The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
Te Kōhanga Reo o Te Ohaki is based on the grounds of Roma Marae, Ahipara. Since the previous ERO report in 2020, the kōhanga reo roll has increased.
Mokopuna are developing and understanding of tikanga Māori and growing in their confidence as speakers of te reo Māori.
Mokopuna learn te reo and tikanga Māori in a supportive environment. Kaimahi model whanaungatanga and aroha for mokopuna. In return, mokopuna demonstrate the same in their interactions with their peers. Kaimahi ensure that mokopuna are provided with opportunities to participate in, and lead aspects of their learning. Mokopuna are provided opportunities to make their own decisions about leading their own learning. Digital media platforms and waiata are used to encourage mokopuna to engage in and strengthen their language use. They use te reo Māori in a range of settings. Mokopuna are developing as speakers of te reo, as they follow and engage in tikanga Māori within their whare kōhanga reo.
Planning and assessment practices are in place. Planning is collaborative and guided by Te Whāriki a Te Kōhanga Reo. Term plans cover a range of topics and promotes a range of learning experiences for mokopuna. Kaupapa whānui, whāiti and whāinga are identified to guide the implementation of planned activities. Kōnae promotes and displays mokopuna identity for whānau. Displays include pepeha, waiata, mahi toi and a range of individual and group learning stories. Mātai mokopuna are used to assess mokopuna holistic progress. Mokopuna learning is nurtured by collective kaimahi approaches to supporting mokopuna identity and progress.
Whanaungatanga underpins how whānau manage the operations of the kōhanga reo. They are committed to ensure mokopuna learn in a safe and fun learning environment. Personnel files are in place and self-appraisals have been completed by kaimahi. Whānau plan for succession by supporting kaimahi to engage in professional development opportunities that strengthen their understanding of te kaupapa a Te Kōhanga Reo. Mokopuna are the focus of whānau decision making.
Programme evaluation practices require strengthening. Aspects of programme evaluation are carried out however, it is now time to plan and implement improvements to lift the quality of the programme. Mokopuna learning will be enhanced through improvement focused practices.
The kōhanga reo whānau have identified that a process for self-review needs to be established. These include a review of the tūtohinga, a review process for policies and procedures, strengthening their understanding of the Tiaki Mokopuna policy regarding kaimahi and whānau roles and responsibilities in the kōhanga reo. ERO supports whānau to further prioritise mokopuna health, safety and wellbeing.
The strategic plan requires completing. An action plan is needed to ensure strategic goals are met and progress is being monitored. Mokopuna thrive when long term goals are planned for and considered.
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements. To address the following area of non-compliance, whānau must:

Te Kōhanga Reo o Te Ōhaki is based on Roma marae, Ahipara, in the far north. Since the previous ERO report, 2016, there has been changes in kaimahi and whānau. The review was conducted when the whānau were in the early stages of managing these changes. The local Te Kōhanga Reo National Trust (TKRNT) has responded with support and guidance to whānau to work through key priorities for growth.
Children show enjoyment in learning their connections to the community of Ahipara.
Children have rich marae-based learning experiences. They are familiar with tikanga and kawa of the marae. Children frequently participate with whānau at events held on the marae. They see the tangata whenua roles carried out by their whānau. They promote waiata and karakia that includes whakapapa and history about the whenua. There are planned learning experiences in Ahipara, including to Tangaroa. Children have strong connections to the marae.
Children learn te reo Māori through exploration. Planned activities are based on the needs and interests of children. They show a strong preference to explore the outdoors and follow their interests. Kaimahi use te reo Māori alongside children as they explore. Kaimahi recognise moments of high interest to children and use these times to extend and challenge children’s use and knowledge of the language including wā kai and self-directed play. Activities on the marae expose children to hear the language of the rohe. Children’s language development is stimulated.
Children learn about the importance of manaaki and tiaki. Daily mihimihi and pepeha affirm children’s place within the whānau, hapū and iwi. Children support their peers with waiata tautoko. Respectful and caring relationships are formed amongst children. They show aroha and manaaki towards each other throughout the day. Kaimahi facilitate all learning activities in ways that foster sharing, consideration and rangimārie with each other. Children are caring and loving.
Children’s learning and care is an ongoing focus of whānau. Despite significant change, parents have stepped into key roles and responsibilities. Members are well guided by their tūtohinga that sets out clear practices for managing the kōhanga reo. Systems are in place to guide daily operations. Administration records are well organised. Regular whānau hui are held with good whānau attendance. Tabled reports include administration, chairperson, kaiako, waka, finance, purapura, and health and safety. Most areas of the kōhanga reo are monitored well for children. Whānau uphold the charter values, tikanga and kawa in the way they manage the kōhanga reo through this time of change. They are focused on quality care and learning for children.
Whānau are managing the curriculum of Te Whāriki for children. Te Whāriki plans focus on learning through exploration and making connections to the local and wider kōhanga reo environment. Regular haerenga are planned to extend children’s learning of planned kaupapa. Weekly, daily organisation, term plans and a mahere a tau are in place to guide delivery. Connections for children are planned and varied.
The whānau has identified priorities to manage change and grow the kōhanga reo. TKRNT district has been working with the whānau on these priorities. These include the recruitment of another qualified kaiako and building the professional capacity of existing kaimahi. Plans are in place for the beginning of next year.
A recent whānau hui has highlighted key priorities for development next year. These include the review of strategic planning, the tūtohinga and te korowai. This will support the whānau well as they take on new roles and responsibilities.
ERO has identified a strategic priority for whānau to increase their te reo Māori capacity to enhance language development for children.

