The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
Te Kōhanga Reo o Te Raungaiti is located on Te Marae o Whakaaratamaiti, near Putāruru. The land on which the kōhanga reo is situated is considered a place of healing. The name of the marae was bequeathed by Kingi Tāwhiao. Kuia and kaumātua are actively involved in promoting te reo Māori, tikanga Māori and mātauranga Māori amongst whānau.
Mokopuna demonstrate whanaungatanga through their active engagement and enjoyment of learning.
Mokopuna participate in a variety of learning experiences. They are surrounded by affectionate care from their kuia, kaumatua, kaimahi, whānau and others. Tuākana assist their teina and model values of ngākau hari and ngākau hūmārie. Mokopuna naturally participate in mihi whakatau where they learn about their role as tangata whenua observing whaikōrero and engaging in waiata tautoko, harirū and hongi. Te Kiingitanga is an integral part of the learning programme. Kaimahi provide purposeful experiences where mokopuna to learn about their tupuna. Hearing the historical narratives reinforces their values and principles. Mokopuna are developing a deep understanding of their identity, whakapapa connections and ancestral heritage.
Mokopuna are exposed to authentic language, including te mita o Waikato, enriching their understanding of unique kupu, cultural practices, and hapū expressions. Tuakana actively participate where they can while teina smile and laugh as they express themselves. Kaimahi gently encourage mokopuna to speak te reo Māori through appropriate language techniques such as te reo kākā, whakatītina, kīpeha and pao. Language learning activities are intentionally designed to be fun, creative and enjoyable. Mokopuna are positive learners within their te ao Māori settings.
Mokopuna navigate their whare kōhanga reo with ease. Routines offer mokopuna consistent and predictable practices, while the learning areas promote play and creativity. Access to a vibrant outdoor environment encourages exploration and provides opportunities for mokopuna to connect with the taiao and engage with natural resources. Kaimahi consistently recognise and celebrate mokopuna achievements. Mokopuna appear settled and enjoy learning alongside others.
Kaimahi have processes in place for planning. Planning encompasses year, term and weekly plans and includes kaupapa whānui, kaupapa whāiti and kaupapa ako. The mahere is aligned to Te Kiingitanga, Matariki and Te Whāriki ā Te Kōhanga Reo. Appropriate resources and strategies are identified to support the implementation of the learning programme. Mokopuna experience a learning programme that nurtures and promotes mātauranga Māori.
Whānau have adequate systems and processes in place to manage the kōhanga reo operations. Regular hui take place and good information is documented through hui minutes. Core health and safety policies and procedures align with relevant legislation. Regular and documented emergency drills ensure preparedness for emergencies. The strategic plan includes the vision and aspirations whānau hold for mokopuna. The overall objectives include fostering and empowering whānau to strengthen the kaupapa of kōhanga reo to ensure its long-term sustainability. The annual plan guides operational and administrative tasks and when these are to be completed. Mokopuna benefit from collective whānau decision making practices.
Personnel matters are managed well. Employment documentation includes individual employment agreements, position descriptions and completed kaimahi safety checks. Appraisals focus on developing kaimahi skill and capability. Whānau and kaimahi have developed processes and procedures that comply with the Children’s Act 2014. The Tūtohinga remains aligned to whānau aspirations providing clear guidance and direction for whānau. Mokopuna are at the centre of collective whakahaere practices.
Whānau and kaimahi shared they are new to their positions within the kōhanga reo. They recognise the need to deepen their understanding of roles and responsibilities to effectively support the management of operations. Mokopuna benefit from whanau committed to enhancing the management knowledge and skills.
Mokopuna learning can be further enhanced through strengthening assessment and evaluation practices. Kaimahi document mokopuna learning using kōnae mokopuna. While there are examples of good practice, it is difficult to track mokopuna learning and progress overtime. Kaimahi have recently implemented processes for programme evaluation. There is more work to be done in fostering discussions and documenting the quality of the learning programme. Mokopuna would benefit from refinements to current approaches.
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

Te Kōhanga Reo o Te Raungaiti is located on Te Marae o Whakaaratamaiti, near Putaruru. Many of the whānau are connected by whakapapa. Whānau have employed new kaimahi since the 2016 ERO review.
Mokopuna have access to a range of learning experiences to support their knowledge and use of te reo Māori. They are developing as speakers of the Māori language.
Mokopuna are supported to interact with others in te reo Māori. Kaimahi model correct sentence structure, ask questions and provide instructions to support mokopuna language development. Mokopuna are provided opportunities to hear te reo Māori being spoken both formally and informally. Events such as pōhiri and whakatau enable the mokopuna to hear te reo Māori being used in different contexts. Kaumātua and kuia model authentic use of the Māori language in their exchanges with one another and other speakers of te reo Māori.
