1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Te Hau Kapua is an urban kōhanga reo located in Bayswater, Auckland. Whānau promote the values of manaakitanga, aroha and tiaki. Kaimahi and whānau have a long association with the kōhanga reo, spanning three generations. Manupīrere have returned to the kōhanga reo to maintain the legacy held for mokopuna to learn in te reo Māori. The whānau have a close relationship with Te Kura Kaupapa Māori o Te Rakipaewhenua with many mokopuna transitioning to the kura for further education.
3 Evaluation Focus
How well do mokopuna demonstrate confidence in their identity and belonging?
Mokopuna are confident in their kōhanga reo and have trusting relationships with others.
4 Findings
Mokopuna learn in a positive environment with warm, responsive and attentive kaimahi. Kaimahi model the values of aroha, manaaki, tiaki and ngākau whakaiti. They know mokopuna and their whānau well. The kōhanga reo is well resourced both inside and out and mokopuna engage with activities that sustain their interest. Daily routines and rituals provide familiarity, mokopuna especially enjoy playing kemu, singing waiata and sharing their pepehā. All mokopuna contributions are acknowledged by kaimahi and their peers. Mokopuna show enjoyment in their interactions and relationships with others.
While kaimahi speak only te reo Māori to mokopuna, the preferred language for mokopuna is English. Whānau are aware of this, and some are enrolled in te reo Māori courses to support their mokopuna. Kaimahi also have strategies to support whānau to use te reo Māori more in the home. Early numeracy and literacy skills are included in daily group learning, te wā whāriki, and mokopuna can count and lead others to read pictures of waiata. Mokopuna are happy, have fun and they enjoy learning.
Appropriate planning, assessment and programme evaluation processes are in place. Kaimahi collectively plan the kaupapa for each wāhanga, these link to the overall kaupapa of the year. Whānau have opportunities to contribute their ideas and aspirations to planning and many bring in resources that support mokopuna learning. Planning links to Te Whāriki a Te Kōhanga Reo and attractive artwork on the kōhanga reo walls show mokopuna enthusiastically engaged in the kaupapa. Individual mokopuna portfolios show their learning over time and include samples of their mahi. Kaimahi carry out different assessment for mokopuna best suited to their developmental needs. Whānau are encouraged to comment on mokopuna learning. Kaimahi hold fortnightly hui and discuss mokopuna needs, interests, progress and kaupapa planning. They use this time to discuss what is going well, the things that didn’t go well and changes they need to make to the learning programme. Mokopuna benefit from planned programmes that respond to their strengths, interests and needs.
Whānau have well organised and efficient systems in place to manage the kōhanga reo. The wider whānau are active participants and support the smooth day to day operations. Collective decision making takes place at focussed whānau hui. Strategic priorities are influenced by whānau aspirations, te kaupapa o te kōhanga reo, growth and expansion. Tūtohinga policies align to current legislation and have been recently reviewed. An action plan monitors progress toward achieving goals and identifies timeframes and responsibilities. The annual plan guides administrative duties, finances and health and safety practices well. Whānau have a good understanding of the Children’s Act 2014. Kaiwhakarite recently participated in professional development to strengthen their understanding of child protection measures and a comprehensive policy directs how they ensure mokopuna safety. Personnel practices are managed well, and appraisals are undertaken and these lead to identifying professional learning goals for kaimahi. Mokopuna benefit from whānau whakahaere systems and processes.
Key Next Steps
Whānau identify property development as a priority, the ERO evaluation supports this. Most planned developments have been completed. However, ERO encourages whānau to consider revisiting strategic goals and including additional goals that further improve learning spaces for mokopuna both inside and out. Mokopuna benefit from stimulating learning environments that cater to their strengths, interests and needs.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO and the Kōhanga reo whānau developed the following recommendation:
- that whānau seek external support to make improvements to the premises and facilities of the kōhanga reo.

