1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Te Puaha is in Port Waikato. The whare is situated on the grounds of Te Marae o Ōraeroa and is close to Te Kura Kaupapa Māori o Te Puaha o Waikato. A kuia attended the review to support whānau, kaimahi and mokopuna.
3 Evaluation Focus
How well do mokopuna demonstrate whanaungatanga?
Mokopuna interact positively with their peers and others as they participate in a range of learning experiences.
4 Findings
The values of aroha, manaakitanga and whanaungatanga are consistently reinforced thought interactions with mokopuna and others. Kaimahi focus on nurturing mokopuna potential. Tuākana, taina relationships and interactions are affirming and caring. Mokopuna are supported to participate in local tikanga across a range of learning experiences such as karakia Paimārire, pao and karanga. The programme offers regular opportunities for the older mokopuna to lead and participate in karakia, waiata, haka and pao. Teina participate happily and use gestures and facial expressions to show their understanding of what is happening. Mokopuna interact positively with peers and others.
Mokopuna learn in an environment where te reo Māori is natural and learning is fun. Kaimahi use deliberate and relevant language acquisition strategies to increase mokopuna te reo Māori development. Further appropriate strategies include repetition, questioning, prompting, language structures and praise. Mokopuna are well supported to express who they are and where they come from through mihimihi and pēpeha. Mokopuna learning is enhanced through resources such as pukapuka, puzzles and through different forms of technology. Kaimahi know mokopuna well and work collaboratively to provide important opportunities for them to explore their curiosities. The indoor area is vibrant and promotes cooperative learning amongst mokopuna. Mokopuna are happy learners and are growing confidence in speaking te reo Māori.
Most aspects of whānau whakahaere practices are in place. Whānau have a strategic plan that outlines the vision and aspirations they have for the future of the kōhanga reo. An action plan is displayed in the whare for whānau to track and monitor progress made towards achieving their strategic aims. The annual plan provides some guidance for operational and administrative tasks through to completion. Personnel matters are managed well. Employment documentation includes individual employment agreements with job descriptions appropriate for roles within the kōhanga reo. Kaimahi safety checks, including police vetting are undertaken. Whānau are supportive of kaimahi pursuing professional learning and development. Whānau manage the kōhanga reo in the best interests of mokopuna.
Key Next Steps
Internal evaluation requires attention. There are several practices that would benefit from a well organised and well managed evaluation process. Planning, assessment and programme evaluation requires attention. Currently kaimahi complete these tasks separately and do not work together as collaboratively as they could. As a result, this work is incomplete. It is timely for whānau to seek support for kaimahi to understand the purpose and processes required to complete and implement programme planning, mokopuna assessment and evaluating the learning programme for improvement. Mokopuna learning is compromised.
There is no clear process for policy review. Whānau do not have a schedule in place for the regular review of kōhanga reo policies and procedures. There are instances where whānau have several versions of a policy with varied information documented. It is unclear at times which policies they have adopted, ratified, or reviewed. It is critical that whānau seek the assistance of the District Office to provide support and guidance in the development of internal evaluation processes. Mokopuna safety cannot be guaranteed.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
Actions for Compliance
To meet compliance requirements they must:
- ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

Te Kōhanga Reo o Te Pūaha is situated on Ōraeroa marae, Port Waikato. Whānau are encouraged to be involved in the kōhanga reo and its kaupapa. A kuia provides hands-on support and care to mokopuna and whānau.

To what extent do mokopuna learn in a safe and healthy environment?
Mokopuna happily learn in a safe and healthy environment.
4 Findings
Learning Programme
Mokopuna are familiar with the tikanga of mihi ki te tangata and engage in mahi-a-ringa, that supports their learning and speaking of te reo Māori. Mokopuna confidently recite their whakapapa and pepehā. Their learning experiences include iwi and Kingitanga contexts. Mokopuna are developing an awareness of mihi and tikanga associated with welcoming manuhiri.
Mokopuna actively participate in a range of play and learning situations. They enjoy time and space to explore and revisit independent learning opportunities and appear happy and engaged in the planned programme. Learning and progress is captured and recorded in their individual learning folders.
Key Next Steps
Programme planning needs strengthening. Kaimahi discussions about programme planning are largely informal and not clearly documented. This reduces the likelihood that their individual needs and strengths of mokopuna will be met. Strengthening this aspect of kaimahi practice should ensure mokopuna consistently receive high quality learning opportunities.
The aspirations and expectations for te reo Māori development are set within the strategic plan. However, an action plan has yet to been developed to meet these aspirations. The development of a specific plan with clear tasks, goals and actions is likely to support the whānau vision of mokopuna and whānau confidently speaking te reo Māori at home.
A priority next step is the effective management of the day to day operations of the kōhanga. Isolation and long-distance travel are obstacles for whānau which impact on their ability to meet kōhanga kaupapa commitments. These include, engaging in regular ongoing professional development, completing policy reviews, managing administration tasks and duties, ensuring suitable resources are available to complete important tasks, and providing regular support for kaimahi. Overcoming the geographical isolation and building whānau understanding of their roles and responsibilities is a priority.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, the whānau must ensure:
- kaimahi plan, implement, and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children.

