1 Context

Te Ōhanga Reo o Tahaawai is situated in Pupuke, near Kaeo. The ōhanga reo is adjacent to Tahaawai Marae. The strong whakapapa ties within the ōhanga reo reinforce the sense of whanaungatanga amongst children, whānau and kaimahi. The whānau has high expectations for their children to learn te reo Māori.

2 The Evaluation Findings

How well do children show confidence in their ōhanga reo?

Children show a strong sense of confidence and ownership in their ōhanga reo.

Ngā Taumata Whakahirahira

Children learn as tuākana and tēina. Kaimahi have established expectations for children to learn and share their pepeha with others. They encourage tuākana to model the expectations for their tēina. They also support younger children to participate alongside their tuākana. Whakapapa connections between children, kaimahi and whānau in the ōhanga reo are celebrated. Children interact well and respect others. Kaimahi and whānau model tikanga within the daily routines. They move freely between the indoor and outdoor learning spaces. Children appear happy and safe.  

Children talk about their connections to their maunga, awa, marae and their whānau. Kaimahi, children and whānau share iwi and hapū links to Tahaawai. Kaimahi take children to local marae to learn about their responsibilities as tangata whenua. They support children to prepare the marae for manuhiri. Children see and hear the whānau in their roles as kaikaranga and kaikōrero. They are encouraged to participate as kaiwaiata. There are clear expectations for behaviour in the whare kai and the whare moe. Kaimahi model this for children in different settings. Children are familiar with their ōhanga reo and their marae.

Children hear native speakers and good models of te reo Māori. The whānau promote te reo Māori as the main language of communication in the daily programme. A local kuia helps by guiding the use of te reo Māori, tikanga and kawa within the ōhanga reo. Kaimahi speak te reo Māori throughout the day and use a range of language structures to support children’s learning. They praise all attempts by children to use te reo Māori, and prompt babies to use key words and short sentences. Children learn the language of karakia, waiata, and kaitiakitanga. Babies hear the stories and participate in activities related to atua Māori. Kaimahi and whānau encourage children to use te reo Māori at community events. Children are learners who enjoy using te reo Māori.

Planning and Evaluation

There is a model of good programme planning that is linked to Te Whāriki and includes kaupapa whānui, kaupapa whāiti, goals for each age group, kupu hou and karakia. Specific activities and resources are identified to provide direction for kaimahi and whānau. Kaimahi gather a range of assessment information including displays of kaupapa learning, photos of children while they work, and early literacy and numeracy. Children’s learning interests and needs are considered.

Strategic and annual plans are in place. Key health and safety policies and procedures have been recently reviewed and ratified by the whānau. Support is provided by whānau to ensure key administrative duties are carried out and build their capability in different aspects of whānau management.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO recommends that the whānau of the ōhanga reo work with Te Kōhanga Reo National Trust to address the following recommendation:

  • continue to build whānau capability to actively contribute to ōhanga reo operations and support succession planning.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Ōhanga Reo o Tahaawai will be in three years.

1 The Education Review Office (ERO) Evaluation

‘Ko tou rourou, Ko taku rourou, Ka ora te iwi e.’

Te Ōhanga Reo o Tahawai is based at Tahawai Marae, Pupuke. The kuia has had a long association with the ōhanga reo. She actively promotes high expectations for managing the ōhanga reo and promoting te reo Māori me ona tīkanga, cultural identity and ancestral heritage. The ōhanga reo environment is maintained at a high standard. Environments are well resourced and support children’s learning and development in te ao Māori. Whānau and kaimahi are committed to the ōhanga reo kaupapa and promoting te reo Māori me ona tīkanga.

How well are our mokopuna developing knowledge and confidence in their cultural identity and ancestral heritage?

