1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Ōterepo is in the suburb of Waltham, Christchurch. Whānau faced several challenges following the Christchurch earthquakes of 2011. They have since moved into their new building located alongside Te Kura Kaupapa Māori o Te Kura Whakapūmau i Te Reo Tūturu ki Waitaha.
ERO’s Mana Whakahaere review in November 2023 found that whānau have established processes and systems to support mokopuna learning and wellbeing. Mokopuna overall development and care informs whānau collective decision making.
3 Evaluation Focus
How well do mokopuna express their understanding of te tāmokotanga o ngā tīpuna?
Mokopuna are broadening their understanding of their ancestral narratives across various cultural contexts.
4 Mana Mokopuna
Mokopuna learn in an authentic environment grounded in the principles of tikanga Māori. Kuia and kaimahi use effective approaches to provide opportunities for mokopuna to hear te reo Māori in both formal and informal contexts. Tuakana engage in simple conversations with their kuia, kaimahi and their peers. Teina mimic and use body gestures during their interactions to demonstrate their understanding. Kaimahi use a range of waiata to enhance mokopuna understanding of their whakapapa connections and ancestral heritage. Mokopuna enjoying sharing and engaging in the unique kaupapa of Te Pae Tuku Aka, Te Pae Tuku Kōrero and Te Taiao o Te Mokopuna. They are intrigued with knowledge of Te Aitanga ā Tanemahuta and Te Aitanga ā Pēpeke. Kaimahi inspire mokopuna to explore through enjoyable and theatrical methods. They consistently applaud the efforts and achievements of each mokopuna.
The practices of manaakitanga and aroha form the foundation of all interactions within the learning programme. Mokopuna experience love and care from their kuia, kaimahi, whānau and others. They show respect and consideration in their interactions with adults, peers and the taiao. The daily routine offers opportunities for mokopuna to express, interpret and celebrate their learning experiences. Both indoor and outdoor spaces are vibrant, creative, imaginative and organised to facilitate both group and individual learning. Mokopuna benefit from learning that nurtures their mana, wairua and mauri.
Personnel matters are well managed. Kaimahi employment documentation encompasses individual employment agreements, position descriptions, competency expectations and verified kaimahi safety checks. Self-appraisals contribute to kaimahi growth and development. Mokopuna wellbeing and learning are promoted through strong whānau whakahaere practices.
Key Next Steps
Whānau have practices in place to enhance positive outcomes for mokopuna and support kaimahi practice. ERO and the kōhanga reo whānau developed the following recommendation for whānau to collectively continue to enhance the quality of mokopuna learning and outcomes. Mokopuna thrive in an environment that is focused on their needs.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Te Kōhanga Reo o Ōterepo is in the suburb of Waltham, Christchurch. Whānau faced several challenges following the Christchurch earthquakes of 2011. They have since moved into their new building located alongside Te Kura Kaupapa Māori o Te Kura Whakapūmau i te reo Tūturu ki Waitaha. Whānau are dedicated to te reo Māori, te ao Māori and the seamless transition into te kura kaupapa Māori.
3 Evaluation Focus
How well do processes and systems support the learning and well-being of mokopuna?
Whānau systems and processes support the wellbeing, learning and care of mokopuna.
4 Findings - Mana Whakahaere
Whānau have processes in place to manage most aspects of the kōhanga reo. Whānau hui are regularly attended and reporting across key operational matters is evident. Core health and safety policies and procedures are present. Registers provide good information and are completed frequently. Te Ara Tūāpae is used to inform the strategic plan. This includes the vision and aspirations whānau hold for mokopuna. An action plan supports the ongoing development of the kōhanga reo. Overall operational and administrative tasks and timelines are set out on the annual plan. These include policy review, emergency drills, hui, and key financial dates. Mokopuna wellbeing and learning is a priority.
Kaimahi have established processes for planning and assessment. They work collaboratively to plan the mahere ako. Whānau are provided opportunities to contribute and share their ideas. The mahere ako is detailed and includes annual, term and weekly plans. A range of activities identified support programme implementation to ensure the learning programme is focused. Mokopuna learning and progress is captured through the digital platform of Te Aho Poutama. These acknowledge individual mokopuna learning and development overtime. Mokopuna benefit from collaborative kaimahi practices.
Key Next Steps
Programme evaluation requires strengthening. While kaimahi hui weekly, documented discussions are not clearly focused on evaluating outcomes for mokopuna, and improvements to learning programme. Mokopuna would benefit from strengthening approaches to programme evaluation for ongoing improvement.
Emergency evacuations for earthquake and fire drills have not been carried out. Whānau must ensure all requirements for earthquake drills and fire drills are completed and recorded. Mokopuna safety is paramount.
