1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Moerewa is in the small township of Moerewa, a community with a strong cultural history. Te reo Māori and maintaining close links with the Ngāti Hine are areas of focus for the whānau

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga

Mokopuna express and experience whanaungatanga as an integral part of their daily learning experiences

4 Findings 

Mokopuna thrive in an environment where meaningful relationships are nurtured through caring, respectful and consistent interactions. Their enjoyment and sense of belonging is evident as they smile, laugh and engage in play alongside their peers. Whanaungatanga is strengthened through culturally grounded experiences such as pōwhiri, guided by whānau and kaimahi. These authentic moments affirm mokopuna identity as tangata whenua, deepening their understanding of tikanga, kawa, and their place within the whānau. Kaimahi uphold the value of te reo Māori by embedding waiata, rotarota and pepeha into everyday experiences. Older mokopuna express what they know, while pēpi happily demonstrate their understanding through mimicking, hand actions and body gestures showing growing confidence. The consistent recognition of mokopuna efforts encourages a positive, connected whare kōhanga reo. Mokopuna are happy and settled in their connections with others. 

Mokopuna are curious and naturally explore their surroundings. The learning environment is vibrant, colourful and welcoming, creating a sense of comfort and familiarity. Both indoor and outdoor spaces promote discovery, offering diverse opportunities for mokopuna to engage and connect with others. A wide range of resources support independent play and inspires curiosity. Kaimahi support this by engaging meaningfully as they navigate their taiao and follow their unique pathways of exploration. Mokopuna are secure in their taiao Māori

Kaimahi have a well-planned and organised approach to mokopuna learning. Planning is detailed and cohesive. There are clear links to Te Whāriki ā Te Kōhanga Reo. Whānau members contribute their thoughts and ideas to planning. Assessment practices contain essential elements to support the learning and development of mokopuna. Kōnae mokopuna contain useful information about individual mokopuna learning, progress and development overtime. Programme evaluation is an embedded and consistent practice and monitors the quality of the learning programme. Kaimahi meet regularly to discuss, reflect and review their practices. Mokopuna experience a rich and stimulating learning programme.

Whānau have clearly established efficient systems that strengthen the overall operations of the Kōhanga Reo. Regular whānau hui are held and well attended, with whānau members actively participating in various ways to support operational management. Reporting and record keeping across operations are consistent, with detailed minutes providing useful information. Kaimahi frequently share updates on mokopuna activities and learning. Health, safety and personnel management policies and procedures are regularly reviewed, offering clear guidance for both kaimahi and whānau. Relevant information is gathered and documented in health and safety registers. Mokopuna are at the centre of collective whānau decision making practices. 

The strategic plan is informed by Te Ara Tūāpae and includes the collective aspirations of whānau for mokopuna. The focus is on empowering whānau to whakamana i te reo me ngā tikanga, whakamana i te mokopuna me te whānau and whakamana i te kaupapa. An annual plan is well set out and identifies key tasks and when these are to be completed. Mokopuna benefit from focussed whānau systems and approaches.

Personnel management practices are appropriately maintained. Kaimahi individual employment contracts are comprehensive and aligned with current legislation, while job descriptions clearly outline the expected competencies. Safety checks for kaimahi are completed and appraisals offer opportunities for professional growth and the setting of ongoing goals. Whānau collectively make decisions that focus on mokopuna learning and overall wellbeing.

Key Next Steps

While the strategic plan is informed by Te Ara Tūāpae and identifies priorities for the future development of the kōhanga reo, it is timely that an action plan be developed to monitor the progress of whanau goals and aspirations. Mokopuna benefit when their future needs are well planned and considered.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommend whānau develop an action plan to monitor progress and reflect the goals and aspirations outlined in the strategic plan.

1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Moerewa is located in the small township of Moerewa. Te reo Māori and maintaining close links with the Ngāti Hine are a priority for the Kōhanga Reo whānau. Local kuia and kaumatua also provide guidance and support for the kōhanga reo.

3 Evaluation Focus

How well do mokopuna show they know where they are from and who they belong to?

Mokopuna are developing an understanding of their identity through a range of learning experiences.

4 Findings

Ngā Taumata Whakahirahira

Mokopuna experience learning that promotes knowledge about their belonging and identity. They are exposed to the dialect of Ngati Hine through the involvement of kuia and kaumatua. Mokopuna are developing an understanding of local tikanga and kawa through whakatau and pōhiri. They are able to lead karakia, himene, waiata and mihimihi. Mokopuna are encouraged to share their knowledge of whakapapa. Kaimahi use prompts and repetition to support mokopuna to recite their pepehā. There are frequent opportunities for mokopuna to make connections to their learning environments through exploration, play and interactions with others. Mokopuna have fun together when exploring the outdoors. They are comfortable in their learning space. Mokopuna are developing their understanding of knowing who they are as learners. 

Whānau Whakahaere

The whānau have processes in place to manage some aspects of the kōhanga reo. They meet regularly and make decisions in the best interests of the mokopuna. The tūtohinga provides direction and guidance and implementing the kōhanga reo operations. Health and safety and personnel management policies and procedures are in place. Mokopuna are the focus. 

Key Next Steps

It is important for whānau to establish a process of internal evaluation to strengthen key areas of operations. Following are areas that require attention:

While there are good examples of good practice, there is more work to be done to strengthen kaimahi understanding of links between planning, assessment and programme evaluation. There is no connection between any of these areas. Mokopuna learning is yet to be extended.

Whānau have identified their goals and aspirations in their strategic plan, it’s important that the whānau develop an action plan to record and monitor progress in relation to their aspirations.  Mokopuna benefit when their future needs are monitored and considered.

