1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context

Te Kōhanga Reo o Te Kotahitanga o Whangape is based at Te Kotahitanga Marae. It is isolated remotely on the northern side of the Whangapē Harbour. The kaiako matua has been involved with the kōhanga reo for nearly 30 years. Kaimahi, whānau and mokopuna are closely related.
3 Evaluation Focus
How well do mokopuna demonstrate they are happy and confident learners?
Mokopuna show they are happy and confident in their kōhanga reo.
4 Findings
Mokopuna learn about their roles and responsibilities as Te Rarawa and kaitiaki of their rohe. Strong whakapapa links underpin relationships that support mokopuna to be confident and capable in the kōhanga reo and beyond. Kaitiakitanga for mokopuna is strengthened through kaupapa such as harvesting from the māra kai, learning about the tikanga of the moana and mahi kai moana specific to Te Rarawa. Regular exploration of the marae and engaging with kaumatua and kuia allows mokopuna to develop and understanding of the role of guardianship as tangata whenua. Mokopuna show enthusiasm in learning about their unique location and their roles as kaitiaki taiao.
Te reo o Ngāpuhi is prominently used each day and is the main language of instruction. Kaiako use key language learning strategies such as repetition, questioning, and role modelling to build mokopuna understanding of te reo Māori. Mokopuna are comfortable expressing their ideas with others. They use hand actions, facial expressions, and sounds, to demonstrate their understanding. Mokopuna try new words with ease and persist in communicating their ideas and thoughts. Mokopuna are developing confidence as speakers of te reo o Ngāpuhi.
Whanaungatanga underpins relationships at all levels of the kohanga reo. Kuia and kaimahi know their mokopuna well and use this knowledge to guide interactions and relationships in the kōhanga reo. Kaimahi are gentle and caring when working with mokopuna who are calm and settled. Mokopuna happily engage with kaimahi and manuhiri. Kaimaihi are observant and responsive to the different needs and interests of each mokopuna. Mokopuna show they are secure in their interactions with others.
Key Next Steps
Whānau whakahaere need to strengthen their understanding of their roles and responsibilities. Whānau have attested they are not taking all reasonable steps to meet their legal requirements in governing, managing and administrating the operations of the kōhanga reo. In addition, there is a need to develop an annual plan to guide the operations of the kohanga reo, and to undertake regular policy review, whanau hui and develop guidelines for administering a financial budget including expenditure throughout the year. Mokopuna benefit when whānau whakahaere responsibilities are well understood and met.
The requirements of the Children’s Act 2014 are not well managed, understood or followed. While there are strong whanaungatanga connections between whānau and kaimahi and they know each other well, the process of safety checking and police vetting is a requirement. There is also a need increase kaimahi awareness of the impact of the Children’s Act 2014 on their roles, particularly in relation to noticing, recording and reporting abuse. Mokopuna safety is promoted when safety legislation is managed appropriately.
Currently whānau have many health and safety policies and procedures that need immediate review and ratification. Kaimahi and whānau are guided by their kuia and under her supervision health and safety practices are consistent. However, robust policies that meet all legalities are not current. These include policies to guide kaimahi practice for sleeping mokopuna, administering medication, taking mokopuna on haerenga, supervision including supervising mokopuna who are eating and for carrying out emergency evacuation drills. Mokopuna safety and welfare is compromised.
Planning, assessment, and evaluation practices require improvement. While kaimahi have some practices in place, these are yet to include whāinga for mokopuna. Assessments need to show how mokopuna progress and learn overtime. Kaimahi should discuss and record their ideas at regular hui and use this information to evaluate the learning programme, and to continually plan programmes that further enhance and extend mokopuna learning. Mokopuna learning needs are enhanced when planning, assessment and evaluation practices are purposeful and deliberate.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
Actions for Compliance
To meet compliance requirements they must:
- ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

1 Context
Te Kōhanga Reo o Te Kotahitanga o Whangapē is based on Te Kotahitanga Marae. It overlooks the Whangapē Harbour approximately thirty minutes south of Kaitaia. Two kuia have been involved in the kōhanga reo for many years. They are recognised for their long-service, contribution and experience for the kaupapa of kōhanga reo. Isolation and low roll numbers is a challenge for the whānau.
2 The Evaluation Findings
How well do children show they appreciate the natural environment?
Children show that they enjoy the connections with the whenua and moana.
Ngā Taumata Whakahirahira
Children’s language experiences are meaningful. The kuia are native speakers who provide children with rich language activities. Practical activities using natural resources and waiata help children to learn the language related to the kōhanga reo setting. The kuia share stories based on their knowledge about Whangapē to build children’s language. Children are immersed in te reo Māori.
Children are learning appreciation for the natural environment. Activities enable children to make connections to the whenua and moana. The kuia take children to pick watercress, gather kaimoana and plant vegetables to share with whānau. They take children to hui on the marae to see and hear kawa and tikanga. Children enjoy exploring in the wider community.
Children learn in a caring and nurturing environment. The kuia are gentle and loving to children. They provide children with models of awhi, manaaki and aroha based on the beliefs, values and tikanga of te ao Māori. The kuia have a friendship of trust, love, care and respect for each other that is reflected in the children’s learning programme. Children have a special relationship with each other and their kuia.
Planning and Evaluation
Children’s learning is purposeful and meaningful. The kuia and whānau work together to plan programmes that are practical and relevant to living in Whangapē. Learning activities focus on using the resources in the local environment such as the māra, marae, harbour, farms. maunga, awa and ngahere. Children enjoy learning beyond the kōhanga reo.
Assessment practices are in place. The kuia capture and record children’s learning progress daily. Photos show children’s learning in action, observations for individuals are recorded and samples of art work are placed into learning portfolios. Children’s progress in learning is monitored.
Programme evaluation is developing. The kuia work with a small whānau group meet informally to discuss the learning programme. They look into what has worked or not worked and make changes as needed to the learning programme. Children’s learning needs are considered.
Key Next Steps
Aspects of internal evaluation require further attention. Although whānau set regular meeting times to talk about managing the daily operations, they have asked for kaimahi from the local kōhanga reo trust to help align the practices to their policies, particularly health and safety compliance matters. As part of this support from the trust, the whānau should also continue strengthening internal review practices across all operations.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

