2 Context of the Service

Early Years Ltd was recently purchased and is now under new ownership. The centre owners manage governance operations. The qualified owner in the role of centre manager oversees the curriculum with the centre supervisor. The children in attendance are from diverse cultural backgrounds, including small numbers with Māori heritage.

3 Summary of findings

Children, toddlers and infants experience a calm and unhurried environment. Teachers respond sensitively to the needs of the children and infants in their care. Infants’ early oral literacy skills are supported through the responsiveness of the teachers to role model language and conversation.

The service’s curriculum uses the strands and goals of Te Whāriki, the early childhood curriculum. The leaders and teachers are developing the systems, processes and teaching capability for planning, assessment and evaluation. As a result, there is limited evidence to show children’s increasing capabilities in relation to the learning outcomes in Te Whāriki.

Staff have yet to implement a responsive curriculum that includes children’s cultures, home languages and identity as learners. The leaders have self-identified that they need to extend their team’s knowledge to plan and implement a culturally responsive curriculum, including that which integrates whānau aspirations.

Leaders have prioritised the development of policies and procedures with a focus on meeting the licensing requirements. The leaders acknowledge a new priority for external expertise to support the collective capability to do and use evaluation with a focus of ongoing improvement.

Leaders have developed a process for performance appraisal for the teaching team. The current appraisal process could be strengthened by aligning it with the professional growth cycle. Teachers capability in evaluating the effectiveness of their teaching practice in relation to outcomes for children, needs to be supported. Further targeted professional learning and critical feedback is required to guide teachers to inquire into their teaching, make evidence-based changes and consider how this has impacted on outcomes for children.

4 Improvement actions

​Early Years Ltd​ will include the following actions in its Quality Improvement Planning:

  • Improve the extent to which planning, assessment and evaluation shows children’s progress and learning in relation to the learning outcomes in Te Whāriki.
  • Increase the capability and collective capacity to do and use evaluation with a focus on ongoing improvement.
  • Leaders to mentor and coach teachers to develop their teaching and leadership capabilities through the professional growth cycles.

5 Management Assurance on Legal Requirements

Before the review, the staff and management of ​Early Years Ltd​ completed an ERO Assurance Statement and Self-Audit Checklist. In these documents they attested that they ​have​ taken all reasonable steps to meet their legal obligations related to: 

  • curriculum
  • premises and facilities
  • health and safety practices
  • governance, management and administration.

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; safety checking; teacher registration; ratios)
  • relevant evacuation procedures and practices.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Actions for Compliance

ERO identified the following areas of non-compliance:

  • A record of all medicine given includes the time medicine was administered and evidence of parental acknowledgement.

Recommendation to Ministry of Education

ERO recommends the Ministry follows up with the service provider to ensure non-compliances identified in this report are addressed.

Background

Kids Klub Stanmore Bay Ltd is a privately owned and operated education and care service. It is one of two services under the same ownership. The team includes three qualified teachers, three unqualified teachers and a chef. Children, from birth to school age, play and learn in two separate learning areas.

Summary of Review Findings

Children’s preferences are respected, and they are involved in decisions about their learning experiences. The service curriculum is inclusive, and responsive to children as confident and competent learners. Adults providing education and care engage in meaningful, positive interactions to enhance children’s learning and nurture reciprocal relationships.

A sufficient quantity and variety of indoor and outdoor furniture, equipment and materials are provided appropriate for the learning and abilities of children attending.

Compliance

Since the onsite visit, the service has provided ERO with evidence that shows it has addressed the following non-compliances:

  • Having a process for human resource management that includes provision for professional development (GMA7).
  • Having evidence of an attendance record that is marked on a twice daily basis (GMA11).
  • Checking equipment, premises, and facilities daily for hazards to the children and considering all hazards required (HS12).

All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.

Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.

ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

  • having its first ERO review – including if it is part of a governing organisation
  • previously identified as ‘not well placed’ or ‘requiring further development’
  • that has moved from a provisional to a full licence
  • that have been re-licenced due to a change of ownership
  • where an Akanuku | Assurance Review process is determined to be appropriate.

At the time of the review, ERO identified areas of non-compliance with regulatory standards that are an unacceptable risk to children.

Background

The centre was purchased, renamed Kids Klub Stanmore Bay Ltd, and licensed by the Ministry of Education in December 2018. There are three qualified teachers, one of whom is the new owner, as well as three unqualified teachers and a chef.

Summary of review findings

The programme is consistent with Te Whāriki, the early childhood curriculum. It provides children with a range of experiences and resources in the indoor and outdoor environments. Children’s preferences are respected and teachers are responsive to their needs. A philosophy statement guides the service’s operation and a process of self review is beginning to guide improvements.

ERO identified significant areas of non-compliance with regulatory standards. Following the on-site review, the service provider supplied evidence to ERO to show that most of these non-compliances have now been addressed.

Actions for compliance

The service provider must ensure that:

  • earthquake drills are carried out on at least a three-monthly basis
  • processes for managing excursions are in place
  • safety check results are obtained before staff have access to children.

Recommendation to Ministry of Education

ERO recommends that the Ministry reassess the licence of Kids Klub Stanmore Bay Ltd. ERO will not undertake a further review of this service until the Ministry of Education is satisfied that the service meets regulatory standards.
