1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Houhora is located in Pukenui, north of Kaitaia. It is in a rural settlement of the far north.  Since the previous review 2018, the whānau has appointed new kaimahi. The local kuia are strong advocates for te reo Māori.

3 Evaluation Focus

To what extent are mokopuna learning needs and care prioritised?

Mokopuna learning experiences and care is well supported.

4 Findings

Mokopuna experience an environment where relationships are meaningful. The learning environment fosters co-operation, independence and encourages freedom to make choices. Opportunities to play and learn in the natural environment are integrated into the programme.  Values of aroha, tiaki and manaaki in all interactions between adults and mokopuna are nurturing and caring.  Tuakana are considerate when interacting with their teina. Kaimahi use a range of strategies to encourage mokopuna to speak te reo Māori by using prompts, questions and repetition. Mokopuna interactions with their peers and adults are respectful.

Whānau manage the kōhanga reo in the best interest of the mokopuna. Regular whānau hui are well attended. The Tūtohinga provides clear direction for managing the operations of the kōhanga reo.  The strategic plan defines whānau priorities and aspirations. An action plan monitors the achievement of goals. Health, safety and personnel management policies and procedures are in place.  Mokopuna are at the heart of whānau management. 

Key Next Steps

Programme planning and mokopuna assessment need to be reviewed. Currently, neither contain critical elements required of planning and assessment. Programme evaluation needs to be developed and implemented. It is time for whānau to seek support for kaimahi to strengthen evaluation practice.

There is no annual plan in place.  The whānau agree this will provide clear guidance to ensure key operational tasks are implemented and monitored.

Earthquake drills have not been carried out or documented.  Whānau must ensure all requirements for earthquake drills are carried out and recorded. 

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts

  • ensure there is a process to implement and monitor the progress of key aspects of the annual plan of operations

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

1 Context

Te Kōhanga Reo o Houhora is located in Pukenui, north of Kaitaia. It is in a rural settlement of the far north.

Since the previous ERO report, 2014, there have been some changes. New appointments of kaimahi and kaiwhakahaere since the beginning of 2016. New whānau have returned to the area and are committed to learning te reo Māori. The roll decrease is related to whānau moving out of the area as a result of employment opportunities.

2 The Evaluation Findings

How well do children show their sense of identity?

Children show they are happy learning about their identity.

They model ways to interact as tuakana teina, helping with preparing and finishing kai times and outdoor safety practices. Kaimahi encourage children to participate in formal activities such as pōwhiri for manuhiri. They provide children with opportunities to lead karakia and waiata. Children regularly participate in physical activities. Children are caring and respectful.

Children are learning about their place of belonging. Kaimahi provide children with opportunities to develop an understanding about tangata whenua responsibilities. They support children to learn about their own connections to the whānau and hapū. They model for children tikanga and kawa specific to the hapū. Kaimahi show children how to greet manuhiri. There are opportunities for them to visit maunga, awa and the moana in the local area. Kaimahi link these to children’s pepeha. Children appear happy and secure.

Children are developing as speakers of te reo Māori. The kaiako is a native speaker of te reo Māori of the hapū. She is instrumental with guiding children’s language development. Kaimahi model the kaiako language structures that she models. They use a range of strategies such as questioning, prompting, words and simple sentences to support children’s te reo Māori. Babies are encouraged to use facial expressions and body language to show their understanding. Waiata, introducing words that are kaupapa specific and providing language to describe learning help children to build te reo Māori. Children are growing in confidence.

Children learn through exploration. Kaimahi provide a variety of opportunities for children to explore their learning environments. They encourage children to make choices in their play. There is a range of outdoor equipment for them to be creative in their activities. Kaimahi encourage children to grow, care and harvest vegetables and fruit to share with their whānau. Tuakana and kaimahi guide and support the babies who move around in the outdoor area. Children appear to enjoy being curious learners.

Planning and Evaluation

Children’s wellbeing guides whānau management practices. Whānau regularly review and update charter policies and procedures particularly these are related to children’s emotional and physical safety. Appraisals are completed to inform the programme of kaimahi professional development. Whānau closely monitor and adhere to financial management policies and procedures.

Key Next Steps

Although kaimahi work together to plan learning programmes, gather assessment information and talk about programme evaluation they do not display an understanding of these links. It is imperative that kaimahi seek external support to develop and implement the following:

  • define planning, assessment and programme evaluation expectations to improve practices
  • formalise kaimahi meetings and reports for hui-ā-whānau
  • use programme evaluation to respond to individual children’s learning.

Strategic planning and internal evaluation are areas for development. Although whānau have identified strategic goals formal monitoring to inform self-review are not in place. It is important that the whānau seek support to assist with:

  • implementing monitoring and reporting processes
  • develop and implement self-review practices.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified the following areas of non-compliance. To improve current practice, the whanau must:

  • ensure there is a strategic and annual plan to guide kōhanga reo operation

  • Kaimahi plan, implement, and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that whānau and kaimahi seek external support to improve the quality of children’s learning, management of the kōhanga reo and long term sustainability.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Houhora will be within two years.