ensure that health and safety registers are in place for accidents, nappy changing, hazards and emergency evacuations

4 Recommendations
ERO recommends that the Kōhanga Reo whānau seek support from their local TKRNT to:

Te Kōhanga Reo o Te Kotahitanga o Whangape is in an isolated area of Whangape. The kōhanga reo is based at Te Kōtahitanga Marae. The isolated nature of the kōhanga reo has a direct impact on the number of children. However, enrolments are increasing.
Children benefit from the tranquil setting where they are surrounded by natural resources such as the hills, bush and harbour. The lead kaiako works hard to maintain the kaupapa of the kōhanga reo.
Whānau chose Ngā Taumata Whakahirahira as their focus for this review. They wanted to know:
How well do children show they are confident learners and are secure in their identity and belonging?
Children are confident learners who show a strong sense of belonging.
The different learning environments provide children with a range of learning experiences to explore, be creative and challenge thinking and development. Children are happy and content in their kōhanga reo environment with their whānau.
Overall, the whānau manage the kōhanga reo well for children. They are passionate and show strong commitment for continual growth and development of their kōhanga reo kaupapa. Te Kōhanga Reo National Trust (TKRNT) District Office regional review of kōhanga reo, currently underway, should benefit the whānau as they document their strategic direction and strengthen management practices.
2 Review Priorities
The Focus of the Review
Before the review, the whānau were invited to consider its priorities for review.
The priorities for review were then determined following a discussion between the ERO review team and whānau.
The whānau chose as its focus area:
- Ngā Taumata Whakahirahira.
All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:
- whānau self review and strategic planning
- programme planning, assessment and evaluation.
ERO’s findings in these areas are set out in the report findings.
3 Findings
Ngā Taumata Whakahirahira
Background
How well do children show they are confident learners and are secure in their identity and belonging?
Children are confident learners and show a strong sense of belonging.
Areas of good performance
Children are confident learners in the kōhanga reo environment. Children enjoy sharing with their whānau what they know about who they are and where they come from. Interactions and relationships are based on whānaungatanga. Children are happy and content at kōhanga reo.
Children enjoy meaningful learning experiences. They persist when problem solving and some children choose to remain at activities for sustained periods of time. Kaimahi provide a wide range of activities that are interesting for children.
Children are gaining confidence in their use of te reo Māori across a variety of activities throughout the day. The kuia ensures that te reo Māori is used consistently throughout the day. Children respond to questions and instructions and they have meaningful conversations with others about their work.
Planning and Evaluation
Areas of good performance
The whānau promote building children’s confidence in their sense of identity and belonging. Most management systems are generally managed well by the whānau. Regular reporting of some areas informs whānau decision making, planning and helps to monitor the performance of the kōhanga reo for children.
Children experience a strong Te Whāriki based learning programme that is well planned, managed and organised. Whānau are well informed of their children’s progress. Profiles are used effectively to capture and report children’s progress in te reo Māori, their learning and development overtime.
The whānau are well supported by their TKRNT District Office to work through necessary developments that will benefit their children.
Areas for development
The strategic plan does not adequately reflect how goals will be achieved or give a timeframe. This should reflect their aspirations, priorities and kōhanga reo objectives.
Appraisals are limited. The process does not support whānau to respond to kaimahi professional development needs that will benefit children.
Kaimahi and whānau do not monitor how well the learning programme is meeting the needs of all children. Regular programme review and reporting is an area for improvement.
4 Whānau Management Assurance on Compliance Areas
Overview
Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Kōhanga Assurance Statement and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:
- administration
- health, safety and welfare
- personnel management
- financial and property management.
During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:
- emotional safety (including behaviour management, prevention of bullying and abuse)
- physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
- staff qualifications and organisation
- evacuation procedures and practices for fire and earthquake.
5 Recommendations
ERO recommends and whānau agree to implement strategic planning; kaimahi appraisals, programme review and reporting.
When is ERO likely to review the kōhanga reo again?
ERO is likely to carry out the next review in three years.
