1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Ngaati Hauaa School is a rural kura situated near Tauwhare Marae in the Waikato district. The kura affiliates to Ngaa Kura aa Iwi o Aotearoa (NKAI) and provides te reo Māori education for 111 uri from Years 1-8. There has been a significant roll increase since ERO’s previous visit to the kura in June 2021. Because of this, major property renovations are underway to accommodate the increased number of uri attending. ‘Kia whiitikingia te reo, te wairua me ōna tikanga’ guides the kura commitment to Ngaati Hauaatanga.
3 Evaluation Focus
How well do uri demonstrate they are culturally autonomous and influential?
Uri are confident, independent and capable champions for their whaanau, hapuu and iwi.
4 Findings
Maatauranga, tikanga and reo of Ngaati Hauaa underpins teaching and learning. The marau aa kura clearly articulates teaching and learning pedagogy important to developing academic and culturally capable Ngaati Hauaa uri. Learning experiences draw from mooteatea, paatere, pepeha, Kiingitanga, Tumuakitanga, maataapono and values as followers of Paimaarire. Overarching themes prepare uri to lead and participate competently and confidently in kaupapa as proud members of the kura, whaanau, hapuu and iwi. Exposure to different experiences in kura and at the marae enhance uri understanding of who they are and promote their holistic wellbeing. Uri have a strong sense of belonging and identity.
Uri are immersed in a safe and nurturing learning environment that prioritises maatauranga Maaori. Clear and cohesive teaching and learning expectations are embedded and are continuously reflected upon to assist in accelerating learning for all uri. The learning environment fosters leadership and includes uri in decisions about their learning. Assessment practices are efficient and inform next steps for learning for uri. Kaiako are committed to providing a high quality and inclusive learning programme. They consistently improve their knowledge and professional practice through self-review, collaboration, peer mentoring and inquiry which is captured in their professional growth cycle documentation. Strong tuaakana teina and relationships are underpinned by high expectations, trust and respect. Uri develop and express confidence in their rich learning environment.
Improving outcomes for uri is intentional and informed. Te reo a waha has been prioritised to assist the transition of uri enrolling at kura with limited te reo Māori, and to acknowledge that te reo a waha is fundamental to literacy competence. The kura end of 2023 data showed 89% of uri were achieving at or above expectations in koorero, 79% were at or above in paanui and 82% were at or above in paangarau. Outcomes were not as favourable in tuhituhi, with only 62% of uri achieving at or above kura expectations. As a result, improving uri achievement in tuhituhi was identified as the strategic priority for 2024. Uri learning needs and success are prioritised.
Strong experienced leadership is role modelled. Collaborative, distributive and strength-based leadership pursues the realisation of kura vision and strategic goals. Kura leaders nurture and monitor a culture that is conducive to successful uri learning outcomes. Effective teaching and learning expectations are promoted and well supported. Identified expertise among the teaching team, peer mentoring, tuaakana teina, NKAI professional development opportunities and the professional growth cycle build kaiako capability and guide their response to the identified needs of students. Professional relationships are trusting, underpinned by whakapapa and a collective commitment to the kaupapa. Uri are developing as future leaders for the iwi.
Systems, processes and operations promote whaanau, hapuu and iwi aspirations. Ngaati Hauaatanga is a fundamental part of the strategic direction of the kura. The poumarumaru have worked with whānau to develop a shared understanding of the marau aa kura. This has been integral to the quality of feedback the poumarumaru receive to better serve improved outcomes for uri. Members possess a variety of experience and skills that strengthen their governing capability. Experienced members mentor, guide and support newer members. Individual members lead areas of responsibility and share information that assists them to understand their collective roles well. The poumarumaru attends NKAI professional development opportunities regularly and seek guidance from the expertise withing their Kaahui Ako network. Uri wellbeing and safety are at the heart of systems, processes and decision making.
Key Next Steps
While the marau aa kura is well established, it is timely for leaders to develop, articulate and implement a graduate profile that embodies the desired outcomes for uri. Clearly defining the desired skills, attributes and knowledge important to the kura whaanau, hapuu and iwi will help to plan for and monitor uri progress toward attaining these. And further support uri to achieve success as uri of Ngaati Hauaa.
A system of ongoing review of kura policies and procedures needs implementing. The review should ensure all policies meet current legislative requirements and are fit for purpose. At the time of this review, the kura was using a Vulnerable Children’s Act policy. The poumarumaru responded quickly and developed a Child Protection Policy that has been ratified and is ready for implementation. The next step is for leaders to ensure whaanau and staff receive training, to develop a collective obligation of their responsibility to the Children’s Act 2014 expectations. Uri benefit when health and safety is prioritised.
5 Te Poumarumaru Assurance on Legal Requirements
Before the evaluation, the board of trustees and tumuaki completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management.
During the evaluation, ERO checked at the following items because they have a potentially high impact on student safety and wellbeing:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance
- school policies in relation to meeting the requirements of the Children’s Act 2014.
