1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
‘Mai te mātāpono ki te ara rau, hei raukura mō tōna iwi’
Te Kura Kaupapa Māori o Taumarunui is located near the banks of the Whanganui River in Taumarunui. The kura provides full immersion Māori education for students in Years 1-8. They also cater for wharekura students in Years 9-14 as an off-site satellite arrangement with Te Kura Kaupapa Māori o Whakarewa i Te Reo ki Tūwharetoa. Te Kura Kaupapa Māori o Taumarunui utilise Te Kura Pounamu and Te Kura Kaupapa Māori o Whakarewa i Te Reo ki Tūwharetoa to fully deliver their National Certificates in Educational Achievement (NCEA) programme. The kura has an application pending with the Ministry of Education for Wharekura status.
3 Evaluation Focus
How well do students demonstrate aroha and joy for learning?
Students show genuine aroha and happiness in all aspects of learning.
4 Findings
Te Ira Tangata
Students are caring, considerate and cooperative. They are immersed in an environment that promotes aroha, tiakitanga and manaakitanga. Tuākana display kindness to their teina and support them to be active participants in learning activities. Students take on leadership roles through leading mihimihi, karakia and supporting teina. They show enthusiasm and are determined to succeed in their learning. Kaiako create opportunities that promote joy and laughter through collaborative games and friendly competition. Whānau and kaimahi support students to take responsibility for their learning. Whānau hui are well attended where discussions about student aspirations, the curriculum and student’s future pathways are robust. Students are eager and show a love for learning.
Te Reo Māori
Students are immersed in te reo and tikanga Māori. Karakia, mihimihi, waiata and mōteatea are an integral part of daily practice. Classroom lessons are well planned and there are individual learning programmes for students requiring additional support. Kaiako use a range of strategies that support student language development. They are positive role models of te reo Māori. The kura strategic vision prioritises quality te reo by kaiako and has a focus on whakangungu reo within the whānau. Students highly value te reo Māori as the language of communication.
Ngā Iwi
Student learning is based on and around the knowledge of whānau, hapū and iwi. Kaiako plan for and provide regular occasions to visit sites of significance and to connect students to local iwi history and pūrākau. Learning about the histories of Te Atihaunui-A-Pāpārangi, Ngāti Maniapoto and Ngāti Tūwharetoa and the marae are an integral part of learning. Kaiako provide positive guidance and encouragement to students to maintain high standards in their interactions with others. Unity and honesty are values instilled in students and whānau. Whānau are actively involved in kura operations and provide valuable curriculum support. Raukura are returning in supportive roles to help in the kāuta and on the paepae. Students exhibit personal pride in their whānau, hapū and iwi.
Te Ao
Students acknowledge their place in Te Ao Māori and the wider world. Students know who they are and where they come from and that they whakapapa to the whenua, to their kaimahi and peers. Kaiako make use of the traditional knowledge of kuia and koroua. Students have a good understanding of tikanga and kawa and can recite karakia and mōteatea with confidence. Kaiako create situations to further enhance students’ connection to the local environment and to deepen their knowledge in local Māori history. Whānau provide occasions for students to grow an understanding of their place in the wider world by extending their learning opportunities beyond Taumarunui. Students have a clear understanding of who they are and how they connect to others.
Āhuatanga Ako
Students actively engage in planned learning experiences and activities. Their holistic wellbeing is enhanced in an environment conducive to learning. Regular routines are well established. Strategies are in place to support and prompt students to lead their own learning. They can confidently articulate their learning needs and their future goals and interests. Kaiako are caring and enthusiastic in their interactions with students. Kaiako hold regular hui where they reflect on what is going well in teaching and learning and what they need to work on in the future. Kaiako have had a focus on improving the teaching and learning in Pānui and Pāngarau. The end of 2023 and 2024 progress and achievement data in these areas show many Year 8 students succeed at kura expectations. Students enjoy a learning programme that is relevant to their needs and interests.
Wharekura
Students demonstrate a desire to succeed at kura and in the community. An action plan has been established for the successful operation of the wharekura. Wharekura teina are progressing well in Pānui and Pāngarau. Their progress is well monitored. Wharekura tuākana are flourishing. They are happy confident and secure in who they are. They embrace leadership opportunities and undertake these with pride. Kaiako endeavour to provide a learning programme responsive to individual’s needs. A process to monitor the effectiveness of the learning programme is in place and there is evidence to show improvements have been made. Kaiako are supported professionally to further develop their competence. There has been significant roll growth in the wharekura prompting the need to increase staffing. Students learn in a positive environment that promotes them as leaders.
