Te Kōhanga Reo o Te Kauri is situated at Te Marae o Te Kauri, Huntly. The kōhanga reo has temporarily been relocated to a new premises in Huntly West. Mokopuna whakapapa to Waikato-Tainui. The kōhanga reo is committed to Te Kiingitanga. Te Takitini provides governance support to Te Kōhanga Reo o Te Kauri, Te Kōhanga Reo o Kaitimutimu, Te Kōhanga Reo o Raahui Pokeka, and Te Kōhanga Reo o Te Whaanui

3 Evaluation Focus

How well do mokopuna express their understanding of tuakiritanga and connections to their whakapapa?

Mokopuna confidently demonstrate their understanding as they engage in values, beliefs and cultural practices that reflect their unique identity as descendants of their papakāinga

4 Findings 

Mokopuna confidently engage in authentic experiences as they observe, interact with, and embody values and principles of Te Kiingitanga movement. Kaimahi competently provide guidance, leadership, and model tikanga and kawa o Waikato throughout the kōhanga reo. They are fluent speakers of te reo Maori and strong language models for mokopuna. They use a range of language acquisition strategies to support mokopuna language development. These include karakia, waiata-ā-iwi, whakataukī, pao, rotarota, kīpeha and whakatītina. Older mokopuna learn about the structure and purpose of language as they recite aspects of te rārangi Kiingi, Te Tongikura, Te Poukai and Te Paki o Matariki with minimal assistance. Pēpi happily express their understanding through mimicking, hand actions and body gestures. The learning programme extends mokopuna understanding of their whakapapa connections using local stories, history, with links back to their tūpuna. Kaimahi are energetic, imaginative and passionate as they interact with mokopuna and uphold ngā ūara to foster positive relationships. Tuākana are supportive of their tēina and model concepts of ngākau mahaki, rangimārie and māiatanga. Kaimahi frequently praise and acknowledge mokopuna for their achievements. Mokopuna are confident learners in an environment that preserves their cultural identity and seamlessly integrates valuable concepts of te ao Māori.

Daily routines are well established, consistent and predictable. Mokopuna are engaged, challenged and encouraged to extend their learning in multiple ways. They explore and express creativity and curiosity through a range of resources and equipment, stimulating their senses and ideas. Both the indoor and outdoor learning spaces are vibrant, creative and organised. The learning space for mokopuna extends to the marae and surrounding environments. Mokopuna are confident learners and benefit from learning that nurtures their mana, wairua and mauri.

Kaimahi have well established processes in place for planning and assessment. They collectively work from a basis of whanaungatanga as they plan the learning programme and monitor mokopuna learning. Planning consists of year, term and weekly plans and includes kaupapa whānui, kaupapa whāiti and kaupapa ako. The mahere ako seamlessly integrates Te Kiingitanga, Koroneihana, Te Tongikura, Poukai, Te Paki o Matariki which aligns with the principles of Te Whariki ā Te Kōhanga Reo. It also incorporates well defined objectives and outcomes for mokopuna learning. Appropriate resources and strategies are identified to support the implementation of the learning programme. Kaimahi use various approaches to record mokopuna progress. Kōnae Mokopuna and Mātai i te Katoa o te Mokopuna focus specifically on the growth and development of each mokopuna. Informal and formal discussions are used by kaimahi to update whānau. Mokopuna experience a learning programme where their learning needs are a priority. 

The governance structure of Ngā Kōhanga Reo o Raahui Pookeka is facilitated by Te Takitini. This roopu consists of representatives from all four kōhanga reo within the local purapura. They ensure key operational matters are effectively managed and reported. Regular hui are attended, recorded and purposeful. Core health and safety policies and procedures align with relevant legislation. Emergency drills are conducted regularly and documented to ensure preparedness for emergencies. Mokopuna benefit from collective whānau decision making. 

The comprehensive Takitini collective strategic plan successfully reflects the vision and aspirations whānau hold for mokopuna. The plan is innovative and committed to nurturing achievement, fostering leadership, and embedding the values of Te Kiingitanga to support mokopuna to be successful beyond kōhanga reo. The rautaki mahi is monitored regularly and defines identified priorities and goals to ensure sustainability for the future. The annual plan guides operational and administrative tasks and when these are to be completed. Personnel matters are effectively managed. Employment documentation includes individual employment agreements, position descriptions and completed kaimahi safety checks. Self-appraisals focus on developing kaimahi skill and capability. The tūtohinga aligns to whānau goals and sets out clear guidance and direction for whānau. Takitini provide valuable leadership with a considered approach to operations. Mokopuna are the centre of collaborative and cooperative whakahaere practices. 

Key Next Steps

Programme evaluation requires formalising. Whilst kaimahi meet regularly to discuss and reflect on the learning programme, the next steps are to document what worked well, what is required to improve and to monitor and report on the quality of the learning programme. 

While whānau have a Child Protection policy in place, they acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agree that whānau and kaimahi engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the act and to continue to prioritise mokopuna safety and wellbeing.