6 Recommendation
ERO and the tumuaki developed the following recommendation:
- that the key next steps in this report will be addressed.

Evaluation Findings Report
1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Ngati Haua School is a rural kura situated near the small settlement of Tauwhare in the Waikato district. The kura has a long history of 95 years. There is a newly appointed board of trustees. The roll has increased significantly. All the staff and whānau are closely related and identify as Ngāti Haua.
3 Evaluation Focus
How well do uri show they are intellectually and academically independent?
Uri actively participate in activities and work that prepares them to be intellectually and academically independent.
4 Findings
Uri articulate the importance of their ūkaipōtanga, identity, language and culture. The kura ensure exposure to Ngāti Hauā tīkanga and kawa. The local marae and surrounding environment are a big part of the learning programme, including maunga, ngāhere, whenua and marae. The kura is supported by kuia and kaumātua. Whānau value the opportunities provided to enhance uri identity and belonging. Language, vocabulary and dialect specific to Ngāti Hauā is paramount in and out of the kura. Uri are confident to lead waiata, mōteatea and karakia. Whānau and kaimahi provide opportunities for uri to learn Ngāti Hauā history. The kura actively participate in Kīngitanga occasions e.g. poukai and koroneihana. Uri are eager and enthusiastic to participate; serve and contribute to iwi and hapū events. Older uri are developing their understanding of kaitiakitanga. Uri enjoy learning that is meaningful for them as uri of Ngāti Hauā.
Uri benefit from teaching and learning practice that is well planned. They have opportunities to explore learning, with tuākana, kaumātua, whānau, pouako and the wider community. Pouako use data to inform decision making and monitor the impact of decisions made on the achievement of uri. Uri with learning difficulties have specialised pouako to support them. Strategies and resources are allocated for uri with limited te reo Māori. Whānau and pouako identify strengths, learning needs, set goals and plan together for uri. Older uri lead teacher-parent conferences. Digital technology is used to enhance teaching and learning. Uri achievement data shows significant progress kura wide. The kura has regular interactions with other kura for sport, kapa haka and community events. Uri appear happy and settled in and out of classrooms.
Leadership and governance
Pouārahi and poumarumaru focus on uri success and potential. They utilise their collective strengths, skills and knowledge to support positive outcomes for uri. Members of the Poumarumaru have intergenerational connection to the kura. Whānau, pouako, hapū and iwi participated in wānanga to complete the marau-a-kura. They are all given the opportunity to attend Ngā Kura-ā-Iwi (NKAI) hui and professional development. Professional development is accessed through NKAI, Ministry of Education and their Kahui Ako. The kura roll has significantly grown this year.
The charter and kura vision have been aligned to the Tainui education strategy and the Kauhanganui. The poumarumaru have delegated responsibilities and are building their confidence and governance knowledge. Uri achieve success when at the centre of decision making.
Internal evaluation
Self-review is evident in pouako minutes and planning especially for uri at risk. Pouako use achievement data to inform teaching and learning, planning and decision making. Uri kura-wide are making significant progress in their learning. Kura achievement targets show increased levels of achievement in pānui, tuhituhi and pāngarau. Kaimahi reflect on their practice and seek student opinion to inform lesson planning.
Kura-identified area of development
Pouārahi performance has not been assessed against all the professional standards for 2021. It is important for poumarumaru to implement processes and timelines for pouārahi appraisal. The process will allow pouārahi to identify professional development relevant to her work within the kura. Children will benefit from increasing pouārahi knowledge and skills to raise the quality of teaching and learning.
The kura have yet to develop their graduate profile. Once this is complete, they plan to develop unique assessment tools and criteria to reflect Ngāti Haua identity and attributes.
Documentation of internal review requires strengthening. The new board is building their capability in their delegated roles. There is a shared commitment to continuous improvement across all areas of the kura. This could be more clearly defined and monitored.
5 Assurance on Legal Requirement
Actions for Compliance
Before the evaluation, the whānau and Tumuaki completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the evaluation, ERO checked the following items because they have a potentially high impact on student achievement:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance.
Area of non-compliance:
- annually assess the principal against all the professional standards for principals.

6 Recommendation
Whānau continue to seek the assistance of Ngā Kura-ā-iwi to address the areas for development referred to in this report.

Findings
Te Kura o Ngāti Haua is situated near the small settlement of Tauwhare. Uri show that they are confident with a strong sense of belonging and responsibility for their whānau, hapū, iwi and the wider world. Uri demonstrate their Ngāti Hauatanga confidently, naturally and with humility.

1 Context
Te Kura o Ngāti Haua is a rural kura situated near the small settlement of Tauwhare. The kura is in the process of becoming a kura-ā-iwi. There is a newly appointed board of trustees. Their vision statement underpins their commitment to achieving a healthy future for their uri and their hapū:
‘Whitikingia te reo, te wairua me ōna tikanga”
2 Uri Outcomes
How well do uri show they are physically, emotionally and socially intelligent?