Leadership
The tumuaki is focused on improving curriculum areas and teaching practice. He is proactive in building capability through targeted professional development. the tumuaki is committed to attaining suitable programmes and resources for the kura. Collegial relationships and practices between kaimahi and leadership are positive. Kaimahi are highly supportive of the tumuaki. There is an opportunity to further develop leadership practices across the kura to a more distributive approach. Student benefit from effective leadership practice.
Whānau Whakahaere
The whānau are dedicated to the provision of kaupapa Māori education and are actively engaged in kura operations. They bring a range of useful skills and experience to their governance role. Many have a long association with the kura and all are highly committed to the kaupapa and the realisation of the kura vision and whānau aspirations. Strategic and annual planning is improvement focused and identifies how goals will be achieved. Students benefit from whānau whakahaere who are determined to provide kura kaupapa Māori education in their rohe.
Key Next Steps
Self-review and internal evaluation practices require strengthening. Whānau whakahaere continue to develop understanding of their roles and responsibilities. Kura leaders have not maintained a schedule of regular review of kura policies and procedures. Consequently, not all policies have been kept up to date or reflect current legislation. Leaders are in the early stages of rectifying this. A new tracking system has been introduced and they are in the process of reviewing and ratifying policies. Student wellbeing, safety and learning is enhanced when efficient systems are fully implemented.
Assessment practice and monitoring and reporting of student progress and achievement requires improvement. Assessment practice is not consistent across the kura. Whānau whakahaere need to be regularly kept informed of student progress and achievement to assist them in their decision making. Outcomes for students can be further enhanced through effective assessment practices.
5 Whānau Assurance on Legal Requirement
Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the review, ERO checked the following items because they have a potentially high impact on student achievement:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance.
Actions for Compliance
To meet compliance requirements they must:
- maintain an on-going programme of self-review in relation to kura policies, plans and programmes, including evaluation of good quality assessment information on student progress and achievement.

6 Recommendation
ERO and the Tumuaki recommend continuing to work with Te Runanga Nui to fulfil the identified key next steps to further enhance learning pathways and ensure good processes are in place.

1 Context
Te Kura Kaupapa Māori o Taumarunui is in Taumarunui. The kura follows the philosophy of Te Aho Matua and provides education for students from Years 1 to 8. Wharekura students are retained in the kura through an off-site satellite arrangement with Te Kura Kaupapa Māori o Whakarewa i Te Reo ki Tūwharetoa in Taupō. This arrangement is part of the Te Aho Matua kura network to support curriculum delivery. Whānau have continued to create pathways for students in Taumarunui based on the hopes and aspirations of kuia and kaumātua. Since the previous ERO review in 2015, there has been some progress around educational development and leadership.

Students demonstrate honesty and fairness through their interactions with others.
Te Ira Tangata
Students are caring, thoughtful and considerate. They take responsibility for their own learning. Students display personal pride in their achievements. Students learning who they are and where they come from is a priority for whānau. Students value their identity and display positive self-esteem. Whānau provide a caring and supportive environment for their children. Students’ wellbeing is nurtured in an environment based on Māori values such as aroha, tiaki and manaaki. Students value whānau involvement in their learning. They demonstrate a clear understanding of whanaungatanga in their interactions with others. Students honour and acknowledge their peers and whānau.
Te Reo
Students are immersed in an environment where they are acquiring skills to be effective communicators in te reo Māori. The whānau believe that te reo Māori is the life force of the kura. Students are able to use te reo Māori across a range of different situations. Conversations flow naturally between whānau and students. Whānau apply a variety of strategies to sustain te reo Māori including whakatupu pātaka kōrero, Te Ātaarangi, wānanga and hui whānau. Students participate in occasions such as pōwhiri, karakia and Manu Kōrero. They are exposed to language functions and patterns specific to formal events. Students are developing as competent and confident communicators of te reo Māori.
