1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Hūmārie is in Takanini, South Auckland. Whānau share a collective aspiration to stand steadfast to the values, principles, and philosophy of Te Kōhanga Reo. Whānau continue to foster and promote the legacy of their esteemed kuia, to advance te reo Māori, tikanga Māori and te ao Māori for mokopuna.
The ERO February 2024 evaluation of Mana Whakahaere practices found internal evaluation processes to monitor the quality of operations and practices required improvement.
3 Evaluation Focus
To what extent do mokopuna show they are happy in their learning?
Mokopuna demonstrate their contentment by actively engaging in a variety of enjoyable learning experiences.
4 Mana Mokopuna
Mokopuna are immersed in an environment where they are supported to engage in learning. Kaimahi use positive praise strategies to build mokopuna confidence. Values of aroha, tiaki and manaaki are woven into all interactions between adults and mokopuna, fostering a nurturing and caring atmosphere. This approach creates a naturally calm and supportive setting for all mokopuna. Kaimahi encourage mokopuna to take an active role in formalities such as mihi whakatau and welcoming visitors to their kōhanga reo. Through these experiences, mokopuna gain valuable insights into tikanga and kawa while deepening their understanding of their responsibilities as tangata whenua. Older mokopuna demonstrate a keen interest in understanding the structure and purpose of language. Kaimahi gently support mokopuna as they practice reciting karakia and mihimihi. Pēpi express their understanding through hand gestures and facial expressions. Mokopuna eagerly participate in enjoyable and meaningful learning activities, such as pānui pukapuka, rotarota and singing a variety of waiata. Mokopuna are happy and settled in their learning.
The vibrant and well-arranged indoor and outdoor learning environments support learning. Activities are well organised to encourage mokopuna to engage and learn collaboratively with others. Mokopuna transition seamlessly between activities and have access to a wide range of resources that stimulates their growth and interests. Mokopuna are engaged and curious learners.
Personnel matters are administered with employment documentation comprising of position descriptions and verified kaimahi safety checks. Kaimahi individual contracts are currently being updated to the Te Kōhanga Reo National Trust employment agreements. Kaimahi have actively engaged in Child Matters training to enhance their understanding and awareness of the Children’s Act 2014. Whānau make decisions that serve the best interest of mokopuna.
Key Next Steps
Internal evaluation is yet to be established. There are no processes to monitor the effectiveness of the management, operations, and practices of the kōhanga reo. Sustainability of the kōhanga reo is not guaranteed for the mokopuna.
Whānau management of kōhanga reo operations is inadequate. They are unclear about their roles and responsibilities. Whānau induction needs to be reviewed, and strategies put in place to ensure that whānau are clear about their obligations to their tamariki mokopuna.
Health and safety policies and procedures require reviewing. Whānau and kaimahi do not fully understand how health and safety policies and procedures influence what happens in kōhanga reo. Mokopuna health and safety is potentially compromised.
Annual planning continues to be an area for development. It is essential to establish an annual plan to ensure key administrative tasks are monitored and completed in a timely manner. Mokopuna benefit from focused approaches.
Whānau need to formalise an action plan to ensure outcomes of the strategic plan are effectively monitored and reported. Mokopuna benefit when their future needs are considered.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
Actions for Compliance
To meet compliance requirements, they must:
- ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

ERO recommend for whānau to seek urgent support from the Tari-ā-rohe to prioritise and implement an action plan to ensure the quality of education and care is improved.

1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provides important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Hūmārie is in Takanini, South Auckland. Whānau share a collective aspiration to stand steadfast to the values, principles, and philosophy of Te Kōhanga Reo. They are committed to providing opportunities for mokopuna to ultimately thrive with te reo Māori, tikanga Māori and Te Ao Māori.
3 Evaluation Focus
How well have whānau developed processes and systems to support positive outcomes for mokopuna?
Whānau attention to processes and systems is essential to ensure the fostering of positive outcomes for mokopuna.
4 Findings - Mana Whakahaere
Kaimahi have established processes for planning, assessment, and programme evaluation. They come together to design learning for mokopuna. Planning links to Te Whāriki ā Te Kōhanga Reo and outlines clear learning objectives and outcomes for mokopuna. Year, term, and week plans encompass a range of activities and resources to support implementation. Kaimahi use mātai mokopuna to identify and monitor mokopuna progress and development overtime. Mokopuna learning and experiences are shared with whānau via their dedicated Facebook page. Kaimahi are in the process of transitioning assessments to the digital platform Te Aho Poutama aiming to enhance and refine their assessment practices. Programme evaluation is in place. Kaimahi frequently meet to reflect on the learning programme. They regularly document discussions highlighting the quality of the learning programme and strategies for improvement. Mokopuna benefit from collaborative kaimahi practices.
Key Next Steps
It is time for whānau to establish an internal evaluation process to monitor the quality of the kōhanga reo operations and practices.
Whānau need to consider a strategy to engage all matua in the management of kōhanga reo operations. They acknowledge that there is a need to strengthen their understanding of roles and responsibilities. Mokopuna would benefit from collective approaches.
Health and Safety policies and procedures require review and ratification. It is important these align to current legislation. Mokopuna health and wellbeing of mokopuna is potentially compromised.
While the strategic plan identifies what the priorities are for the future development of the kōhanga reo, the next step is for whānau is to formalise an action plan to ensure outcomes are monitored and reported. Mokopuna benefit when their future needs are considered.
The annual plan requires strengthening. It is difficult to gauge how the administration of key aspects across operations are being implemented, monitored and completed in a timely manner.
Other matters relating to personnel documentation and whānau hui minutes are yet to be sighted, whānau and ERO agree that personnel documents will be made available during the onsite visit.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
The following areas of non-compliance require attention:
- ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

