1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context

Te Kōhanga Reo o Kareponia is marae based and near Awanui. Changes to staffing have occurred since the previous ERO review of the kohanga reo in January 2020. The whānau is still adjusting to the loss of their kuia and the passing of their kaiako matua recently. There is a newly appointed kaiako and the kōhanga has seen an increase in enrolments.
3 Evaluation Focus
How well do mokopuna express their identity and belonging?
Mokopuna are developing the ability to express their identity and belonging.
4 Findings
Mokopuna are comfortable to express themselves in their learning environment. They participate in formal welcoming protocols where they learn about their role as tangata whenua and the tikanga and kawa of their iwi. Whānau and kaimahi role model tangata whenua practices through pōwhiri process. Mokopuna happily provide waiata tautoko and are familiar with their marae and what to do during pōwhiri including hariru. They are becoming confident to express themselves through te reo Māori. Kaimahi use a variety of strategies that support mokopuna te reo Māori understanding including repetition, questioning, waiata, and kīwaha. They praise mokopuna for their efforts and encourage their individual expressions. Mokopuna show an understanding of who they are and where they are from.
Mokopuna are immersed in rich learning experiences that reinforce their identity. Kaimahi provide stimulating activities and opportunities for mokopuna to share their knowledge and ideas. They use a range of strategies to increase mokopuna active involvement. Positive interactions and open ended questions nurture, build and extend mokopuna engagement in the learning programme. Mokopuna demonstrate a love for mahi poi, haka and waiata ā-ringa. Kaimahi promote Ngāti Kahutanga through waiata, kōrero tuku iho, waiata koroua and pakiwaitara. They support the pēpi and tēina who use hand actions, facial expressions and sounds to demonstrate their understanding. Whakapapa and pepehā connections are reinforced through close relationships. Mokopuna enjoy happy tuakana-teina interactions throughout the day as they play and learn alongside one another. Mokopuna are settled and happy in their learning.
Planning and assessment practices are cohesive. Detailed annual, term, weekly and daily planning aligns to Te Whāriki a Te Kōhanga Reo and guides kaimahi practice. Planning is collaborative and designed to cater for different age groups. Kaimahi plan for haerenga, the seasons and various kaupapa important to their marae and local iwi. Kaupapa whānui, kaupapa whāiti and learning objectives are part of planning and assessment processes. Kaimahi collate samples of mokopuna work in attractive kōnae ako and use mātai mokopuna to show learning progress and mokopuna development. Mokopuna benefit from effective assessment and planning processes.
Whakapapa, marae and hapū connections underpin the smooth daily operations of the kōhanga reo. Whānau regularly attend monthly hui, are involved in all managerial aspects of the kōhanga and collectively make decisions as a whānau. This includes reporting on all core areas and operations of the kōhanga reo. The tūtohinga provides guidance and direction for all operations. A schedule of regular review is undertaken. An annual plan provides clear guidance for all administrative responsibilities. Financial, property, curriculum, and health and safety issues are consistently monitored by the whānau. Whānau have collectively worked through some extenuating circumstances that have grown their capability to respond to issues as they arise. Newer members are mentored by more experienced whānau whakahaere and they seek advice and guidance from the Kōhanga Reo Regional Trust team when needed. Mokopuna belonging and wellbeing are at the heart of whānau decision making.
Key Next Steps
Evaluation of planning and the learning programme require strengthening. Kaimahi have sought support and ideas from their Purapura to improve their evaluation practices. This is in the very early stages of development. ERO encourages kaimahi to use this new learning to implement sound evaluation practice. Mokopuna learning is enhanced when effective evaluation practices guide ongoing programme improvements.
Whānau understanding of the complaints process requires attention. Whilst a complaints policy and procedure is in place and clearly displayed, this has not always been followed. Mokopuna safety and wellbeing is promoted when whānau whakahaere practices are well known and followed.
Strategic planning requires strengthening. While whānau discuss their aspirations and desires for the kōhanga reo, these are not yet formalised and planned for. Mokopuna benefit from strategic whānau planning that is future focused, well-planned and when progress toward achieving goals is monitored.
Kaimahi appraisals are incomplete. It is important for whānau to complete kaimahi appraisals in order to clearly identify relevant professional development opportunities to support kaimahi. Mokopuna benefit from kaimahi increasing their knowledge and skills.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
Actions for Compliance
To meet compliance requirements, whānau must:
- ensure suitable human resource management practices, including appraisal for staff and the provision of professional development

6 Recommendation
ERO and the Kōhanga reo whānau developed the following recommendation:
- that the whānau and kaimahi work alongside the Purapura and the Tari-ā-Rohe to address the key next steps and non-compliance issues as identified in this report.

