1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Reo Rangatira ki Whaiora is in Otara, South Auckland. This kōhanga reo shares a building with Te Kōhanga Reo o Te Manawa Tapu o Te Kupu. The whānau has two experienced kuia who have Te Tohu Whakapakari.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna are settled and have positive relationships with others.

4 Findings

Mokopuna experience an environment where relationships are meaningful. Kaimahi model aroha, manaaki and tiaki in the learning programme. Kaimahi openly praise tuakana tēina relationships.  Mokopuna are provided with opportunities to observe and participate in tikanga and kawa related to whakatau. Kaimahi use appropriate language acquisitions and strategies to support mokopuna share their pepehā. Older mokopuna are able to lead karakia, himene, waiata and mihimihi. Mokopuna know and follow routines that are in place. These are well established and predicable expectations to support mokopuna learning of whanaungatanga that is modelled by kaimahi though out the day. Mokopuna are happy and content.

Most whānau members are actively involved in all aspects of operations and management. Regular hui are held and attended well. Personnel management policies and procedures align to current legislation. Kaimahi appraisals are completed with an ongoing focus of professional development.  The tūtohinga provides guidance and direction for whānau to manage their operations and includes the principles and obligations of Te Korowai. The whānau is committed to supporting the kaupapa of kōhanga reo. Mokopuna are at the heart of whānau management.

Key Next Steps

While whānau are clear about their priorities, there is no strategic plan and action plan in place. It is important for whānau to record, implement and monitor progress against their strategic direction. Mokopuna will benefit when the future development of their kōhanga reo is monitored.

Mokopuna learning can be further enhanced though stronger links between planning, assessment, and evaluation. While there are examples of good practise in planning, there is more work to be done to broaden good practice in planning and assessment. Programme evaluation is not in place.  Mokopuna learning can be further enhanced.

There is no process in place to ensure key operational tasks are completed in a timely manner.  The annual plan requires completion to provide clear guidance for the management of key operational tasks. Mokopuna benefit from focussed approaches. 

Health and safety policies and procedures require reviewing. Whānau do not fully understand how this influences what happens in the kōhanga reo. Mokopuna safety is compromised.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • ensure that the Kōhanga Reo curriculum is informed by planning, implementation, and evaluation that demonstrates an understanding of mokopuna learning, their interests, whānau, and life contexts (documented and undocumented)

  • review and update policies and procedures to ensure that all reasonable steps to promote the health and safety of children are met and maintained for the emotional and physical wellbeing of all children.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

1 Context

Te Kōhanga Reo o Te Reo Rangatira ki Whaiora is in Otara, South Auckland. This kōhanga shares a building with Te Kōhanga Reo o Te Manawa Tapu o Te Kupu. Both kōhanga reo are a part of the Whaiora Marae complex. Te Reo Rangatira ki Whaiora caters for children over two years and Te Manawa Tapu o Te Kupu is licensed for children under two years old. They operate under the same whānau operations and management.

Children are supported to learn te reo Māori. Kaimahi provide a range of interactive and stimulating strategies to support children’s knowledge of te reo Māori. These include karakia, himene, mihimihi, kapa haka, waiata, and waiata pōwhiri. Kaimahi use questions, prompts and hand signs. Children express themselves spontaneously in te reo Māori. Children have meaningful social conversations with whānau and kaimahi. They experience personalised opportunities for learning. Children enjoy social conversations with others. Children are developing confidence as speakers of te reo Māori.

Children enjoy positive relationships with others. They work in small groups where they enjoy a range of learning experiences and opportunities. Kaimahi provide a variety of activities to stimulate their learning needs and interests. Whānau provide resources to support children’s learning and play. Tuakana lead parts of the programme. Children have positive interactions and relationships with their peers and adults. They enjoy visiting their marae. Transitions between learning groups are smooth. Children are proactive, confident learners.

Children acknowledge their spiritual and cultural connections. They experience awhi, aroha, manaaki and atawhai through relationships with others. They are aware of themselves and others in their environment. Children participate in events at their local marae. Tuakana are aware of their roles and responsibilities as tangata whenua of their kōhanga reo. Children learn about atua Māori through kaupapa mahi and karakia and how they influence their everyday lives. Children are loved and cared for well.

Planning and Evaluation

Planning is purposeful. Kaimahi have plans for the seasons, each term, each month and week. Learning plans highlight themes, activities and resources required. Planning has all the necessary elements to guide the delivery of the learning programme. There are clear links to Te Whariki. Kaimahi have a good understanding of what children are learning. They use photos and observations to record what children are doing. They carefully present children’s mahi. Kaimahi meet regularly to discuss how well the learning programme responds to the needs of children. Children experience well planned programmes.

Whānau manage the kōhanga with a focus on children. There is regular reporting to whānau hui on all aspects of whānau operations. This reporting focuses on improvements. Most health and safety and wellbeing and care policies, procedures, practices and registers are aligned. Kaimahi employment documentation includes employment contracts, job descriptions and police vetting. Some kaimahi have regular appraisals. Children and their wellbeing is supported.

Key Next Steps

Assessment practise is developing. Although kaimahi display the child’s work they are yet to provide more detail about what the child is learning, and what the next learning steps for the child are. While informal programme evaluation is discussed, recording these conversations will help to improve what they do for children

Whānau have completed some appraisals. However, the information from kaiako appraisal is not used to improve what they do for children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Whānau use internal evaluation to support ongoing improvement.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Reo Rangatira ki Whaiora will be in three years.
