1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Rangaunu is in Awanui, adjacent to Te Marae o Waimanoni. Whānau are actively seeking the construction of a new building to support all mokopuna to thrive in learning. They are committed to te reo Māori, tikanga Māori and a seamless pathway for mokopuna from kōhanga reo into Kaupapa Māori education. 

3 Evaluation Focus

How well do mokopuna express their understanding tuakiritanga?

Mokopuna demonstrate their understanding by engaging in values, beliefs and practices that reflect their identity as descendants of their papakāinga.

4 Findings

Mokopuna actively engage in learning experiences that nurture their identity. Kaimahi create opportunities for mokopuna to participate in pōwhiri. Kuia and kaimahi provide leadership during this time. Through this, mokopuna learn about ngā tikanga and kawa o te marae and their role as tangata whenua. Mokopuna eagerly embrace tikanga and take part in harirū and hongi. Kaimahi implement various effective methods to support mokopuna language development including prompting, questioning, hand movements and repetition. Daily routines consist of frequent opportunities for mokopuna to lead karakia, mihimihi and share their pepehā. Mokopuna enthusiastically participate in waiata and mōteatea exploring the historical narratives of the hapū, Ngai Takoto. Kaimahi use positive praise techniques to acknowledge mokopuna achievements and successes. Mokopuna sense of belonging is strengthened. 

Mokopuna are stimulated to explore and make sense of their taiao. Visits to the local marae offer opportunities for mokopuna to connect with the whenua, te taiao and their tūrangawaewae. Mokopuna have access to various resources that stimulate their development and interests. Mokopuna enjoy learning about their connections embracing their cultural identity and traditions.

Programme planning and assessment practices are established. Kaimahi weave significant historical aspects of Ngai Takoto into the mahere ako. These include local stories and narratives of the surrounding landmarks. Planning includes year, term, monthly and weekly phases incorporating kaupapa whānui, kaupapa whāiti and desired learning outcomes. Mokopuna learning and progress is captured in kōnae mokopuna and mātai i te katoa o te mokopuna. These contain useful information about individual mokopuna learning, progress and development overtime. Mokopuna benefit from the implementation of collaborative kaimahi practices. 

Whānau adequately oversee certain aspects of their kōhanga reo operations. The tūtohinga defines processes and sets out a planned approach and direction for whānau. Hui minutes are detailed and provide insightful information. Health and safety policies and procedures reflect relevant legislation. The strategic plan draws insights from Te Ara Tūāpae. Long term priorities encompass whānau aspirations for their mokopuna. An action plan monitors the progress of goals and ensures sustainability. Personnel matters are managed with employment documentation encompassing individual employment agreements, detailed position descriptions and verified kaimahi safety checks. The annual plan is well organised, listing operational tasks and their scheduled completion timelines. Mokopuna are at the centre of collective whānau whakahaere practices. 

Key Next Steps

Programme evaluation is developing. Kaimahi hold regular hui to discuss the learning programme. The next steps are to reflect and document what the successes were, what didn’t work and what needs to happen to improve the quality of the programme. Mokopuna would benefit as kaimahi learn skills and knowledge about improving the quality of the learning programme.

Earthquake and fire drills have not been practised. Whānau must ensure requirements for earthquake evacuation drills are carried out and recorded. Mokopuna safety is paramount. 

Health and safety registers require attention. During the review, health and safety registers for monitoring sleep, accidents, excursions and medication were unavailable. Mokopuna health and safety is potentially compromised.

Kaimahi appraisals have not been completed. It is important whānau implement a process for appraisal to support kaimahi to identify professional development relevant to their work. Mokopuna would benefit from increasing kaimahi knowledge and skills. 

Whānau and kaimahi shared their understanding of the Children’s Act 2014 is limited. While there is a policy for Child Protection in place, a more in-depth understanding of the procedures is needed. ERO agree that whānau and kaimahi engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the Act and prioritising mokopuna safety and wellbeing.  Mokopuna are further benefited when their safety and wellbeing is prioritised. 

Whānau shared that they have been exploring options for the past decade to build a new whare on their whenua. They highlight this initiative aims to create an environment for all tamariki that will nurture and inspire their development. ERO supports this as a next step and encourage whānau to continue to work in collaboration with the district tari-ā-rohe for support in this venture.

