3 Evaluation Focus

How well do mokopuna demonstrate their understanding of kaitiakitanga? 

Mokopuna demonstrate kaitiakitanga in their connections with Te Taiao o Whirinaki.

4 Findings

Mokopuna are learning the fundamentals of care and consideration for their environment. They are encouraged to explore the world around them. Whānau model kaitiaki roles as they tend to and care for their whenuaA well-structured learning programme provides a range of opportunities for mokopuna to learn about Te Taiao o Whirinaki and associated kaitiaki. This includes learning about the domains and attributes of atua Māori through karakia, hīmene, waiata tawhito, hikoi and mahi toi. Hohou te rongo settles mokopuna so they can engage in learning. Ngā ture o te kōhanga reinforces tikanga as mokopuna transition across the whāriki. Mokopuna enjoy kēmu, kori tinana, interactive waiata and experimenting with different movements. They demonstrate independence and physical awareness in their learning environment. Mokopuna show respect and responsibility for their natural and physical resources. 

Mokopuna are well immersed in learning that fosters their culture, tikanga and kawa. Kaimahi encourage and support mokopuna to learn about their identity and connections to iwi and hapū. Mokopuna observe and participate in Ngāpuhi kawa and tikanga during pōwhiri. Mokopuna are active participants in waiata tautoko and show manaakitanga to manuhiri. Kaimahi promote whānau, iwi and hapū values and learning activities are genuine, natural and meaningful. Mokopuna show pride in their achievements and willingly express their thoughts, ideas, joy and enthusiasm, as they learn and play. Regular praise and positive strategies promote mokopuna confidence and leadership. Mokopuna show they are developing iwi values as they engage in learning with others. 

Mokopuna are exposed to te mita o Ngāpuhi. Kaimahi are competent speakers of te reo Māori and regularly model te mita o Ngāpuhi. Mokopuna language acquisition is supported through a range of effective strategies such as prompts, repetition and modelling. Older mokopuna clearly articulate their understanding and respond to well questions, while pēpi mimic their kaiako and tuākana. Tuākana lead mihimihi and recite their pepeha with a level of confidence. Mokopuna are developing as speakers and learners of te reo Māori

Processes for planning, assessment and programme evaluation are in place. Te Whāriki a Te Kōhanga Reo is the foundation of all planningAll activities in the plan are linked directly to kaupapa ako. Mokopuna assessments are focused on whakapapa and identifies mokopuna learning overtime. These are captured and shared with whānau in mokopuna portfolios. Kaimahi regularly reflect on improvements to the learning programme in their weekly hui. They are dedicated to ensuring mokopuna learning is prioritised. Mokopuna enjoy learning that is well managed.   

Whānau are actively engaged in decision making and key whānau whakahaere responsibilities have been delegated to whānau members. Komiti members are learning how to support whānau and kaimah as part of their roles. Regular reporting across areas of operations is presented at monthly hui including the monitoring of personnel, financials, strategic and annual plans. Strong communication and transparency ensure whānau are positioned well for future development and growth. Mokopuna benefit from sound whānau whakahaere practices. 

Key Next Steps

There are aspects of health and safety management that can be strengthened. Whānau have acknowledged that their tūtohinga needs to be reviewed, they are currently planning for and completing this review. 

The review and implementation of the Children’s Act 2014 requires attention. This includes the review of current language and references in all policies and specifically the Children’s Act 2014. It is also important to build further understanding of the implications of the Children’s Act 2014 for kaimahi and whānau practice. Mokopuna benefit when health and safety is prioritised.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Action for compliance:

During the evaluation, it was identified that the whānau must:

  • ensure a process for the prevention of child abuse is implemented, and a procedure for responding to suspected child abuse is followed when required.

6 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations that whānau:

  • review Te tūtohinga 
  • access support from the purapura and the Tari-ā-Rohe to support understanding and implementation of Children’s Act 2014 for kaimahi and whānau.

1 Context

Te Kohanga Reo o Whirinaki is located in Whirinaki near the Hokianga harbour in Northland. The kōhanga reo is based on the same site as Te Kura Kaupapa Māori o Te Tonga o Hokianga. Kuia and kaumātua provide tikanga and guidance for the kōhanga reo. The purapura provides professional learning and development for kaimahi, support and whakawhanaungatanga.

2 The Evaluation Findings

How well do children interact with others?

Children’s interactions with others are meaningful and caring.

Ngā Taumata Whakahirahira

Children have caring relationships with others. Kaimahi interactions with children are loving. In return, children show manaaki and aroha for others. Tuākana tēina relationships are nurtured. The older children are considerate in their interactions with their tēina. Kaiako are softly spoken in their communication with children. Children are calm in their responses to kaimahi and their peers. Kaimahi are attentive to the physical and emotional needs of babies in the kōhanga reo and respond appropriately to those. Kaimahi interactions with babies affirm and encourage them to feel they are protected and safe. Children appear secure.

Children participate in learning where their identity is nurtured. Kaimahi ensure children participate in pōwhiri and whakatau. Older girls are encouraged to perform the karanga to visitors into their kōhanga reo. Children sing mōteatea and waiata tautoko following whaikōrero. They are open and friendly with visitors. Children observe kaimahi as they carry out their duties as tangata whenua on the marae. Kaimahi support children to understand how they connect through whakapapa to each other. They share their pepeha willingly with others. Children are developing an understanding of who they are and where they are from.

