1 Introduction

Motatau School is in Motatau, approximately 25 kilometres southwest of Kawakawa. The kura provides Level 2 (50 – 80%) reo rua education for ākonga in Years 1-8. Most ākonga and whānau are uri of Ngāti Hine. Many of the trustees and staff have a long association with the kura.

In August 2023 ERO undertook an evaluation of the quality of Mana Whakahaere practices in supporting their ākonga to enjoy success and to stand confidently as uri of Hineamaru. The ERO evaluation found systems and processes were supporting uri success. The key next steps identified at that time have been addressed. 

3 Evaluation Focus

ERO and kura leaders agreed to the following as the focus for this Mana Tamariki evaluation:

How well are students supported to succeed as uri of Ngāti Hine

Students are developing as confident and competent rangatira and kaitiaki of Ngāti Hine.

4 Findings - Mana Tamariki 

Students are immersed in a variety of rich and meaningful learning experiences that build their capability to be future leaders for the hapū and iwi. Learning takes place in the kura and beyond, students are connected and have good awareness of wider community and national issues and worldwide events. They are settled and participate enthusiastically in learning that prepares them to be successful kaitiaki of Ngāti Hine. Strong relationships characterised by whakapapa, whanaungatanga, and aroha are an integral part of their learning experiences. Students take personal responsibility and are developing as independent learners.

Students learn in environments that enhance their academic and cultural knowledge. Efficient classroom practices by skilled and knowledgeable kaiako, support student progress in literacy and numeracy. Students’ needs are identified and responded to appropriately. Kaiako engage in inquiry and research and attend professional learning and development opportunities that further enhance teaching and learning outcomes. Strategies are in place to accelerate the learning of students who require this. Kaiako are collaborative, well prepared, reflective and they evaluate their practice to develop the teaching programme and improve outcomes for tamariki. Students are happy and confident learners. 

Assessment information and evaluation of student achievement data is used to develop and improve teaching and learning outcomes for students. Achievement data in reading and writing shows a trajectory of improvement in recent years. At the end of 2023 data showed that most tamariki were achieving at kura expectations in Reading, Writing and Mathematics. Most students are progressing well. 

Key Next Steps

More coherence is needed across key guiding documents. There are clear expectations and direction for the kura expressed in the strategic plan. The marau ā-kura should align to these and express the important fundamental pedagogies and educational theories desired. Further development of a marau ā-kura should promote alignment across school wide systems, processes and operations.

5 Whānau Assurance on Legal Requirement

Before the evaluation, the board of trustees and tumuaki completed the Board Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration and certification
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • compliance with the Vulnerable Children Act 2014.

6 Recommendation

ERO and Motatau School whānau agree that the leaders and kaiako address the key next step outlined in this report.

4 Findings - Mana Whakahaere

Whanaungatanga and whakapapa support the board to maintain trusting and reciprocal relationships with kura leaders, whānau and the wider Motatau community. Experienced trustees are clear about their roles and responsibilities. Whanaungatanga is highly evident in the way whānau and staff collaborate to realise ākonga potential. Trustees draw upon each other's expertise and networks, and newer board members are mentored well. The board seek appropriate advice and resources when necessary. Strategic direction is informed by whānau aspirations. Decision making discussions are informed, well considered, and contribute to achieving desired educational outcomes. Policies and procedures are in place and reviewed consistently to ensure the emotional, physical and cultural wellbeing of ākonga.

Leadership is committed to providing a range of stimulating learning opportunities for ākonga. The curriculum strongly reflects Ngāti Hinetanga. Mātauranga, stories, local history, tikanga and whakapapa are the foundations of the kura vision and goals. Well-considered authentic and relevant learning experiences occur in the kura, the marae and beyond. Ākonga have good opportunities to learn about who they are, where they are from, and the uniqueness of local iwi and the community. 

The 2023 achievement targets were to improve progress and achievement in literacy and numeracy. The majority of ākonga were achieving at or above kura expectations at the end of 2022 in these areas. Strategies and resources focus on improving teaching and learning for those ākonga whose potential is not yet realised. Mid-year data shows that significant progress had been made by some ākonga identified as at risk in reading, writing and mathematics. 

Leaders and kaiako are proactive in building their capability to respond to ākonga and whānau aspirations. Professional learning and development and the professional growth cycle for kaiako align to curriculum initiatives. A collective responsibility underpinned by whakapapa and whanaungatanga supports practices that promote successful ākonga educational outcomes. Ākonga are well supported to fulfil Ngāti Hine roles and responsibilities as rangatahi and for the future. 

Key Next Step

Trustees need to fully and rigorously implement the performance management framework for the tumuaki. The board are in the very early stages of implementing the process. There needs to be a deliberate and planned approach to evaluating the effectiveness of leadership capability on an annual basis, and to ensure the tumuaki is assessed against the relevant professional standards.
