Te Kōhanga Reo Education Evaluation Report
1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Kāmaka Mātauranga is in Manurewa. The kōhanga was established in 1991 and caters for mokopuna and their whānau across South Auckland. Many of the kōhanga reo whānau have iwi connections to Ngāpuhi.
3 Evaluation Focus
To what extent do mokopuna show engagement in their learning?
Mokopuna appear happy in their learning experiences.
4 Findings
Mokopuna happily engage in the kōhanga reo programme. Kaiako employ fun ways to help mokopuna transition smoothly across the programme activities. They prepare well planned group activities that support older and younger mokopuna to learn and play alongside one another. They provide many activities for mokopuna to run, play and extend their physical skills in the well -resourced indoor and outdoor areas. In addition, mokopuna have various opportunities to explore their interests through creative play and arts and crafts activities. Mokopuna have fun in their kōhanga reo.
Whānau manage aspects of the kōhanga reo operations. Whānau members are provided with clear expectations around their roles and responsibilities. They are actively enrolling in courses to support their te reo Māori learning. Personnel management systems are in place. Kaimahi appraisal is regularly undertaken. This is used to identify kaimahi professional development needs. Mokopuna are the focus.
Key Next Steps
Programme evaluation has yet to be developed and implemented. It’s time for whānau to seek support for kaimahi to strengthen their knowledge and understanding of effective programme evaluation.
Key policies and procedures for ensuring mokopuna health and safety are unsigned and out of date. It’s important that these reflect current legislation. A policy review cycle is in development and yet to be fully implemented.
5 Assurance on Legal Requirements
During the evaluation, ERO looked at systems for managing the following areas:

emotional safety including positive guidance and child protection
-
physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
-
suitable staffing including appropriate qualifications, police vetting, ratios
-
emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, they must:

ensure the whanau implement and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

ERO and the kōhanga reo whānau developed the following recommendation:

Te Kōhanga Reo Supplementary Evaluation Report
1 Background
Introduction
A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).
ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.
Terms of Reference
This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation are to investigate:

The learning programme – Mana Reo, monitoring children’s learning and the effectiveness of the learning programme

Areas of non-compliance

and any issues identified since the previous review.
2 Context
Te Kōhanga Reo o Te Kāmaka Mātauranga is in Manurewa. The kōhanga reo caters to children and their whānau from across South Auckland. Kaimahi and whānau are supportive of their children.
The previous ERO report identified monitoring children’s learning and evaluating the effectiveness of the learning programme as areas for improvement. Self-review was inadequate across all areas of management. Several areas of non-compliance were identified including the lack of reporting of accidents and incidents. The whānau has made progress in these areas.
3 Findings
The previous report identified that children were engaged in a structured learning programme. They had few opportunities to initiate and direct their own learning and play.
Children now enjoy a learning programme that is flexible and based on their interests. They have access to learning stations and various activities throughout the programme. Children initiate their own learning and play. They use resources to support their creativity and problem solving. They are able to explore freely the indoor and outdoor learning environments. Children enjoy learning at kōhanga reo.
The previous ERO report expressed that children’s learning was not clearly monitored or documented. While kaimahi gathered samples of children’s work, there was no clarity about decisions made to improve learning opportunities for children. Children’s assessment information did not accurately reflect their progress and development.
Assessment of children’s learning has improved. Individual profiles include artwork and Mātai Tamaiti reports that clearly link to kaupapa mahi. Assessment information is shared with parents. Te reo Māori is featured in all progression reports. Children’s learning is monitored and supported.
The 2016 report identified that whānau and kaimahi were working through a personnel concern with Te Kōhanga Reo National Trust (TKRNT). As a consequence some whānau withdrew their children from the kōhanga reo. This issue has been resolved. Whānau now have a shared understanding of the complaints process and knowledge of resolving disagreements. Children benefit from clear processes that support kaimahi to learn and develop in their roles.
Key Next Steps
The previous report stated that children’s learning programmes were not monitored for effectiveness. This remains an area for development. Kaimahi do not evaluate programmes, practices and provisions in order to identify what went well and what can be improved. Children do not gain from learning when it is not based on their individual needs.