5 Kōhanga Whānau Assurance on Legal Requirements

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure adults providing education and care are familiar with relevant emergency earthquake and fire drills and carry these out with children on an at least three-monthly basis

  • ensure correct documentation for recording children’s sleep times, accidents, excursions and administering medication is kept

  • ensure whānau take all reasonable steps to implement a regular system of appraisal that provide staff opportunities to engage in professional development opportunities, and resources.

1 Context

Te Kōhanga Reo o Rangaunu is in Awanui, next to Waimanoni marae. Most whānau share whakapapa connections to each other and Ngai Takoto. Whānau members declare a long history of their whānau attending the kōhanga reo. They also share aspirations for their children to fill key roles at their marae.

2 The Evaluation Findings

How well do children show connections in their kōhanga reo?

Children enjoy exploring connections in their kōhanga reo environment alongside their whānau.

Ngā Taumata Whakahirahira

Children experience opportunities to use te reo Māori. Kaimahi use te reo Māori, ask questions to extend children’s thinking, use body language and simple and familiar phrases with children. Babies mimic words and tuakana contribute to conversations in te reo Māori. Kaumatua provide formal examples of spoken language. Children are developing an awareness of te reo Māori.

Children experience caring and responsive interactions. Whānau confirm their children love to go to kōhanga reo. Kaimahi use manaaki ki te tangata in all interactions. They speak to children in gentle tones, they attend to children when they need, and they play with them. Children respond well to these strategies. They express aroha and manaaki to each other. Tikanga that children learn helps to maintain an environment that is peaceful and respectful. Children are settled in their kōhanga reo environment.

Whānau teach their children waiata of Ngai Takoto. Children show confidence and enthusiasm when expressing themselves through waiata. They sing Te iti Pioke with actions, pūkana, swinging hips and proud haka stances. Whānau attend and contribute to kaupapa at Waimanoni marae. Children participate alongside their whānau at the marae events, including tangihanga. Children are developing a greater awareness about the wider whānau, marae and iwi environment. Children show confidence in their role as tangata whenua.

Children explore their environment. Kaimahi provide opportunities for children to move freely around the kōhanga reo. They play inside or outside. Children choose their activity for play. Whānau engage community specialists to support children’s learning. This includes external providers that teach children about hākinakina games and healthy kai and drinks. Formal learning is designed to teach children about ngā atua Māori. Kaimahi relate all learning to atua Māori and te ao Māori. Children learn whakapapa, karakia, mahi and tikanga for each atua. They make connections to their world and te ao Māori. Children show they enjoy their learning.

Planning and Evaluation

Whānau are decision makers. They attend regular hui. Written reports are tabled at monthly hui. These include kaiako, chairman and administration. The detailed reporting gives whānau the foundations to make informed decisions. Whānau also contribute to the kōhanga reo at working bees and whānau āwhi. They enjoy being able to support their children’s learning.

Key Next Steps

The whānau has identified key next steps for themselves that will enhance whanau whakahaere. These include the review of the tūtohinga, policies and procedures and planning for specific goals in their strategic plan. Although whānau have begun the appraisal cycle, this is incomplete. Kaimahi are not well supported to strengthen their practise and promote positive outcomes for children.

Emergency evacuation drills are not regularly practiced. There is a need for whānau to ensure the safety of children and kaimahi during any possible emergency. Regular evacuation drills and procedures need to be practiced and recorded every three months.

Whilst planning is in place for the older children, there is limited planning or provision for babies and teina. There is a need to identify activities and learning for all age groups to provide detail for children’s learning.

Kaimahi have identified assessment and evaluation as areas of improvement. There are examples of well-presented profile books that show what children are learning. This is not the same for all age groups. A shared understanding of what assessment will look like in the kōhanga reo is needed.

Kaimahi discuss planning, assessment and evaluation at staff hui. Although kaimahi talk about ways to improve the learning programme they want to embed a more robust, regular cycle of programme evaluation. Children will benefit from focused, regular programme evaluation.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • adults providing education and care are familiar with relevant emergency drills, carry these out with children and maintain records of these, on an at least three-monthly basis, and have evidence of how evaluation of the drills has informed the annual review of the service’s emergency plan.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • the whānau access local TKRNT to assist kaimahi to develop effective Te Whāriki planning, assessment and evaluation practice standards for learners and their whānau, and
  • the whānau access local TKRNT advice and guidance, as they work to strengthen and review key next steps for whānau whakahaere, including tūtohinga review, internal evaluation and strategic planning.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Rangaunu will be in three years.

