1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
“Ka tipu ake, ka puāwai i te reo rangatira mā nga tamariki mokopuna ki ngā rā kei te heke mai”
Te Kōhanga Reo o Te Maunga Kōhungahunga is located next to Edmund Hilary School in Papakura, South Auckland. Whānau are gradually increasing enrolments while continuing core operations. The focus is on providing opportunities for mokopuna to engage with te reo Māori, tikanga Māori and participation in cultural practices.
3 Evaluation Focus
How well do mokopuna express their understanding of whanaungatanga?
Mokopuna demonstrate their understanding of whanaungatanga through meaningful connections and positive engagement with their whānau and peers.
4 Findings
Mokopuna learning is grounded in the core values of whanaungatanga. Kaimahi model aroha, manaaki and tiaki in their interactions. Mokopuna are provided opportunities to participate in tikanga and kawa related to whakatau. They observe the practices of whaikōrero and actively participate in waiata tautoko. Kaimahi use a range of strategies to encourage mokopuna to use te reo Māori, including providing gentle support, prompts and positive reinforcement to nurture mokopuna in taking on leadership roles. Tuākana express themselves well both formally and spontaneously, which provides opportunities to experience different types of language contexts. To support language development and strengthen connections to whakapapa, mokopuna engage in a range of waiata, questions, and repetition. These support building mokopuna language skills and strengthen their sense of identity. Mokopuna are happy and secure in their connections with others fostering a deep sense of belonging.
Mokopuna navigate their whare kōhanga reo with ease, moving confidently through inviting indoor and outdoor spaces designed to accommodate their learning. The newly developed outdoor areas encourage both group and individual exploration, providing opportunities for tuākana and teina to learn together. Maara kai is an integral part of the learning programme, where mokopuna actively engage in planting, tending and harvesting. The hands-on experience strengthens their connection to the whenua and deepens their understanding of kai. Kaimahi celebrate mokopuna achievements throughout their learning, fostering strong relationships and shared values. Mokopuna are settled in their te ao Māori environment.
Whanaungatanga is central to whānau for managing the kōhanga reo operations. The whānau have efficient systems for monitoring and reporting on key aspects of the operations. They meet regularly to discuss matters, and minutes are informative. Financial management practices are maintained. The annual management plan is structured around Nga Pou e Wha, providing a clear framework of key operational tasks, planned actions, assigned responsibilities, timeframes and resource allocation to ensure effective and collective implementation. Core health, safety and personnel policies and procedures align to current legislation to ensure mokopuna wellness is prioritised. Kaimahi undertake regular emergency drills, these are well documented and kept on file to ensure preparedness for emergencies. The comprehensive strategic plan includes the vision and aspirations whānau hold for mokopuna. The plan is dedicated to te reo Maori, implementing and nurturing achievement, growing leadership, measuring success and embracing te ao Māori values. The māhere mahi reflects the shared understanding of whānau and their commitment to sustainability for the future. Mokopuna are the centre of collective whānau decision making.
Personnel matters are managed appropriately. Employment documentation includes individual contracts, verified kaimahi safety checks and position descriptions. Kaimahi are new to their roles, and the self-review process is centered on growth, skill development and improving practice. Mokopuna wellbeing and learning are promoted through effective whānau whakahaere practices.
Key Next Steps
Programme planning, assessment and evaluation require strengthening. It is not clear how programme evaluation and mokopuna assessment are linked to programme planning. Kaimahi recognise this as an area for improvement and are currently receiving support from the Tari ā Rohe to build their capability and capacity to deliver an effective programme for mokopuna.
Kaimahi understanding of the Children’s Act 2014 is limited. While there is a policy for Child Protection in place, a more in depth understanding of the procedures is needed. ERO agree that kaimahi engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the act and prioritising mokopuna safety and wellbeing.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendations
ERO recommends that whānau and kaimahi continue to work collaboratively with the Tari ā Rohe to:
- develop planning processes that support clear assessment and provide informed evaluation to guide learning progress
- increase kaimahi awareness and understanding of the processes of the Child Protection Policy.

