hand prompts to support children’s learning about their own whakapapa and that of the Kāhui Ariki. The walls provide visual cues to support children’s learning about their whakapapa. Children are beginning speakers of te reo Māori.
Children learn about their iwi connections to others. Kaimahi provide rich learning experiences based on knowledge of Waikato history. They use approaches that positively guide children as a group and as individuals. Older children use pao and lead Pai Mārire karakia. Children are growing an awareness of their connections to Waikato. Children are learning to use tikanga specific to Waikato throughout their daily routines.
Children have established respectful and reciprocal relationships with others. Kaimahi use their knowledge of the child and their whānau to build trusting connections with children. Older children are acknowledged for the taonga they bring, and are leaders during the formal times of the learning programme. Positive behaviour is recognised. Babies are cuddled and loved. Children appear settled in their kōhanga reo.
Children experience opportunities that enhance their their contribution to Waikato whānui. Kaimahi ensure children attend important kaupapa in Waikato such as poukai, koroneihana and other celebrations. Children visit local marae and other kōhanga reo as part of whakawhanaungatanga. Children are encouraged to mihi to their whanaunga as they walk past their urupā. Children are growing an awareness of their connections to Waikato.
Children explore the indoor and outdoor environments. Kaimahi provide opportunities for children to work independently and in groups. There is a range of activities that support children with their fine motor and large motor skills. Children have opportunities to choose their own activities and follow their interests. They use resources prepared by kaimahi to enhance their learning. Children are aware of themselves and others in their environment.
Planning and Evaluation
Children benefit from well-planned learning programmes. Kaiako collectively plan long term and termly plans with the other kōhanga reo in Takitini. They craft planning to suit the children in their individual kōhanga reo. Specific learning outcomes are determined according to the different groups of children. Kaimahi identify children with additional needs and provide appropriate learning experiences for them.
The whānau manage the kōhanga reo in the best interests of the children. The charter sets the direction for children’s learning. Most procedures for the wellbeing and care of children are aligned with regulations. Kaimahi employment documentation includes employment contracts, job descriptions, police vetting and staff appraisal. Children’s wellbeing is well considered.
The whānau has set goals and future priorities with their collective of kōhanga reo. Te Ara Tūāpae and the strategic plan are complete. There is regular reporting to whānau hui on all aspects of whānau operations. The whānau is aware of the need to ensure the management of the kōhanga reo is sustainable, and joining with the Takitini collective is a step to support this. Children and their whānau can be assured that the future of their kōhanga reo is secure.
Key Next Steps
Assessment and evaluation practices are developing. Assessment and children’s profile books do not focus on children and their progress. There is little guidance for kaimahi about the purpose of assessment and individual profiles. While kaimahi discuss the learning programme and record these findings, they do not adequately focus on reviewing the quality of children’s learning activities and experiences.
There are whānau management matters that need further development. The whānau must review and update policies to ensure these are all aligned to current legislative requirements. Addressing these requirements will strengthen the kōhanga reo management processes.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendations
ERO and the Kōhanga Reo whānau developed the following recommendations:
- strengthen assessment and evaluation practices
- update policy to align with current legislation.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Te Whaanui will be in three years.
