1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi. 

2 Context 

Te Kura Kaupapa Māori o Taumarere is situated in Moerewa, Northland. It is a designated kura Aho Matua and provides for students in Years 1-15. Most of the whānau have strong connections to Ngāti Hine. The kura has had to deal with historic and current significant staffing challenges including unstable leadership prior to 2022 and shortage of relievers in the region. The current tumuaki is the fourth since 2015. The board of trustees and the leadership team are working collaboratively to develop strategies and systems to resolve current challenges.

3 Evaluation Focus

To what extend do students engage in learning? 

While many students are experiencing success not all students are engaged consistently and enthusiastically in learning.

4 Findings

Ngā Iwi
Students contribute to iwi responsibilities through engaging in cultural contexts both in the kura and the wider community. Students actively contribute to tikanga practices such as pohiri. Ngāti Hine practices and roles, where girls take lead roles in karanga, karakia and mihimihi, are evident in both formal and informal settings. Teaching and learning in the tikanga of the marae has a focus on roles and responsibilities unique to Ngāti Hine. Close whakapapa connections of whānau enhance students’ sense of belonging to their whānau, hapū and iwi. Students can articulate who they are and how they connect to others.

Te Ao
Whānau provide opportunities for students to grow their knowledge of their place in the Māori world. Kaimahi utilise local places and people to enhance students’ connection to te ao Māori. This includes places of significance to them, such as Waitangi. Students are exposed to and learn the Māori view of significant historical events and the impacts on Māori, especially those iwi they whakapapa to. A range of Education Outside the Classroom (EOTC) experiences and programmes extend learning beyond the school gates, rohe and Aotearoa. Students are building their understanding of their place in the Māori world.

Key Next Steps

Te Ira Tangata
Opportunities for students to be focused and accept responsibility for their learning are inconsistent. The curriculum is primarily teacher driven. Some students do not appear to be stimulated by lessons or fully focused on learning. Students in Years 1-4 are better supported to lead their own learning. Overall, students are often disengaged and are not being stimulated or extended.

Te Reo
The use of te reo Māori is inconsistent across the kura. Kaiako are competent speakers of te reo o Ngāti Hine. The status and importance of providing a Māori only environment is compromised by the use of English at times by some kaiako. The majority of students come from English speaking homes and have little or no te reo Māori on enrolment. The kura has employed a Pouarahi Reo who will develop and implement a te reo Māori strategy to build the capability of kaiako and students in te reo Māori. Students predominately communicate to one another in English.

Ahuatanga Ako
Student progress and achievement is of concern. There is an urgent need to accelerate student progress. Achievement data shows more than half of students are underachieving in literacy and numeracy in the kura teina. Annual targets are set very low. Kura wide assessment practice and data analysis is inconsistent. Data about credits toward or attainment in National Certificates in Educational Achievement (NCEA) was not provided, to ERO, for Years 11-13. Outcomes for many students are unclear, inconsistent and compromised.

Governance, Internal Evaluation and Leadership
Governance and leadership are growing their understanding of their commitment and obligations as a kura Te Aho Matua. Te Aho Matua wānanga have been scheduled with Te Runanga Nui o Aotearoa (TRN).  The mātāpono are not demonstrated in documentation and some kura wide practices. Kura leaders and whānau  are strengthening relationships with Te Runanga Nui o Aotearoa to help improve these areas. Strategic planning requires strengthening. The tumuaki and the board know the poor achievement results and need to develop a strategic and urgent approach to improve student progress and achievement. The tumuaki performance management agreement was not completed in 2023. Students do not experience a learning environment responsive to their individual and collective needs.  

Professional and pedagogical leadership requires further strengthening.  The board is exploring a number of options to address significant staffing challenges. This includes the recent employment of four raukura as support staff. Building kaiako and leadership capability needs to be prioritised. Students are underserved and academically disadvantaged.

5 Whānau Assurance on Legal Requirement

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

Actions for Compliance

To meet compliance requirements trustees must: 

  • develop and implement a robust process for assessing the performance of teachers, including the tumuaki
    [Section 599 Education and Training Act 2020; and Collective Employment Agreement] 
  • provide all students in Years 1 to 13 with opportunities to progress and achieve success in all areas of the curriculum. And through the analysis of assessment information, identify groups who are not progressing and achieving or are at risk of not progressing and achieving and develop and implement teaching and learning strategies to address the needs of these students, and aspects of the curriculum which require particular attention.

6 Recommendation

ERO recommends seeking support from Te Runanga Nui o Aotearoa to complete tumuaki performance assessment and find ways to accelerate student progress and achievement.

