1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. The ERO reports provide important information for whānau, hapū and iwi

2 Context 

“Hinemihi i te ao, Hinemihi i te pō”

Te Kura o Ngāpuke is in Ngāpuke, near Taumarunui. It is a full primary school, providing Level 2 immersion Māori education, for uri in Years 1-8. The kura also has a wharekura provision for uri Years 9-13 as a satellite site linked to Te Kura o Hirangi.

3 Evaluation Focus

How well do uri show they are culturally autonomous and influential? 

Uri show keen interest in learning about Hinemihi and are developing as kaitiaki and cultural guardians. 

4 Findings

Uri learn in an environment that embraces Hinemihitanga and promotes te reo Māori. Whānau and school leaders have designed a curriculum and environment to progress their aspiration of becoming a te reo Māori total immersion kura by 2028. Uri in Years 1 to 5 enjoy and progress well in learning spaces permeated by te reo Māori. Uri in Years 6 to 8 are taught in both te reo Māori and the English language. The marae and wider community play a critical role in providing uri with cultural experiences. Uri have opportunities to lead haka pōhiri, mōteatea and waiata tautoko with increasing confidence. They are exposed to te reo and tikanga Māori associated with the marae. Uri naturally assume roles and responsibilities as guardians of their marae. Uri are developing confidence as uri of Hinemihi.

Key Next Steps

Progress and achievement for uri in Years 6-8 requires immediate actionThe end of 2023 kura data shows the majority of uri did not meet kura expectations in literacy and numeracy. Academic target setting and planning for improvement requires urgent attention, currently these lack rigour. The strategic plan does not identify or focus on all uri needs or curriculum areas where disparities occur. And it does not set high expectations for accelerating the progress of those uri who require this. It is time for kura leaders to develop and implement a plan to improve teaching and accelerate the progress of these uri. Uri require more support to reach their full potential. 

The poumarumaru and leadership require support to undertake their roles efficiently. Poumarumaru need to understand their roles and responsibilities better and more collaborative practice is required. The tumuaki has not included trustees in the development of the kura strategic plan. The kura whānau and community should also have opportunities to express their goals and aspirations, and these should influence strategic and annual planning. Implementation of strategic and annual planning has lacked rigour and a schedule of policy review has not been maintained. This has resulted in the kura physical environment falling into disrepair and presenting several hazards to uri. Not all key health and safety policies meet legislative requirements. Poumarumaru members have not undertaken annual performance management of the tumuaki. Trustees are aware they need support and better guiding documentation to carry out their roles well. Uri safety has been at risk.

5 Te Poumarumaru Assurance on Legal Requirements

Before the evaluation, the board of trustees and tumuaki completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO checked at the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • school policies in relation to meeting the requirements of the Children’s Act 2014.

The poumarumaru and the tumuaki have responded positively to the ERO findings and have met and begun to take steps to address the non-compliances and concerns identified. They have entered into a service agreement with SchoolDocs, the agreement commences from August 2024. This should assist with planning and monitoring a board workplan and maintaining a schedule of review and internal evaluation. Since the onsite phase of the ERO evaluation the tumuaki has provided evidence showing staff have undergone Safeguarding Children and Child Protection eLearning training. All teaching staff have current practising certificates and processes are in place for police vetting non-teaching staff. 

Actions for Compliance 

To meet compliance requirements, they must: 

  • annually assess the tumuaki against all the professional standards for principals
    [New Zealand Education Gazette and relevant Employment Agreement]
  • with the principal, teaching staff, and school’s community develop a strategic plan which documents how they are giving effect to the National Education and Learning Priorities through their policies, plans and programmes, including curriculum, assessment and staff professional development

  • maintain an on-going programme of self-review in relation to the above policies, plans and programmes, including evaluation of good quality assessment information on student progress and achievement

  • ensure there is an emergency plan for the workplace. The emergency plan must provide emergency procedures, including an effective response to an emergency, evacuation procedures, procedures for notifying emergency service organisations at the earliest opportunity and medical treatment and assistance procedures
    [Section 127(1)(b) Education and training Act. The Health and Safety at Work Act 2015]
  • comply with the requirement to adopt a statement of delivery of the health curriculum, at least every two years, after consultation with the school community
    [Section 91 Education and Training Act 2020].