Ngā Iwi
Students exhibit personal pride in their whānau, hapū and iwi. The majority of students affiliate to the three prominent iwi of the area which are Ngāti Tūwharetoa, Ngāti Maniapoto and Te Āti Haunui-ā-Pāpārangi. Students are able to clearly identify their whakapapa connections and understand how they fit into the wider world of whānau, iwi and hapū relationships. Whānau provide opportunities for students to learn about their ancestral links. Students are supported to actively participate in all marae activities. They have a clear understanding of their role as tangata whenua. The kura participate in Te Taiopenga, the kapa haka competition for Te Waiariki and Tūwharetoa. They also attend community based activities including sporting events. Students demonstrate a strong sense of belonging.
Te Ao
Students’ learning embraces Māori knowledge systems with a focus on how these work within contemporary settings. They have opportunities to explore environmental issues and how these impact on their river and land. Whānau ensure students have access to a range of resources and technology to support their investigation of sustainable practices that protect the natural environment. The establishment of gardens and the nurturing of animals provide contexts where students learn that being considerate of other life forms has a direct impact on them and their whānau. Whānau plan to ensure students understand the place of atua Māori and the impact they have on environmental issues. Students are able to make connections between themselves and their role as kaitiaki.
Āhuatanga Ako
Students are supported to be independent learners. There is good alignment between learning programmes and whānau expectations. Whānau are focused on improving outcomes for students. Individual student’s progress of learning is reported to their whānau. Whānau have implemented a behaviour management process that is linked directly to the principles of Te Aho Matua. This ensures that students behave according to the values of the kura. External assistance is sought when necessary for students requiring additional support. Students are happy and actively engaged in learning.
Wharekura students experience good teaching programmes that are focussed on achievement. They are independent learners and confident with electronic learning devices. Whānau have sound practices in place to ensure good educational outcomes for their wharekura students. Senior students are enthusiastic learners.
Kura-identified areas of development
Whānau are developing their appraisal process for kaiako. They want to ensure that this process accurately reflects the kura context with a focus on improving the quality of their practice. They have planned to complete and apply the new appraisal process in 2019. This will provide valuable information that will contribute to their self-review processes.
3 Self-Review and leadership
The whānau are strategic planners. There is a focus on using reflective practices to support the future direction based on outcomes for students. Whānau and kaiako follow processes that enable them to identify and address challenges. They have defined and implemented monitoring and reporting expectations that are regularly shared to inform decision making.
Kura leaders are collaborative and empowering. The acting tumuaki has established positive relationships with whānau, students and kaiako. He has continued to grow and strengthen the day to day management practices including guiding and leading educational developments.
4 Whānau assurance on legal requirements
Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the review, ERO checked the following items because they have a potentially high impact on student achievement:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance.
5 Recommendation
ERO recommends that the whānau continue developing their internal evaluation practices, including the implementation of their new appraisal process.

1 Context
Kia noho ohooho tōna āhuatanga i roto i ngā mahi waihanga o tōna ao
To remain focused on the creation of their own world.
Te Kura Kaupapa Māori o Taumarunui is in Taumarunui, and provides total immersion education for Year 1 to 12 students. It is located within a confederation of tribes, Ngāti Maniapoto, Ngāti Tūwharetoa and Te Āti Haunui-ā-Pāpārangi. Te Aho Matua principles, te reo Māori and tikanga Māori provide the foundation for all learning. Whānau are committed to providing their children with a strong te ao Māori learning environment that can be transferred across any context.
Whānau and kaimahi aspirations for students include:
- being caring, considerate and respectful
- having a strong sense of integrity
- being confident in te ao Māori and in the wider world
- contributing in positive ways to their community and society
- believing in their own potential to achieve success.
Manaakitanga and whanaungatanga are evident in all interactions at the kura. Kaimahi and students enjoy tuakana teina relationships that enhance the mana of all. Students confidently pursue a range of educational, cultural, social and sporting opportunities in Taumarunui and beyond. Whānau and kaimahi support each other to provide meaningful learning experiences.
Students are confident, determined and considerate learners.
2 Te Tino Uaratanga
How well do students show personal integrity while being caring, considerate and cooperative with others?
Students demonstrate consistently that they are faithful to their own sense of personal integrity while being caring, considerate and cooperative with others.
