1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo ki Papatoetoe Whānau is in South Auckland. Whānau provide a learning environment where te reo Māori is a priority. The kaiwhakarite position remains vacant and this means that administration responsibilities are shared between kaimahi and whānau.
3 Evaluation Focus
How well do mokopuna express their understanding of te reo Māori?
Mokopuna are provided with various learning opportunities to demonstrate their understanding of te reo Māori.
4 Findings
Mokopuna learn in an environment that promotes te reo Māori and whanaungatanga. Kaimahi use strategies such as repetition, praise, prompts and instructions to embed new language. Visual aids and pictures support mokopuna in consolidating language learning. Waiata, counting and mihimihi are activities that mokopuna participate fully with enjoyment and happiness. Tuākana are expressive as they speak and mimic simple phrases, while pēpi demonstrate their understanding through facial expressions and body language. Karakia and hīmene provide opportunities for mokopuna to learn about language structure. Mokopuna are encouraged to lead mihimihi and when the situation arises and engage fully with manuhiri and others. The atmosphere is calm and peaceful, fostering enthusiasm and happiness. Kaimahi interact with mokopuna in a soft and affirming manner. Mokopuna are encouraged to form meaningful relationships with one another. They are gently guided throughout their routine which supports transitions. Mokopuna are developing confidence to naturally share their thoughts and ideas with peers and others in te reo Māori.
Kaimahi have established processes for planning the learning programme. Kaupapa ako are collectively selected by whānau and kaimahi during wānanga. Whānau participation and inclusion in planning highlights the collective responsibility to mokopuna learning and development. Themes for the year are based on ngā wāhanga o te tau and atua Māori. Planning documents include mahere ā tau, mahere ā wāhanga, and mahere ā wiki. Kaupapa whānui, kaupapa whāiti and whāinga are documented to guide the implementation of activities. Kaimahi are passionate about rongoā Māori and integrate simple rongoā practices into learning activities, where appropriate. This focus on rongoā Māori aims to deepen both mokopuna and whānau understanding and practice of these traditions. Mokopuna benefit from a culturally responsive learning programme.
Whānau are developing their understanding of roles and responsibilities and are encouraged to participate in the management of the kōhanga reo. They prioritise te reo Māori and tikanga Māori, demonstrating commitment to collective growth through attending wānanga, classes and courses as outlined in the reo Māori policy. Regular hui allow whānau to discuss various aspects of kōhanga reo operations, including financial matters, mokopuna learning, the strategic plan and health and safety matters. Financial management is handled well by the whānau. Registers are consistently maintained, and risk management systems are in place to ensure mokopuna safety and wellbeing in all relevant areas of operations. The annual plan outlines key dates and administrative tasks that need to be completed. Sound personnel management ensures all kaimahi files contain the necessary employment documentation and safety checking. An appraisal system for kaimahi is implemented. Mokopuna are at the centre of whānau whakahaere practices.
Key Next Steps
Internal evaluation or self-review is not evident. Whānau recognise that robust self-review will strengthen the overall management of the kōhanga reo. There are a number of areas of operations that can be improved with the establishment of a self-review cycle.
Assessment practice and programme evaluation requires strengthening. While kaimahi document mokopuna learning and progress in kōnae mokopuna and mātai tamaiti, this practice lacks consistency. There is a need for a consistent approach to documenting learning that shows mokopuna progress overtime. Programme evaluation requires attention. It is difficult to gauge how improvements are made to the learning programme to enhance learning for mokopuna. Mokopuna learning can be enriched through consistent and deliberate assessment and programme evaluation practices.
The tūtohinga needs to be reviewed to align policies with current legislation, and to ensure that the kōhanga reo history is current. Whānau and kaimahi need to be familiar with all policies and procedures and evaluation to strengthen whānau understanding and awareness of key health and safety policies and procedures, including the Children’s Act 2014. It is important for kaimahi and whānau to understand the importance of the act in relation to their roles. Mokopuna benefit when operations emphasise self-review, accountability and continuous improvement.
The regularity of emergency evacuation drills requires attention. While whānau have recently established a monthly drill schedule for fire, earthquake and lockdown, regular and consistent drills are yet to be conducted and recorded. Mokopuna safety is prioritised when emergency drills are planned for and practiced.
Whānau are clear about their strategic direction, however, there is no action plan in place to monitor the achievement of their goals and objectives. Whānau need to establish a clear and actionable plan to ensure mokopuna receive the best possible educational support and opportunities. Mokopuna thrive when long term goals are considered.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
Actions for Compliance
To meet compliance requirements they must:
- ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

6 Recommendation
ERO and the kōhanga reo whānau recommend developing an action plan with the Tari-a-rohe and implement self-review practices to address the key next steps and non-compliances identified.

