1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Te Kupenga is in Ōtara, South Auckland. The whānau are committed to sustain the future growth of the kōhanga reo for mokopuna. Next year, in 2025, they will celebrate the 40th year of service of the kōhanga reo.
3 Evaluation Focus
How well do mokopuna show an understanding of tuakiritanga?
Mokopuna are confident and secure learners in a kōhanga reo that supports their identity and connections.
4 Findings
Mokopuna learn in an environment that enhances their identity and grows their use of te reo Māori. Kaimahi speak only in te reo Māori, they use appropriate strategies such as role modelling, prompting, and praising to encourage and promote language understanding and use. Fun, relevant learning activities engage mokopuna in learning that has a specific focus on building their vocabulary. The learning environment is warm, vibrant and reflects mokopuna identity and learning events. Kaimahi are caring and loving towards mokopuna, which is reflected in the behaviour of tuākana who demonstrate respect and compassion for their tēina. Mokopuna are aware of and comfortable with tikanga of their kōhanga reo whare. They make connections to protocols and practices that strengthens their sense of belonging. Kaimahi use karakia and whakamoemiti as a signal to transition into different elements of the learning programme. Mokopuna are secure in leadership opportunities and lead with pride, ease and mana. Mokopuna are settled and happy learners who are secure in who they are as future speakers of te reo Māori.
Programme planning and mokopuna assessment are well established. Kaimahi have a collective approach to year and term planning. Kaupapa Māori such as Te Moana, Matariki, Te Tiriti, and Tama nui te Rā build mokopuna sense of identity. The needs of mokopuna are met in planning that is specific to age groups including pēpi, piripoho and kōhungahunga. Assessment of mokopuna learning occurs regularly. Mokopuna kōnae hold information about mokopuna learning in individual and group-based learning stories. Mokopuna thrive in a learning programme that is planned to meet their individual needs.
Whānau are growing understanding of whakahaere roles and responsibilities. They bring a range of skills and experiences to support each other in this role and have a focus on developing key roles in whānau whakahaere. Hui whānau are regular and well attended and whānau make the most of online platforms to increase attendance at these important hui. At hui, whānau receive reports including kaimahi, ringawera and financial reporting to support decision making. Mokopuna needs are at the heart of whānau whakahaere.
Key Next Steps
There is no clear process of self-review or internal evaluation in place to guide the operations of the kōhanga reo. As a result, there are a number of issues that have to be addressed which could be resolved through the establishment and implementation of a self-review process.
Strategic planning and monitoring needs addressing. Whilst whānau know their long-term goals and aspirations for mokopuna, there is no strategic plan or action plan to monitor the details for and completion of strategic goals. Sustainability for mokopuna cannot yet be guaranteed.
Whānau policy review processes require attention. Whilst whānau have implemented a cycle of policy review, this requires ongoing monitoring to ensure policy review is completed regularly. Health and safety for mokopuna is compromised.
Since the onsite review, whānau have addressed the following key next steps:
Health and safety practices are improving. Kaimahi have sent through evidence of completed daily hazards checks of the kōhanga reo, and evidence of a practiced fire drill. ERO support the kōhanga reo renewed focus on health and safety for mokopuna and encourage embedding these fundamental practices. Mokopuna safety and wellbeing are being considered.
Programme evaluation has been strengthened. Kaimahi have implemented processes to record hui kaimahi and the discussed areas of improvement in programme evaluation. Mokopuna benefit from a learning programme that is evaluated, and improvements focused.
An appraisal system has been adopted. Whānau now have an appraisal system that identifies goals for kaimahi that promote the kaupapa o te kōhanga reo. There is a need for whānau to complete appraisal regularly to support kaimahi in their roles. Mokopuna learning is enhanced when kaimahi are given opportunities to develop in their roles.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
Actions for Compliance
To meet compliance requirements they must:
- ensure there is an ongoing process of self-review to help the kōhanga maintain and improve the quality of its education and care

[Regulation 46 Education (Early Childhood Services) Regulations 2008; HS12 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008] - ensure that adults provide education and care familiar with relevant emergency evacuation drills and carry out each type of drill with children on an, at least, three monthly basis

1 Context
Te Kōhanga reo o Te Kupenga is in Ōtara, South Auckland. Since ERO’s last review in 2016, whānau have experienced significant changes in staffing. They have addressed many aspects of operational management and areas of non-compliance. Programme evaluation is an area for ongoing development.
2 The Evaluation Findings
How well do children display whanaungatanga?
Children display an understanding of whanaungatanga in all areas of learning.
Ngā Taumata Whakahirahira
Children are embraced by whanaungatanga. Kaimahi demonstrate care and respect for children and each other. They provide a learning environment that promotes aroha, manaaki and āwhi. Pēpi are held by kaimahi as they fully participate in all learning activities. Their interactions with kaimahi are trusting and affectionate. Older children have opportunities to lead activities. They do this with confidence and enjoyment. Children are caring and respectful.
Children learn about their connections to people and places. Kaimahi provide activities that encourage children to learn about their roles as kaitiaki. Children tend to and learn about the maara kai. Kaimahi introduce learning about roles as tangata whenua. They support children to hold key responsibilities in pōhiri. Children contribute as kaikōrero in pōhiri. Children show an understanding of kaitiakitanga and their roles as tangata whenua.
Children are well immersed in a rich and varied te reo Māori learning environment. Kaiako use a range of strategies to support children’s language development. This includes use of questions, prompts and repetition. Children are well supported to learn new kupu and encouraged to understand language patterns that take place during karakia and reciting of pepeha. Waiata is a successful strategy that not only settles children but also enhances their understanding of te reo Māori. Children show they clearly understand te reo Māori.
Children are developing an appreciation for the natural and physical world. Kaimahi provide opportunities for children to make connections to their environment. Outdoor areas encourage exploration and curiosity. Indoor areas are vibrant and creative. Pēpi have their own learning space. Their routines are based on sleeping, eating and individual physical and emotional needs. Older children follow routines that develop their understanding of self-care and responsibility. Children are enthusiastic learners.
Planning and Evaluation
Self-review is developing. Whānau have some systems in place to monitor self-review. The tūtohinga and strategic plan are under review. The annual plan provides guidance to managing most kōhanga reo operations. The policies and procedures are on a cycle to ensure regular review. All employee documentation is in place. Kaimahi appraisals inform support and improvement. Whānau are well informed about kōhanga activities, such as various haerenga. They are active in various ohu mahi to support the management of their kōhanga. Children’s needs are a priority.
Planning and assessment processes are in place. Kaimahi work together to plan a range of appropriate activities for the learning programme. Whānau provide useful feedback to support their children’s learning journey. Kaimahi use a range of reporting methods. They share the learning programme at whānau hui and they regularly share learning using online platforms. Children’s learning is considered.
Key Next Steps
Programme evaluation needs strengthening. It is difficult to gauge how well the learning programme is being monitored to meet the needs of all children. It is important that kaimahi are supported to improve their understanding and implementation of programme evaluation. Children will benefit from a learning that is regularly reviewed.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO and the Kōhanga Reo whānau developed the following recommendation:
- review and improve programme evaluation.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Te Kupenga will be in three years.