Te Ira Tangata
Students naturally express manaakitanga. Positive tuakana and teina roles are integral to the daily life of the kura. Students show aroha and respect in all their interactions, and when they lead activities and events. Hui-ā-kura, wānanga, moe kura reinforces and strengthens the relationships the kura whānau, kaimahi and students enjoy. Ngā Hōia, is a kura wide theme in the curriculum that strengthens student’s sense of pride and sacrifice. Students enjoy opportunities to enhance the mana of others.
Te Reo
Students are thriving in an environment that highly values te reo Māori. The whānau participate and enjoy te reo Māori learning opportunities in the kura. There are a range of activities available to all students that enhance their knowledge of te reo Māori. These include karakia, mihimihi, waiata, pao and haka. Students effectively communicate with kaimahi and each other in a range of contexts. Tuakana confidently reinforce the use of the language in the kura environment. Students are confident speakers of te reo Māori.
Ngā Iwi
Students are self-aware and demonstrate personal pride in their identity. They participate in marae activities which affirm their sense of belonging. Students learn about their cultural links to the three iwi that occupy the area through waiata and mōteatea. Students mihimihi to each other and recite their pepehā with confidence. This enhances their mana, ihi, wehi, and wana. Students’ value whakapapa and kaimahi effectively integrate these connections into the curriculum. Whānau and kaimahi model pride in their own hapū and iwi while enhancing their connection to the three iwi. Students are becoming advocates for their whānau, hapū and iwi.
Te Ao
Students are growing in their role as kaitiaki in the kura and beyond. Kaimahi and whānau encourage students to be kaitiaki. They provide experiences that are relevant for student to understand who they are and where they are from. The physical environment of the kura reflects the identity of students, their whānau, hapū and iwi. Students enjoy experiences and knowledge shared by the local kaumātua. Whānau and kaimahi are committed to being guardians of Te Aho Matua and providing students with a strong cultural foundation to care for and protect. Students have a sense of belonging and confidence about their place in their world.
Āhuatanga Ako
Students are nurtured and supported to achieve success in learning. Students are comfortable in the kura environment which is inclusive and welcoming. The puna kohungahunga onsite has added to the learning community and fosters the confidence of younger learners especially when they transition to the kura. Furthermore the puna is an opportunity for all students to interact as tuakana and teina with all ages. Students are comfortable in independent learning and show enjoyment in sharing new understandings with others. Students benefit from well planned and evaluated programmes that challenges and stimulates their learning. Students love going to kura.
Areas of development
The kura whānau and principal acknowledge that there are two key areas for development. These include:
- understanding and implementing the new Te Aho Matua curriculum in the kura and what that looks like for students of Taumarunui
- continue to work on an application for wharekura and develop indicators of ‘Raukura’ to reflect the aspirations of students and their whānau.
3 Self Review and leadership
The whānau maintain strong regular self review. Well-documented frameworks, checklists and programmes have made a significant contribution to recording, monitoring and reporting links to student success. The Ohu Tautoko is a result of self-review which empowers whānau members to play an active role in the everyday activities of the kura. Whānau enjoy and participate in the educational and cultural experiences provided to students. Whānau and kaimahi are committed to a strong te ao Māori learning environment that can be transferred across any context in a caring and respectful way.
Kura leaders are considerate, collaborative and empowering. Senior leaders monitor the key areas for development which includes the formal establishment of the wharekura. The principal has very strong networks. He models high levels of whanaungatanga and utilises his networks within the kura community and beyond Taumarunui to support the growth and development of the kura. He is developing well in his role and continues to show commitment and dedication to reaffirming a learning community based on te reo Māori, tikanga Māori and the kaupapa of Te Aho Matua.
4 Whānau assurance on legal requirements
Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the review, ERO checked the following items because they have a potentially high impact on student achievement:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance.
5 Recommendation
ERO, Te Rūnanga Nui o Ngā Kura Kaupapa Māori (TRN) and the whānau agreed that the whānau seek support from TRN and participate in wānanga about the Te Aho Matua curriculum and the establishment of the wharekura.
Conclusion
Te Kura Kaupapa Māori o Taumarunui is located in Taumarunui. Students demonstrate well that they are faithful to their own sense of personal integrity while being caring, considerate and cooperative with others. Staff and students enjoy successful learning experiences that are mana enhancing. Regular self review practices contribute to successful student outcomes.
6 When is ERO likely to review the kura again?
The next ERO review of Te Kura Kaupapa Māori o Taumarunui will be in three years – Te Rākeitanga – Expansive Evaluation.