6 Recommendation

ERO recommend that the tumuaki, poumarumaru and the leadership team work with Ngā Kura-ā-Iwi and Te Whakarōputanga Kaitiaki Kura o Aotearoa to develop an action plan to address the areas identified as key next steps and noncompliances in this report.

Findings

Te Kura o Ngāpuke has made considerable progress to address most areas for development identified in the 2017 ERO report including the ongoing development and implementation of the kura curriculum, working towards Level 1 immersion education, strengthening professional leadership and engaging in governance training. The kura is well placed to continue their work, and seek external support as required, to address the key next steps identified in this evaluation. 

1 Background and Context

What is the background and context for this kura review?

Te Kura o Ngāpuke is located in Taumarunui and provides education for students from Year 1 to 8. The kura is adjacent to Kauriki Marae and there is a strong iwi connection to Ngāti Hinemihi and Ngāti Tūwharetoa. In 2015, the whānau began a process to transition into becoming a kura ā-iwi affiliated to Ngā Kura ā Iwi o Aotearoa. The 2017 ERO report identified areas for development including preparation to deliver Māori medium education, curriculum design and implementation, student achievement, internal evaluation, professional leadership and governance.

Since the previous ERO review, there have been key changes which have impacted positively on developments in the kura. A new permanent tumuaki was appointed in 2018. There has been significant roll growth from 63 students in 2017 to 110 students at the time of this review. The provision of wharekura education and NCEA pathways for Year 9 to 13 students is supported by Te Kura o Hīrangi in Tūrangi. The board of trustees, staff and community are focused on sustainable improvements that support their transition to operating as a kura ā-iwi.

2 Review and Development

How effectively is the kura addressing its areas for review and development?

The tumuaki, board of trustees and staff have been resolute in their efforts to address the areas for development identified in the previous ERO report. These areas for development included:

  • completing their kura curriculum and implementing this throughout the kura
  • implementing their te reo Māori strategy to strengthen students’ language skills and readiness for Māori medium education
  • improving internal evaluation, in particular focussing on student outcomes and informing the strategic direction of the kura.

Kura Curriculum

The kura curriculum has been completed and clearly aligns to the vision for the students and aspirations of the hapū. The kura curriculum is guiding the provision of authentic and relevant learning experiences for students. Although the curriculum is in the early stages of implementation, it will be reviewed at the end of 2019 to identify areas of strength and potential improvements.

The quality of student learning in the kura pōtiki is improving. Kaiako have a greater understanding of the kura curriculum and what is required of them to deliver the quality and range of learning experiences for students. Expectations for kaiako have been clarified including expectations for curriculum planning, assessment and evaluation. Kaiako participate in external professional learning and development to improve their knowledge and practice. Students in the kura pōtiki are willing participants in their learning activities.

The quality of learning for students in the kura mātāmua is developing. Learning programmes for students take into consideration their individual levels of achievement and progress. Students participate in Te Whare Tū Taua o Tūwharetoa which provides an integral foundation for their learning success. The range of subjects offered in the kura mātāmua has been informed by course evaluation and student feedback. Relationships with external agencies, businesses and education providers are being established to extend the potential education and career pathways for students. Kaiako have high expectations for student success across a range of contexts. Students in the kura mātāmua are engaged and confident learners.

Te reo Māori

The establishment of a full Māori immersion learning environment for students is ongoing. The whānau and staff are implementing a te reo Māori strategy to build their capacity and capability to be operating at Māori Language Immersion Level 1 (81-100%) by 2022. Kaiako with expertise in te reo Māori have been employed to work in the kura pōtiki. Other staff and whānau are improving their knowledge and use of te reo Māori to support their aspiration for Māori medium education.

