Te Kōhanga Reo o Ngā Toa Iwi Whenua is situated in Kaikohekohe, Tai Tokerau. Mokopuna and whānau are connected to Ngā Puhi. Te Whāriki a Te Kōhanga Reo and Te Korowai lay the foundations for learning.
3 Evaluation Focus
How well do mokopuna experience success and wellbeing?
Mokopuna show confidence as learners appropriate to their level of development.
4 Findings
Mokopuna are actively engaged in learning. Strong routines and daily practices ensure mokopuna are well settled. They show joy in the daily activities they participate in, transitioning through the day seamlessly. Aroha, manaaki and tiaki are well embedded. Kaimahi consistently praise and affirm mokopuna success throughout the day. They redirect and settle mokopuna with aroha. Relationships are strong, mokopuna show qualities of manaakitanga and tiakitanga as tuākana support teina. Mokopuna show that their wellbeing is nurtured.
Mokopuna are immersed in an environment where te reo Māori is prioritised. Kaimahi use a range of strategies to support language development. These include mōteatea, waiata, repetition, instruction, kori tinana, modelling and questioning. Mokopuna converse and query in te reo Māori. They confidently lead karakia, mihimihi and waiata, and display a sense of responsibility to these practices. They are growing confidence and knowledge to communicate in te reo o Ngā Puhi. Mokopuna experience success in a positive learning environment.
Kaimahi work collaboratively to plan the learning programme, assess mokopuna learning and evaluate the programme. Planning wānanga allow for whānau to contribute to mokopuna learning. All planning has clear links to Ngā Taumata Whakahirahira that includes kaupapa whānui. Mokopuna ages, abilities and curiosities are catered to. Kōnae mokopuna and mātai mokopuna show their learning and progress. Twice yearly hui with each whānau allows for sharing of mokopuna progress. Kaimahi evaluate learning with a focus on achieving outcomes. Challenges and successes from throughout the term are identified. Mokopuna benefit from a comprehensively planned learning programme.
Whānau work collaboratively for the benefit of mokopuna. They are well involved in kōhanga and meet regularly to discuss kōhanga matters. Whānau wānanga to support planning and to review policies and procedures. Internal documentation is in place, procedures ensure kaimahi employment processes are current. An annual management plan sets the direction for operation and progress is tracked and monitored. Whānau aspire for their tamariki to be competent in ‘te reo o te kainga’ using the mita and distinctive kupu that connect them to Te Tai Tokerau.
Key Next Steps
Internal Evaluation requires strengthening. It is important that whānau establish procedures to ensure seamless health and safety practices as outlined below:
- Recording the monitoring of sleep checks requires a more succinct approach to ensure clear records of checking are in place.
- A more stringent approach to hazard checks is required. Daily checks must be recorded to support mitigating areas of concern and ensuring identified areas are addressed.
- Emergency drills for fire and earthquake needs to be implemented and documented to ensure mokopuna, kaimahi and whānau are well prepared should the need arise.
- Kaimahi appraisals have not been completed. Whānau affirm this and continue to develop a process where kaimahi would benefit from further professional development.
- Practices around the Tiaki Tamariki policy needs to be initiated. Whānau acknowledge that kaimahi would benefit from further professional development to ensure mokopuna wellbeing is prioritised.
- The strategic plan identifies whānau goals and aspirations to extend the quality of te reo Māori for mokopuna, kaimahi and whānau. An action plan is yet to be developed, it is timely that an action plan be developed to track and monitor progress made to aspirations.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements. In order to achieve this, whānau must:
- ensure suitable human resource management practices, including appraisal for staff and the provision of professional development.

6 Recommendation
ERO recommend that whānau continue to develop and strengthen knowledge and practice by addressing areas identified.