Currently there are several building issues that need major consideration. Some have been ongoing, and it is time for whānau to seek resolution to ensure the learning environment both indoors and outdoors provide the best learning opportunities for the mokopuna. Whānau shared that in consultation with the local district office, approval has been granted to relocate to another premises in the near future. Mokopuna health and safety is paramount. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

Actions for compliance 

To meet compliance requirements they must: 

  • ensure that the kōhanga reo premises and facilities used, have regard to the number and age range of the children attending the premises, provide sufficient and suitable space for toileting, and washing and safe and healthy practices, floor surfaces are durable, safe, and suitable for the range of activities to be carried out

  • ensure there are suitable facilities provided for washing sick or soiled children and a procedure outlining how hygiene and infection control outcomes will be met when washing sick and soiled children

  • ensure that all reasonable steps are taken to promote the good health and safety of children enrolled in the service; and take all reasonable precautions to prevent accidents and that the premises, facilities, and other equipment are kept safe, hygienic, maintained in good condition, used safely and kept free from hazards

6 Recommendation

Our purpose

The Education Review Office (ERO) and Ngā Kura ā-Iwi are working together to capture the journey of learners beginning with kōhanga reo, who have experienced Ngā Kura ā-Iwi education, Whaia ngā ara painga kia angitu ai.

Background

Te Kōhanga Reo o Te Kauri is on Te Kauri Marae, Huntly. Most children whakapapa to Waikato-Tainui. The kōhanga reo is committed to Kiingitanga. The kōhanga reo whānau participate in events related to poukai, koroneihana, regatta and other significant events. An executive committee (Takitini) has been established to oversee the Purapura kōhanga reo in the wider area of Huntly.

Manu Pīrere Kōrero

I think I am fortunate to have grown up here. If I went to another kura, I would have strayed from the correct path. There are about seven of us ex-students who are now pouako. We went to kura together, then university then came back as teachers.

This is a place that they know will look after and nurture them – pouako, kaiāwhina and more who will care for them while they are here. The biggest benefit and attribute of this kura was the whānau. We grew up as a whānau.

I wasn’t scared because I grew up in te ao Māori, in a whānau environment. We felt aroha. We felt, heard and saw manaaki. We saw, felt and heard whanaungatanga. We could touch it. Those are valuable treasures as you make your way in the world.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • planning and evaluation – including assessment, programme evaluation, self-review and strategic planning.
  • areas of non-compliance – including hazard checks, earthquake drills, and policies and procedures relating to accidents, incidents and infectious diseases
  • any other issues identified during the course of the review.

2 Context

Te Kōhanga Reo o Te Kauri is located on Te Kauri Marae in Huntly. In October 2017, the whānau agreed to relocate the kōhanga reo under an executive committee, Takitini, which now provides governance and management support. The previous ERO report in 2016 identified areas of concern relating to aspects of whānau management. Since that review, the whānau have worked to address these issues.

3 Findings

Ngā Taumata Whakahirahira

Children are immersed in te reo Māori. Kaimahi use a range of strategies to build children’s language development. These include tongi, mōteatea and whakataukī specific to their location, as well as karakia, hīmene, waiata, pepeha and mihi. Kaimahi provide opportunities for tuākana to lead and guide their tēina in waiata. Children are also learning the whakapapa and values of Te Kīngitanga. This is pivotal to understanding their identity and links to Waikato Tainui. Older children know their whakapapa links to Waikato Tainui. Pēpi enjoy participating in the learning programme alongside their tuakana. Pēpi are praised and nurtured with aroha and manaaki. Children are nurtured and supported in the kōhanga reo.

Kaimahi have processes in place to evaluate the learning programme. Kaimahi understand the importance of evaluation. They discuss, review and document what worked well, reasons why and where to next for children’s learning. Evaluation is focussed on positive outcomes for children. Children participate in a programme that is regularly refined and improved.

Whānau has developed a strategic plan that influences the future direction for the kōhanga reo. Long term priorities have been clearly identified. The outcomes of the strategic actions are monitored regularly. Whānau review their progress towards the goals in their strategic plan. Children benefit when whānau have clear vision and goals for the future of the kōhanga reo.

Self review has improved. A systematic review plan is displayed for easy access. Some aspects of operations are monitored and reported at whānau hui. Because of the new governance structure, other areas of operations are being identified for self-review. Children are central to decision making in the kōhanga reo.

Areas of non-compliance

The areas of non-compliance identified in the previous ERO report have been addressed. Policies and procedures are reviewed and updated to meet current legislation. The kaiwhakahaere has implemented a system to ensure all procedures are implemented. Children enjoy a learning environment that prioritises their health and safety.

Key Next Steps

Assessment remains an area for development. Kaimahi require external support to establish and maintain robust assessment of children’s learning. The current assessment processes do not reflect the progress of children’s learning. ERO recommend that whānau put in place support for kaimahi to strengthen assessment practices. Whānau do not processes in place to ensure they are well informed of their children’s learning and progress.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau must seek support for kaimahi to strengthen assessment practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Kauri will be in three years.