Children are successfully developing confidence in, and knowledge about their cultural identity and ancestral heritage. This is evident in the following ways where children:

  • are able to recite and lead with confidence, a range of karakia and waiata
  • understand the local traditions and protocols that belong to them and their iwi
  • value their connections with each other, whānau and the land
  • are immersed in learning that reinforces kaitiakitanga and their role as tangata whenua
  • use te reo Māori as their only form of communication.

Children and their whānau interests, needs and aspirations are well served through highly effective and efficient whānau management of the ōhanga reo.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review using guidelines and resources provided by ERO.

The detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the ōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at the ōhanga reo.

The whānau chose Mana Reo as its focus area.

All ERO education reviews in ōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out below.

Background

How well are our mokopuna developing knowledge and confidence in their cultural identity and ancestral heritage?

Children are successfully developing in confidence and knowledge about their cultural identity and ancestral heritage.

Areas of good performance

Te reo me ona tīkanga Māori. Children are fully immersed in learning environments where te reo me ona tīkanga Māori prevail. Kaimahi are fluent in te reo Māori and are highly effective in promoting te reo me ona tīkanga Māori in stimulating, enjoyable and meaningful ways to children. Whānau members and their kuia reinforce high expectations and standards for the use of te reo me ona tīkanga Māori. Children are confident and at ease in a world where their language is valued. Children are developing well in their knowledge and capability to use the language in a range of settings.

Taiao. Children are immersed in rich learning environments that reflect te ao Māori. All children show that they know their learning environment well, including the marae. All resources at the ōhanga reo have been well considered and actively promote children’s language, cultural identity and ancestral heritage.

Promoting confident leaders. Children are developing as strong and confident individuals who are proud of what they know. Children willingly share their learning with their whānau. Kaimahi take full advantage of all learning experiences to help build children’s self confidence, creative and critical thinking and independent learning. Children are developing successfully as confident learners and contributors to their whānau. Children’s sense of belonging to their whānau is strengthened.

Children’s wellbeing. Children’s wellbeing is a priority for the whānau. High standards of care and monitoring practices are evident for all children. The whānau consistently promote and uphold healthy kai, hygiene practices and the recording and monitoring of children’s wellness. Children are supported by kaimahi to develop an understanding of their wellbeing.

Whānaungatanga. Children are successfully nurtured by their whānau through positive, caring and highly responsive interactions. These interactions successfully build children’s confidence, sense of belonging and connection to their whānau.

Planning and Evaluation

Areas of good performance

Management of the ōhanga reo. Children’s wellbeing and whānau aspirations for their children are the focus of all management practices. The ōhanga reo is effectively managed by whānau, kuia and kaimahi. All management areas and whānau responsibilities including the care and the wellness of children and their whānau are consistently monitored, reported and upheld.

Review practices that include keeping records and reporting have been documented to a consistently high standard since the establishment of the ōhanga reo. They have a well considered and planned strategic pathway that is focused on continual growth of the ōhanga reo kaupapa and the promotion of te reo Māori me ona tīkanga.

Programme planning, evaluation and assessment. Children’s development and learning of te reo Māori, cultural identity and heritage is well planned and monitored by kaimahi. Te Whāriki planning practices are of a high standard and well understood by kaimahi. There is a strong emphasis on immersing children in learning experiences that support their development in te ao Māori. Children’s progress, participation and development are appropriately recorded in their portfolios. Kaimahi and whānau constantly monitor the effectiveness and impact of the learning programme on children.

Areas for development

Strategic review. Strategic review is currently under-developed. Monitoring of the strategic goals and how these are impacting on children are yet to be considered. The Te Whāriki programme reviews and reporting should form a part of this process. The whānau recognise that their well developed self review practices place them in a good position to carry out regular strategic review and monitoring.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the ōhanga reo completed an ERO Ōhanga Assurance Statement and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

5 Recommendations

ERO recommends that the ōhanga reo whānau develop and implement strategic review which includes regular recording and reporting of their progress and success against the Te Ara Tūāpae goals.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