Te Kōhanga Reo o Te Kāmaka Mātauranga is in Manurewa, South Auckland. The kuia has been involved in the kōhanga reo for a long time. Whānau and kaimahi acknowledged the contributions and support the kuia has provided to the kōhanga reo. Children are developing an appreciation of te reo Māori and their local environment.
The next ERO review of Te Kōhanga Reo o Te Kāmaka Mātauranga will be within two years.
1 Context
Te Kōhanga Reo o Te Kāmaka Mātauranga is in Manurewa, South Auckland. Whānau have been involved with the kōhanga reo for a long time. They are well supported by their kuia in the day- to-day running of the kōhanga reo. Children’s learning is underpinned by te reo and tikanga Māori. It provides them with a unique framework and context in which they are able to learn about kaupapa specific to their rohe. Kaimahi and whānau are supportive of their children. They are committed to providing an environment that foster the growth and wellbeing of their children.
The previous ERO report identified l areas of good performance including te reo me ngā tikanga Māori, routines for tamariki, the learning environment, planning and evaluation and self-review practices. Monitoring of children’s learning was identified as an area for improvement.
2 The Review Findings
How well do children understand te reo Māori?
Children demonstrate that they have a good understanding of te reo Māori as they follow instructions and routines.
Mana Reo
Children hear te reo Māori throughout the day. Kaimahi consistently use te reo Māori. They have a strong focus on using correct language structures in all their interactions with children. Repetition and modelling of vocabulary and phrases is used successfully to build children’s knowledge. Children follow instructions and routines.
Children are beginning to use te reo Māori. Most children can use common phrases when talking with each other and kaiako. They confidently greet visitors and respond appropriately to questions and conversations. Children use te reo Māori at mealtimes, during routines and the learning programme. Kaimahi praise children for their attempts to speak te reo Māori.
Children’s learning is reflected throughout the environment. There are bright displays, charts, murals and resources that kaimahi use to promote children’s language. Children recite the actions for brushing their teeth and blowing their noses. These daily activities teach children how to care for their health and provide them with specific models of language. Children enjoy learning te reo Māori.
Key Next Steps
Children are engaged in a structured learning programme. They have few opportunities to initiate and direct their own learning and play. A more flexible learning programme that is based on individual and group interests and needs would stimulate children’s curiosity to learn.
Planning and Evaluation
Whānau and kaimahi plan programmes of learning together at the beginning of each term. These are linked to Te Whāriki and Te Korowai goals. Annual, term, weekly and daily plans show long and short term objectives with activities planned to achieve these goals. However, extending the planning design to cater to children’s interests and individual needs would heighten engagement and kindle their desire to learn.
Whānau have useful processes to manage kōhanga reo operations. Last year the charter was reviewed and endorsed in order for the kōhanga reo to be relicensed. This included updating the strategic plan, policies and procedures and legislative requirements. Whānau and kaimahi have been well supported by Te Kōhanga Reo National Trust District Manager (TKRNT) to provide a safe environment for their children.
Key Next Steps
Whānau and kaimahi have been working through a personnel concern with TKNT District Manager who have supported them to resolve the issue in an appropriate way. However, some whānau members were unhappy about the incident and have since withdrawn their children from the kōhanga reo. Strengthening whānau understanding about conflict resolution should better prepare them to address future concerns in a more reassuring manner.
Children’s learning is not clearly monitored or documented. While kaimahi gather samples of children’s work, there is no clarity about decisions made to improve learning opportunities for children. Children’s assessment information does not accurately reflect their progress and development.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO identified the following areas of non-compliance:
-
adults provide education and care to enhance mokopuna learning through meaningful and positive interactions
[R41 Education (Early Childhood Services) Regulations 2008;C1-4 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008] -
whānau need to ensure that the curriculum of the kōhanga reo is informed by planning, implementation and evaluation that demonstrates an understanding of mokopuna learning, their interests, whānau and life contexts
[Criterion C2-Professional Practice, Education (Early Childhood Services ) Regulations 2008] -
periodically review the programme of activities undertaken at the kōhanga reo.

4 Recommendation
ERO and whānau agreed that they seek training and support from TKRNT to further strengthen assessment and evaluation practices to better cater for children’s learning and developmental needs.