1 Background
Introduction
A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).
ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.
Terms of Reference
This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:
- Whanau management including internal review of charter, health and safety policy and procedures, kaimahi appraisals
- and any issues identified since the previous review.
2 Context
Te Kōhanga Reo ki Papatoetoe Whānau is situated in Papatoetoe, Auckland. The position of kaiwhakahaere has not yet been filled so therefore this role remains the responsibility of the whānau. The whānau have resumed management of their financial matters. There have been positive developments for the whanau since the previous review.
3 Findings
The whānau have implemented an ongoing process of internal review with key aspects of kōhanga reo discussed and recorded in minutes. Whanau have good attendance at monthly hui. The charter has been updated and provides clear expectations and guidelines for the management and operations of the kōhanga reo. All health and safety practices have been reviewed and align with current legislation. Children’s wellbeing, safety and welfare is now a priority for the whanau.
Appraisals for kaimahi are now in place. Whanau have implemented the process established by the Te Kōhanga Reo National Trust. Appraisals includes the setting of professional goals to strengthen the capability of Kaimahi and align with current job descriptions. All appraisals have been completed. Children benefit from learning programmes where kaimahi knowledge and skills contribute to the quality of learning.
Key Next Steps
There remains a safety issue for children. The internal gate is not securely fixed to the ceiling. This could lead to injury to children or whanau. This requires immediate attention. Children’s safety is compromised.
Overview
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:
- ensure that equipment, premises and facilities are regularly checked for hazards for the wellbeing of the children.

1 Context
Te Kōhanga Reo ki Papatoetoe Whānau is in Papatoetoe, Auckland. The kōhanga reo was established 30 years ago and is situated on Middlemore Park. The whānau continue to face low roll numbers. This kōhanga reo is under the umbrella of the Te Kōhanga Reo National Trust Tainui district office based in Hamilton.
2 The Evaluation Findings
How well do our tamariki interact with others?
Tamariki have mostly positive interactions with others.
Ngā Taumata Whakahirahira
Children learn in a positive learning environment. There are many opportunities for children to develop an understanding of whanaungatanga. Whānau learn beside their children as they work and play. Children experience aroha, manaaki and āwhina from adults. These support children to interact and relate to others positively. Children are confident in the kōhanga reo.
Children are contented as they learn and play. Clear routines, activities and events are well established and flow smoothly. Children are happy and settled with familiar adults that are committed to their wellbeing. Children have a range of resources for exploration and learning. There are many instances throughout the day where children can choose their own learning activities. Children know their environments well and are familiar with the resources. They often show a strong interest in selecting and managing their own learning. Children are keen learners.
Children respond positively to instruction in te reo Māori. The kuia guides and monitors the use of te reo Māori by kaimahi, children and whānau. Kaimahi encourage dialogue during play and learning. They use questions and conversations with the older children and support babies to respond using body language. Older tamariki confidently participate in a wide range of karakia and waiata to support language development. Whānau are motivated to learn te reo Māori when they hear their children speaking. Children are developing as speakers of te reo Māori.
Planning and Evaluation
Children’s interests are well considered and planned for. Programme plans reflect te reo Māori development as priority, and children’s development as confident learners. A range of assessment practices are used to record children’s learning experiences at kōhanga reo and share these with whānau. A collaborative planning process includes whānau input. Planning programmes of learning is meaningful and tailored to children’s needs.
Key Next Steps
There are some aspects of the kōhanga reo operations that need developing. The charter is out of date and does not reflect the current whānau context. Some health and safety practices are inadequate. Financial management is still with the local Te Kōhanga Reo National Trust Office. Kaimahi appraisals have not been completed. There should be clear links between job descriptions and kaimahi appraisals to determine professional learning and development needs and opportunities for kaimahi.
Internal review requires strengthening. While the whānau discuss important issues at the monthly hui, reporting against key aspects of kōhanga reo operations are limited. Currently, the kaiako has a dual role managing administration in office and also working with the children. Other whānau members help out when they can. The whānau does not have a kaiwhakahaere to ensure that there is consistency and maintenance of office systems.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:
- implement a system of regular appraisal

4 Recommendations
ERO and the Kōhanga Reo whānau developed the following recommendations:
- implement appraisals for all kaimahi
- strengthen internal evaluation practices including charter and policies review and updates.

The next ERO evaluation of Te Kōhanga Reo ki Papatoetoe Whānau will be within two years.