Students are provided with opportunities and experiences to support their learning in te reo Māori. There is a focus across the kura on strengthening te reo matatini (reading and writing) as well as te reo ā-waha (oral language). Kaiako are trialling strategies to improve students’ understanding and confidence to use te reo Māori. A monitoring system is in place to track the progress of students’ language development. Although students are aware of the expectation to become more proficient in te reo Māori, most students speak English to each other throughout the day.

The language transition programme for students with limited te reo Māori capability is under development. Most students are non-speakers of te reo Māori and have specific language development needs that must be identified and supported. Kaiako require additional support to accelerate students’ knowledge and use of te reo Māori.

Key next steps

While there are now stronger processes and expectations for kaiako to gather, analyse and report student achievement information, the tumuaki and board of trustees must ensure there is appropriate support and resource in place for students requiring additional learning assistance. Ongoing professional development and work should include practical guidance for kaiako to implement programmes that accelerate student progress and achievement in te reo matatini and pāngarau. Furthermore, the tumuaki and kaiako must implement more rigorous monitoring of student progress and achievement, and strengthen reporting to the board of trustees to inform decision making at management and governance levels in the kura.

3 Sustainable Performance and Self Review

How well placed is the kura to sustain and continue to improve and review its performance?

The board of trustees, whānau, tumuaki and staff are committed to sustaining improvements in the kura for the benefit of their students.

Leadership

Professional leadership in the kura has improved significantly since the previous ERO review. A new permanent tumuaki was appointed in 2018. The tumuaki provides clear direction, guidance and expectations for kaiako. A review of key management documents has been completed, and the roles and responsibilities of staff are clearly defined. This work has been well supported by the development of a new staff appraisal process which has been implemented this year. Ongoing support from Ngā Kura ā Iwi o Aotearoa advisers and mentors has contributed to improved leadership and management practices in the kura.

Governance

The board of trustees has continued to engage external support to improve their knowledge of effective governance in the kura. The board of trustees has undertaken training with the New Zealand School Trustees Association and with Ngā Kura ā Iwi o Aotearoa. The aspirations of Ngāti Hinemihi are reflected in key documents in the kura. The positive working relationships between the tumuaki, local hapū and Ngā Kura ā Iwi o Aotearoa have contributed to a strong foundation that prepares students for success in their learning at the kura. The wellbeing, safety and educational success of students is a priority for the board of trustees.

Key next steps

It is critical that the board of trustees continues to strengthen their capability for effective kura governance and high quality internal evaluation practices. To date, the tumuaki has been strongly involved in many aspects of governance and it is timely for the board of trustees and whānau to review the current governance structure with a particular focus on increasing whānau and iwi involvement. This will enable the tumuaki to give more time and focus to student learning and achievement across the kura.

With the increased number of students in the kura, the current classroom spaces and facilities are potentially inadequate to cater for continued roll growth. The tumuaki and board of trustees must monitor this roll growth carefully to ensure student learning and achievement is not compromised by the existing property and facilities.

4 Board assurance on legal requirements

Before the evaluation, the board of trustees and tumuaki completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration and certification
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • compliance with the Vulnerable Children Act 2014.

5 Recommendations

ERO recommends that the board of trustees, tumuaki and staff continue to:

  • implement their te reo Māori strategy and increase the use of te reo Māori within the kura
  • build capability of kaiako in the kura pōtiki to accelerate student achievement in te reo matatini and pāngarau
  • strengthen kura governance capability within the whānau and hapū
  • develop robust internal evaluation practices that contribute to positive outcomes for students, their whānau and iwi
  • actively participate in opportunities that support their transition and establishment as a kura ā-iwi.

Conclusion

Te Kura o Ngāpuke has made considerable progress to address most areas for development identified in the 2017 ERO report including the ongoing development and implementation of the kura curriculum, working towards Level 1 immersion education, strengthening professional leadership and engaging in governance training. SUMMARY

Te Kura o Ngāpuke is on the outskirts of Taumarunui, adjacent to Kauriki Marae and provides education for students from year 1 to 11. In 2014 ERO identified a number of areas for development. These included the need to support leadership, management, governance, and internal evaluation. A Limited Statutory Manager (LSM) was appointed to address financial and personnel management.

