2 Context 

Te Kōhanga Reo o Te Atawhai is in Manurewa, South Auckland. Whānau promote collective aspirations for mokopuna to be confident learners of te reo Māori, tikanga Māori and Te Ao Māori

The ERO December 2023 evaluation of Mana Whakahaere practices found that whānau had established processes and systems that contributed to positive outcomes for mokopuna. The overall learning of mokopuna informed collective whānau decision making.

3 Evaluation Focus

How well do mokopuna engage in learning experiences?

Mokopuna engage well in learning that is both nurturing and culturally meaningful.

4 Mana Mokopuna

Mokopuna participate in a range of stimulating learning experiences. Kaimahi use a variety of effective language strategies to encourage mokopuna language development. These include waiata, prompts, repetition, and instruction. Mokopuna learn about the structure and purpose of language through pepehā and an extensive range of waiata, himene and kori tinana. Pepi are encouraged and supported to join in. They convey their understanding through facial expressions and subtle body language. Formal and informal learning such as karakia and mōteatea, significantly contribute to mokopuna language acquisition. Mokopuna expressions and eager participation show they really enjoy the strategies used to build on and extend their vocabulary. Kaimahi use affection, gentle and nurturing tones in their communication with mokopuna. Mokopuna demonstrate their enjoyment of learning. 

Whānau provide a well-equipped learning environment both indoors and outdoors tailored to accommodate the diverse needs of mokopuna. A covered deck area is provided ensuring mokopuna can continue learning in a sheltered space. Pēpi have their own learning space that is equally vibrant. Kaimahi encourage mokopuna to explore and experiment with a variety of resources and equipment that engage mokopuna senses and thinking. Mokopuna eagerly participate in experiences that nurture their wellbeing and foster a sense of belonging within their te ao Māori settings. Routines provide mokopuna with consistent and predictable practices. Kaimahi often praise mokopuna to recognise their efforts and achievements. Mokopuna show a sense of belonging in their kōhanga reo

Whānau have implemented processes to efficiently manage the operations of the kōhanga reo. They have established a regular routine for reviewing policies and procedures to prioritise the health and safety of mokopuna. Earthquake, fire, and lockdown drills are conducted and documented to ensure preparedness for emergencies. An annual plan clearly outlines essential operational and administrative areas and timelines to achieve tasks throughout the year. Programme evaluation is well established. Kaimahi meet regularly to reflect on the learning programme and their practices. Mokopuna benefit from collaborative and focussed approaches.

Personnel matters are well administered. Comprehensive employment documentation such as individual employment agreements and position descriptions offer clear guidance and expected responsibilities. Kaimahi safety checks are verified and complete. Additionally, kaimahi have successfully completed self-performance appraisals promoting growth, development, and continuous improvement. Mokopuna learning and overall wellbeing are prioritised through collective whānau whakahaere practices.     

Key Next Steps

Since the ERO Mana Whakahaere review in December 2023, the whānau have improved some whānau whakahaere operations. ERO support whānau decisions to continue to enhance internal evaluation practices to further increase positive outcomes for mokopuna. Mokopuna thrive when operations are improvements focused.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommends continuing to enhance the collective strength of the whānau to further increase the quality of learning and outcomes for mokopuna.

Te Kōhanga Reo o Te Atawhai is in Manurewa, South Auckland. Whānau promote collective aspirations for mokopuna to be confident learners of te reo Māori, tikanga Māori and Te Ao Māori. The whānau have formed a Roopu Awhi to provide additional support around aspects of management practices.

4 Findings - Mana Whakahaere

Whānau have established some processes to manage aspects of kōhanga reo operations. Monthly hui are well attended. The minutes are well presented. The kaiako, kaiwhakarite and kaitiaki pūtea table monthly reports. The whānau have in place a strategic plan which includes the vision and aspirations of whānau. This is informed by Te Ara Tūāpae. An action plan clearly defines priorities and goals to ensure sustainability for the future. Whānau are aware of their responsibilities in relation to the Children’s Act 2014. They have in place a robust Child Protection Policy to guide their practice. They fully understand the steps they are obligated to follow in identifying, responding to, and reporting any potential risks should they arise. Mokopuna benefit from processes that contribute to positive outcomes.

Kaimahi have established processes for planning and assessment. The māhere ako is planned collaboratively and identifies objectives and learning outcomes, age-appropriate activities and resources to support implementation for mokopuna learning. Mokopuna progress and learning is captured and shared with whānau through an online digital platform. Kaimahi use Ngā Taumata Whakahirahira to identify individual mokopuna development and growth over time. Whānau are well informed of what mokopuna are doing and learning.

Key next steps

While the whānau have in place a policy and procedures for Child Protection, there are still a few health and safety policies and procedures that are due for review. Whānau acknowledge this is the case and are in the process of updating and ratifying these policies.

