1 Background and Context

What is the background and context for this school’s review?

Hāpuku School, near Kaikōura, provides education for children in Years 1 to 8. It has a roll of 6 students, all of whom identify as Māori. The kura provides a bilingual and bicultural framework to learning the New Zealand Curriculum (NZC) for all students. It is moving towards Te Marautanga o Aotearoa. Te reo me ngā tikanga Māori are integrated throughout all aspects of kura operation.

Since April 2019, the school has been part of a longitudinal evaluation process with ERO to support building capability for school operation. In addition, a Limited Statutory Manager, Ministry of Education and New Zealand School Trustees have provided targeted support to address the areas identified in the 2019 ERO report.

A new tumuaki was appointed to lead and support the school’s kaiako in Term 3, 2020. A new board chairperson was appointed in Term 4, 2021.

The school’s vision is Ki uta ki tai (The best of both worlds from the mountains to the sea). The board and school’s Hāpukutanga has four strategic priorities to realise this vision: Ako – Learning, Hauora -Wellbeing, Kotahitanga - Community Partnerships, and Tuakiri - Culture and Identity.

2 Review and Development

How effectively is the school addressing its priorities for review and development?

Priorities identified for review and development

The ERO 2019 report identified that improvements were required in governance and leadership, raising student achievement, curriculum development, assessment and monitoring of student learning and progress, and internal evaluation.

Progress

The governance and leadership of the kura have significantly improved. A governance policy framework has been developed and embedded, and a cycle of policy review ensures the board is compliant with its statutory responsibilities. The board’s goals explicitly prioritise the special character values of the kura and areas identified for improvement. The charter and annual plan goals and targets for school improvement are under review for 2022. The tumuaki reports to the board are aligned with the strategic goals and annual targets, including student achievement and progress. Both the board and tumuaki have undertaken useful PLD to build governance and leadership capabilities. Governance and leadership processes have been strengthened and are aligned with the school’s valued outcomes for tamariki that prioritise wellbeing and learning needs.

Kaiako promote the conditions to successfully engage students in authentic, immersive learning in both English language and te reo Māori.  A useful assessment schedule has been developed and implemented with the support of external expertise. This provides sufficient information for kaiako to make moderated judgements against expected levels of the NZC and set next-step learning goals for students in reading, writing and mathematics. Kaiako work collaboratively to plan curriculum, and design tasks and activities to meet learner needs. Tamariki have opportunities to collaborate, learn and progress in one-to-one and small group settings with their kaiako. Achievement information in Term 4, 2021 shows that the large majority of students are achieving at expected curriculum levels of the NZC in reading, writing and mathematics.

Tamariki, kaiako and whānau have worked together to design a local curriculum that reflects the unique kaupapa of the kura. Curriculum design, integration and implementation have been responsive to, and consistent with, the kawa as expressed in the vision and strategic plan of the kura. Whānau aspirations for tamariki have been prioritised. Learning programmes are progressively focusing on Te Marautanga o Aotearoa and improving te reo Māori capability of learners.

The organisational systems and processes that promote progress for learners have improved significantly.  Kaiako inquire into their practice to improve the quality of their teaching. They interpret information from a range of sources to enhance the learning environment and the unique context of the kura, to achieve the outcomes that are valued for students. In 2021, kaiako have developed processes to strengthen the accuracy of assessment data in literacy and numeracy. Assessment activities are designed to be ‘fit for purpose’ and to provide meaningful evidence of learner progress and achievement, and support the development of next step learning goals.

Key next steps

The board and school leaders should:

  • use consultation to confirm the key valued outcomes for tamariki, to inform school priorities for improvement, and to inform internal evaluation about the effectiveness of progress to achieve the shared vision.

The tumuaki and kaiako need to further develop the capability to:

  • improve student achievement and progress in relation to other valued outcomes
  • deliver the local curriculum, with an increasing emphasis on Te Marautanga o Aotearoa
  • process and analyse learning information effectively across the curriculum.

3 Sustainable performance and self review

How well placed is the school to sustain and continue to improve and review its performance?

The kura is better placed to sustain and continue improving and reviewing its performance. Progress towards consolidating systems, processes and practices identified for improvement continues to be made. Strategic evaluation work is underway to develop the pathway to better meet the unique vision, values and valued outcomes of the kura for tamariki and their whānau.

