1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Atamārie is in Tokoroa. Some kaimahi have been with the kōhanga reo for up to 30 years. Succession planning is a priority for whānau as well as ensuring the kōhanga reo continues to thrive and mokopuna and whānau benefit from the valuable knowledge that kaimahi bring.
3 Evaluation Focus
How well do mokopuna demonstrate their understanding of whanaungatanga?
Mokopuna express their understanding of whanaungatanga through positive and affirming interactions with each other and their kōhanga reo whānau.
4 Findings
Mokopuna experience an environment where relationships and learning are meaningful. Kaimahi ensure all interactions between adults and mokopuna are nurturing and caring. They model aroha, manaaki and respect when interacting with mokopuna. Kaimahi consistently praise, acknowledge, and affirm mokopuna contributions. They use a range of language strategies such as role modelling, questioning and prompting to support mokopuna language development. The daily routine offers regular opportunities for mokopuna to lead and participate in karakia, mihi-ki-te-tangata and waiata. Older mokopuna can recite their pepehā with minimal assistance. Mokopuna are happy and settled and enjoy the company of their peers.
The learning programme promotes frequent opportunities for mokopuna to make connections to their surroundings through exploration and play. Mokopuna are familiar with their learning spaces and make the most of the opportunities provided to initiate activities and be creative. Kaimahi ensure mokopuna can easily access a wide range of resources to stimulate their development and interest. Mokopuna are engaged learners.
Kaimahi have efficient processes in place for planning and assessment. Whānau input is encouraged and incorporated into planning. The mahere ako includes annual, term, weekly and daily plans that promote positive learning for mokopuna. Plans are modified to cater to different age groups and individual needs. Assessment information is purposeful and linked to learning goals which include comments about mokopuna interactions and engagement in learning. Te Aho Poutama is used to share individual mokopuna learning stories, progress and next steps with whānau. This provides opportunities for whānau to support their progress at home. Mokopuna benefit from learning that caters to their needs and interests.
Whanaungatanga provides the foundation for the way in which the kōhanga reo is managed. The kōhanga consists of a multi-generational whānau. These connections ensure a sense of pride and passion for the kōhanga reo. Whānau meet regularly to discuss matters of interest and to make informed decisions. Financial reports provide relevant information and is shared in hui. The annual plan provides some guidance for carrying out key operational and administrative tasks and when these are to be completed. Safety checking of kaimahi takes place, including police vetting. The strategic plan is informed by Te Ara Tūāpae and identifies the whānau vision and aspirations for mokopuna. Long term objectives focus on fostering the growth of te reo Māori to ensure success and future development of the kōhanga reo. An action plan identifies those responsible for tracking and progressing strategic intentions. Mokopuna are the centre of whānau whakahaere practices.
Key Next Steps
Whānau shared their aspiration to develop strategies aimed at succession planning to ensure future leadership of the kōhanga reo is in place. ERO supports this initiative as it focuses on long term improvements and benefits and promotes positive outcomes for mokopuna. As part of supporting new whānau to understand what is required to run the kōhanga reo successfully, ERO encourage whānau use their collective experience and skills to further strengthen policy review so that all policies are reviewed in a timely manner, are up to date and provide guidance. Mokopuna benefit from deliberate planning.
Programme evaluation requires strengthening. It is important kaimahi plan to monitor the effectiveness and quality of the learning programme. Mokopuna would benefit from kaimahi increasing their knowledge of effective programme evaluation and uses this to continually enhance learning experiences.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO recommend the whānau continue to work alongside the Tari a Rohe for support with strengthening the key next steps of this report.

Te Kōhanga Reo o Atamārie is in Tokoroa. Some kaimahi that have worked in the kōhanga reo for up to 30 years. The kaiwhakahaere works with the executive committee to support whānau decision making. A kōhanga reo focus is to increase the number of kaimahi with Te Tohu Whakapakari.

