1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Kōtuku is based on the school grounds of Rutherford High School, Te Atatū, Auckland. Whānau are committed to enhancing outcomes for mokopuna. A long serving kaiako continues to provide education for mokopuna

3 Evaluation Focus

How well do mokopuna show they are happy learners?

Mokopuna experience a range of positive opportunities as they actively engage in learning.

4 Findings

Mokopuna learn in a nurturing and supportive environment. Kaimahi draw on a range of ways to support mokopuna to build their understanding and use of te reo Māori. These include strategies such as modelling, prompting, questioning and praise. Karakia, mihimihi and the kōhanga reo pēpeha provides formal language opportunities for mokopuna to practice te reo Māori. Tuākana are able to confidently deliver pānui in te reo. Mokopuna embrace opportunities to express themselves during throughout the day. Mokopuna are developing as confident and competent speakers of te reo.

Mokopuna show excitement when they participate in the learning programme. They sing and jump, play games freely explore their environment. Planned activities support mokopuna to pursue their interests as independent learners. Mokopuna are supported to lead aspects of the learning programme which they undertake confidently and with pride. Kaimahi model the values of aroha, manaaki and tiaki and praise mokopuna for their efforts. They use soft and gentle tones when interacting with the mokopuna. Kaimahi ensure transitioning across the learning programme are smooth and seamless. Mokopuna appear confident, happy and settled learners.

Mokopuna needs and interests underpin programme planning and assessment. Year and term plans guide the delivery of a wide range of kaupapa. Weekly plans include objectives, goals and activities that support Kaimahi teaching and learning. Mokopuna learning are captured in kōnae mokopuna and include a range of information including photos, examples of mokopuna learning and comments on their progress and development. Mokopuna experience a learning programme that is well planned and managed. 

Whānau understanding of their management roles and responsibilities are developing. The tūtohinga outlines the history, vision and values of the kōhanga reo. The annual plan provides clear guidance for completing key administrative tasks. Whānau meet regularly to discuss areas of operations. Finances and kaiako reports are tabled at whānau hui. Personnel matters are managed well. Whānau have established a Rōpū Awhi who are responsible for kaimahi appraisals. Whānau operations are managed in the best interest of the mokopuna.

Key Next Steps

Programme evaluation requires attention. While kaimahi hold hui and document their reflections, it is time for kaimahi to focus discussions of the effectiveness of the learning programme. Mokopuna learning would benefit from improvement focused practices.

Key health and safety policies and procedures are out of date. Whānau must ensure policies procedures are regularly reviewed and updated to reflect current legislative requirements.

Emergency evacuations for fire and earthquake are not regularly practised. Whānau must ensure emergency drills are carried out and documented at least every three months. Mokopuna safety is compromised.

Whānau must ensure when mokopuna leave the premises on an excursion an assessment and management of risk (RAMs) is undertaken. Whānau must ensure all relevant documentation for all excursions is thoroughly completed. Mokopuna benefit when health, safety and wellbeing risks are carefully mitigated.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements, they must: 

  • establish a process to evaluate the effectiveness of the learning programme

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis.

1 Context

Te Kōhanga Reo o Te Kōtuku is based on the grounds of Rutherford High School. Positive relationships with the kura benefit children’s learning. Intergenerational whānau involvement has resulted in successive generations returning as kaiako and achieving qualifications through the National Te Kōhanga Reo Trust courses.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children confidently demonstrate strong feelings of whanaungatanga as they work and interact with their peers and adults.

Ngā Taumata Whakahirahira

Children experience meaningful whānau relationships. Whānau relationships reflect the warm, loving links of families including kuia, aunties, uncles and tamariki, mokopuna. Adults model respect, care and concern with hugs, kisses and smiles. Children model these values in their relationships with each other. Whānau learn with their children and value the aroha shown to them. Children are caring.

Children participate in a programme that nurtures their identity. Kaimahi know children well and provide them with important information to support children to know who they are and where they are from. They support children to recite their whakapapa and pepeha with confidence. Whānau are also taking the journey with their children to discover whakapapa connections. Children know who they are.

Children are supported to learn te reo Māori. Whānau and kaimahi aspire for children to be speakers of te reo Māori. Kaimahi provide an environment that fosters and encourages language development. This includes using a range of effective strategies such as waiata, hand actions, stories and prompts. Babies and children are using what they have learned in their conversations. Children are developing as early speakers of te reo Māori.

Children learn in an environment that fosters their curiosity. Kaimahi and whānau provide well- resourced and organised learning spaces that encourage children to explore, imagine and create. There is a dedicated space for babies to play with age appropriate activities in a safe place. Well-established routines enable smooth transitions between activities and increases opportunities for choice, independent and group play. Children are confident learners.

Planning and Evaluation

The whānau has in place processes to manage the operations of their kōhanga reo. In 2017 and 2018 financial and personnel management problems surfaced. The whānau received well-planned support from the regional kōhanga reo staff to develop and implement an action plan to address all issues.

The wellbeing and safety of children are a priority for the whānau. The charter has been reviewed and policies updated and endorsed by the whānau. The new whānau and management team are gradually becoming more familiar with their roles and responsibilities in the management of the kōhanga reo. Personnel management issues have been resolved and the whānau is looking ahead to a positive future.

Children’s learning needs are a priority for planning programmes. These plans are developed as a team in response to identifying children’s emerging interests and needs. Resources are created related to kaupapa. Whānau receive diverse range of information about children’s learning and development. Programme evaluation is focused on identifying good practice and strategies for lifting areas for improvement.

  • some policies require further development to ensure that policies, guidelines and practices are clearly detailed. These include clarifying the process for employing personnel which includes making sure personnel are using updated policy information to complete procedures
  • develop strategic direction for the kōhanga reo for future and continued development
  • make better use of the annual plan to document key dates for meetings, events and planning for the year.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation. The Te Kōhanga Reo Trust regional personnel will continue to support the kōhanga reo whānau to address the next steps for improvement identified in this report.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Kōtuku will be in three years.
