1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi. 

2 Context 

Te Kura Kaupapa Māori o Ngāti Kahungunu o Te Wairoa provides education for students in Years 1-13. The kura is grounded in the philosophies and principles of Te Aho Matua. It is situated in Wairoa and prioritises the protection of te reo, tikanga and history of Kahungunu.

3 Evaluation Focus

To what extent are students engaged and active in their learning?

Students show a keen interest to learn and are active participants in their educational journey.

3 Findings

Te Ira Tangata

Ngāti Kahungunu whakapapa and history is an integral part of students’ daily experience. The strategic goal ‘Tīhei Kahungunu’ is both understood and articulated well by students and whānau. Students actively support and participate in cultural practices including karanga, whaikōrero and wero. A number of raukura have returned to the kura and are valued as parents, kaiako, kaiāwhina and board members. There are some very good models of Te Aho Matua, te reo and tikanga Māori. Students know who they are and who they are connected to.

Te Reo

Students learn and demonstrate their abilities in a variety of language functions and contexts. Whakatairanga te reo Māori me ōna tikanga contributes to the revitalisation of language and pūrākau specific to Ngāti Kahungunu. The benefits of recent te reo initiatives, such as Kura Pō – Te Ātaarangi and Te Ahu o Te Reo are evident in student and whānau abilities to communicate in te reo Māori. This improvement has led to Te Reo Rangatira now being offered as a subject in the wharekura. Students confidently communicate in te reo Māori.

Ngā Iwi

Students actively contribute at various marae, and in the wider community with confidence. Whānau aspirations for students to provide tikanga support in formal and informal situations are realised. Students are aware of their responsibilities to their whānau, hapū and iwi. Students engage and learn from well-known whānau, hapū and iwi who model success and achievement. Whānau who reside and whakapapa to the same marae and takiwā known as ‘Tāwharau’. This encourages greater whānau participation and contribution in the strategic direction and governance of the kura. Students proudly contribute to their whānau hapū and iwi.

Te Ao

Students are well supported to develop their world view through various experiences. Despite the impacts of COVID-19 and significant weather events, students have continued to participate in events outside of Wairoa, Including, kapa haka, trade training courses, Huinga Reo and Wiki Hākinakina. Te Kura Kaupapa Māori o Ngāti Kahungunu o Te Wairoa is a Kura Taiao and students participate in environmental preservation and restoration. Students learn about the wider world and are developing as kaitiaki of their local environment.

Āhuatanga Ako

Students experience a positive teaching and learning environment. Learning support is in place for students identified as requiring additional support. This includes kaiāwhina in every classroom, one-to-one sessions and specialist support. Students appear happy in their learning environment.

Wharekura

Students are well supported to plan and prepare for their future after kura. Most students participate in tertiary education including Te Awanuiārangi, Te Wananga o Raukawa and the Eastern Institute of Technology (EIT). Some are offered internships in the health sector. Specialist teachers from within the community assist students who wish to go to university or the armed forces. Despite staffing challenges students are provided opportunities to experience success. Individual learning programmes are designed to allow students to pursue pathways that align to their aspirations. Students actively contribute to their chosen pathways.

Leadership and management

Strong professional leadership is evident. The leadership team is professional. The kura mātāpono reflect the aspirations of whānau, hapū and iwi. Desired leadership dispositions and responsibilities are clearly defined and practised. Strategic goals are in place, monitored and evaluated. The raukura who have returned as staff and parents are well supported to build and share their leadership skills. Students are encouraged to take on leadership responsibilities with their peers and their teina. A professional growth cycle “Kīwhaiaro” is in place and aligns to Te Aho Matua. Professional development is responsive to the kura development needs. Whānau are an integral part of their kura leadership journey.

Whānau Whakahaere and Internal Evaluation

Aspirations of the whānau have been identified and align to Te Aho Matua. Strategic planning focuses on creating, developing and nurturing te reo Māori, and tikanga that is Kahungunu centric. There is a considered approach to succession planning. New members are supported, by former trustees, to fulfil their governance roles and responsibilities. Systems and documentation align to Te Aho Matua, this includes trustees’ portfolios, tumuaki reports to the board, reports to whānau on student progress and kaiako portfolios. Te Reo Māori, tikanga, Kahunguntanga, and Te Aho Matua provide a firm foundation for the holistic development of students who are grounded in te reo Māori and who they are and where they come from.