Findings

Te Kura Kaupapa Māori o Taumarere is in Moerewa, Northland. Students display mana and rangatiratanga and are developing well as speakers of te reo o Ngāti Hine. Kura operations are monitored effectively. Students are engaged in learning.

The next ERO review of Te Kura Kaupapa Māori o Taumarere will be in three years – Te Rākeitanga – Expansive Evaluation. 

1  Context

Te Kura Kaupapa Māori o Taumarere is in Moerewa, Northland. Many of the students, staff and whānau members are from Ngāti Hine. Te reo me ngā tikanga o Ngāti Hine is a major focus and strength of teaching and learning.  Ngāti Hine dialect is a deliberate strategy to support student’s learning and language development. Manaakitanga, whanaungatanga, tuku ihotanga, mana motuhake and the philosophy of Te Aho Matua are important to the kura whānau. The kaiako, whānau, Board and parents are developing a strong collaborative culture for their students at the kura.

2  Te Tino Uaratanga

To what extent do students display mana and rangatiratanga?

Students confidently display mana and rangatiratanga in their leadership roles and through their sense of pride and connectedness to Ngāti Hine.

Te Ira Tangata

Students’ growing self-confidence supports their awareness of those around them. Students are willing leaders in a range of settings including karakia, hīmene and waiata. Students interact and engage positively with each other. They demonstrate and model kura values. Staff monitor student safety and wellbeing. Positive behaviour is promoted school-wide. All staff members are involved in developing consistent expectations and rules for students. This approach includes regular involvement of whānau members, students and staff in helping to define, clarify and promote expectations. Hākinakina and regular physical activity is an integral part of the school-wide health programme. Students are nurtured and loved.

Te Reo

Students are developing good communication skills in te reo Māori. They are exposed to good models of Ngāti Hine dialect. Kaiako plan and provide language programmes and strategies to support and accelerate student’s language development and progress.  Student achievement information shows students, including those in the wharekura, are achieving at their appropriate levels in literacy. Te reo Māori options for students include both te reo rangatira and te reo Māori for senior wharekura students. Whānau members are also provided with opportunities to learn te reo Māori. Students are developing fluency in te reo Māori. 

Ngā Iwi

Students show confidence in their relationships with others. Relationships and whakapapa connections are integral to student’s learning. Kaiako know their students and their whānau well. Kaiako support students to learn about who they are and where they come from. Students are proud of their connections to Ngāti Hine. There is mutual respect between adults and students. Students are settled and happy.

Te Ao

Students actively explore and investigate their world and beyond. Kaiako provide students with opportunities to learn about the historical features of the local area including stories about Ruapekapeka and Puketūtū. The introduction of information communication technology has enhanced student learning and helped to connect students to the wider world. Recent excursions overseas has further broadened student’s outlook about other cultures and enabled them to compare and contrast other cultures to their own. Students are developing into global citizens.

Āhuatanga Ako

Students are engaged in learning. Students are focused, on task and are doing well. Kaiako challenge students to be critical thinkers. They support students to be creative and curious in their learning. A rotation approach to teaching and learning has increased student participation and engagement. Students who require extra tuition are well supported by kaiako and whānau.

Video conferencing is used to provide a wide range of subject options for wharekura students. Individual learning pathways are provided for senior students that align to their career aspirations. There is close monitoring of student achievement in NCEA. Students are helped to prepare for external examinations by participating in wānanga. Learning environments are bright, attractive and conducive to learning. Student achievement information is used to support kaiako to plan for individual student needs. There is a clear emphasis on literacy and numeracy learning. Students learning needs are well catered for.

Kura-identified areas of development

  • Develop a Ngāti Hine kura curriculum including supporting resources and assessment tools
  • further develop te reo Māori capability to progress the kura vision and whānau aspiration for a Māori language speaking community
  • continue to promote the kura as an option for their Ngāti Hine whānau.

3 Self Review and Leadership

Kura operations are monitored effectively. Self-review information is used to make sound decisions about next steps including improving the consistency of behaviour management. Raising student achievement is a priority for the kura whānau. Reporting expectations and practices contribute to good quality internal review information school-wide and contributes to ongoing improvement.

Many members of the kura community take responsibility for leading aspects of kura operations. This collaborative leadership approach is valued by the kura whānau. A strategic, planned approach for driving and managing key initiatives and next development steps is effective in maintaining ongoing, sustainable momentum. Leadership is focused on promoting positive outcomes for student.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

Introduction

A Te Aho Matua review evaluates the quality of education received by students and the performance of the Board of Trustees in providing education services.