Te Kōhanga Reo o Te Ohaki is on Roma Marae, inland from Ahipara in the Far North. Children and whānau have close whakapapa, community and marae links to each other. ERO are pleased to report that children are developing a range of te reo Māori skills to express themselves.

Te Kōhanga Reo o Te Ohaki is on Roma Marae, inland from Ahipara in the Far North. The whānau has a clear shared vision for the future. They want their children to develop and maintain a strong sense of belonging and identity to sustain them in all that they achieve into the future.
Children are developing a range of skills to express themselves in te reo Māori.
Children are confident in their kōhanga reo and marae setting. They explore the marae environment with confidence. The marae supports them to learn about their local history and whakapapa. The whānau and kaimahi model marae protocols and customs at the kōhanga reo. Boys are emerging as confident kaikorero. They lead aspects of the learning programme including karakia and mihimihi. Adults support the older girls in karanga. Tuakana support their teina to also learn these roles. Children learn the specific vocabulary and dialect of their local iwi. Children are well supported as developing speakers of te reo Māori. Children have a strong sense of belonging.
Children learn in a nurturing whānau environment. They experience tauawhi, manaaki and aroha. Relationships between children and with adults are caring and respectful. Children learn about the importance of relationships and whakapapa connections to each other. Adults support children to learn and use karakia and tikanga respectfully. They acknowledge children’s efforts and achievements. Kaimahi provide opportunities for children to learn in groups or on their own. Children communicate their ideas and feelings with confidence. Children are happy.
Children’s learning is enhanced and extended through a broad range of experiences. The whānau learning programme includes plans for children to visit and interact with the natural environment including the moana, the ngahere and the awa. Babies have their own learning space to explore and experiment with resources and activities specific to their age and development. Children are developing as curious learners.
The whānau has sound systems and processes to manage the kōhanga reo. They are relatively new but work well together to build their capacity to ensure positive results for children. Whānau are well informed of kōhanga reo activities and events. They regularly contribute to decision making regarding children’s learning. The whānau use Te Ara Tuapae to measure their progress against their own strategic goals including strengthening te reo Māori, whānau participation and kaimahi appointments. Children benefit from a well-managed kōhanga reo.
Programme planning is well established. Planning is based on Te Whāriki and provides good direction for kaimahi when working across groups and implementing kaupapa mahi. Kaupapa mahi for children focus on local histories, landmarks and contexts. Babies have their own programme focussed on communication and physical development. The kaiako matua provides good support to the younger kaimahi to learn about planning. The planning framework is displayed for parents to see and contribute to. Children’s interests and capabilities are central to planning.
Assessment is still developing. Portfolios are attractive and well displayed. Kaimahi collect samples of children’s work and artwork. Photos are used to show children at work and at play. Kaimahi make notes through observations to show what children learn and how they interact with others. Children’s learning is monitored.
Regular monitoring of the environment to ensure children’s safety during play
Review the use of space in the kōhanga to include purposeful learning for group and kaupapa mahi
Ensure appraisals are completed annually for staff
Identify ways to assess progress kaimahi are making to learn te reo Māori
Raising the level of evaluation and reporting to whānau about key areas of the programme and practices.
During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:
emotional safety (including positive guidance and child protection)
physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO and the Kōhanga Reo whānau developed the following recommendations:
Increase the focus in children’s portfolio’s on children’s progress in te reo Māori, tikanga Māori and kaupapa Māori
Document key priorities and develop plans to monitor progress towards meeting the goals.