Children move around the kōhanga reo with ease and engage with their peers and adults.
Ngā Taumata Whakahirahira
Children enjoy an environment that is based on whanaungatanga. Kaimahi are attentive and responsive to children’s needs. Babies are carried, kissed and hugged. Older children engage in positive interactions with kaimahi. They also show respect and care with the teina and babies. Children work well together and share resources. They are comfortable in their environment. Children show enjoyment in their relationships with others.
Children know the routines. Kaimahi have well established expectations within the kōhanga reo. They gently remind children of these when required. Whānau follow tikanga during the day. children know tikanga at kai time and wait for everyone to be seated for karakia. Older girls are given the responsibility to recite pao to initiate eating times. Tuakāna support teina in several activities. Transitions between programmes flow. Children are secure in their daily activities.
Children learn in a well-resourced learning environment. Kaimahi ensure the learning environment is well organised. Activities and resources are set up before children arrive. Children move around with ease. The environment is safe, well maintained, and ordered. Children can choose their activities and follow their interests. They have opportunities to work alongside others or to work on their own. Children are engagement in their learning and play.
Key Next Steps
Whilst children are immersed in a te reo Māori environment, they prefer to speak English. It is time for kaimahi to seek strategies to strengthen the use of te reo Māori amongst children.
Planning and Evaluation
Planning, assessment and evaluation processes are focused on children’s needs. Contribution from whānau is valued at all stages of this process. Kaimahi seek advice from external providers to support children with additional needs. A range of assessments methods are used to track and monitor progress. Kaimahi record what went well, what didn’t go well and discuss solutions to improve their teaching. Children’s learning needs are addressed.
Whānau contribute to all areas of operation. Roles and responsibilities of whānau and kaimahi are well established. They attend monthly hui and actively engage in the maintenance and up keep of their whare. Regular reporting about finances, the learning programme and kōhanga reo operations are tabled at hui. Performance management of kaimahi is focused on their professional development. Whānau work with outside agencies to endorse and fulfil community initiatives that benefit young Māori mothers and their children. Children interests are a priority.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- That the whānau continue to work together to raise the quality of operations of the kōhanga reo.

Te Kōhanga Reo o Atamārie is in Tokoroa. The kōhanga reo was established in 1991. The ERO reporting history of this kōhanga reo shows continued growth and development. The physical environments are well developed. Kaimahi and whānau capacity is strong. They have strong retention of whānau and active participation of the different generations.

Children are immersed in an environment where te reo Māori is the language of communication. Adults provide an setting where children are able to engage and communicate with peers, kaimahi and whānau. Kaimahi lead structured learning activities based around daily karakia, hīmene, waiata, mihimihi, pepeha and kaupapa ako to enhance children’s te reo Maori development. Kaimahi use strategies such as prompts, questioning and praise to encourage and support children’s language development. Children are developing confidence to speak te reo Māori.
Children demonstrate aroha, manaaki, care and concern for others. Whanaungatanga is an important part of children’s learning and development. Kaimahi promote positive interactions and relationships with each other, with children and others. They support older children to care for and lead the younger children. Adults, including local kuia model good caring relationships for children. Children learn important values and practices when relating to others. Kaimahi regularly praise children’s efforts and achievements. Children are happy and settled learners.
Children enjoy learning about the world around them. Kaimahi provide a range of activities and resources that children can explore and investigate. They provide vibrant and well-resourced learning environments. Children lead different learning activities and to take responsibility for daily routines such as serving snacks and clearing tables. Kaimahi closely monitor the smooth transition of younger children as they move to the next age group. The needs of all children are catered for through various learning programmes that kaimahi provide. Children know their kaimahi and whānau well. They trust that their wellbeing will be nurtured. Children love being at kōhanga reo where their holistic learning and development is a priority.
Planning and Evaluation
Children learn in an environment supported by their whānau. Whānau members effectively manage kōhanga reo operations. Whanaungatanga and whakapapa underpin how whānau work together. They have access to a wide range of local resources and expertise to support their work. Long term and short term planning is comprehensive. There is regular monitoring and reporting against strategic targets and goals. Whānau manage property well to ensure the health and safety of kaimahi and children. Personnel and performance management is effective.
Children benefit from kaimahi who are organised. They work well together to provide high interest learning programmes for children. They use their collective skills and expertise to plan, deliver and monitor the learning programme. They are reflective and have a clear focus on positive outcomes for children. Profile books contain a range of work samples and photographs that highlight children’s learning experiences. Parents and whānau receive useful information about their children’s learning, care and development. Children's learning is valued and acknowledged.
Whānau have a clear vision for the kōhanga reo and their children. The charter makes a strong statement about the status of te reo Māori me ōna tikanga. Whānau have an intergenerational succession plan in place to ensure that te reo Māori and tikanga Māori remain a constant priority.
