1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.
2 Context

Te Kōhanga Reo o Papatahi is located in the township of Moerewa, Northland. Whānau acknowledge Ngāti Hine as mana whenua. Te reo o Ngāti Hine is the priority dialect. Whānau have done well to address the areas of non-compliance outlined in the ERO 2021 review report.
3 Evaluation Focus
How well do mokopuna demonstrate who they are and where they come from?
Mokopuna are in the early stages of expressing their understanding of tuakiritanga.
4 Findings
Kaimahi are committed to providing a programme that nurtures mokopuna identity. The programme places a strong emphasis on whakapapa and draws on information related to the natural world. Mokopuna are well supported to learn about their connections to their maunga, awa, tuākiritanga, marae and whakapapa through the repetitive practice of mihimihi and pēpeha. Some older mokopuna demonstrate emerging confidence to recite pēpeha. Babies observe kaimahi and their tuākana and mimic their actions. Mokopuna show an early understanding of who they are and where they belong.
Mokopuna experience a range of age-appropriate activities in te reo Māori. Kupu hou are intentionally integrated into planning and teaching. Te reo Māori is the language of instruction. Kaimahi model simple language structures and introduce kupu hou through play. They plan to build mokopuna vocabulary in each kaupapa. Mokopuna are given opportunities to choose waiata they enjoy. Rauemi such as poi and pākura are used to stimulate and sustain mokopuna engagement and develop mokopuna understanding of te reo Māori. Mokopuna are emerging as early speakers of te reo Māori.
Kaimahi have appropriate processes in place to plan and assess mokopuna learning and progress. Their planning is collaborative. Themes for the year are set out according to ngā wāhanga o te tau and are underpinned by Ngā Taumata Whakahirahira. Wāhanga, wiki and daily planning, including whāinga ako, guide the implementation of activities. Mātai mokopuna are in place to capture set elements of learning. Additionally, kaimahi record mokopuna milestones and collect samples of mokopuna mahi for kōnae. Mokopuna benefit from a well-considered curriculum.
Whānau are developing their understanding of their roles and responsibilities. They are connected through whakapapa connections. Hui whānau are regular, a range of matters relating to operations of the kōhanga reo are discussed. The whānau aspire for mokopuna to be confident speakers of te reo and supporting the growth and use of te reo in the kāinga. Personnel documentation is in place that is guided by the Children's Act 2014. Additionally, kaimahi have completed their self-appraisals and whānau plan to complete kaimahi performance appraisals shortly. Mokopuna are a focus of whānau operations.
Key Next Steps
It is timely that whānau implement a process of internal evaluation or self-review to monitor operations and ensure continuous improvement. This is critically important to the overall operation and practices in the kōhanga reo. Mokopuna learning and wellbeing are at the centre of ongoing improvement.
Programme evaluation requires attention. There is very little information to show areas for improving the quality of the learning programme for mokopuna. Whilst kaimahi informally discuss learning programmes to improve delivery, they do not always record decisions to bring about change. Mokopuna learning can lead to better outcomes by improving programme evaluation practices.
Whānau whakahaere practices can be strengthened. Whilst the health and safety policies and procedures are aligned to current legislation, there is no evidence that whānau have a regular cycle of policy review. Furthermore, emergency evacuation practices must be regularly documented when carrying out emergency drills. In addition, while kaimahi consider risks in their excursion documentation, it is equally important to consider all possible risks and scenarios. Mokopuna health and safety cannot be guaranteed.
Strategic planning requires attention. Whānau have expressed there is a need to update their Te Ara Tūāpae to reflect the aspirations and priorities of the current whānau. It is equally important for whānau to document an action plan to ensure tracking and monitoring of progress made to their strategic objectives. In addition, the whānau would also benefit from reviewing their tūtohinga against Ngā Pou e Whā and Te Whāriki a Te Kōhanga Reo. This will assist them in building their knowledge and understanding of the kaupapa. Mokopuna will benefit when whānau are steeped in the kaupapa of kōhanga reo.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Therefore, the whānau must:
- ensure an ongoing process of self-review or internal evaluation to help the whānau to maintain and improve the quality of its education and care for the mokopuna.

6 Recommendation
ERO and the Kōhanga reo whānau developed the following recommendations:
- to address the areas for further improvement documented in the report, and
- to develop a clear process of self-review to promote positive outcomes for mokopuna.

