1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Kauriki is located at Kauriki Marae in Taumarunui. Kaumātua play pivotal roles in the kōhanga reo as kaiako matua and kaiwhakarite. New kaiāwhina have recently joined the team. Whānau are connected to the marae and local hapū and the kōhanga is regularly involved in marae events.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga

Mokopuna express whanaungatanga as they learn and interact with one another.

4 Findings 

Mokopuna learn in an environment that fosters a sense of belonging. Kaimahi interactions with mokopuna are enthusiastic, loving and affectionate. They have created a positive atmosphere where mokopuna are free to explore their environment and participate in a range of experiences. Learning opportunities include attending marae kaupapa. Mokopuna learn about tikanga and kawa and their role as tangata whenua. Mokopuna happily engage in whakatau and interact with manuhiri by harirū and hongi. Kaimahi give mokopuna opportunities to lead aspects of the learning programme and mokopuna also enjoy choosing their own activities and following their own interests. Mokopuna are developing an awareness of their connections to others. 

Mokopuna are immersed in te reo Māori. Kaimahi use a range of strategies to enhance mokopuna understanding and use of te reo Māori. This includes repetition, role modelling, hand actions and questioning. Mokopuna recite karakia, sing waiata and practice mihimihi. Some tuākana can recite their pēpeha unassisted, while younger mokopuna are prompted by kaimahi. Pēpi mimic sounds and use hand gestures to communicate their needs and respond to questions. Kaimahi are nurturing and consistently praise and acknowledge mokopuna efforts. Mokopuna express their thoughts and ideas in ways appropriate to their level of understanding.

Planning provides guidance for the learning programme. Planning includes mokopuna learning about atua Māori and the seasons of the year. Kaupapa whānui, kaupapa whāiti and daily activities link to Te Whāriki a Te Kōhanga Reo. Mokopuna learning overtime is collated in kōnae ako. Kaimahi use mātai mokopuna to document learning. Whānau are kept informed about mokopuna progress and learning. Regular updates and informal feedback are shared between kaimahi and whānau using social media platforms. Mokopuna have positive reciprocal relationships with others.

Whānau work together to provide a safe and healthy learning environment for mokopuna. Relationships between whānau and kaimahi are mutually trusting and valued. Whānau hold regular, well-attended monthly hui and are involved in collective decision making. Strategic objectives align to Te Ara Tūāpae. An annual plan provides clear guidance for all administrative responsibilities. Finances, policy review, property and personnel matters are consistently monitored and reported on by the whānau. Kaimahi professional development is well supported through the appraisal process. Mokopuna benefit from decision making that prioritises whanaungatanga.

Key Next Steps

Evaluating the learning programme requires attention. There is little evidence to indicate kaimahi have evaluative discussions focused on reviewing or improving the learning programme. Mokopuna needs are better catered for when kaimahi regularly evaluate and continually enhance the learning programme.

Whānau and kaimahi understanding of the Children’s Act 2014 requires strengthening. Whānau know, and ERO agree, that further wānanga and training will help them to understand their obligations to the act. Mokopuna safety and wellbeing is enhanced when kaimahi and whānau better understand their procedures and responsibilities.

While the whānau have a strategic plan, it is time to implement an action plan to monitor progress towards meeting the strategic priorities and goals. Mokopuna benefit when their future needs are considered.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • to work alongside te Tari-ā-Rohe to address the key next steps identified in this report.

Te Kōhanga Reo o Kauriki is based on Kauriki Marae. Since the 2018 ERO report, the whānau have made significant changes and improvement. 3 Evaluation Focus

To what extent are mokopuna the focus of education and care?

Mokopuna benefit from focused learning experiences and care.

4 Findings

Mokopuna develop caring relationships in a well-planned and supportive learning environment. Kaimahi have established routines for mokopuna to follow that promote positive interactions with one another. Purposeful activities encourage tuākana and teina to learn alongside each other. Kaimahi encourage mokopuna to lead and support each other in formal activities, such as pōwhiri for manuhiri, karakia and waiata. Mokopuna learn collaboratively and are caring and respectful.

Mokopuna are learning to explore in the kōhanga reo environment. Kaimahi plan learning experiences that allow mokopuna to follow their own interests. A range of activities provide opportunities for them to use their imagination as they explore and be creative. Mokopuna are supported to engage with the outdoor environment as curious and interested learners.

Mokopuna strengths and needs are a focus of planning. Kaimahi identify, monitor and document the progress and development of mokopuna through mātai tamaiti. Whānau are informed of what mokopuna are learning and their progress over time. Yearly and term plans provide an overview for mokopuna learning. The specific learning needs of mokopuna are well catered for.