Reported evaluation of improvements in student learning will be most useful to a board where the board is able to provide reliable achievement information.

2 Te Aho Matua Summary

The kura whānau says, “Te Pepeha o te Kura maintains and promotes the dreams and aspirations of our kura whānau and community for their tamariki, mokopuna who are enrolled at Te Kura Kaupapa Māori o Taumārere. Its proverbial wisdom requires that each individual at the kura is duly accorded respect, unconditional love, and learning that guides each of us to be truly awesome, independent and brave.”

Te Kura Kaupapa Māori o Taumārere is located in the small township of Moerewa, Northland. Some students travel from beyond the immediate area. Others have recently entered the kura following the closure of the wharekura programme at Moerewa School. The kura has strong leadership along with a good working relationship with the board of trustees. Parents and whānau are actively engaged in the life of the kura.

Te Kura Kaupapa Māori o Taumārere operates in accordance with the principles of Te Aho Matua. These principles underpin the commitment of the whānau, the board of trustees and staff to provide a learning environment which enables students to reach their full potential in all aspects of academic, cultural, social and spiritual life. Students are developing as competent and confident learners with their whānau, hapū and iwi under the mantle of Te Aho Matua.

The vision for students of Te Kura Kaupapa Māori o Taumārere is that they will be provided with a te reo Māori and tikanga o Ngāti Hine learning environment that enables each student to be at ease with themselves, develop their own Māori world view, engage in the bicultural heritage of Aotearoa and respect the worlds and lives of others. They will celebrate whānau, hapū and iwi identity.

Manaakitanga, Whanaungatanga, Tuku Ihotanga, Mana Motuhake and Te Aho Matua are key values for achieving the dreams and aspirations for students.

Future Action

ERO is confident that the board of trustees can manage the kura in the interests of the students and the Crown and bring about the improvements outlined in this report.

Te Aho Matua Outcome Statement

Te Kura Kaupapa Māori o Taumārere operates in accordance with the principles of Te Aho Matua. These principles underpin the commitment of the whānau, the board of trustees and staff to provide a learning environment which enables students to reach their full potential in all aspects of academic, cultural, social and spiritual life.

Whānau Te Aho Matua Vision

The vision for students of Te Kura Kaupapa o Taumārere is that students will be good speakers of te reo Māori, confidently incorporating the nuances, dialect and humour unique to Ngāti Hine into their oral language. They will also have a sound knowledge of who they are and where they come from.

Evaluation Kaupapa

The whānau and staff chose Te reo me ngā tikanga o Ngāti Hine as the evaluation kaupapa for this review. Focused objectives and expected student outcomes relating to this evaluation kaupapa were defined for each of the wāhanga of Te Aho Matua.

Ngā Tino Uaratanga

Students are secure in the knowledge of their ancestral links under the mantle of Te Aho Matua.

Strategic Planning and Self-Review

The kura strategic plan 2012-2014 is underpinned by the charter mission and vision statement supported by Te Aho Matua philosophy. The central purpose and aim is to improve student learning, progress and achievement. Expected outcomes for year groups are documented. These include guidelines and expectations for the whānau, trustees and staff to contribute to as a collective to realise outcomes. Self review and reflections are an integral part of the management of the strategic plan.

Te Ira Tangata

To what extent are students caring, considerate and cooperative?

Students reflect the expectations to practise manaaki and whanaungatanga. Kaiako and students discuss the benefits of managing their ability to show consideration of others. Students are consistently friendly and respectful to visitors throughout the kura. Tuakana/teina values are practised and these are underpinned by Te Aho Matua principles. Routines across the kura are well established and managed. Interactions in and out of the classroom are positive and exuberant. Students communicate confidently in a range of contexts. The whānau acknowledges and compliments the positive behaviours. Students are settled and happy.

  • Students display aroha and respect for each other.
  • Students are eager to be involved in a range of activities.

Āhuatanga Ako

How confident are students in their learning?

Students are well prepared for learning each day. Karakia sets the tone for the day. Kaiako prompt students with questions to revisit prior learning so that they can build on their knowledge. Kaiako support students to be reflective and develop thinking skills by modelling this throughout the day. Staff are animated and energetic and motivate students to learn.

Classrooms are attractive and stimulating learning environments. Student’s work is celebrated and their kaupapa is reflected in the displays throughout the kura. Those students who require extra help or extension are identified.

Kaimahi have had a range of professional development opportunities. The appraisal process has recently begun and is in its early stages. Planning and evaluation of the programme is detailed and effectively guides teachers to implement programmes for students. Small group, individual and whole class teaching strategies are used consistently across the kura.