Key Next Steps

It is timely for leaders and kaiako to emphasise improving academic outcomes. Student achievement in literacy and numeracy is an agreed area of focus. Leaders and kaiako analysis of literacy and numeracy data requires further development to guide teaching and learning, and to accelerate the progress and achievement of those students who require this. Students are yet to reach their full potential in numeracy and literacy.

The newly elected Board are growing their capability in governance. The whānau recognise governance requires further support and they continue to work alongside experienced people to build capability. Greater understanding of how Te Aho Matua can better guide the administration and governance of the kura is an area the whānau recognise as needing continued growth and development. 

Outstanding annual financial audits require completion. The board, with the Ministry of Education, is completing audits from as far back as 2017. These were inherited by trustees in 2020. Four years of audits are now completed. The Board is committed to completing those audits that remain outstanding.

5 Whānau Assurance on Legal Requirement

During the evaluation, ERO checked the following areas:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • school policies in relation to meeting the requirements of the Children’s Act 2014. 

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure that annual accounts are prepared and audited.

6 Recommendations

ERO and the kura whānau developed the following recommendations:

  • whānau will continue to grow academic success, through the analysis of data, to inform targeted interventions for literacy and numeracy
  • whānau will complete all outstanding financial audits.

1 Context

Te Kura Kaupapa Māori o Ngāti Kahungunu o Te Wairoa provides Te Aho Matua education for Year 1-13 students. Whānau have strong links to Ngāti Kahungunu.

During this review, ERO highlighted a number of significant matters that impact negatively on the education provided for students. These include, governance, leadership and management, and the quality of teaching and learning. Consequently, relationships are strained and have had a negative impact on whānau and students.

2 Te Tino Uaratanga

Although ERO developed an evaluative question based on an initial meeting with whānau, there was a need to refocus on governance, leadership and management, and teaching and learning.

Governance

Governance is inadequate. Although, the board of trustees are newly elected, they lack sufficient depth of knowledge about their school governance roles and responsibilities. There are a number of areas requiring immediate attention.

There are no self review policies, processes and practices to ensure that governance decisions are well informed. Nor do they have strategic planning, a charter and information for planning and reporting. This limits their ability to act in a responsive way for whānau and students.

Previous personnel matters have impacted negatively on the school and the community. While there has been some progress to resolve matters, some areas are still outstanding. The departure of the previous tūmuaki resulted in an acting appointment. This has continued beyond the timeframe originally intended. The board must follow due process for the appointment of a new tūmuaki. Further, it is important that the board review all personnel policies and procedures including appointment of staff, professional development and accountability.

While, there are a range of policies and procedures for health and safety, it is not evident that these are rigorously implemented to ensure the safe emotional and physical wellbeing of students. Students must be provided with support and feel secure at all times.

Leadership and management

The school lacks sufficient management and professional leadership. There have been changes in leadership for a number of years which has resulted in instability and inconsistency across the school. The senior leadership team has been disbanded and kaiako lack curriculum leadership and support. This also impacts negatively on the school culture and the collective response to the provision of high-quality education.

Āhuatanga Ako

School wide, the quality of teaching and learning is inadequate. Although, students appear content, it is not clear that their intellectual needs are being met. There is limited planning, assessment, monitoring or programme evaluation. In the absence of professional leadership, teachers work in isolation and there is no connection between the kura teina and the wharekura. Consequently, students are disadvantaged.

Of further concern is the uncertainty that teachers are fulfilling their responsibilities to meet NZQA requirements. This impacts negatively on students pursuing NCEA.

3 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

Recommendations

ERO recommends that the Ministry of Education establish a statutory intervention and consider external support in line with section 78T of the Education Act 1989. The level of intervention under Part 7A of the Education Act 1989 should not be limited to, but could include:

  • All aspects of school governance, leadership and management
  • The provision of high-quality education for kura and wharekura
  • Safe physical and emotional wellbeing of students.

