1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi

2 Context 

Mā Te Kōhanga Reo o Matawaia, mō Te Kōhanga Reo o Matawaia, e ai ki Te Kōhanga Reo o Matawaia’ 

Te Kōhanga Reo o Matawaia is next to Te Marae o Matawaia in Northland. Whānau have strong ties to the local iwi of Ngāti Hine. The Kaiako Matua is currently completing Te Tohu Korowai Mokopuna supported by Te Kōhanga Reo National Trust and Te Kunenga Pūrehuroa

The ERO March 2024 evaluation of Mana Whakahaere practices found that whānau had established most processes and systems and that these supported positive outcomes for mokopuna learning and wellbeing. Mokopuna overall development and care informed whānau collective decision making.

3 Evaluation Focus

How well do mokopuna express their understanding of who they are as uri whakatipu o Matawaia?

Mokopuna demonstrate their understanding by engaging in cultural practices and values reflecting their identity as descendants of their papakāinga.

4 Mana Mokopuna

Mokopuna engage in learning that strengthens their connections to whānau, hapū and iwi. Experience at the marae provide learning that reinforces tikanga and kawa of Ngāti Hine. Mokopuna exhibit spiritual and cultural awareness through their engagement with their whare tīpuna. Mokopuna participate in the formalities of pōwhiri, where they observe and listen to karanga and whaikōrero. They eagerly take part in waiata tautoko, harirū and hongi. Kuia, whānau and kaimahi model fluency in the local dialect and use various strategies that enhances mokopuna language acquisition. These include kīpeha, whakatītina, te reo akiaki, waiata, and modelling correct language structure. Older mokopuna easily associate spoken phrases with specific contexts. Pēpi show their understanding through facial expressions and body language. All interactions are built on the concepts of tauwhirotānga, ngākau aroha and manaaki-ki-te-tangata. Kaimahi and mokopuna willingly share knowledge and this promotes meaningful relationships. Kaimahi consistently acknowledge and celebrate the efforts, achievements and contributions of mokopuna. Mokopuna confidently participate in learning experiences that nurture their identity as uri whakatipu o Matawaia

Mokopuna are encouraged to explore their taiao. The learning environment extends beyond the kōhanga reo to the marae, where mokopuna explore their ancestral traditions and the histories of their tīpuna. They demonstrate meaningful connections to their tūrangawaewae. Kaimahi provide authentic experiences for mokopuna, linking tikanga associated with the natural and physical environment. Mokopuna initiate, sustain and derive enjoyment from meaningful connections with their taiao Māori. 

Whānau whakahaere have maintained the good practice ERO acknowledged in the March 2024 evaluation report. During this evaluation ERO verified that personnel matters are effectively managed. Employment practices including safety checks for kaimahi are efficiently undertaken. Whānau have developed a comprehensive system for kaimahi appraisals. This includes Aroā Takitahi, Ta Te Whānau Aroā and Aroā Whakamua that focusses on continuously enhancing kaimahi skills and capability to become effective, future leaders. Evacuation practices for fire drills are undertaken. Mokopuna are at the centre of collective whānau whakahaere practices.

Key Next Steps

Earthquake drills have not been carried out or documented. Whānau must ensure all requirements for emergency drills are carried out and recorded to ensure safety of mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance

To meet compliance requirements, they must: 

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis.

6 Recommendation

ERO recommend ensuring emergency earthquake evacuations are conducted on an at least three-monthly basis.

Te Kōhanga Reo Supplementary Evaluation Report 

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • planning and evaluation – including self-review, personnel management and police vetting
  • assessment and programme evaluation
  • and any other issues that may arise during the review.

2 Context

Te Kōhanga Reo o Matawaia is situated next to Te Marae o Matawaia in Northland. The local iwi is Ngāti Hine. Since the previous ERO report, 2017, whānau has been working with Te Kōhanga Reo National Trust (TKRNT) to address the issues related to whānau management practices and programme planning. 

3 Findings 

Whānau have implemented a process for self-review. Hui are held regularly, well attended and recorded. Whānau receive significant reporting at whānau hui. They are active in decision making. Whānau make improvements to operations to benefit children. Whānau ensure there is ongoing review of the tūtohinga. Children benefit from informed decision making. 

Kaimahi have in place systems to monitor children’s learning and progress.  They capture children’s learning which is recorded in individual profiles for children. Whanau and Kaimahi continue to receive support and guidance to improve assessment for children from the TKRNT and the local purapura cluster.

Key Next Steps

Programme evaluation remains an area for development. Kaimahi reflections about the learning program occur informally.  It is difficult to gauge how the programme is monitored for its effectiveness.

Areas of progress

Personnel management systems are in place. Whānau manage personnel matters appropriately. Kaimahi employment contracts and job descriptions are current. Whānau have implemented the first process for kaimahi appraisals. They continue to work with the District Te Kohanga Reo Kaimahi to complete the process all appraisals. Police vetting of all kaimahi has been processed. Whānau show they are fair employers.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • Strengthen programme evaluation.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Mana Reo – te reo Māori
  • Planning and Evaluation
  • Learning – planning, monitoring children’s learning, programme evaluation and personnel
  • Whānau Management – personnel, internal evaluation
  • Areas of non-compliance – child behaviour management practice
  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Matawaia is next to Matawaia Marae in Northland. The local iwi is Ngāti Hine.

Since the previous ERO report 2015 there are new whānau who are learning about the kaupapa of kōhanga reo. They have identified priorities for learning including te reo Māori and children’s emotional and physical wellbeing. Kaimahi practices related to programme planning, delivery and the provision of learning resources has improved.

Te Kōhanga Reo National Trust (TKRNT) continues to support whānau in critical areas of kōhanga reo management.

3 Findings

Children’s te reo Māori is a priority for the whānau. Kaimahi and whānau plan learning programmes to increase te reo Māori. Kaimahi identify new vocabulary in their planning to meet children’s te reo Māori capabilities. They promote karakia, hīmene, waiata and pepeha to encourage children’s use of the language. Kaimahi support children to learn from each other and to use actions to express the meaning of words. Children participate in marae activities where they hear te reo Māori in a formal context. Children are becoming increasingly confident in te reo Māori settings.

Children’s emotional and physical wellbeing is now carefully monitored by the whānau. Kaimahi and whānau have a shared understanding of children’s wellbeing and care in order to improve their practices. Strategies to promote positive behaviour in the daily programme are in place. Children’s safety is paramount.

Children’s individual needs are catered for. Kaimahi follow a planning process to guide practices. The planning framework is based on Te Whāriki and children’s learning goals. Learning activities are enhanced by waiata, games, kīanga and mahi toi. Kaimahi provide a range of resources for children. Children appear to enjoy learning.

Areas for further development

Kaimahi do not identify children’s progress, regularly report to parents, or evaluate the learning programme is inconsistent. While kaimahi have made changes to their assessment and monitoring practices they are yet to make good use of the information that they gather.

Self-review is ineffective. Whānau do not carry out self-review across all areas of the kōhanga reo. Meetings minutes are not formalised to inform decision making. Personnel policies and procedures have not been implemented. Kaimahi employment documentation related to contracts and police vetting are incomplete. Consequently kaimahi reports about outcomes for children are not used to improve the quality of learning.

4 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure suitable personnel management practices including staff appraisals are implemented

  • ensure all those working with children at kōhanga reo are police vetted.

5 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • develop and implement employment contracts for all kaimahi
  • kaiako to complete appraisal
  • complete police vetting of kaimahi
  • strengthen assessment and programme evaluation
  • strengthen self-review
  • continue to receive support from TKRNT. 

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Matawaia will be within two years.