Emergency evacuation drills have not been carried out. Whānau must ensure requirements for evacuation drills are carried out and recorded to ensure the safety of mokopuna. Mokopuna benefit when their health and wellbeing is prioritised.

The annual plan requires strengthening. It is important that key administrative and operational tasks are identified and reported on across key areas of operations. Mokopuna benefit when the administration of all kōhanga matters are well planned and monitored.

Programme evaluation requires strengthening. While kaimahi regularly discuss the learning programme, this requires formalising. It is time for kaimahi to document what worked well and what planning is needed to improve the quality of the learning programme. Continuous monitoring on the quality of the programme will benefit mokopuna learning.

Other matters related to personnel documentation are yet to be sighted. Whānau and ERO agree that documentation will be available for the onsite visit.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements they must:

  • adults providing education and care are familiar with relevant emergency drills and carry out, recorded, and evaluate these with children at least every three months. ERO recommends the whānau work alongside the district office for support to address the concerns identified in this report.

1 Context

Te Kōhanga Reo o Te Atawhai is situated in Manurewa, South Auckland. The whānau has purchased land adjacent to the kōhanga reo and intends to operate from two houses in the future. The whānau has recently appointed a new kaiwhakahaere. There have been some major improvements since that appointment. A group of whānau members is committed to supporting the kaupapa of the kōhanga reo.

2 The Evaluation Findings

How well do children show their understanding of whanaungatanga?

Children show their understanding of whanaungatanga through their interactions with other children and adults.

Ngā Taumata Whakahirahira

Children are well resourced to speak te reo Māori. Whānau and kaimahi have high expectations for te reo Māori. Kaimahi encourage children to recite their pepeha and whakapapa to ensure children become aware of their connections to other people and places. Kaimahi use a range of strategies to support children’s language development. These include correct modelling of te reo Māori, repetition, waiata, storytelling, karakia and conversations. Children use te reo Māori in social conversations with other children. Kaimahi are responsive to children’s questions and contributions. They provide children with language that is relevant to their interests. Kaimahi talk and sing to babies during interactions. Babies show their understanding as they respond to questions, prompts and conversations with kaimahi. Children are developing as confident speakers of te reo Māori.

Children learn in an environment where meaningful relationships are nurtured. Kaimahi encourage children to care for others. They model aroha, manaaki and tautoko in their interactions with children. Kaimahi show that they value individual differences in children. The babies begin the day with the older children. This provides opportunities for the older children to act as tuākana to their tēina. Babies are well cared for during this time. Kaimahi plan programmes where children are able to learn with and alongside their peers. Children interactions are respectful of others.

Children are supported to learn about who they are and where they are from. While children are from a range of iwi, they are supported to learn about their connections to their tūrangawaewae. Kaimahi plan regular outings to the park and the community centre. This enhances children’s understanding of their place in and outside of the kōhanga reo. Tikanga Māori is the foundation for the way children act and behave. Children are clear about the boundaries for acceptable behaviour. Children are aware of their place in the kōhanga and the wider community.

Children are provided opportunities to be active learners. Kaimahi plan an integrated curriculum. They provide a range of learning activities and resources that highlight concepts of pūtaiao and pāngarau. At times children are able to initiate learning based on their interests. They demonstrate independence and problem solving during these times. Kaimahi provide opportunities for children to explore the natural world. The outdoor area provides spaces where children can be challenged physically. A variety of gardens, trees and plants give children the chance to explore nature. Children are positive and curious learners.

Planning and Evaluation

Children enjoy learning when planning processes are in place. Kaimahi collectively plan the annual and term overviews, the weekly programme, and the daily timetable. Planning is amended to consider the varying needs of individual and groups of children. Programme content, strategies and required resources are clearly identified. Whānau are well informed of what is planned for children’s learning.

The whānau is committed to supporting the kaupapa of the kōhanga reo. They regularly review health and safety policies at whānau hui. Kaimahi documentation including job descriptions, police vetting and appraisals are current. The whānau is committed to fundraising to support the extra activities that they have identified to enhance children’s learning. The new kaiwhakahaere is committed to ensuring that all operations and administrative systems are strengthened. Most aspects of kōhanga reo operations are well managed.

Key Next Steps

Internal evaluation requires attention. The whānau has yet to fully develop their strategic plan. It is difficult to gauge what the priorities for the future are. An annual plan needs to be developed to ensure that whānau can meet their obligations around key areas of operations. It is important for whānau to improve the level of reporting about key kōhanga reo operations at whānau hui.

Assessment practices are still developing. It is important that kaimahi collect and include stories of what children are learning and their progress over time in their scrap books. All assessment entries should link directly back to the whainga of the learning programme.

Programme evaluation is informal. It is time for kaimahi to consider recording discussions about the learning programme for children. This will help them to monitor improvements and any required changes to the learning programme.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified the following areas of non-compliance. To improve current practice, the whānau must:

  • develop an annual plan that guides the operations of the kōhanga reo

When is ERO likely to evaluation the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Atawhai will be in three years.
