2 Context of the Service

Jubilee Catholic Early Childhood Centre operates within the Catholic Diocese of Hamilton. It is governed by a board of directors, and operations are overseen by a centre manager. The roll includes a small number of Māori and Pacific learners. The philosophy promotes Catholic principles, Te Tiriti o Waitangi and multicultural values.

3 Summary of findings

Tamariki learn within a faith-based curriculum that effectively enacts the service’s philosophy. Whānau have authentic opportunities to share cultural expertise and contribute to the curriculum. Strategies that support success for tamariki Māori include te reo Māori, tikanga Māori, waiata, pepeha, whakatauki and strong tuakana-teina (older-younger child) relationships. The languages and cultures of Pacific tamariki are reflected through prayer, songs and celebrations. The service continues to strengthen the reflection of cultures, languages and identity for all.

Reciprocal relationships support tamariki to learn in a well-resourced, play-based learning environment. Older tamariki experience suitable challenge, choice and complexity of learning. Younger tamariki are given time and space to lead their own learning. Those with additional needs are well supported by external agencies and service staff. The learning, interests and capabilities of tamariki are intentionally fostered.

Assessment, planning and evaluation systems are well established. However, these are yet to clearly link to the learning outcomes of Te Whāriki, the early childhood curriculum. Leaders are supporting kaiako to develop capability in systems to design a responsive curriculum. A new process for internal evaluation is establishing and some shifts in practice are evident. The service is beginning to consider the impact of changes made on outcomes for tamariki.

Effective governance and management practices are in place. A long-serving, experienced team is well supported through robust systems and processes. Collegial and positive relationships between governance, leaders and kaiako foster a positive working environment. A wide variety of initiatives remove barriers to learning and support the wellbeing of tamariki and their whānau.

4 Improvement actions

Jubilee Catholic Early Childhood Centre will include the following actions in its Quality Improvement Planning:

  • Improve the extent to which assessment, planning and evaluation documentation reflects tamariki learning in relation to Te Whāriki learning outcomes.

  • Continue to build kaiako capability to meaningfully respond to the cultural identities of tamariki within the daily curriculum.

5 Management Assurance on Legal Requirements

Before the review, the staff and management of Jubilee Catholic Early Childhood Centre completed an ERO Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

  • curriculum

  • premises and facilities

  • health and safety practices

  • governance, management and administration.

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; safety checking; teacher registration; ratios)

  • relevant evacuation procedures and practices.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Since the onsite visit the service has provided ERO with evidence that shows it has addressed non-compliances and is now taking reasonable steps to meet regulatory standards.

Background

The 2015 ERO review of Jubilee Catholic Early Childcare Centre found the service to be well placed to promote positive outcomes for children.The centre operates within the Catholic Diocese of Hamilton. A board of directors provides oversight of operation. The management committee supports the daily management of the centre.

Summary of Review Findings

Adults providing education and care engage in meaningful, positive interactions to enhance children’s learning. The centre’s special character philosophy statement guides service’s operation. Children’s social and emotional competencies are supported through an inclusive curriculum. A variety of experiences is provided to enhance children’s learning within a language-rich environment.

The curriculum is informed by assessment, planning and evaluation that demonstrates an understanding of children’s learning and interests. Teachers seek information and guidance from external agencies to support children when necessary.

Actions for Compliance

Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non-compliance:

  • heavy furniture, fixtures and equipment are secured that could fall or topple and cause serious injury or damage (HS6)
  • record of evidence of parental acknowledgement that medicine has been given to children (HS28)
  • a record of evidence of parents contributing to centre operation documents (GMA4)
  • evidence of self review to maintain and improve the quality of its education and care (GMA6)
  • to include all safety checking procedures relating to the Children’s Act 2014 in the centre’s Appointment and Induction policy (GMA7)
  • a written procedure that all children’s workers who have access to children are safety checked in accordance to the Children’s Act 2014 (GMA7A).

General Information about Assurance Reviews

All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.

Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.

ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

  • having its first ERO review – including if it is part of a governing organisation
  • previously identified as ‘not well placed’ or ‘requiring further development’
  • that has moved from a provisional to a full licence
  • that have been re-licenced due to a change of ownership
  • where an Akanuku | Assurance Review process is determined to be appropriate.

As part of an Akanuku | Assurance Review ERO assesses whether the regulated standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher certification; ratios)
  • evacuation procedures and practices for fire and earthquake.

As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:

  • discussions with those involved in the service
  • consideration of relevant documentation, including the implementation of health and safety systems
  • observations of the environment/premises, curriculum implementation and teaching practice.