1 Introduction
The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Te Maunga Kōhungahunga is in Papakura, South Auckland. The whānau are committed to increasing capability of te reo Māori. The kuia provides guidance and support on a daily basis. In 2019 the kōhanga reo underwent renovations. Whanaungatanga underpins whānau whakahaere.
3 Evaluation Focus
How well do mokopuna engage in their learning opportunities?
Mokopuna appear happy and actively engage in learning opportunities.
4 Findings
Ngā Taumata Whakahirahira
Mokopuna are supported to explore te reo Māori in a positive environment. They hear te reo Māori used around them in formal and informal ways. Kaimahi use a variety of strategies such as mihimihi, questions, prompts and waiata to support mokopuna language development. Babies are able to express their understanding of te reo Māori through body language and mimicking kaimahi. Mokopuna are developing as early speakers of te reo Māori.
Mokopuna experience positive interactions with others. Kaimahi model awhi, manaaki, tautoko and aroha. They support pēpi to participate in play and praise efforts and achievements. Mokopuna respond positively to kaimahi interactions. They learn from each other as tuakana teina. Mokopuna show respect to one another and adults. Mokopuna appear settled and content.
Mokopuna learn in an environment where their identity is nurtured. They understand and behave appropriately when welcoming manuhiri. Kaimahi and whānau role model tikanga. Mokopuna are learning about their role as tangata whenua. They spontaneously haka and waiata throughout the day. Mokopuna show they are secure learners.
Mokopuna are learning to explore their environment. Kaimahi provide meaningful learning opportunities that allow mokopuna to follow their interests and use their imagination in creative ways. Mokopuna are curious learners.
Whānau Whakahaere
Whānau members actively participate in the management of the kōhanga reo operations. The tūtohinga provides sound strategic direction for the development of the kōhanga. There are clear expectations for decision making, management, responsibility and accountability. There are regular whānau hui that are well attended. The whānau receive regular reports at their hui. Personnel documentation and appraisals are in place. Health and safety policies and procedures clearly defined. Mokopuna are at the centre of whānau management and operations.
Key Next Steps
Programme evaluation is largely informal. Documenting programme evaluations would allow kaimahi to capture the regular discussions that take place about mokopuna learning.
Whānau have yet to develop an annual plan to guide the implementation of the tūtohinga. An annual plan would allow operational tasks to be accomplished in an efficient manner. Mokopuna benefit when effective operational systems are well managed.
While whānau have identified their goals and aspirations in their strategic plan, it’s important that whānau record and monitor progress in relation to their aspirations. Mokopuna will benefit from a sound approach to monitoring how well whānau goals are being achieved.
5 Assurance on Legal Requirement
Actions for Compliance
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, whānau must:
- ensure there is an annual plan is in place to monitor the progress of key aspects of operations.

ERO and the kōhanga reo whānau developed the following recommendation:

1 Background
Introduction
A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).
A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.
Terms of Reference
This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

and any issues identified since the previous review.
2 Context
Te Kōhanga Reo o Te Maunga Kōhungahunga is in Papakura, South Auckland. Te Kōhanga Reo National Trust (TKRNT) have continued to work with the whānau since the ERO review of 2015 to help bring about the necessary change and improvement to the kōhanga reo operations.
This review reports on the extent of the progress the whānau has made in addressing these areas.
3 Planning and Evaluation
Background
Programme planning practices across the kōhanga reo are not well developed. Poor whānau management of the kōhanga reo has hindered children’s learning. Administration systems are poor. The charter is not clear or useful. Most policies and procedures are outdated and do not provide sufficient guidance to support health and safety. Personnel management is inadequate. Areas of non-compliance, children’s physical safety is a concern.
Areas of progress
The previous report identified that programme planning across the kōhanga reo was not well developed. There has been a marked improvement in this area. Children participate in a variety of well-planned learning experiences. Plans effectively guide kaimahi practice. Whānau contribute their ideas to planning. Children benefit from a programme that is well organised and managed.
Whānau management and participation has improved since the last review. Whānau understand the kaupapa of the kōhanga reo and their roles and responsibilities. Whānau review their operations and practices across all areas of the kōhanga reo. A core group of whānau volunteers run the day to day administration and operational tasks of the kōhanga reo. Personnel management processes are in place. Kaimahi employee documentation is in place and current. They are all enrolled in TKNT training programmes and participate in workshops and wananga run by TKNT staff. Whānaungatanga and positive relationships has brought the whānau together to work for the betterment of their children. The kōhanga reo is in a stable position. Children are happy.
Key Next Steps
Te reo Māori is still developing across the kōhanga reo. Most children come from English speaking homes. In order to strengthen children’s language development it is important that whānau seek strategies to build their capacity to speak Māori.

All areas of non-compliance identified in the previous report have been addressed.