Uri show that they are confident with a strong sense of belonging and responsibility for their whānau, hapū, iwi and the wider world.
Uri practice the values and tikanga of their iwi. Mana whenua and staff work together to provide opportunities for uri to learn about who they are and where they come from. Pouako ensure te reo and tikanga Māori is strong throughout the kura. Uri participate in all hapū and iwi events and on their marae on a regular basis. Uri are learning the importance of the role and contribution of their iwi to the Kīngitanga. Uri know about and value their connections to other iwi. Uri demonstrate their Ngāti Hauatanga confidently, naturally and with humility.
Uri learn in an orderly and supportive environment which supports their well-being. Nurturing and affirming relationships contribute to uri success. The whānau work together to provide a nurturing and positive environment for uri. Te Poumarumaru sets high standards for relationships, leadership and showing empathy for others. Whānau promote the importance of being active and leading a healthy lifestyle. Pouārahi and pouako have established clear expectations for behaviour and boundaries for uri. Uri experience positive relationships, show respect for others and behave appropriately in different settings. They are provided with leadership opportunities and make informed and responsible decisions. Uri benefit from a well-planned and extensive range of physical and sporting activities. Uri are confident with a strong sense of belonging.
Uri take responsibility for their learning. Pouako set high expectations for success and they provide learning environments that are well organised and resourced to support all learners. Pouako know about the individual needs and interests of uri and use this knowledge to guide teaching and learning decisions. Pouako provide feedback and feed forward to further encourage learning. Uri have a clear understanding of their learning goals and achievement levels. They are developing the ability to self-monitor and evaluate their progress. Uri accept challenges and take opportunities to extend their knowledge and skills. They enjoy working collaboratively and learning from others. Uri are engaged learners.
Uri are developing an understanding of contemporary and traditional views of te ao Maori and how that may affect them and their future. Kaiako provide real-life learning experiences where uri participate in protecting and restoring the natural environment. Uri are provided with opportunities to work with others to respond to problems and develop new solutions. Retrieving tuna that were disturbed when a local farmer cleared his drains is an example of how they recognise and respond to their local environment. They are aware that the responsibility of caring for the environment will one day be theirs to uphold. Uri are curious and responsible learners.
Uri are well prepared for learning in a wide range of contexts. Planning and assessment processes are well established. The kaiako have had intense professional development in numeracy and literacy which as had a positive impact on achievement levels for uri. Two of the three classes have adopted Ara Ako and Bloom’s taxonomy as the key teaching strategies. Plans to extend this throughout the kura are in place. Whānau receive detailed information about their child’s learning and progress. Uri enjoy learning and achieve success.
Kura-identified areas of development
The board recognise the importance of confirming the kura curriculum and graduate profile. They also understand the need to align assessment and reporting of uri achievement to these. The board and pouārahi are committed to working with whānau on this developmental work.
While individual student assessment systems are detailed and robust the tumuaki and kaiako recognise the benefit of strengthening programme and kaupapa evaluation.
3 Leadership
The whānau work well with kura personnel. They have a shared vision that aligns to the vision for Ngāti Haua. Whānau participation throughout the kura has increased and they are passionate about their role in supporting future developments. The whānau appreciate and benefit from the knowledge and expertise provided by their kaumātua. They are proud to support third generation uri who are being educated as mana whenua, Ngāti Haua.
The tumuaki and board chair have assisted the effective transition of the new board members to their roles and responsibilities. They operate positively and collaboratively to progress their shared vision. A considerable amount of work has been undertaken in the short time since they were elected. The tumuaki provides strong professional leadership to the kaiako and is well supported by the board.
The targeted professional development programme has been effective. Kaiako are strong positive role models for uri and the whānau. High quality learning programmes are in place and the kaiako are hard-working and committed to the tamariki, kura, whānau and hapū aspirations. The whānau and board have fostered and maintained strong links with local and wider community groups.
4 Internal evaluation
The internal evaluation process for the kura is well documented. The board and pouārahi are able to identify areas for development and are focussed on ongoing improvement. Kaimahi appraisals have been completed and professional development needs identified. The board and principal encourage uri and their whānau to contribute to internal evaluation of all kura operations. Uri achievement and progress is reported on regularly and whānau know what their children are learning. The whānau have a clear sense of what they need to do to progress their vision.
Succession planning is a priority for the kura. The whānau and hapū have considered the future of the kura and potential growth. They have ensured that there are people in training who can contribute to the kura in the future.
5 Te Poumarumaru assurance on legal requirements
Before the review, the board of trustees and principal completed the Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- Te Poumarumaru administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the review, ERO checked the following items because they have a potentially high impact on student achievement:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance.
6 Recommendation
Whānau continue to seek the assistance to address the areas for development referred to in this report.
