1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provides important information for hapū and iwi

2 Context 

Te Kōhanga Reo o Te Arapeta is in Panmure, Auckland. The kōhanga reo is licensed for 86 mokopuna including up to 25 under two years of age. Whānau aspire for their mokopuna to be raised in te reo Māori, tikanga Māori, and te ao Māori. 

3 Evaluation Focus

How well do whānau processes and systems to enhance mokopuna learning and wellbeing?

Whānau systems and processes contribute to nurturing and fostering mokopuna growth and development.

4 Mana Whakahaere

Whānau have established systems, processes and methods for managing kōhanga reo operations. Monthly hui are held and information is shared. Kaimahi reports provide insights into mokopuna learning, development and engagement. Health and safety policies are aligned to current legislation and provide clear guidance for kaimahi and whānau. Emergency evacuations for fire are carried out regularly and registers are complete to ensure mokopuna health, safety and wellbeing is prioritised.   

The strategic plan is informed by Te Ara Tūāpae and incorporates the vision and aspirations of whānau for mokopuna. An annual plan identifies overall operational and administrative tasks and when these are to be completed. Mokopuna benefit from processes and systems that focuses on their learning and wellbeing. 

Kaimahi have designed and established processes for planning and assessment. Whānau have opportunities to contribute their ideas into the learning programme. The mahere ako is detailed and includes annual, term and weekly plans. This plan outlines age-appropriate content, strategies and resourcing to ensure the learning programme is purposeful and focused. Mokopuna learning journeys are captured within matai mokopuna and the digital platform Educa. These acknowledge individual mokopuna growth and development overtime. Mokopuna learning is enhanced through collective kaimahi practices.

Key Next Steps

Whānau understanding of roles and responsibilities require attention. Whilst there are opportunities for whānau to contribute to management matters, they are yet to meet their obligations. The need has arisen for whānau to develop a solution that will ensure they meet their responsibilities to the kōhanga reo. Mokopuna would benefit from collaborative whānau decision making.

Programme evaluation requires strengthening. Whilst kaimahi shared they meet regularly, there is no evidence of what changes were made to improve the learning programme. Mokopuna benefit when the quality of the learning programme is monitored regularly. 

Whānau and kaimahi acknowledge their ongoing efforts to enhance their awareness and understanding of the Children’s Act 2014. ERO agree that further wananga will enable them to demonstrate their commitment to fulfilling the obligations of the Act.

Some aspects of whānau operations are yet to be verified. The whānau and ERO have agreed that personnel and earthquake evacuation documentation will be made available during the upcoming onsite visit.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must: 

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

6 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations that whānau

  • provide support for kaimahi to strengthen programme evaluation practices
  • continue to hold wananga to foster understanding of roles and responsibilities and increase knowledge of the Children’s Act 2014
  • make all relevant documentation available for personnel and earthquake evacuations during the onsite visit.

1 Context

Te Kōhanga Reo o Te Arapeta is in Panmure, Auckland. It’s is a large kōhanga reo licensed for 86 children including up to 25 children under two years old. A vibrant spacious kōhanga reo environment fosters children to learn and play. Some whānau live outside the local area to bring their children to the kōhanga reo.

Since the previous ERO report, 2014, the whānau have continued to focus on outcomes for children and maintained good management practices.

2 The Evaluation Findings

How well do children show learn in a nurturing environment?

Older children’s show they enjoy learning in a caring environment.

Babies learn in an environment that caters for their needs and care.

Children show understanding and respond well to te reo Māori.

Ngā Taumata Whakahirahira

Children actively participate in all aspects of the learning programme. The indoor and outdoor is designed, resourced and organised to cater for all age groups learning opportunities. Children move between activities in these learning areas.  Kaimahi provide children with natural resources to use in the daily programme. They encourage children to make choices and follow their interests in the learning programme. Children are making choices about learning.

Children learn in a nurturing environment. Kaimahi encourage children to manage aspects of their own care, eating and sleep based on their needs. Kaimahi and whānau model aroha, manaaki and āwhina to foster positive interactions in the daily programme.  Individuals requiring additional support are nurtured in a caring environment. There are opportunities for tuākana and tēina to learn alongside each other. Kaimahi provide tuākana to develop leadership roles in the learning programme. Children are settled.