Children are supported to learn te reo Māori. Kaimahi draw on language strategies such as modelling and repetition to grow children’s knowledge and use of te reo Māori. Children engage in formal learning where they come to understand different language structures. These include karakia, mihimihi, himene, mōteatea and reciting their pepeha. Children understand instructions and respond appropriately. They can make connections between the spoken word and pictures. Babies happily communicate their understanding of te reo Māori through their facial expressions and body language. Children are developing as Māori language speakers.

Children explore their natural and physical environments. The outdoor area is spacious with appropriate resources and areas to move and explore. Children are encouraged by kaimahi to grow seedlings and transplant those into the garden. A well-maintained vegetable and herb garden enable children to freely wander – touching, smelling and tasting the kai. Children regularly explore the moana, forest and local landmarks. Children are learning about their roles as kaitiaki. The indoor area attractively displays children’s art. Resources are well organised and readily available. Children are enthusiastic learners.

Planning and Evaluation

Kaimahi have processes in place for programme planning. Planning content focuses on local knowledge of Hokianga, Ngātokimatawhaorua, Matawhaorua and Mamari. Kaimahi plan for specific age groups of children as well as whole group learning. Planning is reflected in the implementation of the learning programme.

The whānau manage the business of the kōhanga reo well. They work well together and support each other in their roles. The newly-appointed chairperson is a graduate of the kōhanga reo who promotes the kaupapa of kōhanga reo. Several whānau members are graduates of this kōhanga reo. They are active participants in the everyday life of the kōhanga reo. The charter has been reviewed and updated. The strategic plan includes long-term priorities and provides clear directions for the whānau. The annual plan supports smooth operations across the kōhanga reo. Personnel files are all up-to-date and well documented. Drills and registers are all well monitored and tracked. The whānau are focused on ongoing improvement in the kōhanga reo.

Key Next Steps

Assessment of children’s learning requires strengthening. The whānau and kaimahi are seeking ways to consolidate assessment practice to track and reflect children’s learning and progress over time.

Programme evaluation needs to be reviewed. While kaimahi meet regularly to discuss the learning programme, it is difficult to monitor what changes and improvements have been made to the learning programme. It is time for the whānau and kaimahi to consider processes that better support them to evaluate the effectiveness of the learning programme.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Strengthen assessment practices

  • Review and establish a process for programme evaluation.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Whirinaki will be in three years.

1 Context

Te Kōhanga Reo o Whirinaki is in Whirinaki near the Hokianga Harbour in Northland. There are three marae and a kura kaupapa Māori in the community. The hapū is Te Hikutū and the iwi is Ngāpuhi.

The kōhanga reo is well supported by kaumātua, whānau, children and kaimahi of the local kura kaupapa Māori. The kaiako has been in the kōhanga reo for many years and brings consistency and stability to the kōhanga reo.

2 The Review Findings

How well do children show they are confident learners?

Children are confident learners who interact well with others.

Ngā Taumata Whakahirahira

Children enjoy an environment where their play is valued as meaningful learning. They actively explore their physical environments. Children gain confidence to think, reason and problem solve through formal and informal learning situations. Children are competent learners.

Children are learning to communicate in te reo Māori. They make connections between phrases in te reo Māori and situations. They recite karakia and pepehā, sing hīmene and waiata. Kaimahi use appropriate strategies to support children’s language development. Children confidently use te reo Māori in kōhanga reo.

Children have supportive and meaningful relationships with others. Whanaungatanga is the foundation for these relationships. The older children support the younger children. Most children understand the expectations for welcoming manuhiri. Children learn through genuine and respectful relationships and interactions.

Children have a place where they are valued, happy, safe and secure in their learning. The learning programme is well organised and managed. The environment offers many opportunities for children to develop skills and knowledge. 

Planning and Evaluation

Planning and assessment processes are comprehensive and detailed. Programme content including resourcing and learning outcomes are clearly identified. Assessment information updates whānau on their children’s learning.

The charter outlines clear expectations for whānau involvement in kōhanga reo operations. There are clear, comprehensive and detailed policies and procedures to guide whanau to manage the kōhanga reo. Children learn in a well-managed environment.

Kaimahi know their roles and responsibilities. Their conditions of employment are clear. The whānau have reviewed and updated appraisal processes. Kaimahi participate in targeted professional development. Children benefit from kaimahi who continue to improve their practice to meet their learning needs.

Internal review supports whānau to determine areas for improvement in the kōhanga reo. Regular reporting to whānau supports informed decision making. The children enjoy a learning environment where their whānau are actively engaged and focused on improvement.

Key Next Steps

There are no clear processes in place to evaluate the learning programme. Kaimahi acknowledge that evaluation will support them to continue to meet children’s needs through reflection and action.

While the whānau are very clear about their priorities for the long term development of the kōhanga reo, these are yet to be documented in a plan that shows how goals and aspirations will be achieved.

Children experience a sense of wellbeing and belonging at kōhanga reo.