Governance systems have been significantly improved. Decisions and actions for school improvement are aligned with strategic priorities. The unique special character of the kura promotes conditions for learning that are increasingly engaging learners for success. The collaboratively designed curriculum is offering more opportunities for tamariki to learn in ways that best meet their cultural, language, and academic needs. Kaiako are building their capability to deliver quality teaching and learning. They are strengthening their assessment of, and knowledge and reporting about, learner progress and achievement.

Board assurance on legal requirements

Before the review, the board of trustees and principal of the school completed the ERO Board Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • school policies in relation to meeting the requirements of the Children’s Act 2014.

Conclusion

Hāpuku School has made sufficient progress in relation to the key next steps identified in ERO’s December 2019 report. The school will transition into ERO’s Evaluation for Improvement approach.

School Context

Hapuku School near Kaikoura provides education for children in Years 1 to 8. At the time of this review, the school had a roll of 18 students.

The school’s special character designation provides a bilingual and bicultural framework of learning for all students. They have the opportunity to learn in both The New Zealand Curriculum and Te Marautanga o Aotearoa. Te reo me ngā tikanga Māori are integrated throughout all aspects of the school’s operations.

The school’s vision is: The best of both worlds from the mountains to the sea - Ki uta ki tai. This is intended to encourage students to reach their full potential in the four areas of: ā wairua (spiritual/emotional), ā tinana (physical), ā hinengaro (academic) and ā Māori (Māori culture) so that they can achieve the best of both worlds.

The school has identified in its strategic and annual plans goals and targets that include:

  • development of the school’s special character and localised curriculum to meet learners’ needs

  • strengthening all processes, policies, procedures and documents for health and safety and strategic planning

  • increasing achievement for all students in te reo Māori.

Leaders and teachers are not regularly reporting to the board, schoolwide information about progress, achievement and learning outcomes for students.

The school maintains close links to local marae, Mangamāunu and Takahanga. A new principal was appointed in 2017.

Evaluation Findings

1 Equity and excellence – achievement of valued outcomes for students

1.1 How well is the school achieving equitable and excellent outcomes for all its students?

ERO is unable to verify how well the school is achieving equitable and excellent outcomes for all its students.

Information about students’ learning, progress and achievement, over time, is not being collected, analysed and reported to the board.

The school does not have processes in place to ensure that assessment practices and decisions are robust and that achievement information is reliable.

The school reported to ERO that students are achieving positive outcomes related to wellbeing and the school’s values of kaitiakitanga (guardianship), manaakitanga (caring), rangatiratanga (leadership) and kia rere te reo (let the language flow).

1.2 How well is the school accelerating learning for those Māori and other students who need this?

ERO is unable to verify how well the school is accelerating learning for those Māori and other students who need this.

During the onsite stage of the review, there were no documented processes or school information about:

  • identification of students who are underachieving in reading, writing and mathematics, and planned actions to accelerate their progress

  • processes for monitoring learning progress over time

  • the setting of appropriate achievement targets, and regularly reporting progress against these to the board

  • ongoing priorities and support for students whose learning needs acceleration.

2 School conditions for equity and excellence – processes and practices

2.1 What school processes and practices are effective in enabling achievement of equity and excellence, and acceleration of learning?

The board and leadership seek to serve the school community through the development of the school’s vision and goals. The school regularly participates in community events outside the school and hosts community events within the school grounds.

Leadership is focused on building relationships with whānau and the wider community to support children’s wellbeing and learning. There are regular hui to gather whānau, community and iwi aspirations for children and develop related school plans. The principal has led significant community consultation on the development of a localised curriculum.

The school supports learners to develop a strong connection with the people, places and land of te rohe o Te Ahi Kai Kōura a Tama-Ki-Te-Raki (Kaikōura). They are also encouraged to develop a love of learning through AKO (Ako, Kaha, Oranga).

2.2 What further developments are needed in school processes and practices for achievement of equity and excellence, and acceleration of learning?

To enable equity and excellence for all learners, and support good school operation, a sense of urgency by the board and school leadership is needed to:

  • improve the governance and leadership of the school, including regular reporting to the board about student achievement, progress towards school goals and health and safety

  • improve learning and achievement outcomes for children

  • complete and implement the school’s curriculum

  • develop and implement robust processes for assessment and decision making about student achievement

  • build capability in the school to understand and effectively use achievement data and other school information

  • develop and implement systems and processes for internal evaluation

  • ensure that the board’s compliance with its legislative obligations is well managed.

Recommendations to other agencies

ERO recommends that the Secretary for Education considers intervention under Part 7A of the Education Act 1989 in order to bring about improvement in:

  • strategic planning and reporting