Children learn about who they are and where they are from. Kaimahi encourage children to learn about their place in the whānau through pepeha and whakapapa. Local stories and histories support children to learn about the wider community. Karakia, hīmene and mihimihi enable children to use tikanga of the kōhanga reo in their daily programme. Children have a sense of belonging.

Children display an interest in learning te reo Māori. Kaimahi model te reo Māori, encourage them to express themselves in te reo Māori and share the joy of reading te reo Māori. They provide children with opportunities to greet each other and support them to use the language in different situations. Children can use simple sentences to ask questions and reply to others.  Babies are encouraged to communicate their needs using body language and facial expressions. The older children display an interest in listening to stories and choosing books to read. Kaimahi are strong role models of te reo Māori. Kaimahi use repetition to emphasise particular language patterns until children are confident and competent to use them. Babies hear te reo Māori in waiata, hand play and books. Children are developing as speakers of te reo Māori.

Planning and Evaluation

Children’s learning and development is a priority. Kaimahi follow processes for planning that are focuses on outcomes for children. Programme planning includes a term overview that guides the weekly and daily practices.  There is an emphasis on exploring the local environment, that provides kaimahi with developing appropriate learning activities. Activities aim to stimulate, motivate and extend children’s learning opportunities. Programme evaluation is a regular part of the planning process. Kaimahi use this information to make changes that will enhance the quality of children’s learning. Children learning needs are considered.

Children’s learning progress is monitored. There is good information kept about each child’s learning from the time they enter till they graduate from the kōhanga reo.  Kaimahi keep samples of their work and anecdotal records about each child’s learning and development and their whakapapa. This information is kept in their individual profile book. Whānau are encouraged to read these. Children’s holistic development is recorded.

Children’s learning guides whānau management decision making. All management systems are upheld to a high standard, so that children receive quality learning experiences, care and attention. A range of communication strategies are used to keep whānau informed about kōhanga reo developments, practice, policies and procedures. Outcomes for children informs whānau practices. Children’s learning needs guides the kōhanga reo direction.

Internal evaluation is used to inform the direction of the kōhanga reo. Recording and reporting across the kōhanga reo is consistent. Whānau priorities include providing diverse experiences for children and building whānau management capacity. Outcomes for children are closely monitored.

Key Next Steps

Programme evaluation practices are inconsistent. While kaimahi regularly talk about the learning programmes kaimahi practices vary.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Continue to reflect and discuss the learning programme across the kōhanga reo to determine what can be improved.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Arapeta will be in three years.

1 The Education Review Office (ERO) Evaluation

Te Kōhanga Reo o Te Arapeta is located in Panmure, Auckland. The kōhanga reo has had a change in their licensing arrangements and now operates with one licence. Kōhanga reo transportation is provided to pick up and drop off children from the surrounding suburbs of Mount Wellington Panmure, Glen Innes and Orakei. The kōhanga reo environment is well developed to stimulate and cater for the diverse needs of children.

The whānau chose Mana Tangata as their focus area for the review. The were interested in receiving ERO’s evaluative feedback about,

  • How well do children show a strong sense of belonging to their kōhanga reo?

Children are stimulated, confident and show a strong sense of belonging in their kōhanga reo environment.

Children show respect, care and consideration to others and their surroundings. They have formed strong and trusting bonds with their whānau and each other. Kaimahi and whānau reinforce to children the importance of whānaungatanga as the basis for all interactions. They are happy, settled and know their special place and space in their kōhanga reo environment.

Children receive rich, vibrant and meaningful learning experiences that build their confidence as active learners, and affirm their special connection to their whānau. Children enjoy the wide range of te ao Māori and wider world learning experiences including, outdoor exploration of the natural and physical environments. There are a lot of creative and hands on ways in which children are encouraged to explore the world around them. Their development of te reo Māori is well supported through the arts, outdoor learning and interest based activities.