When is ERO likely to review the kura again

The next ERO review of Te Kura Kaupapa Māori o Ngāti Kahungunu o Te Wairoa will be over the course of one-to-two years - Te Pūpuketanga – Development Evaluation.

1 Context

Te Kura Kaupapa Māori o Ngāti Kahungunu o Te Wairoa is a composite (Year 1 - 13) school is Wairoa. The kura operates in accordance with the vision and mission in its charter, the guiding principles of Te Aho Matua and all relevant statutory requirements. The context for learning is reflected in the following kura statement:

Kia tū rangatira ai ngā ākonga hei raukura mō tōna whānau, hapū, iwi.

The values of whanaungatanga, aroha and manaaki are special features of this kura. The whānau celebrate their whakapapa to Ngāti Kahungungu and other iwi. They provide opportunities for students to demonstrate their uniqueness and histories.

The kura curriculum reflects te ao Māori values and beliefs. Kaiako focus on building student’s skills, knowledge and understanding in order to be confident in the pathways they pursue.

2  Te Tino Uaratanga

Students display leadership qualities at different stages of their learning and involvement at kura.

Te Ira Tangata

Students display confidence and self esteem. Iwi beliefs and practices influence how things are done at the kura. Students are proud of their identity. Whānau and kaimahi provide learning to support students’ wellbeing. Tuakana, teina relationships are an integral part of students learning. Whānau and kaimahi provide an environment where students are nurtured and cared for. Students are settled, happy learners.

Te Reo

Students are immersed in te reo me ngā tikanga Māori. A kura priority is to raise student’s ability to speak te reo Māori confidently. They are well supported by whānau and kaiako. Wānanga provide students with opportunities to increase their level of competency. Kaiako plan activities to encourage students to use te reo Māori in different contexts. Whānau learn alongside their children. Kaiako integrate the tikanga of te reo Māori into learning programmes. Student’s confidence and ability to communicate in te reo Māori is developing well.

Ngā Iwi

Students demonstrate effective relationships in the school and community. Kaiako and whānau provide opportunities for students to establish relationships with each other, kura whānau, and local hapū and iwi. They are ambassadors for their kura, marae and iwi. An integral part of student learning is to embrace connections with the land, significant landmarks and people. Students show respect, aroha and manaaki for people.

Te Ao

Students are encouraged to investigate and explore their physical environment. Learning programmes are based on kaitiakitanga. Students learn tikanga relating to the gathering of kai in the local area. Kaiako provide students with opportunities to explore beyond the local environment. Students display appreciation for the physical and natural environments.

Āhuatanga Ako

Students’ individual learning needs are effectively considered. Kaiako plan responsive learning programmes. They create activities that support learning for different age groups and learning styles. Formal, informal and purposeful observations identify student learning needs and interests. This information guides planning. The modern learning environment supports kaiako to share their skills, knowledge and experience with students. Students are engaged in learning.

Wharekura Education

Students’ career options influence their learning. Kaiako plan learning programmes based on future pathways for students. Subject options are designed for specific careers and learning needs. Kaiako are developing systems and processes to improve their practices. A quality management system is in place to support kaiako to refine and monitor current National Certificate of Education Achievement (NCEA) expectations. Ongoing developments in wharekura continue to support improvement for students. Students experience success with learning.

Kura-identified area of development

Students are not task oriented in the new learning environment. They are easily distracted by the modern setting. Kaiako face challenges to keep students engaged in learning in this setting. Kaiako are committed to adapting their practices to improve outcomes for students.

3 Self Review and leadership

Internal review is developing. The principal is focused on improvement. He has established systems and processes to inform internal review. Kaiako and board provide information linked to strategic goals to determine changes. Student achievement guides the strategic direction. Raising student achievement is a priority.

The principal is building a collaborative leadership team. Individuals are supported to develop skills to fulfil leadership expectations. Regular reporting about student achievement progress supports kaiako practices and learning needs.
