1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi. 

2 Context 

Te Kōhanga Reo o Te Roopu Whānau is in Kaitaia, Northland. Whānau have strong whakapapa links to Muriwhenua and Te Rarawa. The kōhanga reo has celebrated 40 years of operation. Their collective priority is to continue to develop and enhance te reo Māori me ngā tikanga Māori for mokopuna.

The ERO Mana Whakahaere review in February 2024 found that whānau had established processes and systems that contributed to positive outcomes for mokopuna. Mokopuna overall development and care guided whānau decision making.

3 Evaluation Focus

How well do mokopuna express their understanding of te tāmokotanga o ngā tīpuna?

Mokopuna experience learning that nurtures and promotes their identity. 

4 Findings

Mokopuna are provided positive experiences where te reo Māori and tikanga Māori are highly valued. Kaimahi use effective strategies to enhance mokopuna language development through both formal and informal learning situations. This has resulted in older mokopuna having simple conversations with kaimahi while teina are able to communicate their understanding through body language. The principles and valuable concepts of tauwhirotānga, mākohakoha and aumārire are integral to all interactions between peers, kaimahi and others. Kaimahi understand their mokopuna well and actively work to accommodate their unique needs. 

Mokopuna are surrounded by affectionate care from their kuia, kaumatua, kaimahi, whānau and others. Tuākana assist their teina and model values of ngākau māhaki, rangimārie and māiatanga. Kuia and kaumatua offer valued guidance and leadership, ensuring mokopuna are included in pōwhiri. Mokopuna observe ngā tikanga me ngā kawa in action and act appropriately during these times. Mokopuna eagerly participate in fun, innovative and enjoyable activities. Kaimahi frequently celebrate and recognise mokopuna for their successes. Mokopuna are settled and content learners. 

The daily routine provides stability and consistency for mokopuna. Both indoor and outdoor environments are vibrant, imaginative and well organised to support collaborative and independent learning. Mokopuna enjoy exploration, creativity and curiosity while engaging with a variety of resources that challenge their senses and ideas. Mokopuna benefit from learning that nurtures their mana, wairua and mauri.

Whānau have established processes for regular policy and procedure review. Core health and safety policies and procedures are aligned to relevant legislation and assure mokopuna wellbeing is prioritised. Regular earthquake drills are conducted and documented to ensure preparedness for emergencies. Personnel matters are well managed. Kaimahi individual employment agreements are clear, detailed and align to legislation. Position descriptions provide clarity of kaimahi expected competencies. Additionally, kaimahi safety checks are verified and complete. Self-appraisals contribute to kaimahi growth and development. Mokopuna learning and overall wellbeing are promoted through efficient whānau whakahaere practices. 

Key Next Steps

Programme evaluation practices can be strengthened. Although kaimahi meet to discuss the learning programme, it is now time for kaimahi to formalise and document these discussions. Mokopuna benefit from increasing kaimahi knowledge and skills to use programme evaluation for ongoing improvement.

5 Kōhanga Whānau Assurance on Legal Requirements

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommend that whānau and kaimahi continue to work alongside the Tari-a-Rohe for support with programme evaluation.

How well do whānau processes and systems support positive outcomes for mokopuna?

Whānau processes and systems cater to the interests of mokopuna.

4 Findings - Mana Whakahaere

Whānau have processes and systems to manage the routine tasks of kōhanga reo operations. Hui ā whānau are held and attended. Discussions include reporting across aspects of management and operations. Health and Safety registers are prioritised to ensure mokopuna wellbeing. Mokopuna are at the centre of whānau decision making. 

The whānau strategic plan is informed by Te Ara Tūāpae and provides clear direction for future prosperity. Long term priorities include a focus on growing te reo Māori, increasing whānau participation and expanding facilities. An annual plan supports whānau to complete and monitor administrative tasks in a timely manner. Mokopuna potential is at the heart of long-term planning.

Kaimahi have established processes for planning and assessment. They come together to design a range of learning experiences that incorporate the aspirations of whānau. The mahere ako is aligned with the principles of Te Whāriki a Te Kōhanga Reo and details clear objectives and outcomes for mokopuna. Planning is in place and integrates a variety of activities and resources to reinforce learning. Kaimahi utilize Te Mātai Mokopuna to monitor the growth and development of mokopuna overtime. Key Next Steps

At the time of the Mana Whakahaere review, the whānau acknowledged the need to strengthen policy review. They have agreed to supply reviewed and ratified key health and safety policies and procedures during ERO’s onsite review. Mokopuna would benefit from focused approaches. 

Programme evaluation requires strengthening. While kaimahi discuss the daily running of the kōhanga reo, conversations about what is working well and what can be changed to enhance the quality of the learning programme are not being recorded. Mokopuna would benefit from approaches that inform ongoing improvement. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis.

ERO developed the following recommendations that whānau:

1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Roopu Whānau is in Kaitaia. The whānau have strong links to Te Rarawa and their local Marae. Several kaimahi are new to their roles, since ERO’s previous evaluation.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna demonstrate whanaungatanga well in an environment that supports their connections to each other.

4 Findings

Mokopuna are immersed in te reo me ōna tikanga Māori as part of their kōhanga learning experience. Mokopuna display and experience whanaungatanga through their relationships, interactions, and connections with whānau. There are opportunities for mokopuna to lead karakia and waiata during pōwhiri. Kuia and kaumatua provide authentic local te reo Māori. Mokopuna enthusiastically engage in a flexible learning programme that encourage respectful interactions with peers and adults.

Kaimahi consider the differing interests and needs of mokopuna to inform programme planning.  Kaimahi detail kaupapa whānui and kaupapa whāiti in their planning, including Atua Māori. Planning includes whānau input and is supported by local expertise. Planning, links to Te Korowai and Te Whāriki o Ngā Kōhanga Reo. Mokopuna experience a programme that stimulates their interests and engagement.