1 Context
Te Kōhanga Reo o Karepōnia is marae based near Awanui. Over the past two years, there have been significant challenges, including roll drop and staffing changes. Whānau and kaumātua involvement has ensured that these challenges have been addressed.
2 The Evaluation Findings
How well do children demonstrate that they can relate to others?
Children interact positively with each other.
Ngā Taumata Whakahirahira
Children learn in an environment that supports te reo Māori development. Kaimahi use a range of strategies to develop children’s language including waiata, karakia and role modelling language in their conversations. Children can respond to basic questions and engage in simple conversations. Children are developing as speakers of te reo Māori.
Children learn about care and respect for themselves and others. Kaimahi promote positive relationships with others. They use praise to foster respectful interactions. Children take leadership roles in karakia and the formal morning programme. Children are caring.
Children experience learning that promotes knowledge about belonging and identity. Kaimahi provide children with opportunities to share their pepehā. This helps to reinforce children’s connections to their tūrangawaewae. Kaimahi encourage participation at marae events to expose children to the dialect of the tangata whenua. This helps to foster children’s understanding about the use of formal language and the importance of protocols and tikanga. Children know who they are.
Planning and Evaluation
The wellbeing and safety of children is a priority for the whānau. Whānau have suitable practices in place to manage the kōhanga reo. Hui are well-attended; decision making is shared and reports across most areas of operations are tabled.
Key Next Steps
The learning needs of children are important to the whānau. Kaimahi use planning templates that do not adequately reflect kōhanga reo curriculum expectations for planning. Current plans do not identify specific learning activities for the different needs, interests, ages and abilities of children.
Kaimahi are in the early stages of strengthening assessment practices. Not all children have a range of information in their portfolios to show learning across ngā taumata whakahirahira. It is timely for kamahi to identify ways to better document children’s learning progress and development.
Kaimahi hui minutes do not record discussions about what works in the programme and what may need to improve for groups of learners. Children’s learning benefits from a programme that identifies ways kaimahi can improve their professional practices.
Children’s immediate and future education will benefit from a well-planned whānau strategic plan. The whānau recognise the need to develop a strategic plan that sets out priorities for growth, including whānau capability in te reo Māori.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- the whānau work with Te Kōhanga Reo National Trust to address the key next steps identified in this report.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Karepōnia will be in three years.

Evaluation
Te Kōhanga Reo o Kareponia is beside Kareponia marae, on the outskirts of Awanui in Northland. The kōhanga reo is well supported by local kaumatua. Children’s development in te reo Māori is a priority for the whānau. There is a new kaiako and a number of new whānau. The kōhanga reo is managed in the interests of the children.
The next ERO review of Te Kohanga Reo o Kareponia will be in three years.
1 Context
Te Kōhanga reo o Kareponia is beside Kareponia marae, on the outskirts of Awanui in Northland. Local kaumatua continue to provide support and a daily presence among the children. There is a new kaiako and a number of new whānau. The kōhanga reo environment is bright and well organised.
2 The Review Findings
How well do children demonstrate their understanding of te reo Māori?
Older children demonstrate their understanding by following instructions and independently using words and phrases. They are able to ask and answer simple questions.
Babies show their familiarity to waiata and karakia by using their hands and faces at appropriate times.
Ngā Taumata Whakahirahira
Whānaungatanga underpins all relationships at kōhanga reo. Children observe positive interactions between adults. They are kind and loving with others. Kaimahi display aroha, manaaki and awhina in their interactions with children. Children learn about expectations for behaviour and respond appropriately. Tuakana support teina in a variety of ways. Children are happy at kōhanga reo.
Children learn about tikanga and kawa of their kōhanga reo and their marae. Children align themselves with tangata whenua on the marae and in the kōhanga reo. Kaimahi plan haerenga to places of local significance and marae events enrich the children’s experiences of te reo and tikanga Māori. Children show an awareness of how the natural environment relates to Atua Māori. Children demonstrate a sense of belonging to their marae. Children are settled in the kōhanga reo and marae environment.
The learning programme is well managed for children. There is a balance of structured learning and opportunities for independent play. Adults engage in activities with children to provide te reo Māori support. As children play and explore, kaimahi talk to them and ask them questions. Children are able to express their basic wants and needs in te reo Māori. They choose activities both indoors and outdoors. Children participate in creative and imaginative play including dress ups, drama and music. Routines are well established and familiar to children. Babies often participate in activities alongside their tuakana. Children enjoy a balanced programme based on their interests.
Children learn in an environment where te reo Māori is priority. kaimahi use a range of strategies in fun ways through games, free play, waiata, conversations and kori tinana to support children’s language development. Older children talk and communicate with others in te reo Māori. They lead formal parts of the programme including mihimihi with confidence. Younger children can mimic the spoken word and actions. They can follow simple instructions and requests. Babies respond with smiles and gestures. Kaimahi model the dialect of their iwi in both formal and informal situations. Children are developing in their understanding and use of te reo Māori.
Planning and Evaluation
The learning programme for older children is well planned. Whānau identify annual kaupapa and kaimahi follow long and short term plans. Kaiako know the children well and children’s individual interests and strengths are catered for. Aspects of children’s progress is recorded through observations and mokopuna files. These are used to inform planning. Kaiako discuss children’s progress and the learning programme in kaimahi hui. Parents of older children are well informed of their children’s progress. Children’s te reo Māori development is a focus of the learning programme.
Whānau manage their kōhanga reo well. They regularly review the kōhanga reo operations and practices. Whānau hui are well attended and recorded. The presence of kaumatua at whānau hui, on the marae and in and around the kōhanga reo play a key role in all operations. Te Ara Tuapae is used to inform future planning. Short term goals are monitored through annual plans. Ongoing professional development is a priority for the whānau. Kaimahi and whānau attend local te reo Māori classes. Children benefit from a well-managed kōhanga reo.
Key Next Steps
Programme planning and assessment for babies is still developing. Babies learn alongside their tuakana but their learning goals are not clear. Age specific goals will lead to more detailed and relevant assessment of babies’ progress and learning.