Individualised programmes for wharekura students have begun. All students have met with the principal to identify their future goals. They are developing individual learning plans with the support of the principal’s nominee for the remainder of the year.

The kura-wide kaupapa Hineamaru, is appropriately differentiated for each of the age groups across the kura. Students are encouraged to undertake research at appropriate levels.

Whānau receive good information about student learning through regular reporting and pānui. The board is informed of student achievement in the kura teina for reading, writing, maths and te reo Māori. This data clearly shows how well students are achieving. Most are achieving well and those who require extra support are catered for. The board provides adequate resourcing for teaching and learning programmes. They are committed to raising student achievement.

Te Reo Māori

To what extent are students immersed in te reo me ngā tikanga o Ngāti Hine?

Te reo me ngā tikanga o Ngāti Hine is the strength of teaching and learning at the kura. Kaiako model a variety of language while delivering formal or informal instructions. They use symbolism, humour, inference, kīwaha, specific dialect and the language of books. Students have rich language experiences. The language learning environment encourages and supports speaking, listening, reading and writing in te reo Māori.

Te reo o Ngāti Hine is used consistently by kaimahi and students across the kura.

The whānau reinforces the kura as a Māori speaking zone. They are committed to protecting their context as a te reo Māori only zone. They are proud of their children and their ability as speakers of te reo Māori. Whānau are encouraged to learn and use te reo Māori to support student’s language at home.

Tikanga is evident in the daily programme. Students practise leadership roles in tikanga. Karakia, hīmene, waiata and waiata tawhito provide a time when whānau and students celebrate and enjoy being Māori. Students’ te reo Māori is developing well.

Ngā Iwi

How well do students exhibit personal pride in their whānau, hapū, iwi?

Students know the importance and uniqueness of Ngāti Hine. They are developing sound practices and accumulating knowledge about Ngāti Hine. They know about whakapapa, pepeha and how these are linked to important ancestors and places to form an authentic base for the whānau. Learning kaupapa give student’s opportunities to learn about their ancestor Hineamaru, as they follow, explore and experience Te Hīkoi a Hineamaru. Visits to these significant places, and hearing stories, instils in students a sense of pride and belonging.

Students see hapū specific tikanga and kawa modelled at the kura, marae and community events. Student’s ability and skill in practising tikanga and kawa under the care of whānau is developing well. Senior students are continuing to develop their skills as tuakana and leaders throughout the kura.

They are becoming more aware of the similarities and differences of other hapū and iwi.

Students are proud members of Ngāti Hine.

Te Ao

To what extent do students acknowledge their place in te ao Māori and beyond?

Focussed learning and teaching about Ngāti Hine establishes identity and authority in and about their local environment. Students are supported through their programme to learn about specific aspects of their environment such as traditional kai within the natural environment. They are gaining knowledge and exploring ideas such as self sufficiency and protection of their resources. Students are learning about their role as kaitiaki.

Students contribute to and support community events. They participate and compete in kapa haka and sport at a regional level. Some students have been selected as sports representatives in national teams. They take with them a strong sense of belonging to Ngāti Hine.

Whānau ensure that students achieve academic, cultural and sporting achievements and success. This reflects the aspirations of the whānau that is expressed in the kura vision and charter.

Senior students are well supported to develop career pathways and work towards achieving their potential. They have access to a significant body of research and information about Ngāti Hine. This supports their independent research studies. The wharekura kaiako has a wealth of knowledge about Ngāti Hine that is shared with students in the wharekura. A planned approach to bringing the wharekura and kura teina programmes together is likely to strengthen the whole kura profile and sense of kura identity.

Students feel equally comfortable in te ao Māori and beyond.

  • Students are confident as Māori in the context of the wider world.

5 Te Aho Matua Whānau Assurance on Compliance Areas

Overview

During the review, the board of trustees of Te Kura Kaupapa Māori o Taumārere completed theTe Aho Matua Whānau Assurance Statement and Self-Audit Checklist.In this document they have attested that they had taken all reasonable steps to meet their legislative requirements including those detailed in Ministry of Education Circulars and other documents related to the six mātāpono of Te Aho Matua.

ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse, complaints procedures)
  • physical safety (including policies and procedures relating to EOTC, hazard identification, prevention of physical harm, accidents and medication)
  • staff qualifications and organisation
  • stand-downs, suspensions, expulsions and exclusions
  • monitoring of student attendance.

6 Recommendation

In order to improve its performance the board should consider how the whānau can continue to strengthen systems and practices in the kura.