Te Kōhanga Reo o Rangaunu is in the township of Rangaunu. Children are comfortable and confident in their kōhanga reo environment to explore and discover through te reo Māori with their whānau. Children are well supported to learn te reo Māori. 

The next ERO review of Te Kōhanga Reo o Rangaunu will be in three years.

1 Context

‘He iti marangai, tū ana te pāhukahuka He iti pioke nō Rangaunu He au tōna’

Te Kōhanga Reo o Rangaunu is near Te Marae o Waimanoni in Rangaunu. Whānau from Kaitaia send their children to this kōhanga reo to learn the language, stories and tikanga of their hapū and iwi. The long standing kuia-kaiako provides support to the children and whānau to learn te reo Māori.

2 The Review Findings

How well do our children use te reo Māori to express who they are?

Children express themselves with growing confidence in te reo Māori.

Ngā Taumata Whakahirahira

Children explore te reo Māori in fun and memorable ways. Visual aids, resources, games and waiata are used to enhance children’s learning and exploration of the language. Older children confidently have conversations in te reo Māori with adults. Children participate in activities and experiences that reinforce local mita, history and whakapapa. Children are familiar with te reo Māori used for various occasions. Kaimahi promote and include local traditions to enhance te reo Māori learning. Children enjoy learning at kōhanga reo.

Children show growing awareness and respect for their physical and natural surroundings. They enjoy regular conversations with whānau about atua Māori and their place in te ao Māori and the wider world. Children participate and lead karakia for different situations. Tikanga is reinforced in daily routines, kaupapa mahi and regular visits to the local marae. Children are settled at kōhanga reo.

Children experience values of manaaki, aroha and whanaungatanga. They observe whānau being greeted warmly on arrival at kōhanga reo. The kohanga reo environment is well maintained, organised and designed to meet the interests of the children. Kaimahi role model respect when interacting with others. Children have meaningful interactions and relationships with their peers and adults. The older children understand their roles as tuākana to the babies and interact with care. Individuals are regularly praised for their efforts and achievements. Children’s wellbeing is a priority.

Children participate in well planned learning programmes. They explore te ao Māori in ways that excite, challenge and stimulate their thinking and language capabilities. Kaimahi adapt language and learning to suit the different age groups and children’s changing interests and needs. Strong reflective practice by kaimahi drives a highly adaptive and responsive programme for children. The kuia and kaimahi effectively monitor and report on how well programmes, provisions and practices impact on the holistic development and learning outcomes for all children. Mātai mokopuna are well developed. Parents have valuable information about their children’s language learning journey and experiences across Ngā Taumata Whakahirahira. Children benefit from a programme that caters to their needs.

The kōhanga reo is well managed for children. The long standing kuia-kaiako guides the whānau to learn about management of the kōhanga reo. Regular whānau hui reflect a shared approach where whānau members are encouraged to contribute to management decisions. There is detailed reporting on how well children are progressing with te reo Māori. These reports provide valuable information to whānau about how well Te Whāriki is managed to support children’s growth as learners. Children are at the heart of kōhanga reo decision making.

Key Next Steps

Whānau report that they enrol their children so that they can develop the confidence and ability to express themselves in te reo Māori. However, ERO has identified key next steps with te reo Māori that will broaden and enhance these outcomes for their children. These include a planned and targeted strategy to support whānau to speak te reo Māori, and whānau induction to reinforce and prioritise te reo Māori beyond kōhanga reo.

The kōhanga reo charter has not been reviewed for some time. The charter contains all policies and guidelines for practice. There are a number of procedures particularly with health and safety that don’t provide sufficient guidelines for consistency of practice and to reflect practice standards that are outlined in the licensing criteria for Te Kōhanga Reo.

Whānau planned strategic goals are yet to be regularly reported on. Regular and targeted reporting better positions the kōhanga reo for annual monitoring and review of overall goals, objectives and performance. Reporting on whanau growth in te reo Māori each year should support their key next step regarding a te reo Māori strategy.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Whānau give priority to the key next steps identified in this ERO report that highlight the urgency for building whānau te reo Māori capacity and knowledge of the kōhanga reo kaupapa.