Te Kōhanga Reo o Te Kupenga is in Otara, South Auckland. The principles of Ngā Pou e Whā and Te Korowai underpin the success and strength of the kōhanga reo. There are high expectations for whānau to be actively involved in their children’s learning, and assist in maintaining a nurturing and vibrant immersion environment. Whānau and kaimahi include kōhanga reo graduates and long serving members who are committed to the future direction and long term sustainability of the kōhanga reo.
Children’s successful development in te ao Māori remain at the heart of whānau aspirations. Te reo and tikanga Māori permeates children’s learning environment. Whānau report that they want their children confident and secure in their identity as Māori wherever they may go.
2 The Review Findings
How well do children use te reo and tikanga Māori to express themselves?
Children express themselves through te reo and tikanga Māori with confidence and growing ability.
Ngā Taumata Whakahirahira
Children are immersed in rich environments that reinforce connections to their spiritual and cultural worlds. Karakia, hīmene, pepeha and whakapapa are used to reinforce children’s sense of wellbeing, connection and confidence. Kaimahi have meaningful discussions with children about atua Māori. Children learn about the place of atua Māori in te ao Māori and te ao whānui. Children show respect and consideration for others and their natural and physical surrounds. Tuakana and teina interactions between children reflect care, responsibility and leadership. Children are confident and independent.
Children display a strong sense of belonging. They know their kōhanga reo environment well. All indoor learning areas are effectively organised and resourced to cater for the diverse needs and changing interests of children. Children are curious about their world Māori. Their place as tangata whenua is affirmed by the vibrant environment, murals, constructions, models and visual learning aids. Children enjoy the variety of independent activities that successfully nurtures their confidence to explore the natural and physical worlds.
Children’s learning of te reo Māori is enhanced through meaningful interactions and relationships. Kaimahi organise and manage a wide range of activities and settings where children focus on specific aspects of te reo Māori. Children are learning language for problem solving, negotiating, sharing, cooperation and leadership. They especially enjoy spontaneous opportunities to learn with others. Children communicate well with each other and adults.
Children use te reo and tikanga Māori to express themselves. Older children have opportunities to extend and enrich their knowledge of te reo Māori. Kaimahi working with babies use effective strategies that reinforce exploration through te reo Māori. Children hear waiata and conversation by adults. They demonstrate an understanding of tikanga Māori and carry out formal aspects of tikanga from an early age. Children are confident in Māori settings.
Children are engaged learners. From babies to tuakana, children are engaged in a wide range of exploratory, independent and shared learning activities that they enjoy. The learning programme emphasises spontaneous exploration of kaupapa. Activities enable children to inquire together, on their own and beside kaimahi. Children are making sense of their world.
Planning and Evaluation
The kōhanga reo is effectively managed. Whānau work together on management and operational matters. Decision-making is collective and transparent. Monitoring, reviewing and reporting against strategic goals, actions and priorities are evident. Whānau identify goals and actions to strengthen what they do in relation to the kaupapa of kōhanga reo. Internal review and evaluation is developed and used by whānau to monitor all areas of the kōhanga reo in the best interests of children.
Children receive well planned and considered programmes of learning. Whānau share their aspirations and ideas which are used to inform the development of learning plans. Kaimahi understand how to plan programmes using Te Whāriki o te Kōhanga Reo. They cater for the various ages and abilities of children. These plans are used effectively guide programme delivery. Shared professional reflection and review of practice is regular and contributes to further programme developments. Assessment practice is highly developed with strong emphasis on reporting children’s success in te reo and tikanga Māori across ngā taumata whakahirahira. Parents and children enjoy reading their profiles. Whānau are well informed about their child’s progress and achievements.
Key Next Steps
The whānau have identified through internal review, key strategic and immediate priorities for development. Whānau plan to pursue these, including their property development goal to extend outdoor area for children.
There is a wealth of good assessment information kept about children’s development of the language through Te Whāriki and across Ngā Taumata Whakahirahira. Whānau recognise the opportunity to draw on this valuable information to develop their own language learning criteria to support the monitoring of language development while at kōhanga reo.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:

continue to develop internal evaluation practice for strategic review and reporting of planned goals and priorities.

Children are immersed in rich environments that reinforce connections to their spiritual and cultural worlds. The kōhanga reo is effectively managed.