The learning programme provides many opportunities for te reo Māori interaction between mokopuna and adults. Kaimahi use a range of strategies to build mokopuna vocabulary. These include karakia and himene, waiata, kanikani and kori tinana. Whakapapa connections allow mokopuna to learn language structures as they recite their pepehā and karakia. Other activities such as exploring shapes, colours and different textures provides mokopuna with new kupu as well as reinforcing learning. Kaimahi regularly use kīwaha in their interactions with mokopuna. Some mokopuna confidently engage in discussions while others use non-verbal language to express their understanding.
The whānau continue to manage the kōhanga reo well. They meet regularly to discuss matters of interest and to make decisions for improvement. Kaumātua and kuia contribute to decision making and help guide all operations. The charter reflects the aspirations of whānau and outlines key values and principles of importance for mokopuna learning. Personnel documentation are in place to guide kaimahi in their roles. Planning, assessment and programme evaluation processes are in place to support progress and improvement in learning for mokopuna. Whānau have opportunities to contribute to these activities. Kaimahi are improvement focused. They are trialling te reo Maori progressions to assess mokopuna learning.
Self-review needs further development. It is time for whānau to consider a process that will enable them to monitor the management of operations. Improved self review practices should lead to better informed decisions that are improvement focused.
While some policies and procedures have been reviewed, other health and safety policies don’t show a date of review. Updating policies and procedures and maintaining a record of this will assist successive whānau to manage mokopuna health and safety more effectively.
Whānau are aware that they do not have processes in place to monitor their strategic plan. It is time for whānau to develop an action plan to support the implementation of their long-term goals as well as monitoring and reporting of progress toward achieving these.
Although whānau have an annual plan in place, it does not show timelines required to attend to key operational matters. It is time for whānau to review the annual plan. Mokopuna benefit from effective whānau management and monitoring systems.
Kaimahi appraisals have not been completed. It is important for whānau to review their appraisal process. Providing kaimahi with professional learning opportunities is necessary to promote quality learning for mokopuna.

Te Kōhanga Reo o Te Raungaiti is on Whakaara Tamaiti Marae, Putaruru. Whānau are clear about the links between education and the kaupapa of te kōhanga reo. ERO were keen to find out to what extent children were able to demonstrate their understanding of whanaungatanga. It was observed that children were able to initiate and enjoy positive relationships based on whanaungatanga.
The next ERO review of Te Kōhanga Reo o Te Raungaiti will be in three years.
Te Kōhanga Reo o Te Raungaiti is on Whakaara Tamaiti Marae on the outskirts of Putaruru. The land on which the kōhanga reo is situated is considered a place of healing. The name of the marae was bequeathed by King Tāwhiao. Children visit significant landmarks in the area including the local marae.
Children demonstrate their understanding of whanaungatanga well through positive interactions and relationships.
Children are immersed in a te reo Māori environment. Kaiako use a range of stimulating, interactive strategies to develop children’s language including questioning, prompting and modelling. They are enthusiastic in all their communications with children. Kaimahi initiate conversations and encourage responses from children. Kaimahi support children to recite their pepeha as a strategy to learn language structures and functions. They also support children to take lead speaking roles in pōwhiri, whakatau, karakia, waiata and mihi. Children are developing speakers of te reo Māori.
Children are confident in their learning environment. Whānaungatanga underpins positive relationships at kōhanga reo. Kaumatua, kuia and whānau whānui often participate in the daily programme. Kaimahi encourage children including babies to play and interact with one another. Kaimahi model and promote awhi, tautoko, harikoa and parekareka. Adults are affectionate and caring. Children feel safe, secure and happy at kōhanga reo.
Children are aware of their natural and physical environment. Kaimahi plan and provide opportunities for children to experience learning as a holistic process. They support them to explore the local and surrounding environment including the local marae. The maara kai enable children to respect and appreciate Papatuānuku as they harvest vegetables for sustenance. Children learn to value and acknowledge the significance of nature.
Children’s learning is planned to cater for the needs of the various age groups. Annual, term, and weekly organisation is clearly detailed according to Te Whariki and Ngā Taumata Whakahirahira. Plans include kaupapa, whainga, related activities, resources and kupu hou. Children benefit from well-planned learning.
Sound assessment procedures are in place to monitor children’s progress and achievement. Portfolios are well presented. Kaimahi provide clear information to parents regarding their children’s learning. They use karakia, himene, photos with accompanying comments, and kaupapa work samples to highlight activities. A developmental checklist describes children’s progress and achievement. Children’s learning is monitored well.
Whānau manage their kōhanga reo well. They are clear that their kaupapa is about education for their children in a total immersion te reo Māori environment. Management documents including the charter with policies and procedures, employment documentation, and their strategic plan are in place. Whānau engage in discussion to identify areas for improvement in the best interests of children.
Internal evaluation is still developing. Evaluation of programme routines, organisation, delivery, and roles and responsibilities of kaimahi is irregular and inconsistent. The strategic plan has not been ratified. Children do not benefit from sound internal evaluation across all areas of operations.
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
