5 Te Whakatau a te Whānau o te Kōhanga Reo ki ngā Wāhanga Tautukunga

1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Mataatua ki Mangere is one of the first kōhanga reo established in the Manukau region. Whānau and newly appointed committee members are guided by their experienced, knowledgeable kaiako matua. Whānau aspire for mokopuna to be immersed in te reo Māori, tikanga Māori and whakapapa. They are committed to strengthening te reo as they learn alongside mokopuna.

3 Evaluation Focus

How well do mokopuna demonstrate an understanding of identity and belonging? 

Mokopuna express who they are and show they belong in their kōhanga reo through their engagements with others.

4 Findings 

Mokopuna are immersed in a variety of learning experiences that fosters te reo and tikanga Māori. Kaimahi are competent speakers, utilising various strategies to embed new language skills. These include strategies such as prompts, questioning, repetition and supportive practices which help mokopuna enhance their understanding and use of te reo Māori. Tuākana confidently communicate simple phrases and express their ideas, while pēpi are beginning to articulate their understanding through sounds. Older mokopuna lead formal elements of the learning programmes well, including karakia, himene, waiata, mihimihi, and pepeha which they role model for their tēina. Following mihimihi, mokopuna are encouraged to support their peers with waiata tautoko. Mokopuna enjoy various interactive waiata related to kaupapa ako. Kaimahi consistently acknowledge and praise mokopuna which contributes to their self-confidence and pride. Mokopuna are developing confidence in te reo and tikanga Māori.

Mokopuna are actively engaged in learning that nurtures independence and growth. The kuia creates a serene and calm atmosphere by her settling, accepting approach and kaimahi practice the values of aroha, manaakitanga and kaitiakitanga. This promotes meaningful relationships between tuākana and teina as they copy the values modelled to them. Mokopuna are growing an awareness of their capabilities as they learn new concepts and ideas. Attentive kaimahi are attuned to the needs and interests of mokopuna and this forms the basis of an adaptable, responsive learning programme that caters to mokopuna curiosity. As mokopuna explore their kōhanga reo, they exhibit happiness and engagement. They are familiar with their environment and routines, contributing to an elevated sense of belonging. They are provided a range of resources for both indoor and outdoor that promotes imagination, exploration and discovery. Formal learning intentionally links to planned kaupapa ako, and mokopuna thinking is extended through deliberate questioning techniques. Mokopuna take pleasure in revisiting past learning, allowing them to demonstrate their knowledge with confidence and pride. Mokopuna are cultivating a strong sense of self and their place within their kōhanga reo

Planning, assessment and programme evaluation are cohesive, collective practises. The kaiako matua are respected kuia with years of experience in the kōhanga reo who guides the implementation of Te Whāriki a Te Kōhanga Reo. Planning is informed by the seasons, atua Māori and reflects yearly, termly, monthly and daily aspects. This is systematically broken down into kaupapa whānui, kaupapa whāiti and additional learning experiences with clear outlines of whāinga and outcomes. Kaimahi provide resources to support mokopuna learning at home. Mokopuna progress and achievements are well documented through individual portfolios and mātai mokopuna. Regular verbal and written communication provide valuable insights and fosters trust and collaboration for whānau. Kaimahi are exploring online platforms to further enhance their documentation of mokopuna learning journeys. Various methods are employed for evaluating the learning programme, including weekly hui and monthly reflections. Mokopuna learning is enhanced through purposeful planning, assessment and evaluation practices. 

Whānau whakahaere is developing well. Whānau are fairly new and are developing their understanding of their roles and responsibilities in managing the kōhanga reo. They are proactive members and engage through monthly hui, contribute as whānau āwhi, attend haerenga and assist with maintenance. Monthly whānau hui facilitates focussed discussions and collaborative decision making. Regular reporting covers health and safety, financials, administration and mokopuna learning. The strategic plan is influenced by Te Ara Tūāpae and outlines long-term priorities aligned to core objectives. The tūtohinga is in place, detailing operational information for kōhanga reo, their origins and philosophy. Policies and procedures have recently been reviewed to align with current legislation, including the Children’s Act 2014. Health and safety registers are maintained, and comprehensive risk management documentation prioritises mokopuna safety both inside and outside the kōhanga reo including haerenga. Personnel management processes ensure that all kaimahi have current employment documentation, including safety checks. Kaimahi appraisals are up to date, identifying professional goals and development areas. Mokopuna benefit from collaborative whānau whakahaere processes. 

