1 ERO’s Judgements 

Akarangi | Quality Evaluation evaluates the extent to which this early childhood service has the learning and organisational conditions to support equitable and excellent outcomes for all learners. Te Ara Poutama Indicators of quality for early childhood education: what matters most are the basis for making judgements about the effectiveness of the service in achieving equity and excellence for all learners. 2 Context of the Service 

TnT Kidscare is a small mixed-aged service. The owner is responsible for daily operations. She is supported by an external mentor and a team of qualified and unqualified staff. Almost all of the children enrolled are Māori and a small number are Tongan. 

3 Summary of findings 

Children are actively engaged in a play-based curriculum that promotes positive social interactions and respect for others. Calm and responsive teacher interactions and predictable routines support younger children’s sense of belonging and security. 

Children hear te reo Māori being spoken by teachers and elements of tikanga Māori are integrated into routines. The learning environment reflects children’s cultures through wall displays and resourcing. Valued cultural celebrations and community gatherings are integrated with opportunities for parent involvement. Continuing to develop teaching practices that are responsive to the cultures of children and families is an ongoing focus. 

Assessment information makes children’s learning visible and shows some progress of learning over time. There are ongoing opportunities for families to share the life contexts and cultural identities of their children. This supports the development of individual learning plans which includes children’s interests. Planning, assessment and evaluation could be improved by deepening how teachers’ use the learning outcomes in Te Whāriki, the early childhood curriculum, to record children’s learning. 

Teachers’ ongoing commitment to grow their professional knowledge, expertise and cultural competencies supports the provision of a responsive curriculum for all children. Leaders work collaboratively with teachers to enact the service’s vision, philosophy and goals. A process for professional growth that supports ongoing teacher development is in place and contributes to building teacher capabilities. 

Leaders are intentional in removing barriers to include all families, ensuring children have access to an inclusive curriculum where their wellbeing is prioritised. The use of an evaluation framework supports the service to consider how to improve aspects of the curriculum in relation to children’s experiences. There is some evidence of change. However, teachers and leaders are yet to identify whether these changes are promoting improved learning outcomes for all groups of children. 

4 Improvement actions 

​TnT Kidscare​ will include the following actions in its Quality Improvement Planning: 

  • Continue to increase the extent to which teachers’ culturally responsive practises are evident in their teaching practice. 
  • Evaluate children’s learning using the learning outcomes from Te Whāriki to underpin assessment, planning and evaluation processes. 

5 Management Assurance on Legal Requirements 

Before the review, the staff and management of ​TnT Kidscare​ completed an ERO Assurance Statement and Self-Audit Checklist. In these documents they attested that they ​have​ taken all reasonable steps to meet their legal obligations related to: 

  • curriculum 
  • premises and facilities 
  • health and safety practices 
  • governance, management and administration. 

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing: 

  • emotional safety (including positive guidance and child protection) 
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures) 
  • suitable staffing (including qualification levels; safety checking; teacher registration; ratios) 
  • relevant evacuation procedures and practices. 

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Background

TnT Kidscare has relocated from Hamilton to Ngāruawāhia. It is a small mixed-aged centre that is managed by the centre owner, responsible for day-to-day operation. They are supported by an external mentor and a team of qualified and unqualified kaiako. All tamariki at the service whakakapa Māori.

Summary of Review Findings

The service curriculum is inclusive and responsive to tamariki as confident and competent learners. Their preferences are respected, and they are involved in decisions about their learning. A range of experiences are provided to enhance and extend learning and development.

Kaiako providing education and care engage in positive interactions to enhance learning and nurture reciprocal relationships.

Positive steps are taken to respect and acknowledge aspirations of whānau. There are opportunities for whānau to be involved in decision making about the learning of their tamaiti. Guidance is sought from agencies when necessary to work effectively with tamariki and whānau.

  • Increase the opportunities tamariki have to hear and speak te reo Māori in a meaningful learning contexts.

  • Strengthen the extent to which information documented about the learning of tamariki reflects their identity, language, and culture.

Background

Kids Time Early Learning Centre is one of two privately owned services on adjacent sites in Ngaruawahia. The service caters to infants, toddlers, and young children up to the age of three and a half. In 2020 the centre was relicensed under the new ownership of Grow ECE Ltd.

Summary of Review Findings

Infants, toddlers, and young children experience a curriculum that is inclusive and responsive. Teachers engage in meaningful, positive interactions with children.   Regular opportunities are provided for parents to communicate with kaiako. Children are given the opportunity to develop an understanding of the cultural heritages of both parties to Te Tiriti o Waitangi. The new owners have implemented suitable human resource management practices. All reasonable steps are taken to promote children’s health and safety. The design and layout of the premises support the provision of different types of indoor and outdoor experiences appropriate to the ages and abilities of children attending.

  • further developing planning, assessment, and evaluation to reflect parent and whānau aspirations
  • increasing teacher capability around integrating the learning outcomes from Te Whāriki, the early childhood curriculum, into curriculum decisions.
