1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

Te Kōhanga Reo o Te Ariki is in Kaikohe. The kōhanga reo is currently operating from a temporary premises awaiting relocation to their new permanent site. Whānau are passionate about wanting their mokopuna to be speakers of te reo Māori and live confidently in the Māori world.

The ERO Mana Whakahaere review in November 2023 found whānau had established efficient processes and systems to support mokopuna learning and wellbeing. Mokopuna overall development and care informed whānau collective decision making.

3 Evaluation Focus

How well do mokopuna show they are mauri tau in their learning?

Mokopuna demonstrate their understanding of mauri tau through active engagement and enjoyment in various learning experiences.

4 Mana Mokopuna

Mokopuna learn in an environment where they are well supported. Kaimahi ensure mokopuna are included in pōwhiri. Mokopuna are active participants and interact with manuhiri in a respectful manner. The tikanga of manaakitanga and aroha underpin all interactions in the kōhanga reo. Kaimahi work with mokopuna in a serene and gentle manner. They know their mokopuna well and are attentive to their individual needs. Tuākana show thoughtfulness when interacting with their tēina. Kaimahi use effective strategies to foster the language development of mokopuna. These include prompts, repetition and guidance. Tuākana are afforded opportunities to lead various aspects of the learning programme such as karakia and mihimihi. Kaimahi gently support mokopuna to share their pepehā with others. Mokopuna receive consistent praise for their efforts and accomplishments. Regular routines offer a sense of familiarity, stability and comfort for mokopuna. Transitions across the learning programme are smooth and effortless. Mokopuna are happy and settled in their learning. 

Personnel matters are efficiently managed. Kaimahi employment documentation is appropriately maintained. These include individual employment agreements, position descriptions and verified kaimahi safety checks. Appraisals are conducted with a continual emphasis on enhancing kaimahi skills, particularly aimed at fostering continuous improvement. Mokopuna are at the centre of collective whānau whakahaere

Key Next Steps

Programme evaluation remains as an area that requires strengthening. Kaimahi are developing their understanding of programme evaluation. Formalising what worked well, what planning is needed to improve and monitor the quality of the learning programme. Mokopuna would benefit from focussed internal evaluation approaches. 

5 Kōhanga Whānau Assurance on Legal Requirement

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommends that whānau continue to support kaimahi to strengthen programme evaluation practices.

3 Evaluation Focus

How well do whānau processes and systems contribute to mokopuna learning and wellbeing? 

Whānau systems and processes contribute to fostering mokopuna learning and overall wellbeing. 

4 Mana Whakahaere

Whānau have established processes and systems for managing their kōhanga reo. Monthly hui consist of routine reporting across most aspects of operations. Regular reviewing of health and safety policies and procedures prioritises the health and wellbeing of mokopuna. Fire and earthquake drills are practised consistently for safety and preparedness. Essential registers are documented and provide valuable information. Financial reports are presented at each whānau hui. Kaimahi frequently provide updates to whānau of what mokopuna are engaged in and learning. The strategic plan is informed by Te Ara Tūāpae. This encompasses the vision and aspirations whānau hold for mokopuna. An annual plan outlines overall operational and administrative tasks and the scheduled completion dates. Mokopuna wellbeing and learning informs whānau collective decision making. 

Kaimahi have established processes for both planning and assessment. Planning is aligned with the principles of Te Whāriki a Te Kōhanga Reo. Kaimahi collaboratively plan a range of learning experiences for mokopuna. Year, term and weekly plans identify a variety of activities and resources to reinforce learning. Kaimahi use mātai mokopuna to monitor mokopuna growth and development. Konae books showcase mokopuna and learning and progress overtime. Mokopuna benefit from the implementation of collective kaimahi practices. 

Key Next Steps

Programme evaluation requires strengthening. Kaimahi are developing their understanding of programme evaluation. Next steps are to document what worked well and what planning is needed to improve and monitor the quality of the learning programme. Mokopuna would benefit from focussed approaches. 

Whilst a strategic plan is in place, whānau should develop an action plan that includes key timelines and responsibilities to achieve their goals. Mokopuna would benefit from focused approaches. 

Other matters related to personnel documentation are yet to be sighted. Whānau and ERO have agree that documentation will be available for the onsite visit.

1 Context

Te Kōhanga Reo o Te Ariki is in Kaikohe. The kōhanga reo is in temporary premises awaiting confirmation of a new, permanent site. The whānau are committed to the development of te reo Māori for children. The kaiako is new.

2 The Evaluation Findings

How well do children demonstrate manaakitanga?

Children demonstrate manaakitanga naturally in their interactions with others.

Ngā Taumata Whakahirahira

Children demonstrate a sense of satisfaction in their learning. They learn about kawa and tikanga of pohiri when manuhiri arrive. Children’s learning also includes Ngā Atua Māori and how they link to seasons and their own personal experiences. Kaimahi provide meaningful and interesting activities for children. The environment is designed to cater for children of different ages. Children transition smoothly between the learning programme and routines. Familiarity provides children with consistency. The older children are mindful of babies who have their own space to play and interact with others. Children are happy and positive.

Children's relationships and interactions with others contribute to their sense of wellbeing and belonging. Kaimahi promote karakia, waiata and mōteatea to enhance children’s knowledge of themselves. They support children to recite and recall their own whakapapa. Kaimahi model expectations and routines that encourage and reinforce positive behaviours. Children learn to resolve conflict in positive ways. Tuakana support and take care of their teina. Babies receive focused attention and care. Children are secure learners.

Children are immersed in te reo Māori. Kaimahi reinforce te reo Māori in a range of ways including waiata, conversation, pepeha, mihimihi, powhiri and tangihanga. Children enjoy shared reading in te reo Māori and are familiar with pictures and print. They are confident to use words and simple sentences to communicate and express their ideas, thoughts and feelings. Kaimahi regularly initiate conversations with children to engage them in the language. Babies respond to simple words and phrases in te reo Māori. They often use body language and gestures to convey messages and display understanding. Kaimahi provide opportunities for children to experiment with music and movement as a way to communicate. Children are developing well as confident speakers of te reo Māori. 

Planning and Evaluation

The whānau manage their kōhanga reo well. Administration systems are organised and transparent. A detailed annual plan is in place for all areas of operation. The recent audit congratulates the whānau for prudent fiscal management for 2016. Future developments have been prioritised including property development. Whānau participation and commitment to the kōhanga reo has increased. Children are at the heart of whānau decision making.

Children’s health and safety is a priority. Policies and procedures are in place to ensure that children and whānau are physically, emotionally and spiritually nurtured. Regular emergency drills are held and all registers are in place to monitor children’s physical needs. Whānau are positive and model manaakitanga and awhi to the children. Children’s holistic well-being is nurtured.

Programme planning and assessment is effective. The learning programme is responsive to children's needs and interests. The annual plan links seasons with Ngā Atua Māori. Each term provides clear direction with identified kaupapa whānui, whāiti and whāinga. Assessment of children’s learning is well documented. Kaimahi use a range of assessment tools including mātai mokopuna, profile books and daily observations. Kaimahi share assessment information with whanau so they know what and how their children are learning. Children participate in an exciting and interesting learning program.

Key Next Steps

Programme evaluation is inadequate. Kaimahi are yet to evaluate and record programme effectiveness. Kaimahi meet regularly but the minutes do not reflect professional discussions about children’s learning and development. Kaimahi do not present regular reports to monthly whānau hui to show how well the programme is working for children.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure all hazard checking, recording and reporting requirements are upheld for the safety of children

  • ensure assessment and management of any potential risks for excursions.