Key Next Steps

There is currently no formal annual plan. It is time for whānau to develop and annual plan to ensure key administrative tasks are planned for and monitored. Mokopuna benefit from effective management and monitoring systems to guide completion of operational tasks. 

Strategic planning is incomplete. Although whānau have goals and aspirations for the future of the kōhanga reo, there is no clear plan to support the achievement of these goals. It is timely for whānau to establish an action plan to ensure that these goals are accomplished in a timely manner. 

Emergency evacuation drills are overdue. Whānau must ensure that emergency drills including fire, earthquake, tsunami and lockdown are carried out and documented at least once every three months. Mokopuna safety in an emergency is compromised. 

An annual budget needs to be formalised. While whānau receive regular financial reporting and manage finances well, there is no annual budget. Whānau are encouraged to seek support to complete this. Mokopuna and whānau sustainability are assured when finances are planned for. 

Further training on the Children’s Act 2014 is needed. Both whānau and ERO agree that additional training will support kaimahi and whānau in understanding their roles and the impact of this legislation on their mahi. Further wānanga and training would be beneficial. Mokopuna safety and wellbeing are better promoted when further training is prioritised by whānau and kaimahi

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance

To meet compliance requirements they must: 

  • ensure there is a process to implement and monitor the progress of key aspects of the annual plan of operations

  • ensure adults providing education and care are familiar with relevant emergency drills and carry these out with children on an at least three-monthly basis.

6 Recommendation

ERO and the Kōhanga reo whānau recommend that whānau continue to use self-review processes to sustain ongoing improvements to kōhanga reo operations.

1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Mātaatua ki Māngere is located beside Te Marae o Mātaatua Marae in Māngere, South Auckland. Many of the whānau belong to the iwi and hapū of the Mātaatua waka. The current whānau includes long standing members and adults who attended kōhanga reo as children.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna know who they are and relate positively with others.

4 Findings

Mokopuna are immersed in learning about their iwi connections. Kaimahi ensure mokopuna adhere to the tikanga and kawa of the iwi in everyday practices. Their visits to the marae allow them to observe kaumatua and kuia in their roles as ‘Pou’ of the marae. Mokopuna are encouraged to stand and share their pepeha as part of the morning routines. Karakia, mihimihi and waiata are used to ensure the mokopuna experience familiarity and consistency. Mokopuna are developing an understanding of who they are and where they are from.  

Mokopuna learn in a supportive environment. Kaimahi help mokopuna to settle on arrival. They know each mokopuna well and are responsive to their needs. Kaimahi prepare resources to engage mokopuna in learning. Mokopuna have a range of opportunities to learn about their natural environment. The focus of learning are consistently linked to the whenua and moana. Whānau contribute to the programme with local stories and waiata. Mokopuna comfortably interact and learn alongside their peers and adults. Mokopuna appear to be happy and settled learners.

Key Next Steps

It is timely for whānau to create a more solid foundation for managing the kōhanga reo operations. An internal evaluation process should be established to ensure that operations are monitored regularly. As a result, there are several areas that require attention.

The links between programme planning, mokopuna assessment and programme evaluations are not clear. It is difficult to gauge how kaimahi reflections lead to programme improvement. Assessment practices do not clearly identify mokopuna learning and progress. It is important that whānau provide support for kaimahi to establish a system of planning, assessment and evaluation.

While there is a strategic plan in place for the future development of the kōhanga reo, there is no action plan to ensure the outcomes are monitored and reported. Mokopuna benefit when their future needs are considered.

Whānau do not have an annual plan. It’s time to establish an annual plan to ensure key administration tasks are completed in a timely manner. 