Children’s interests and whānau aspirations are at the heart of whānau management. The kōhanga reo is managed effectively by the whānau. They have a strong and shared vision with clear management expectations which are focused on effective kōhanga reo management in line with their well developed charter guidelines, and its direction. Successful outcomes for all are important to the whānau, particularly the successful promotion of te reo Māori.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review using guidelines and resources provided by ERO.

The detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at the kōhanga reo.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

Background

The whānau chose Mana Tangata as their focus area for the review. The were interested in receiving ERO’s evaluative feedback about,

  • How well do children show a strong sense of belonging?

Children are stimulated, confident and show a strong sense of belonging to their whānau and kōhanga reo.

Areas of good performance

Children experience positive, caring and supportive interactions and relationships at the kōhanga reo. Whānaungatanga underpins all interactions. Children have formed strong and trusting bonds with kaimahi. They show care and consideration towards each other. Whānau members and kaimahi model their whānau values of respect, care and manaaki to children in the way they communicate with each other and operate the kōhanga reo together. Children are immersed in a whānau environment that broadens their awareness and appreciation of whānau whanui. They learn that whānau values for learning play an important part in interactions and relationships.

Children’s potential as learners and active participants is recognised. Kaimahi manage well the wide range of learning activities planned for all children. The types of learning activities stimulate and motivate children to learn. There are planned cooking times that give children the opportunity to explore hands on through touch, taste and smell. Children have freedom of choice in the indoor and outdoor areas. They love the well designed outdoor play area. The sandpit is a popular place. Kaimahi support, guide and monitor children as they explore their space and make choices. Children’s confidence and sense of place is successfully nurtured.

Children are stimulated to explore and learn in vibrant and creative ways. The kōhanga reo environment is resourced and organised so that children can easily self determine their own learning pathways. There are large and small blocks, toys, puzzles, books and musical instruments for children to use. Eye catching and colourful displays cover the walls, and stimulate children to explore the world around them.

Children enjoy the many ways they can explore and learn their language. They hear good models of te reo Māori throughout the day. Kaimahi encourage children to participate in conversations. There are children who confidently speak te reo Māori and engage in purposeful conversations. Kaimahi use a range of effective language strategies to encourage children’s language use and development. Karakia, himene and waiata allow kaimahi and children to use te reo Māori to uplift their wairua. Children are developing well as emerging speakers of te reo Māori.

Children express themselves in confident ways. Older children eagerly communicate and share with others what they are doing. Younger children communicate by smiling, repeating movements and words. Children enjoy the whole group activities and times to explore independently. Kaimahi manage routines effectively so that children can build on their confidence through leadership. Children are reminded daily about their special place in the kōhanga reo, and of their potential as successful learners.

Planning and Evaluation

Areas of good performance

Children’s wellbeing and interests are central to whānau practices. The whānau manage the kōhanga reo operations well. Regular whānau hui are held each month. Whānau self review is well managed for regular review, reporting, monitoring and decision making. The whānau strategic plan is regularly reviewed. All areas of administration and management are effectively managed by the whānau. Learning outcomes for children and whānau success at kōhanga reo is enhanced.

Children receive well planned and considered programmes of learning. Kaimahi understand well all programming practices that provide clear direction, include children’s interests and target the needs of their children. Kaimahi reflection, review and evaluation are carried out regularly with a strong focus on monitoring the effectiveness of programmes and practices for all children.

Children’s progress and achievements are recorded in meaningful, purposeful ways. Kaimahi use a range of effective methods to capture children’s learning journey as confident and capable learners and participants. Whānau have available to them good information about the development and success outcomes of their child while at kōhanga reo.

Area for development

Children’s te reo Māori development is a priority for the whānau. They recognise the importance of pursuing this strategic priority with all whānau so children’s language development is well supported at home.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO LicensedKōhanga Reo Assurance Statement June 2013, and Self-Audit Checklist. In these documents, they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

ERO did not identify any areas of non-compliance.

5 Recommendations

ERO recommends and the whānau agree to give high priority to the area for development identified in this ERO report.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
