1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Kōkiri Marae is in Seaview, Lower Hutt. The kōhanga reo is one of three in the Hutt Valley and Wainuiomata that is governed by the Kōkiri Marae Keriana Olsen Trust. The kōhanga reo operates from the whare tipuna on Te Marae o Kokiri. The operations of the kōhanga reo are well-managed and kaimahi are supported to carry out their roles and responsibilities. 

3 Evaluation Focus

How well do mokopuna show they enjoy their learning?

Mokopuna are engaged in their learning and experience positive interactions with others.

4 Findings - Mana Mokopuna

Mokopuna experience learning where te reo Māori is valued. Mokopuna partake in formal tikanga processes and are kaitiaki of their kōhanga reo. Kaimahi are deliberate in their use of pao and waiata to increase mokopuna language development. They also use karakia, waiata and rotarota to encourage mokopuna to respond and engage in informal dialogue. Older mokopuna are encouraged to share their thoughts and stand confidently. Mokopuna engage happily with others in their te ao Māori settings.

Mokopuna experience learning that promotes curiosity and exploration. Kaimahi encourage mokopuna to make choices about their play and learning. Mokopuna are supported with leadership roles in many ways across the well-resourced learning programme. The daily routine is familiar, and transitions are smooth throughout the kōhanga reo. Mokopuna are consistently praised for their contributions. Kaimahi model aroha, manaaki and awhina, through this mokopuna show care and consideration for others. Kaimahi and mokopuna have fun together. Mokopuna enjoy exploring their environment with their peers.

Whanaungatanga is central to enhancing growth and development. Kaimahi are enrolled in Te Kōhanga Reo National Trust courses and external support is provided to further develop kaimahi knowledge and skills to be supportive and effective practitioners. Mokopuna are the focus for whānau

Whānau continue to work collaboratively to further achieve positive outcomes for mokopuna.

5 Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

  • that whānau collectively continue to enhance the quality of learning and outcomes for mokopuna  

  • that whānau continue to strengthen their processes as they strive for excellence for mokopuna.

2 Context

Te Kōhanga Reo o Kōkiri Marae is located on Kōkiri Marae in Seaview, Lower Hutt. The kōhanga reo is inspired by kaumātua committed to the restoration and development of te reo and tikanga Māori. It is one of three kōhanga reo governed by the Kōkiri Marae Keriana Olsen Trust. Kōkiri Marae provides a number of services to support vulnerable whānau in the surrounding communities.

3 Evaluation Focus

How well do mokopuna enjoy their learning?

Mokopuna enjoy interacting with kaimahi who support their learning in meaningful ways.

4 Findings - Mana Whakahaere

The tūtohinga provides clear direction for the management and operations of the kōhanga reo. There is a regular review of all policies and procedures. These align to current legislation. Strategic planning is informed by Te Ara Tūāpae that define key aspirations. A shared kaiwhakahaere position oversees the daily operations and management of the kōhanga reo. All employee documentation is current and in place. Kaimahi appraisals are complete with an ongoing focus on professional development.

Management and kaimahi engage whānau in various ways. One-on-one meetings discussions with whānau are used to share and celebrate mokopuna learning and progress. Individual development of mokopuna is shared with whānau through profile books. Whānau are encouraged to contribute to the learning programme and give feedback. Hui kaimahi are held regularly and are well attended. A range of communication platforms are used to keep whānau informed. Mokopuna enjoy a happy environment that involves regular whānau interactions with kaimahi.

Planning has purpose and intent and aligns to Te Whāriki. Minutes include online learning, health and safety around COVID-19, the lockdown and hygiene practices. Kaimahi use a range of strategies and practices to support mokopuna to be happy and settled. Aromātai processes and practices are in place. Programme evaluation is evident. Kaimahi use this information to make improvements to the programme. Mokopuna learning and their health and safety is paramount.

Key Next Steps

Covid-19 has impacted on kaimahi access to Te Kōhanga Reo National Trust professional training and support. Management encourage and prioritise building kaimahi knowledge and capability. ERO supports their view to look at ways of maintaining ongoing professional development in a Covid-19 environment.

1 Context

Te Kōhanga Reo o Kōkiri Marae is in Seaview, Lower Hutt. The kōhanga reo is one of three in the Hutt Valley and Wainuiomata that is governed by the Kōkiri Marae Keriana Olsen Trust. The kōhanga reo operates from the whare tipuna on Kōkiri Marae. The marae plays a significant role in the daily lives of the children.

2 The Evaluation Findings

How well do children demonstrate a sense of belonging and connection to the people and places around them?

Children demonstrate a strong sense of belonging to the people and places around them.

Ngā Taumata Whakahirahira

Children are well supported to learn te reo Māori. Kaimahi draw on a range of strategies to support children’s language development including modelling and reinforcement. They are very good language models for the children. Kaimahi encourage and support children’s language interactions. The formal part of the programme enables children to learn language patterns through repetition. Children are developing confidence to communicate in te reo Māori.

Children’s positive relationships provide a firm foundation for their learning. Children work with and alongside others. Kaimahi plan a programme that fosters children’s social interactions through shared activities. They have warm relationships with all children and know every child well. Kaimahi respond to the physical and emotional needs of babies and ensure that routines are consistent. Tuākana look after and care for their tēina. Children confidently interact with others.

Children display a strong sense of belonging. Children and their whānau view the marae as their tūrangawaewae. The marae is the focal point of all activities. The whare tipuna is the gathering place for all people on the marae complex who attend karakia every morning. Children have opportunities to interact with a range of people. Children participate in all marae activities. They learn their roles and responsibilities as tangata whenua. Kaimahi provide opportunities for children to recite their whakapapa which reinforces their connections to each other. Children are comfortable in their surroundings.

Children engage in a range of learning experiences. Kaimahi plan and implement learning programmes based on the natural world. Kaimahi foster children’s understanding of their role as kaitiaki as they explore the concepts of atua Māori in the natural environment. Kaimahi ensure that children have access to a range of quality learning resources. There are many instances where children show a high level of interest in their learning. The programme also focuses on building children’s literacy and numeracy skills. Children are curious and confident learners.

Planning and Evaluation

Children are the focus of all kōhanga reo operations. The Marae Trust has effective and efficient management structures in place. The administration systems are robust and rigorous. The manager has high expectations which focus on excellence at all levels. There is a schedule in place to guide internal evaluation. The manager reports quarterly to the trustees on all matters of operations. Reporting on operations is comprehensive. All issues are clearly identified. Resolutions are proposed and outcomes are monitored. The combination of strong internal evaluation and succession planning supports the future sustainability of the kōhanga reo. Children benefit from systems that focus on continuous improvements to practice.

Children are supported by strong leadership at all levels of the kōhanga reo. The manager is assisted in her role by a head kaiako who oversees all three kōhanga reo. Each kōhanga reo have a kaiako who leads programme development. There is collaborative leadership amongst all kaimahi. Children are secure in their learning environment.

Children enjoy a programme that is well managed and organised. Kaimahi have systems to manage the organisation and implementation of the learning programme. Planning and assessment information are comprehensive and detailed. Children’s assessments focus on their interests and learning. Progress and achievements over time are recorded. Children are happy learners.

Key Next Steps

Kaimahi do not formally record how well the programme supports children’s learning. They do not monitor the impact of programme organisation, learning activities or their teaching strategies on children.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the recommendation that kaimahi establish a process for programme evaluation.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kōkiri Marae will be in three years.