Mokopuna engagement, progress and learning are shared with whānau through their individual portfolios. The new team of kaimahi continue to build their understandings of effective assessment practice. Mokopuna benefit from a learning programme that enhances their holistic development.

Kaimahi regularly reflect on and discuss mokopuna interests and progress. They know mokopuna well and adapt learning experiences and activities daily to respond to their current interests or needs. Formalised programme evaluation is not yet in place. Kaimahi should be better positioned to cater for and extend mokopuna learning and reo Māori development when they know what aspects of the programme are working well for mokopuna and their whānau, and where further improvements are needed.

Mokopuna benefit from whānau whakahaere decisions to resource the kōhanga well. However, aspects of operation require improvement to be assured mokopuna are learning in a safe physical environment. Review of policies, procedures and practices related to health and safety have lapsed in recent years and require urgent attention. In addition, practices related to supporting kaimahi professional development and growth are not robust. 

Key Next Steps

Kaimahi with support from district managers should:

  • develop and implement a rigorous programme evaluation process.
  • establish and implement a process to review health and safety policies and procedures, and a system to know practice reflects expectations.
  • develop and implement a rigorous appraisal process that responds to the individual needs of kaimahi and supports them to achieve their goals, and the goals and aspirations held by whānau for mokopuna.

3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

Te Kōhanga Reo o Te Roopu Whānau is in Kaitaia. Whanaungatanga underpins relationships for children and effectively supports their learning. The kōhanga reo whānau understand there are key priorities for development to enhance the management of the kōhanga reo that will benefit children and their whanau.

The next ERO review of Te Kōhanga Reo o Te Roopū Whānau will be in three years.

1  Context

Te Kōhanga Reo o Te Roopu Whānau is in Kaitaia. Most children and whānau come from the local community. Parents and grandparents are keen to be actively involved in their children’s time at kōhanga reo.

2  The Review Findings

How well do children express whanaungatanga?

Children express whanaungatanga well. Infants and toddlers are immersed in a nurturing whānau learning environment.

Ngā Taumata Whakahirahira

Children learn te reo Māori alongside their whānau. Kaiako use a range of effective language strategies such as prompts, modelling and questions to support children to communicate in te reo Māori. Children learn new kupu, phrases and sentences and share these with their whānau. Kaimahi talk to children as they work and ask questions to encourage responses in te reo Māori. Children have opportunities to hear the language used in formal settings such as hui on the marae. They show respect for and an understanding of tikanga for different purposes. Children are well supported as developing speakers of te reo Māori.

Children are embraced in whanaungatanga. They experience positive, caring and respectful relationships with adults and other children. Unsettled children are redirected with affection and care. Older children are eager and well supported to fulfil expectations of them. Children are keen to show their ability to lead activities. Adults often praise and encourage children’s efforts and achievements. Children are happy and settled at kōhanga reo.

Children participate in a colourful, vibrant and well organised learning environment. They learn to work on their own and with others. Children enjoy well supervised and energetic play outdoors. Babies have a designated area where they can investigate their environment and resources. Individual children use their imagination throughout play activities. The learning programme is thoughtfully planned to meet the broad range of needs and interests of the children. Children are confident learners.

Children are aware of the natural and physical environment. There are frequent opportunities for children to make connections to their environment through maara kai activities and trips to the moana and ngahere. Children learn te reo Māori me ngā tikanga relating to these contexts. They identify atua Māori responsible for different realms and how they relate to the world around them. Children are developing an appreciation and respect for the natural, physical and spiritual worlds. 

Planning and Evaluation

The kōhanga reo is adequately managed by whānau in the interests of children. Whānau hui are regularly held to report on and monitor the monthly performance of most areas of the kōhanga reo. Kaimahi are well supported in all aspects of their employment including professional development. Appraisal of kaimahi has begun for this year. Whānau members are keen for continual growth and improvement of the kōhanga reo kaupapa for all. Whānau and kaimahi maintain positive relationships across all areas of operations. Children benefit from a well managed kōhanga reo.

Programme planning supports children’s learning. Plans are displayed and visible to whānau and kaiako. Whānau have a strong interest in their children’s learning at kōhanga reo. They contribute ideas and support to planning. Activities and learning experiences are based on authentic iwi contexts,Te Whāriki and relationships. Plans are a good guide for kaiako to support children and their learning. Children’s interests are included in planning.

Key Next Steps

Assessment practice and information is limited. Children’s portfolios are yet to show more information across Ngā Taumata Whakahirahira. It is not clear how children’s emerging and developing language is used and expressed at kōhanga reo. Children’s learning and development is not well monitored.

Programme evaluation is still developing. Learning experiences for groups and individuals are not reviewed to determine productive outcomes for children. Kaimahi agree there is a need to strengthen programme evaluation to focus on what works well and what can be improved. They also acknowledge that reporting to whānau at monthly hui does not currently include documented and well considered information about the learning programmes, and outcomes for children.

Reporting to whānau across all areas of kōhanga reo operations is weak  . Whānau are not well informed on all health, safety and property maintenance records, and the tutohinga policies and procedures. There is little information to show is how much progress is being made with planned short and long term goals. Whānau members recognise that internal review and reporting practices need strengthening in order to better monitor all areas of management and operations.

3  Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. ERO identified the following area of non-compliance which must be addressed. The service provider must ensure that:

3.1   adults providing education and care for children are familiar with relevant emergency drills, regularly carry these out with the children and record this information.

4  Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • strengthen and raise the quality of internal evaluation for all areas of the kōhanga reo and use this information to report to whānau regularly on the performance of all areas of the kohanga reo, including priorities planned in the strategic plan.