1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Ngā Iwi Toa Whenua is situated in Kaikohe, in Northland. Mokopuna from the local area attend the kōhanga reo. The whānau have a close association with the local kura kaupapa. Whānau aspire for mokopuna to learn te mita o te kainga.
3 Evaluation Focus
How well do mokopuna show they are settled?
Mokopuna demonstrate they are happy and settled learners.
4 Findings
Mokopuna are nurtured in a loving environment. Kaimahi model awhi, manaaki, tautoko and aroha throughout the daily programme. Mokopuna respond positively to kaimahi interactions. Kaimahi support mokopuna to participate in play and praise efforts and achievements. They know their mokopuna well and are responsive to their needs. Tuakana display leadership qualities in their interactions with tēina. Mokopuna have opportunities to learn about their role as tangata whenua. They understand and behave appropriately when welcoming manuhiri. Kaimahi use a variety of strategies such as mihimihi, questions, prompts and waiata to support mokopuna language development. Pēpi express their understanding of te reo Māori through body language and mimicking kaimahi. Tuakana are confident to use what they know. Kaimahi provide mokopuna with learning opportunities to use their imagination as they explore and be creative. Mokopuna are secure in their learning.
Mokopuna learning needs are well catered for, monitored, and reported. Kaimahi work collaboratively to develop annual, term and weekly plans to guide a focused programme delivery. The plans are detailed and provide direction for kaimahi to implement the learning programme. Kaimahi use matai tamaiti information to identify mokopuna learning and progress. They meet regularly to discuss and review their practices of the learning programme. Mokopuna are at the centre of planning, assessment, and evaluation.
Whānau members actively participate in the management of the kōhanga reo. The tūtohinga provides guidance and direction for the whānau to manage their operations. There are clear expectations for decision making, delegated responsibilities, and accountability. Whānau hui are regular and well attended. Health, safety, and personnel management systems are in place. Appraisals for kaimahi are complete with an ongoing focus of professional development. Mokopuna are at the centre of whānau management and operations.
Key Next Steps
While whānau have identified their goals and aspirations in their strategic plan, it’s important that whānau record and monitor progress in relation to their aspirations. Mokopuna will benefit from a sound approach to monitoring how well whānau goals are being achieved.
Earthquake drills have not been carried out or documented. Whānau must ensure all requirements for earthquake evacuation drills are carried out and recorded so that mokopuna safety is not compromised.
It’s essential that when mokopuna leave the premises on an excursion, an assessment and management of risk is undertaken and evidence of parental permission and approval of whānau to mokopuna ratios is documented. This is to ensure mokopuna safety is paramount.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, they must:
- ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on at least a three-monthly basis
[Regulation 46 Education (Early Childhood Services) Regulations 2008, (HS8) Licensing criteria for kōhanga reo affiliated with the Te Kōhanga Reo National Trust 2008] - ensure parents have given prior written approval to their mokopuna participation and of the proposed ratios for regular outings or excursions at the time of enrolment; and special outings or excursions prior to the outing or excursion taking place.

1 Context
Te Kōhanga Reo o Ngā Toa Iwi Whenua is on the outskirts of Kaikohe. Whānau are new to kōhanga reo. There is a focussed approach to strengthening the kaupapa. A kuia who has experience and knowledge guides whānau to support children’s learning.
2 The Evaluation Findings
How well do children demonstrate confidence?
Children demonstrate confidence in a range of situations.
Ngā Taumata Whakahirahira
Children are emotionally and physically confident. They manage care for eating and sleeping according to their needs. Kaimahi have established routines to guide them to work with children to care for the kōhanga reo. Children are encouraged to interact positively as tuakana, teina as they move between the indoor and outdoor environments. They model behaviours of aroha and manaaki with kaimahi, peers and whānau. Kaimahi provide children with stimulating and exciting activities using a range of learning resources. Children are engaged and motivated learners.
Children learn in a te reo Māori language environment. Kaimahi use a range of strategies to support children’s language development. Individuals mimic words, phrases and sentences to convey messages. Children are supported to lead karakia, mihimihi, their pepeha and waiata as an integral part of developing te reo Māori. Babies use body language and hand gestures to communicate their understanding. Children are developing as speakers of te reo Māori.
Planning and Evaluation
Children’s learning programmes are planned and organised. Kaiako work collaboratively with the whānau to design the learning programme based on children’s interests. They use observations, planned learning objectives and whānau discussions to monitor children’s development. Kaiako use their knowledge about individuals to cater for their needs. Children’s progress in learning is monitored.
Children’s learning programmes are evaluated. Kaimahi use reflection and discussions evaluate the quality of delivery. They identify what went well and areas for improvement focussed on meeting children’s needs. Kaimahi encourage whānau to contribute ideas and suggestions to enhance the learning outcomes for children. Children enjoy quality learning programmes.
Whānau have a charter to guide kōhanga reo management practices. Policies and procedures provide clear expectations for daily operations. Personnel expectations are in place. Kaimahi are aware of their collective and individual responsibilities. A draft strategic plan show clear links to the whānau vision, aspirations and forward direction. Whānau regularly discuss the progress to finalise the strategic plan. A comprehensive annual plan assists whānau to monitor all areas of operation.
Internal evaluation processes are in place. Regular reports are shared at hui-ā-whānau. A review schedule helps whānau to keep policies and procedures up to date. Whānau regularly review their operational performance. Children benefit from the improvement focus.
Key Next Steps
Whānau internal evaluation is developing. It is not clear how the draft strategic plan is informed by internal evaluation. Assistance to strengthen whānau practices and increase understanding about these links can help to improve outcomes for children.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:
- ensure that kaimahi are appraised annually and that they are managed appropriately by the kōhanga reo for areas of professional development and support

4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation, that whānau increase their knowledge about internal evaluation to progress forward planning based on outcomes for children.
When is ERO likely to review the kōhanga reo again?
The next ERO review of Te Kōhanga Reo o Ngā Toa Iwi Whenua will be in three years.