Personnel matters require attention. While kaimahi have job descriptions and employment contracts, appraisals have not been carried out. Kaimahi practice would be enhanced through ongoing appraisals and professional development.

Safety checking for kaimahi is not current. Whānau must complete safety checks of kaimahi in accordance with the Children’s Act 2014. Mokopuna safety is at risk. 

Earthquake drills have not been carried out or documented. Whānau must ensure all requirements for earthquake evacuation drills are carried out and recorded. 

Whānau are yet to carry out daily hazard checks. Whānau must ensure equipment, premises and facilities are checked and documented daily and appropriate action is taken. Mokopuna health and safety are compromised. 

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • ensure that the Kōhanga Reo curriculum is informed by planning, implementation, and evaluation that demonstrates an understanding of mokopuna learning, their interests, whānau, and life contexts (documented and undocumented)

  • implement and maintain suitable human resource management practices, including appraisal for staff and the provision of professional development

  • ensure all children’s workers who have access to children are safety checked in accordance with the Children’s Act 2014.

  • ensure adults providing education and care are familiar with relevant emergency drills and carry these out with children on an at least three-monthly basis

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau work with the District Office to develop an action plan that addresses the areas of concern outlined in this report.

1 Context

Te Kōhanga Reo o Moerewa is located in the small township of Moerewa. Whānau have experienced some challenges in the past. Te Kōhanga Reo National Trust (TKRNT) is now confident that the whānau have the ability and skills to manage the operations of their kōhanga reo. Whānau are aware that the management of the kōhanga reo should lead to sustainable practice.

2 The Evaluation Findings

How well do children show they are curious and happy learners?

Children show they are curious and happy learners through their experiences and relationships with others.

Ngā Taumata Whakahirahira

Children are supported to learn te reo Māori. Kaimahi provide a range of strategies to support children’s language development. These include whakatau, karakia, pepehā, hīmene, mihimihi and waiata. Kaimahi also use questions, prompts and hand signs as strategies to develop communication. Babies use non-verbal gestures to express their understanding of te reo Māori. Children are encouraged and praised by whānau and kaimahi for using te reo Māori. The dialect of Ngāti Hine is evident. Children are developing confidence as speakers of te reo Māori.

Children enjoy learning in an environment where their identity is nurtured. Kaimahi plan programmes to support children to learn their whakapapa and waiata that are specific to Ngāti Hine. They provide opportunities for children to lead formal parts of the morning programme such as karakia and mihimihi. Atua Māori are a main feature of the programme. Every day children are encouraged to acknowledge Ranginui and Papatūānuku. This links to the work they do around the māra kai. These activities provide children with an understanding of their role as kaitiaki. Children are valuable contributors to their kōhanga reo.

Children have well established relationships that are based on whanaungatanga. Kaimahi show awhi, tautoko, aroha, manaaki, mahi tahi, katakata and pārekareka in their interactions with children. Children are encouraged to look after each other. Kaimahi remind the older children to care for their teina. Kaimahi work with children to become familiar with the learning programme and routines. This supports the smooth transition between activities. Children are calm and settled learners.

Children have opportunities to explore and be creative learners. Kaimahi plan a programme for children to receive both formal and informal learning experiences. Children understand the beginning of the day is set aside for karakia, mihimihi, hīmene and whakapapa. Waiata and kori tinana are also part of the daily programmes. Kaimahi provide resources for children to initiate their own learning. They use this time to problem solve and be creative in their thinking. Children are developing as curious learners.

Planning and Evaluation

Programme planning and assessment processes are clearly established. Planning has all the necessary elements to guide the delivery of the learning programme. There are clear links to Te Whāriki. Kaimahi plan a variety of activities that cater to a range of children’s interests and needs. They use profile books to monitor children’s learning and progress. Observations are linked to kaupapa ako. Whānau are well aware of what their children are learning. Children benefit from a planned learning programme.

Whānau manage the kōhanga reo in the best interests of the children. The charter provides clear direction to manage the operations of the kōhanga reo. Whānau have reviewed their policies. Most health and safety policies and procedures are current and in place, however further attention is required to improve hazard checking processes. Kaimahi employment documentation includes employment contracts, job descriptions and police vetting. They have completed kaimahi appraisal. The health and well-being of children is paramount.

Whānau have identified their goals and future priorities. Te Ara Tūāpae and strategic plan are in place. Internal evaluation is adequate. There is regular reporting to whānau hui on key aspects of kōhanga reo operations. This reporting focuses on improvements. Changes are made according to needs and opportunities that arise. Whānau are aware of the need to ensure the management of the kōhanga reo is sustainable.

Key Next Steps

Kaimahi do not yet evaluate the effectiveness of the learning programme. They acknowledge that ongoing evaluation of the programme will assist them to focus on children as learners.

There is no documented approach in place to ensure that the priorities of the whānau are achieved. It is important that the whānau develop an annual plan to help focus their efforts, assign responsibilities and identify realistic timeframes.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • establish a process for evaluating the effectiveness of the learning programme
    [R43 (1) (a) (i) (ii) Education (ECS) Regulations 2008; C1-4 and C7-10]

  • ensure that all hazard checking, recording and reporting requirements are carried out to ensure the safety of children.
    [R46 Education (ECS) Regulations 2008, HS 12 Licensing criteria for kōhanga reo affiliated with the Te Kōhanga Reo National Trust 2008]

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • kaimahi establish a process for evaluating the effectiveness of the learning programme

  • the whānau consider a more formal way of planning and monitoring progress towards their identified priorities for the kōhanga reo

  • the whānau implement a more robust process for identifying and addressing hazards.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Moerewa will be in three years.