Other matters related to personnel documentation are yet to be sighted. Whānau and ERO have agreed that documentation will be available during the onsite visit.
5 Kōhanga Reo Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at systems for managing the following areas:

6 Recommendation
ERO recommends that whānau continue to carry out emergency evacuations for earthquake and fire on an at least three-monthly basis and have all relevant documentation for personnel matters made available during the onsite visit.

1 Context
Te Kōhanga Reo o Ōterepo is in the suburb of Linwood, Christchurch. Whānau continue to operate from temporary buildings that they were placed in during the 2011 earthquakes. Past plans by Te Kōhanga Reo National Trust (TKRNT) for new buildings for children continue with delays. The whānau report sustained uncertainty over these years compound frustration with ongoing challenges to grow the kōhanga reo kaupapa.
2 The Evaluation Findings
How well do children demonstrate whānaungatanga?
Children positively demonstrate caring and nurturing relationships.
Ngā Taumata Whakahirahira
Children make meaningful connections to te ao Māori. They participate in daily learning that acknowledges atua Māori. Kaimahi share stories that reinforce whakapapa. Children develop an awareness of atua Maori in their living world. Despite restrictions placed on kaimahi with the existing facilities, children are familiar with expectations for hygiene and care. Their awareness about care and respect is heightened.
Children learn and play in a supportive environment. Kaimahi are responsive to the needs and wellbeing of children. They provide a range of stimulating learning activities. Pēpi and teina participate alongside tuakana in planned learning activities. Kaimahi make the most of existing restrictions to space and storage so that all children can self-select and explore with independence. Children are stimulated as learners.
Children experience learning that reinforce identity and belonging. Regular activities provided to children include participation alongside whānau as tangata whenua. Kaimahi use effective strategies to foster children’s understanding about their whakapapa and tribal identity. Children are familiar with the significant role of kaumātua within the whānau. Children are connected and show confidence as learners.
Children explore and interact with the local community. They regularly connect with the wider whānau at the local kura and other kōhanga reo. Regular haerenga are planned for children throughout the year. Children experience new learning that fosters curiosity and broadens connections.
Children receive a range of language learning experiences. Kamahi include te reo Māori rotarota to enhance learning. This strategy effectively prompts children to reciting karakia. Children enjoy opportunities to lead the whānau in morning sessions. Children are developing confidence and ability to make connections with te reo Māori.
Key Next Steps
Children’s physical environment is not conducive to their diverse learning needs and care. The whānau have continued to operate in less than desirable conditions that impede on children’s freedom to explore and discover in their immediate space at the kōhanga reo. ERO has identified these as concerns for children. In addition, existing space and facilities do not provide for un-interrupted sleep and safe play for pēpi. The whānau work in unacceptable conditions for preparing kai. These concerns are compounded by further challenges that they have experienced over the past years. The kōhanga reo whānau and children’s learning is negatively impacted on by conditions out of their control.
Planning and Evaluation
Children’s wellbeing and safety are a priority for the whānau. Regular monthly hui maintains good monitoring across all areas of the kōhanga reo. There are clear expectations for reporting including finance and Te Whāriki for children. The tūtohinga has been updated by the whānau with the review of policies tabled at every hui.
Children’s learning is planned, shared and considered. Kaimahi use a well-established planning framework that aligns to Te Whāriki. The planning process is collective. The interests and needs of all groups of learners are recognised.
Key Next Steps
Stronger connections about children’s learning can be made through assessment. Links between planned kaupapa, learning goals and actual learning for individuals are not clear. These improvements to assessment practice can tighten the links between planning and learner development.
Greater attention is needed at kaimahi hui to discuss programmes, provisions and practices that are effective and need improvement for groups of children. This focus at kaimahi hui will maintain focus on best practice for children.
The whānau has a well-established process for appraisal in place. Significant events have had an emotional toll on whānau which has focused attention away from matters including kaimahi appraisal. ERO encourages the implementation of appraisal.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:
- ensure that children and whānau operate in conditions where the premises and all facilities adequately provide for restful and safe sleep, appropriate space for sick children, adequate facilities for hygienic preparation and for the serving of food, and sufficient spaces for storage and daily operations. 4 Recommendations
ERO and the Kōhanga Reo whānau developed the following recommendation:
- the whānau address the key next steps identified in this ERO report, including assessment, programme evaluation and appraisal
- immediate response from relevant key stakeholders, specifically TKRNT and the Ministry of Education (MoE) is needed for whānau to adequately address the property and facilities conditions for children
- TKRNT submit to ERO an action plan that outlines key steps towards addressing property conditions for children.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Ōterepo will be within one year.