Mokopuna wellbeing guides whānau management practices. The tūtohinga provides clear guidance and direction for whānau. Health and safety policies and procedures align to current legislation. Financial reports are detailed and presented at whānau hui. The annual plan guides whānau decision making about kōhanga reo operations. The strategic plan is informed by Te Ara Tūāpae. It focuses on empowering whānau and mokopuna, the development of te reo Māori, and promoting te kōhanga reo kaupapa. Personnel documentation is in place. Appraisals are complete with an ongoing focus on professional development. Health and safety registers are in place and align to kōhanga reo policy. Emergency evacuations for fire and earthquake are practised. The health, safety and wellbeing of mokopuna are well managed.

Key Next Steps

Kaimahi are in the early stages of evaluating and documenting decisions that will enhance programme delivery. Formalising this aspect of internal evaluation should lead to ongoing improvements to teaching practice and enhance positives outcomes for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and Te Kōhanga Reo o Kauriki developed the following recommendation:

  • the kōhanga reo whānau will continue to work alongside Te Kōhanga Reo Regional office and local Purapura for support with programme evaluation.

1 Context

Te Kōhanga Reo o Kauriki is based on Kauriki marae. Te Kura o Ngāpuke is within walking distance. The whānau has had to deal with significant personnel and financial challenges in the past year. Support has been provided by Te Kōhanga Reo National Trust (TKRNT) kaimahi. Due to these issues the kōhanga reo did not operate for the first 6 months of this year. In July it restarted with a new kaiako and new whānau. They are working with TKRNT to build whānau capability to move forward.

2 The Evaluation Findings

To what extent do children show they are settled in their kōhanga reo?

Children are settled and play happily in their kōhanga reo.

Ngā Taumata Whakahirahira

Children are developing positive relationships. The learning programme is guided by daily routines. Children participate in the formal part of the day which consists of karakia and hīmene. They are comfortable and familiar with their environment, which is the local marae and kōhanga reo. Children receive instructions in te reo Māori. They display an understanding of these instructions through their reactions to what is being asked. Whānau have limited te reo Māori but use what they have. They also try to keep children occupied with limited resources. Children spend most of the time in unstructured play.

Key Next Steps

The learning programme does very little to challenge children’s thinking or meet their learning needs. The majority of the programme is play based. Children’s learning is restricted because of the lack of direction. The kaiāwhina speaks Māori to the best of her ability, however the majority of communication is in English. Basic commands and instruction are used. Children understand what is being asked. For children to develop as confident speakers of te reo Māori, kaimahi and whānau need to build their confidence and capacity to deliver an entire learning programme in te reo Māori.

Planning and Evaluation

Key Next Steps

The whānau are currently learning about their roles and responsibilities and what is required to manage the operations of their kōhanga reo. The kaiwhakahaere and Kaiako are both new. They are aware that they have a lot of work ahead of them. There are several outstanding issues that require attention to strengthen self -review. Whānau acknowledge the following need to be addressed;

  • There is no programme planning and evaluation processes in place. In order to provide structure and consistency for children, a well-planned learning programme will ensure that there are clear guidelines in place to manage and organise the learning programme. Children’s learning currently has little direction
  • The charter is yet to be reviewed and updated. This will provide whānau with clear guidelines about the kaupapa of the kōhanga reo and what is required to manage the administration of key tasks. Whānau are currently not clear about their roles and responsibilities
  • A strategic plan is yet to be established. This will support whānau to work toward their long-term priorities and ensure the future of their kōhanga reo is secure. The long-term potential and sustainability of the kōhanga reo will be realised through a planned approach. The community and children can be assured that the kōhanga reo will endure for future generations
  • Policies and procedures are well overdue for review. It is important that during this process, critical health and safety policies and procedures align to current legislation such as the Vulnerable Children’s Act 2014. It is important to remove potential risks to children’s safety
  • Currently there are a number of registers that are not in place. This includes sleeping (10min checks), the administration of medicines, hazard checks and emergency evacuation drills. Documented evidence and Risk Management plans for outings are yet to be established. Children’s health and safety is compromised
  • Personnel matters relating to the establishment of relevant documentation. ERO were not able to access job descriptions or an employment contract for the newly appointed kaiako. Children would benefit when kaiako are clear about their roles and responsibilities
  • There is no annual plan to support whānau and kaimahi to ensure all legal requirements and timelines are met. Well considered planning will support efficient management of all operations.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

The following areas of non-compliance have been identified and must be addressed:

  • Whānau establish an ongoing process of self- review to help maintain and improve the quality of practice for children