6 Recommendations
ERO and the kōhanga reo whānau agreed on the need to:
- maintain an ongoing relationship of support with ERO and TKRNT
- develop an action plan to address the key next steps identified in this report
- regularly share with kōhanga whānau the progress being made against the plan.

1 Background
Introduction
A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).
ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.
Terms of Reference
This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:
- Ngā Taumata Whakahirahira with a specific focus on the enhancement of children’s language development
- Planning and evaluation including planning, assessment and evaluation; professional development for kaimahi; self-review, strategic planning and personnel matters
- Areas of non-compliance including the planning, delivery and evaluation of the learning programme, whānau management practices, hazard checking, and nappy changing procedures
- Any other issues identified since the previous ERO review.
2 Context
Te Kōhanga Reo o Te Pūaha o Waikato is situated on Ōraeroa Marae, Port Waikato.
At the time of the previous ERO review, the kōhanga reo was staffed by two voluntary kaimahi who had limited training and experience. Whānau hui were informal and irregular. ERO also raised concerns about the management of the kōhanga reo. There were many key areas around operations and practice that required attention.
Since the previous ERO report, 2016, the whānau has appointed a kaiwhakahaere and kaiako to permanent positions. The current chairperson is committed to working with whānau to improve the management practices. The whānau is still in the very early stages of addressing the areas of concerns identified in the previous report.
3 Findings
Children are supported to learn te reo Māori. While children speak English most of the time, the kaiako uses sound strategies to support children’s language development. These include repetition, modelling correct language structures, providing clear instructions, questions and praise. The formal part of the day provides children with opportunities to understand language patterns associated with karakia, mihimihi and pepeha. Children are in the very early stages of understanding and using te reo Māori.
The kaiako has in place a process for planning. The planning documents outline the visions, aspirations, outcomes for children’s learning, and explanations about Ngā Taumata Whakahirahira. There is a daily timetable to guide routines. There is limited information in planning about programme content, strategies and resource requirements. The kaiako is in the early stages of learning about assessment and programme evaluation. Children’s learning will be strengthened when there are connections are made between planning, assessment and programmer evaluation. 2
A small group of dedicated whānau are establishing processes to manage the operations of their kōhanga reo. The new committee are committed to improving management practices. The charter, policies and procedures are being reviewed. However, it is important that whānau understand current legislative requirements to ensure these are reflected in policies and procedures. There is a need to establish efficient office systems for the kaiwhakahaere to fulfil administrative responsibilities. Her time is spent attending to administration matters including financial mangement and working with children. As a result, key tasks and systems are not completed in a timely or efficient way.
The whānau is not aware of their roles and responsibility to the kōhanga reo. There is no a clear induction process for new whānau. To strengthen whānau commitment, it is important that the strategic plan is completed. Currently the plan outlines the vision, goals and future priorities. However, growing whānau capacity to use te reo Māori and whānau contribution to the kaupapa of te kōhanga reo do not appear to be priorities. In order to increase whānau capability, an action plan needs to be developed to guide the implementation of the strategic plan. Children can then be assured that the future of the kōhanga reo is sustainable.
4 Actions of non-compliance
Overview
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:
- ensure kaimahi plan, implement, and evaluate the curriculum to enhance children’s learning and development through the provision of learning experiences that responds to the learning interests, strengths, and capabilities of all children

5 Recommendations
ERO and the kōhanga reo whānau developed the following recommendations:
- Strengthen programme planning and establish processes to evaluate the learning programme and assess children’s learning and progress
- Review all health and safety policies and procedures and align key policies and procedures to current legislation
- Complete and implement the strategic plan to strengthen whānau commitment and capabilities to foster the kōhanga reo kaupapa
- Establish effective administration systems and processes.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Te Pūaha o Waikato will be within two years.
