1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Ngā Puāwai o Wikitoria is located in Papakura, South Auckland. The kōhanga reo was established in 1983 and renamed in 1988 after a prominent kuia of the area. The whānau are committed to building kaimahi capability to lead the learning programme and maintain strong relationships with other kōhanga reo in the area.

3 Evaluation Focus

How well do mokopuna show their understanding of whanaungatanga?

Mokopuna demonstrate meaningful relationships and interactions with adults and each other. 

4 Findings

Mokopuna experience an environment where whanaungatanga is valued. Whānau and kaimahi greet and acknowledge mokopuna upon arrival. Kaimahi use tones that are gentle and caring. Tuakana are considerate when interacting with their tēina. Pēpi are guided in the daily routine and able to explore in a dedicated and resourced learning space that caters to their needs. Kaimahi encourage and support mokopuna efforts to speak te reo Māori. They use a range of strategies such as karakia, waiata, prompts, repetition and modelling correct language structure. Kaimahi are consistent in their praise of mokopuna for their efforts and achievements. The learning programme offers a range of opportunities for mokopuna to learn alongside one another. Mokopuna appear settled and happy in their relationships with their peers. 

Whanaungatanga provides the foundation for the way in which the kōhanga reo is managed. Processes for monitoring and reporting on key aspects of the kōhanga reo operations are in place. Whānau have recently reviewed their health and safety policies and procedures to ensure mokopuna wellbeing is prioritised. Evacuation procedures for fire and earthquake are documented and regularly practiced. Financial management practices are maintained. An annual plan is displayed and sets out operational tasks and when these are to be met. The whānau strategic plan is informed by Te Ara Tūāpae. Priorities and long-term goals reflect whānau aspirations. Personnel management practices are evident. Employment documentation includes individual employment contracts and kaimahi safety checks. Self-appraisals for kaimahi are complete and provide opportunities for ongoing professional growth and development. Decision making processes are well informed. Mokopuna benefit from collective whānau decision making. 

Planning, assessment and programme evaluation practices are established. Kaimahi work collectively to plan their mahere-ā-tau. This informs the mahere ā wahanga and mahere ā wiki. Detailed content and learning activities are identified for each roopu. Mokopuna learning and progress is captured in profile books that contain information about their individual learning journey. Kaimahi meet regularly to reflect on the learning programme to make informed changes and improvements for mokopuna learning. Mokopuna benefit from collaborative practices underpinned by whanaungatanga

Key Next Steps

Kaimahi verbally share mokopuna learning and progress with whānau during monthly hui. Kaimahi acknowledge these reports need to be formalised and documented. Mokopuna would benefit from further focused approaches. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations that:

  • continue to enhance the collective strength of whānau to further increase the quality of learning and outcomes for mokopuna.

Te Kōhanga Reo o Ngā Puāwai o Wikitōria is located in Papakura, South Auckland. The kōhanga reo is based in a community that is culturally diverse. The whānau are committed to growing younger kaimahi in preparation for them to manage the kōhanga reo operations and the learning programme.

2 The Evaluation Findings

How well do children show respect for others?

Children show genuine respect for children from other iwi and cultures as they work with and alongside them.

Ngā Taumata Whakahirahira

Children are supported to learn te reo Māori. Kaimahi provide a variety of strategies to extend children’s vocabulary. These include karakia, both ancient and modern, mihi, pao, mōteatea, whakataukī and waiata. Kaimahi also provide opportunities for children to engage in a range of conversations. The older children initiate conversations and ask questions using extended sentences. Babies respond to questions in an open and friendly manner. They use single kupu, body language and facial expressions to show their understanding. Children hear other languages spoken such as Cook Islands Māori, Samoan, Tongan, Niue and Vietnamese. Children show respect for te reo Māori as well as the languages of others.

Children are developing strong and respectful relationships with others. This includes their peers, kuia, koroua, mātua and kaimahi. They mihi constantly to each other and to others including manuhiri. Kaimahi model respect for the children and each other. They provide strong leadership throughout the programme. Children observe this and are confident to take leadership roles as the opportunities present themselves. The older children are aware of their role as tuākana to their tēina. Kaimahi remind the children to be mindful of the babies during their time together. Children appear to be secure as learners.

Children experience learning where they are able to make whakapapa connections with others. Kaimahi promote iwi based learning where children are able to learn about their own and other children’s iwi and waka through stories and waiata. Children participate in shared activities and local events where they learn about other indigenous peoples from the Pacific. Children are encouraged to express who they are and where they come from. They participate willingly with their peers and become familiar with other whakapapa. Children are coming to know how they fit in the wider world of different cultures.

Children actively engage and confidently explore their learning environment. They have fun sharing resources in the outdoor area. This space includes a developed native bush area, wharenui and covered playground. Kaimahi encourage independent thinking and risk taking. They introduce technology to encourage investigation and problem solving. Children are engaged for long periods of time. Their interest level rises as they are free to choose and initiate learning that is of interest to them. Babies happily engage in the learning programme. They are more interested to interact and be involved with their peers and kaimahi. Children are settled in their learning.

Planning and Evaluation

Kaimahi and whānau have processes in place for planning, assessment and programme evaluation. They encourage parents’ participation in programme and activity planning. They use the kōhanga reo Te Whāriki framework. Planning is well organised, comprehensive and detailed. Planning focuses on whakapapa links to children. It also concentrates on learning experiences that centre on both te ao Māori and the wider world. Assessments of children’s learning are clear and well monitored. These inform kaimahi and parents of what children are learning and their ongoing progress. Children benefit by a programme that is well organised and their progress regularly monitored.

Whānau management underpins children’s learning and well-being. The kōhanga reo has recently employed a new kaiwhakahaere who is open to learning. He is valued by the whānau for his ability to improve the kōhanga administration processes and management systems. Whānau have completed their strateglc plan which aligns with their vision for empowerment of te reo, the kaupapa of kōhanga reo, mokopuna and whānau. Goals and priorities are monitored and reported to whānau hui. Compliance registers are in place and sufficiently guide health and safety practices for the time being. Children learn in an environment where their learning is a priority.

Key Next Steps

Internal evaluation needs attention. Programme evaluation requires strengthening. It is time for whānau to support kaimahi to establish a process to ensure that ongoing improvements are made to the learning programme. Administration, filing and record keeping, including employment documents, the tūtohinga, health and safety policies and procedures would benefit from ongoing review.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations which are that:

  • Internal evaluation processes be strengthened.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngā Puāwai o Wikitōria will be in three years.