1 Context
Te Kōhanga Reo o Hūmārie is in Takanini. Children and whānau have whakapapa connections to iwi and hapū throughout Aotearoa. Financial and administrative issues have been resolved and the whānau is moving forward. The whānau has identified what needs to be done to ensure systems are in place to support the long-term future of the kōhanga reo.
2 The Evaluation Findings
How well do children respond to love?
Children are respectful and loving in their interaction with others.
Ngā Taumata Whakahirahira
Children are immersed in an environment that fosters aroha and manaaki. Adults model positive interactions and respect for others. In return children show respect for adults and their peers. They are frequently cuddled and shown affection. They confidently follow well-established routines. Kaimahi use praise and positive strategies to promote trust and sense of nurture. Children are happy and settled in the kōhanga reo.
Children are learning about tikanga and protocols associated with their identity as Māori. They are supported to practice their role as tangata whenua as they welcome visitors to the kōhanga reo. Some children are confident enough to initiate conversations with manuhiri. Whānau know the children and their background really well. They support children to learn their pepeha. Kaimahi model the importance of whānau relationships and connections. Children appear secure as they learn about their identity.
Children are immersed in whanaungatanga. Children are comfortable in their communication with others. Whānau encourage positive relationships with others. They provide expectations that promote and reinforce positive behaviour. Kaimahi encourage interactions between children that foster sharing, caring and aroha. Children are managed positively. Strategies of redirection and distraction are well utilised. Children have meaningful relationships with others.
Children are encouraged and supported to learn te reo Māori. The kuia models and monitors the quality of te reo Māori. The kaimahi use a range of strategies to support language development. These include prompting, questioning, waiata and positive reinforcement. Children are prompted and encouraged to respond and converse. Babies use non-verbal gestures to show understanding. Kaimahi use soft and positive communication skills with children. Children are developing as speakers of Māori.
Children are developing an awareness of how Māori view the natural and physical worlds. The current kaupapa is Matariki and children’s learning has been enriched with relevant waiata, a trip to an observatory, and a study of kai and its health benefits. Children can respond to kaimahi questions that recall learning and important messages related to nature. Children are genuinely interested in the stories of Matariki and her daughters. Children are developing as curious learners.
Key Next Steps
It is important that kaimahi raise and improve the quality of their own te reo Māori to extend and challenge children’s language development. While the children show they are confident and eager learners, they are limited by what the kaimahi know and use. It is timely for whānau to put in place a strategy to strengthen te reo Māori by kaimahi and whānau members.
Planning and Evaluation
The whānau manage the kōhanga in the interests of the children. The support of kaimahi from Te Kōhanga Reo National Trust has ensured the whānau have developed skills to maintain their financial systems and to update their administrative and management procedures.
Programme planning is a strength of kaimahi. Comprehensive and well-documented plans provide kaimahi with clear expectations for practice and meeting children’s needs. Attention is given to providing for different ages groups and learning needs. Children enjoy their planned activities.
Key Next Steps
The management of whānau operations requires further consideration. The appointment of a kaiwhakahaere would help to alleviate the pressure on kaimahi who currently carry out dual roles. Internal evaluation needs strengthening which is evident in the following areas.
Assessment practices can be reviewed to ensure these are manageable and sustainable for kaimahi. Kaimahi currently spend a considerable amount of time on assessments. They agree that developing a policy and guidelines to identify what is good practice as a next step for improving assessment. This will also assist whānau to understand better their children’s progress as learners.
Programme evaluation can be strengthened. It is difficult to evaluate how well the programme is monitored for its effectiveness. It is timely for kaimahi to consistently document and report to whānau about what is going well in the programme and what they are currently working on to improve children’s learning.
Strategic planning needs attention. The whānau has yet to identify their long-term priorities to support the ongoing development of the kōhanga reo. It is also important that an action plan is established so the whānau are able to monitor and report on progress made towards meeting their priorities.
It is time for the whānau to consider ways to regularly review policies and procedures. While kaimahi have input in to policies, it is important that the whānau understand and mandate these at whānau hui. The health and safety of the children is paramount.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendations
The whānau and ERO developed the following recommendations to strengthen internal evaluation:
- review their current assessment practices
- strengthen programme evaluation
- confirm their long-term priorities in a strategic plan, and define what actions they will take
- establish a process for whānau to regularly review their policies and procedures.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Hūmārie will be in three years.