In 2015 the whānau applied for kura ā-iwi status. A plan has been in place to transition from English medium to Māori medium education provision over two years. Ngā Kura ā-Iwi o Aotearoa (NKAI) have been working with the whānau to support this direction. During this review the principal was on leave and a new leadership team was in place.

Findings

How well do students demonstrate they are culturally autonomous?

Students’ are developing cultural autonomy.

Student Outcomes

Students demonstrate the importance of ūkaipōtanga. The whānau vision is based on the hapū, iwi connections to arikitanga, kaumātua, marae in the local and wider community. Ngāti Hinemihitanga and the connections to Ngāti Tūwharetoa are integral to the strategic direction of the kura.

Students’ learning is connected to their context and role as mana whenua. Kaiako provide students with opportunities to learn the roles and responsibilities of kaitiakitanga alongside their kaumātua. A range of learning experiences in the kura, at the marae and in the wider community reinforce the kura values. Students are developing confidence as mana whenua.

Student’s understanding and use of te reo Māori is limited. The transition from English medium to Māori has been poorly managed and monitored. The five year strategic plan that focussed on building te reo Māori, included a two year plan to transition students into an immersion setting. To date, progress has been slow and there is a lack of monitoring to ensure that students’ progress and achievement is not adversely affected. Students use English predominantly.

Students’ experiences across the curriculum varies. The curriculum for years 1 - 4 is aligned to Te Mārautanga o Aotearoa (TMoA) and years 5 - 8 is based on the New Zealand Curriculum with a transition to TMoA in the next 12 months. Pouako for years 1 -4 use Ngā Whānaketanga Rūmaki Māori (NWRM) assessment tools and years 5 - 8 use National Standards. Student achievement data is impacted by time in immersion and it was too early to determine progress. The board has a plan of action to lift student achievement and an implementation plan for te reo Māori that is endorsed by local iwi.

Internal Evaluation

Internal evaluation is inadequate. There is limited evidence about the monitoring and impact of recent changes. Whilst individuals use some internal evaluation information to determine progress, the link to governance decision making and strategic planning is unclear.

Leadership

Professional leadership is lacking. The tumuaki has been on leave since the beginning of 2017. Long standing matters have not been attended to with urgency. The transition from English medium into Māori medium was not well planned or lead. Regular reporting about student progress in learning and their achievements to inform future planning is very limited.

Governance is developing. The BoT have attended some workshops with Kura-ā-Iwi to learn about their roles and responsibilities. Although they are passionate about the new direction, the board need specific support if they are to pursue immersion education.

Some professional learning and development (PLD) for the implementation of TMoA and Ngā Whānaketanga Rūmaki Māori (NWRM) has been provided for all staff. Despite this, it is unclear what professional support has been provided for kaiako during the transition into an immersion setting. New staff demonstrate a willingness to make a successful transition. However ongoing leadership to build a professional culture is needed.

Kura-identified areas of development

Kura leaders recognise that:

  • the kura curriculum is incomplete and is not ready for implementation throughout the kura
  • implementation of the te reo Māori strategy to strengthen student’s language of communication is in the early stages
  • internal evaluation that is based on student outcomes and supports the planning and strategic direction is limited.

Board assurance on legal requirements

Before the evaluation, the board of trustees and principal completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration and certification
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • compliance with the Vulnerable Children Act 2014.

Actions required

Maintain an on-going programme of self-review in relation to policies, plans and programmes, including close monitoring of student achievement.

Recommendations

ERO recommends that the Ministry of Education and Ngā Kura ā-Iwi consider providing support for the school in order to bring about the following improvements:

  • strong leadership that drives high expectations for monitoring student achievement
  • robust internal evaluation that supports strategic planning based on outcomes for students.

When is ERO likely to evaluate the kura again?

The next ERO evaluation of Te Kura o Ngāpuke will be over the course of 1 to 2 years.