1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Papatahi is located in Moerewa. The kōhanga reo has a close association with the local marae and Kura Kaupapa Māori. Mokopuna are exposed to the dialect of Ngati Hine through the involvement of their kaumatua.
3 Evaluation Focus
How well are mokopuna developing as te reo Māori speakers?
Mokopuna are in the early stages of speaking te reo Māori through their learning experiences.
4 Findings
Ngā Taumata Whakahirahira
Kaimahi use a range of strategies to support and build mokopuna knowledge and use of te reo Māori. These include waiata, karakia, games and repetition. Mokopuna learn about language patterns that are specific to formal occasions, such as pōwhiri and whakatau. Kaimahi use prompts to support mokopuna to recite their pepehā, mihimihi and mōteatea with each other. Pēpi communicate understanding of te reo through facial expressions and body language. Kaimahi support mokopuna by using te reo Māori phrases that express aroha, manaaki and tiaki. Mokopuna are exposed to te reo o te kāinga through their frequent interactions with their kuia. Mokopuna are early learners of te reo māori.
Whānau Whakahaere
Whānau have processes in place for managing most aspects of the kōhanga reo operations. The Tūtohinga outlines goals for kōhanga development and direction and provides guidelines for managing the kōhanga reo operations. Policies and procedures for health and safety and personnel management are in place. Whānau hui are regular and well attended. Kaimahi appraisals are carried out and identify ongoing focuses for professional development. Mokopuna learning is supported by whānau management practices.
Kaimahi work together to plan programmes, monitor mokopuna progress and evaluate the quality of the learning programme. They decide on a range of activities appropriate for identified mokopuna learning. Profile books record mokopuna learning and progress in action. Kaimahi use informal and formal methods to evaluate the learning programme including written comments and discussions at kaimahi hui. Mokopuna learning is well planned for.
Key Next Steps
Whānau need to extend their management practices to ensure all aspects of the kōhanga reo operations are well supported. These include the following:
There is no process in place to ensure key tasks are completed in a timely manner. The annual plan requires completion to provide clear guidance for the management of key operational tasks.
Whānau have identified their goals and aspirations in their strategic plan, it’s important that the whānau develop an action plan to record and monitor progress in relation to their aspirations. Mokopuna benefit when their future needs are monitored and considered.
Although health and safety policies and procedures are a priority for whānau, earthquake drills have not been practised. Whānau must ensure all requirements for earthquake evacuation drills are carried out and recorded.
Safety checking for kaimahi is not current. Whānau must complete safety checks of kaimahi in accordance with the Children’s Act 2014. Mokopuna safety is at risk. While whānau have carried out hazard checks, these have not been documented. Whānau must ensure equipment, premises and facilities are checked and documented daily and appropriate action is taken. Mokopuna health and safety are compromised.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, the whānau must:
- ensure there is an annual plan in place to monitor the progress of key aspects of operations

1 Context
Te Kōhanga Reo o Papatahi is located in Moerewa. The kōhanga reo has a close association with the local marae and kura kaupapa Māori. Children attend the kura when they leave kōhanga reo. Two kuia from Ngāti Hine with Tohu Whakapakari lead the kōhanga reo. Their fluency in te reo Māori is a major advantage for children and their whānau. The transition of whanau away from the area has had an impact on the kōhanga reo. Despite this, the remaining whānau members are committed to supporting their children.
2 The Evaluation Findings
How well do children show they are secure learners?
Children show they are secure in their learning, interactions and relationships with others.
Ngā Taumata Whakahirahira
Children enjoy an environment where learning te reo Māori is well supported. Kaimahi use a range of strategies to support children with te reo Māori. These include karakia, waiata, pepeha, questioning, prompting and modelling. The kuia models the dialect of Ngāti Hine which is an aspiration of the whānau for their children to learn and speak the language of their iwi. Children are developing understanding and confidence to speak te reo Māori.
Children experience learning that nurtures their sense of belonging. Kaimahi provide opportunities for children to learn their whakapapa, pepehā, whakataukī and kīwaha. They encourage the older children to act as tuākana to the younger children. Whanaungatanga is the basis for how children interact with others. Kaimahi model awhi, tautoko, aroha and happiness. Children actively seek out kaimahi when they need comfort or support. Kaimahi ensure children work together and share resources. Children are very cooperative when working with others.
Children participate in a range of learning opportunities. Kaimahi ensure children have access to both the natural environment as well as physical resources. The māra kai provides children with knowledge of how to plant and care for food sources. Kaimahi link the domains of atua Māori to the natural elements. Children acknowledge Papatūānuku, Ranginui and Tama-nui-te-rā as a natural part of their learning programme. Children show excitement when they are able to play outside. They take advantage of the open space to be physically active. Kaimahi are enthusiastic and energetic, and play alongside children as they explore. Children are curious and active learners.
Planning and Evaluation
Kaimahi have good processes in place for programme planning and assessment. Long term planning provides the basis for term and week plans. Kaimahi plan together to ensure consistency of information. Whānau also have opportunities to contribute to kaimahi planning. Planning provides clear guidelines for programme implementation. Profile books are the main method of assessment for children. These contain photos of children at work with descriptions of what they are learning. Whānau are well informed of children’s learning and progress.
The whānau manages the kōhanga reo in the best interests of the children. The charter provides clear direction to manage the operations of the kōhanga reo. Te reo Māori me ōna tikanga sets the parameters for children’s learning. Health and safety policies, procedures, practices and registers are aligned. The well-being of all children is considered.
Internal evaluation of whānau management and operations is adequate. There is regular reporting to whānau hui on all aspects of kōhanga reo operations. This reporting focuses on improvements. Changes are made according to needs and opportunities that arise. Whānau are clear about their current and future goals, and have completed their longer term planning relating to Te Ara Tūāpae. Once they complete their annual plan, the outcomes will be carefully monitored and progressed. Whānau are highly aware of the need to ensure the management of the kōhanga reo is sustainable.
Key Next Steps
Programme evaluation is limited. Kaimahi understand the purpose of evaluation, however discussions about the learning programme are not used to inform planning and improve learning experiences for children. Further professional support is required for kaimahi to strengthen their understanding and use of programme evaluation.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- that kaimahi strengthen programme evaluation practices.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Papatahi will be in three years.