1 Context
Te Kōhanga Reo o Te Hau Kapua is located on the grounds of Bayswater Primary School in Bayswater, Auckland. It has a long association with the Navy. Many whānau are transient. Since the previous review, the kaiako has retired. Whānau have not been able to acquire a trained kaiako.
2 The Evaluation Findings
How well do children display whanaungatanga?
Children confidently display whanaungatanga with each other and others.
Ngā Taumata Whakahirahira
Children connect with others across a wide variety of contexts. Whānau provide an environment with many opportunities for children to connect with others. Children interact with and learn about Rangi and Papa. They follow routines and experience tikanga Māori every day. They demonstrate respect and care for others. Having fun, laughing, singing and dancing in the company of others are regular activities. Children are happy.
Children are learning about who they are and where they come from. They participate in a programme that nurtures their identity. Kaimahi ensure children are involved in pōwhiri or whakatau. Children observe tikanga and kawa in action. They participate and learn about their roles and responsibilities as tangata whenua. Children also know the kawa and tikanga of their kōhanga reo. Children are settled.
Children experience an environment where relationships are meaningful. Kaimahi promote values of aroha, manaaki and āwhina. They have a positive nurturing approach to caring for children. Children have opportunities to lead different aspects of the learning programme. Children are praised for their efforts. Young children confidently reach out to whānau for comfort. Hugs and kisses reinforce a loving environment. Children are well cared for.
Children are supported to learn te reo Māori. Kaimahi use strategies to extend children’s knowledge and use of te reo Māori. Older children confidently recite karakia, himene and participate with delight during waiata. Younger children use body language to express their understanding of the world and as a way of communicating with others. Children are developing as speakers of te reo Māori.
Children are learning in a well-resourced kōhanga reo. The indoor spaces have many learning resources that enable kaimahi to plan a range of learning experiences for children. Outdoors, whānau similarly have provided a variety of resources that encourage and stimulate exploration and physical challenges for children. Children explore shapes, colours, textures, movement, water and patterns. They are confident to try new things. Children are active learners.
Planning and Evaluation
Whānau manage the operations of the kōhanga reo well. They meet regularly, have good attendance and good processes in place to review their operations. They actively support daily operations. The charter, policies and procedures have been updated. The strategic plan guides and supports the future direction of the kōhanga reo. A publicly displayed annual plan ensures whānau are aware of key operations and timeframes across the calendar. Good financial and personnel management practices are in place. Children benefit from good whānau whakahaere.
Key Next Steps
Planning, assessment and evaluation needs to be reviewed. Kaimahi are not clear about the relationship between each component. It is timely that whānau seek support for kaimahi to develop their understanding of how the quality of children’s learning is enhanced through the linked activities of planning, assessment and evaluation.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:
- ensure there is a procedure for monitoring children’s sleep.

4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendations:
- develop their understanding of the relationship between planning, assessment and programme evaluation.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Te Hau Kapua will be in three years.

1 Background
Introduction
A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).
A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.
Terms of Reference
This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:
- Ngā Taumata Whakahirahira-te reo Māori learning opportunities for children
- Planning and Evaluation-Te Whāriki management and delivery any issues identified since the previous review.
2 Context
Te Kōhanga Reo o Te Hau Kapua is situated on the grounds of Bayswater Primary School, North Shore, Auckland. Whānau are committed to te reo Māori and maintaining the positive relationships within the community. Many whānau have connections to the Navy and these relationships have been longstanding. The last ERO report recommended that the whānau seek assistance from Te Kōhanga Reo National Trust (TKRNT) to address all key next steps for children.
3 Findings
Ngā Taumata Whakahirahira
Background
The previous ERO report identified that children had limited language learning opportunities to extend their knowledge of and ability to use te reo Māori.
Areas of progress
Children now receive stimulating language learning activities to support their development. They have a range of formal and informal opportunities to engage in te reo Māori. Children enjoy performing waiata. Younger children mimic their tuakana performing lead roles, and using te reo Māori for learning. Kaimahi only speak te reo Māori with and around the children. Whānau have made deliberate strategic actions to increase the use of te reo Māori within the whānau. Children’s language development and learning at kōhanga reo is enhanced.
Planning and Evaluation
Background
The previous ERO report recommended kaimahi and whānau improve the way in which Te Whāriki programmes of learning are planned, managed and implemented to cater for children’s interests, needs and learning preferences. ERO also recommended that kaiako access support from TKRNT to improve practices for children.
Areas of progress
Children’s needs and interests are now at the centre of Te Whāriki planning practices. . There are a range of kaupapa learning activities planned for the different ages and interests. Kaimahi plans reflect children’s interests and their needs for learning. Kaimahi have good direction for managing learning for children throughout the day. Children are settled, stimulated and engaged in learning. Kaimahi have received support and training from TKRNT to improve Te Whāriki practices for children. Professional learning and development for all kaimahi has impacted positively on learning outcomes for children.
Conclusion
The whānau of Te Kōhanga Reo o Te Hau Kapua have worked well to raise the quality of language learning experiences children receive through Te Whāriki. Children are now stimulated and settled as learners, immersed in a te reo Māori learning environment.