Health and safety policies and procedures have not been ratified. It’s important that these align to current legislation. Whānau and kaimahi do not fully understand how this influences what happens in kōhanga reo. Mokopuna health and wellbeing cannot be guaranteed.

Personnel management requires reviewing including the appraisal of kaimahi. Appraisals are not focused on the improvement of quality practice by kaimahi.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • establish a process of self-review or internal evaluation to help the kōhanga reo maintain and improve the quality of its education and care

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts

ERO and the kōhanga reo whānau developed the following recommendation:

1 Context

Te Kōhanga Reo o Mātaatua ki Māngere is next to Mātaatua Marae in Māngere, South Auckland. Many of the whānau belong to the iwi and hapū of the Mātaatua waka. The current whānau includes long standing members and adults who also attended kōhanga reo as children. The kōhanga reo environment is spacious and well maintained.

2 The Evaluation Findings

How well do children know who they are and where they are from?

Children are well supported to know who they are and where they are from.

Ngā Taumata Whakahirahira

Children learn about whānau, hapū and iwi. Many of the children belong to iwi in the Mātaatua tribal area. Kaimahi support children to learn about their identity through pepeha and whakapapa. Adults talk with children about who they are and where they are from. Children often visit the local marae for a range of events and activities. Children are familiar with the kawa and tikanga of the local marae. Children can talk about who they are and where they are from.

Children experience loving, caring and meaningful interactions with others. Whanaungatanga is the foundation for positive interactions and relationships amongst children and whānau. Kaimahi promote the values of manaaki, aroha and tiaki. This is evident in the calm and settled atmosphere of the kōhanga reo. Children work well on their own and with others. Tuakana-teina relationships are well developed as tuākana confidently support their tēina. Children are settled, happy and confident learners.

Children learn te reo Māori in meaningful and varied contexts of learning. Te reo Māori is well promoted and strategies include questioning, prompting and modelling. Children hear te reo Māori spoken throughout the day. Kaimahi reinforce te reo Māori as an everyday language. Planned and spontaneous language experiences are stimulating and fun. Children are developing confidence as speakers of te reo Māori.

Children know the kōhanga reo environment well. The learning environment is clean, tidy, spacious and well maintained. Children have easy access to a variety of resources both inside and outside the kōhanga reo. Kaimahi provide clear boundaries and expectations for indoor and outdoor activities. Children know the daily routines in their kōhanga reo. Children explore their environment with confidence.

Planning and Evaluation

Children’s development and learning is a priority. Kaimahi review activities and practice to determine how well they work and what can be improved. Planning includes daily, weekly, term and annual plans to guide kaimahi and ensure the programme is focussed and purposeful. Planning is based on Ngā Taumata Whakahirahira and Ngā Ahuatanga. Learning activities are carefully selected to stimulate, challenge and extend children. Children enjoy learning.

Children’s progress and achievement is monitored. There is good information kept about each child’s learning journey, their success and achievements over time. Whānau have access to their child’s profile which includes evidence about their learning. Children’s holistic learning and development is well supported.

Internal evaluation guides kōhanga reo operations. Recording and reporting across the kōhanga reo is consistent, and meeting minutes are informative and detailed. The charter including policies and procedures is regularly reviewed to align to current regulations and to support the whānau to make informed decisions. Priorities for the whānau include increasing the number of children attending the kōhanga reo, extending relationships with the local marae, building te reo Māori capacity within the whānau, and reinforcing whakapapa connections to Mātaatua.

The kōhanga reo is well managed. Key management systems are upheld to a high standard, so that children receive quality learning experiences, care and attention. Whānau participate in kōhanga reo matters, including operations and the daily programme for children. A range of communication strategies is used to keep whānau informed about kōhanga reo events. Children are well supported to develop as confident and connected members of the whānau.

Key Next Steps

The whānau continue to use internal evaluation to continue to respond to the needs of children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • That the whānau continue to review and identify aspects of kōhanga reo that improve the quality of children’s learning experiences.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Mātaatua ki Māngere will be in three years.
